As management of the Caldwell Parish Police Jury, we offer readers of the police jury's financialstatements this narrative overview and analysis of the financial activities of the police jury for the yearended December 31, 2006. We encourage readers to consider the information presented here, inconjunction with the basic financial statements, and the supplementary information provided in this reportin assessing the efficiency and effectiveness of our stewardship of public resources.
Overview of the Financial Statements
This discussion and analysis are intended to serve as an introduction to the police jury's basic financialstatements. The police jury's basic financial statements comprise three components: (1) government-wide financial statements, (2) fund financial statements, and (3) notes to the financial statements. Thisreport also contains other supplementary information in addition to the basic financial statementsthemselves.
Government-wide Financial Statements. The government-wide financial statements are designed toprovide readers with a broad overview of the police jury's finances, in a manner similar to a private-sectorbusiness.
The statement of net assets presents information on all of the police jury's assets and liabilities, with thedifference between the two reported as net assets. Over time, increases or decreases in net assets mayserve as a useful indicator of whether the financial position of the police jury is improving ordeteriorating.
The statement of activities presents information showing how the police jury's net assets changed duringthe most recent fiscal year. All changes in net assets are reported as soon as the underlying event givingrise to the change occurs, regardless of timing of related cash flows. Thus, revenues and expenses arereported in this statement for some items that will only result in cash flows in future fiscal periods (forexample, earned but not taken annual leave).
Fund Financial Statements. A fund is a grouping of related accounts that is used to maintain control overresources that have been segregated for specific activities or objectives. The police jury, like other stateand local governments, uses fund accounting to ensure and demonstrate compliance with finance-relatedlegal requirements. All of the current fluids of the police jury are included in one category -governmental funds.
Governmental Funds. Governmental funds are used to account for essentially the same functionsreported as governmental activities in the government-wide financial statements. However, unlike thegovernment-wide financial statements, governmental fund financial statements focus on near-term inflowsand outflows of spendable resources, as well as on balances of spendable resources available at the endof the fiscal year. Such information may be useful in evaluating a government's near-term financingrequirements.

Because the focus of governmental funds is narrower than that of the government-wide financialstatements, it is useful to compare the information presented for governmental funds with similarinformation presented for governmental activities in the government-wide financial statements. By doingso, readers may better understand the long-term impact of the government's near-term financingdecisions. Both the governmental funds balance sheet and the governmental funds statement of revenues,expenditures, and changes in fund balances provide a reconciliation to facilitate this comparison betweengovernmental funds and governmental activities.
The police jury maintains ten individual governmental funds. Information is presented separately in thegovernmental funds balance sheet and in the governmental funds statement of revenues, expenditures, andchanges in fund balances for the General Fund and the Road Maintenance, Solid Waste and Section 8Housing special revenue funds which are considered to be major funds. Data from the other funds arecombined into a single, aggregated presentation. Individual fund data for each of these non-majorgovernmental funds is provided in the form of combining schedules in the other supplemental informationsection of the report.
Government-Wide Financial Analysis As noted earlier, net assets may serve over time as a usefulindicator of a government's financial position. The following tables focus on net assets (Table 1) andchanges in net assets (Table 2) for the police jury's governmental activities.

Government-Wide Financial Analysis At the close of the fiscal year, assets of the police jury exceededliabilities by $15,669,833. Of those net assets, $9,238,858 represents the police jury's investment incapital assets net of accumulated depreciation. These assets are not available for future spending. Theremaining net assets are made up of bank balances, time deposits, and receivables.
Nets assets increased significantly in 2006. Current and other assets increased by $1,506,926 due,primarily, to the increase of cash and cash equivalents. Capital assets (net) increased due to the reductionof 2006 depreciation expense for roads and bridges. Total net assets increased by $1,621,105 and weredue to several things but mainly as a result of an increase in revenue, more particularly property taxes,sales taxes, charges for services, and grants. In addition to the increase in revenues there was also adecrease in expenditures more particularly general government, public safety and public works. Changesin net assets as represented in Table 2 in total are relatively minor. Revenues from federal grantsdecreased from 2005 by $351,164 due to several grants being completed and closed out. However, weare awaiting federal monies to become available to apply for. Sales taxes were increased in 2006 by

$46,510 mainly due to the major road and bridge construction projects that are taking place within theParish. Program expenses associated with the line item general government decreased by $46,505 due tothe maintaining of budgetary guidelines and reduction of products and services obtained. Programexpenses associated with public safety and public works decreased as a result of closely monitoringexpenses.
Table 3 presents the cost of each of the police jury's major functions as well as the net cost for eachfunction (total cost less revenues generated by those functions). The net cost shows the financial burdenplaced on the parish's taxpayers for each of those functions. The net cost of services for generalgovernment increased by $89,566 due to inflationary costs. The $96,019 decrease in the net cost of publicsafety is due to a reduction of grant expenditures. Public works increased by $49,180 due to inflationarycost of road materials.

Financial Analysis of the Government's Funds The police jury uses fund accounting to ensure anddemonstrate compliance with finance-related legal requirements. The focus of the governmental fundsis to provide information on near-term revenue, expenditures, and balances of expendable resources. Thisinformation is used in assessing the financing requirements of the police jury. Unreserved fund balancesmay serve as a useful measure of a government's net resources available for spending at the end of thefiscal year.
As of December 31, 2006, combined governmental fund balances of $6,502,758 showed an increase of$1,144,084 over December 31, 2005. The General Fund's balance of $1,307,473 is a slightly higheramount than the 2005 balance of $1,120,824. This indicates that the police jury effectively stayed withinits' budgets and also stayed within the current year's revenues.
Budgetary Highlights
Differences between the bottom line of the original budgets and the final budgets were relatively small.Actual numbers for Ad Valorem Taxes, Sales Taxes, Parish Transportation Income and Severance Taxeswere higher than expected. Expenditures were somewhat higher in areas such as Other GeneralAdministration, Public Safety, Courthouse and Jail Maintenance and Waste Management.

Capital Asset and Debt Administration
Capital Assets. The police jury's investment in capital assets for its governmental activities as ofDecember 31, 2006, was $9,238,858 (net of accumulated depreciation). This investment includes land,buildings and improvements, infrastructure roads and bridges, furniture and equipment, and constructionin progress. The increase in net capital assets for the year was $463,553, which consisted of $1,029,711in additions, $61,210 in net reductions, and $504,948 in annual depreciation.
Long-Term Debt. At the end of the year, the police jury had total long-term debt of $71,783, whichconsisted solely of accrued and unused employee annual leave. This represents a decrease of $13,468,over the previous year and is due, in part, to a decrease in employees.
Economic Factors and Next Year's Budgets
The police jury's financial plan for this upcoming year is well underway since the adoption of a realisticbudget that meets the needs of the parish while protecting the long-term financial stability of the parish.
Over the last several years the parish liability insurance costs have continued and upward trend along withmany other products and services purchased by the Parish. All budgeted funds should finish the year witha positive balance without the assistance of any surplus balances with the possible exception theCourthouse and Jail Maintenance Fund. The parish is currently experiencing a large amount ofconstruction work at this time with the construction of a new bridge over the Ouachita River and the fourlaning of Hwy. 165. The parish is also experiencing a large influx of gas exploration and the laying ofseveral gas pipelines across the Parish which all contribute to an increase of the tax base for the parish.However this increase will probably be a short term increase versus long term. Our main focus during theyear 2007 will be to monitor closely all expenditures and attempt to stay in the budgeted guidelines.

I have audited the accompanying financial statements of the governmental activities, eachmajor fund, and the aggregate remaining fund information of Caldwell Parish Police Jury asof and for the year ended December 31, 2006, which collectively comprise the basic financialstatements of the parish's primary government as listed in the table of contents. Thesefinancial statements are the responsibility of Caldwell Parish Police Jury's management. Myresponsibility is to express an opinion on these financial statements based on my audit.
I conducted my audit in accordance with auditing standards generally accepted in the UnitedStates of America and the standards applicable to financial audits contained in GovernmentAuditing Standards, issued by the Comptroller General of the United States. Those standardsrequire that I plan and perform the audit to obtain reasonable assurance about whether thefinancial statements are free of material misstatement. An audit includes examining, on a testbasis, evidence supporting the amounts and disclosures in the financial statements. An auditalso includes assessing the accounting principles used and significant estimates made bymanagement, as well as evaluating the overall financial statement presentation. I believe thatmy audit provides a reasonable basis for my opinion.
The financial statements referred to above include only the primary government of CaldwellParish which consist of all funds, organizations, institutions, agencies, departments, and officesthat comprise the police jury's legal entity. The financial statements do not include financialdata of the police jury's legally separate component units, which accounting principlesgenerally accepted in the United States of America require to be reported with the financialdata of the parish's primary government. As a result, the primary government financialstatements do not purport to, and do not, present fairly the financial position of the reportingentity of Caldwell Parish as of December 31, 2006, and the changes in its financial positionfor the year then ended in conformity with accounting principles generally accepted in theUnited States of America.
In my opinion, the financial statements referred to above present fairly, in all material respects,the financial position of the governmental activities, major funds, and the aggregate remainingfund information for the primary government of Caldwell Parish as of December 31, 2006,and the respective changes in financial position thereof for the year then ended in conformitywith accounting principles generally accepted in the United States of America.

Management's discussion and analysis on pages 4 through 8 is not a required part of the basic financial statementsbut is supplementary information required by the Governmental Accounting Standards Board. I have appliedcertain limited procedures, which consisted principally of inquiries of management regarding the methods ofmeasurement and presentation of the required supplementary information. However, I did not audit the informationand express no opinion on it.
My audit was performed for the purpose of forming an opinion on the financial statements that collectivelycomprise Caldwell Parish Police Jury's basic financial statements. The other supplementary information scheduleson pages 40 through 48 are presented for the purpose of additional analysis and are not a required part of the basicfinancial statements. Those schedules, and the budgetary comparison schedules on pages 35 through 38 which aresupplementary information required by the Governmental Accounting Standards Board, have been subjected to theauditing procedures applied in the audit of the basic financial statements and, in my opinion, are presented fairlyin all material respects in relation to the basic financial statements taken as a whole.
In accordance with Government Auditing Standards, I have also issued a report dated May 31, 2007, on the CaldwellParish Police Jury's compliance with certain provisions of laws, regulations, contracts, and grants and myconsideration of the agency's internal control over financial reporting. That report is an integral part of an auditperformed in accordance with Government Auditing Standards and should be read in conjunction with this reportin considering the results of my audit.

Introduction
Caldwell Parish Police Jury is the parish governing authority governed by an elected board referred to as the "policejury." (similar to county boards in other states) and is a political subdivision of the State of Louisiana. The policejury is governed by seven police jurors representing the various districts within the parish. The jurors are electedby the voters of their respective districts and serve four-year terms. The current terms of jurors expire in January2008. Jurors receive compensation for their service on the police jury as provided by Louisiana Revised Statute33:1233.
Caldwell Parish, established by act 48 of the Louisiana Legislature in 1838, is located in the northeast part of thestate and occupies 529 square miles of land with a population of 10,560 residents, based on the last census. Statelaw gives the police jury various powers and functions in regulating and directing the affairs of the parish and itsinhabitants. The more notable of those are the power to make regulations for their own government, theconstruction and maintenance of roads and bridges, drainage systems, sewerage, solid waste disposal, fireprotection, recreation and parks, parish prison construction and maintenance, road lighting and marking, waterworks, health units, hospitals, provide for the health and welfare of the poor, disadvantaged, and unemployed,economic development, tourism and regulate the sale of alcoholic beverages in the parish. The police jury alsohouses and maintains the Courts and the offices of the Assessor, Clerk of Court, Registrar of Voters, DistrictAttorney and the Sheriff. Funding to accomplish these tasks is provided by ad valorem taxes, sales taxes, beer andalcoholic beverage permits, parish licenses, state revenue sharing, severance taxes and various other state andfederal grants.
In accomplishing its objectives the police jury has 31 employees (3 in the central office, 1 in the courthouse, 2 inthe 911 office, 11 (full & part time) in the recreation department and 14 in public works) In addition to maintainingdrainage and bridges in the parish, the police jury currently maintains 398 miles of parish roads (111 miles ofasphalt and 287 miles of gravel or unimproved).
The police jury also has the authority to create special districts (component units) within the parish to help infulfilling its functions. The districts perform specialized functions, such as fire protection, water distribution,sewerage collection and disposal, drainage control, library facilities, and health care facilities.
In June, 1999, the Governmental Accounting Standards Board (GASB) unanimously approved Statement No. 34,Basic Financial Statements and Management's Discussion and analysis for State and Local Governments. Theaccompanying financial statements and notes thereto are presented in accordance with Statement No. 34.
GASB Statement No. 14, The Reporting Entity, established criteria for determining the governmental reportingentity and component units that should be included within the reporting entity. Under provisions of this Statement,the jury is considered a primary government, since it is a special purpose government that has a separately electedgoverning body, is legally separate, and is fiscally independent of other state or local governments. As used inGASB Statement No. 14, fiscally independent means that the police jury may, without the approval or consent ofanother governmental entity, determine or modify its own budget, levy its own taxes or set rates or charges, andissue bonded debt. In accordance with GASB Statement 14, the reporting entity for Caldwell Parish consist of theprimary government (police jury), (b) organizations for which the primary government is financially accountable,and (c) other organizations for which the nature and significance of their relationship with the primary governmentare such that exclusion would cause the reporting entity's financial statements to be misleading or incomplete.

GASB Statement No. 14 established criteria for determining which component units should be considered part ofCaldwell Parish Police Jury for financial reporting purposes. The basic criterion for including a potentialcomponent unit within the reporting entity is financial accountability. The GASB has set forth criteria to beconsidered in determining financial accountability. This criteria includes:
1. Appointing a voting majority of an organization's governing body, and:
a. The ability of the police jury to impose its will on that organization and/or
b.The potential for the organization to provide specific financial benefits to or impose specific financialburdens on the police jury.
2. Organizations for which the police jury does not appoint a voting majority but are fiscally dependenton the police jury.
3.Organizations for which the reporting entity financial statements would be misleading if data of theorganization is not included because of the nature or significance of the relationship.
Based on the previous criteria, the police jury has determined that the following component units are part of theCaldwell Parish reporting entity:

Considered in the determination of component units of the reporting entity was the Caldwell Parish School Board,the District Attorney for the Thirty-Seventh Judicial District, the Thirty-Seventh Judicial District Court and thevarious municipalities in the parish. It was determined that these governmental entities are not component units

of Caldwell Parish reporting entity because they have separately elected governing bodies, are legally separate, andare fiscally independent of Caldwell Parish Police Jury.
GASB Statement 14 provides for the issuance of primary government financial statements that are separate fromthose of the reporting entity. However, the primary government's (police jury's) financial statements are not asubstitute for the reporting entity's financial statements. The accompanying primary government financialstatements have been prepared in conformity with generally accepted accounting principles as applied togovernmental units.
The police jury has chosen to issue financial statements of the primary government (police jury) only; therefore,none of the previously listed component units, except as discussed in the following paragraph, are included in theaccompanying primary government financial statements. These financial statements are not intended to and do notreport on the Caldwell Parish reporting entity but rather are intended to reflect only the financial statements of theprimary government (police jury).
The primary government financial statements include all funds, account groups, and organizations for which thepolice jury maintains the accounting records. The organizations for which the police jury maintains the accountingrecords are considered part of the primary government (police jury) and include the Caldwell Parish RecreationDistrict and the Thirty-Seventh Judicial District Criminal Court.
1. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
A. Government-Wide and Fund Financial Statements
The government-wide financial statements (i.e., the statement of net assets and the statement of changesin net assets) report information on all of the nonfiduciary activities of the primary government. For themost part, the effect of interfund activity has been removed from these statements. Governmentalactivities, which normally are supported by taxes and intergovernmental revenues, are reported separatelyfrom business-type activities, which rely to a significant extent on fees and charges for support.
The statement of activities demonstrates the degree to which the direct expenses of a given function orsegment are offset by program revenues. Direct expenses are those that are clearly identifiable with aspecific function or segment. Program revenues include 1) charges to customers or applicants whopurchase, use or directly benefit from goods, services, or privileges provided by a given function orsegment and 2) grants and contributions that are restricted to meeting "the operational or capitalrequirements of a particular function or segment. Taxes and other items not properly included amongprogram revenues are reported instead as general revenues.
Separate financial statements are provided for governmental funds and, where applicable, proprietary andfiduciary funds, even though fiduciary funds are excluded from the government-wide financial statements.Major individual governmental funds and, where applicable, major individual enterprise funds are reportedas separate columns in the fund financial statements.
B. Measurement Focus, Basis of Accounting, and Financial Statement Presentation
The government-wide financial statements are reported using the economic resources measurement focus

and the accrual basis of accounting, as are proprietary and fiduciary fund financial statements, whereapplicable. Revenues are recorded when earned and expenses are recorded when a liability is incurred,regardless of the timing of related cash flows. Property taxes are recognized as revenues in the year forwhich they are levied. Grants and similar items are recognized as revenue as soon as all eligibilityrequirements imposed by the provider have been met.
Governmental fund financial statements are reported using the current financial resources measurementfocus and the modified accrual basis of accounting. Revenues are recognized as soon as they are bothmeasurable and available. Revenues are considered to be available when they are collectible within thecurrent period or soon enough thereafter to pay liabilities of the current period. For this purpose, thegovernment considers revenues to be available if they are collected within 60 days of the end of the currentfiscal period. Expenditures generally are recorded when a liability is incurred, as under accrual accounting.However, debt service expenditures, as well as expenditures related to compensated absences and claimsand judgments, are recorded only when payment is due.
Ad valorem taxes, sales and use taxes, state revenue sharing, and federal and state grants are all consideredto be susceptible to accrual and so have been recognized as revenues of the current fiscal period. All otherrevenue items are considered to be measurable and available only when cash is received by the police jury.
The police jury's current year financial statements include the following major governmental funds:
The General Fund is the police jury's primary operating fund. It accounts for all financial resourcesof the general government, except those required to be accounted for in another fund.
The Road Maintenance Fund accounts for the maintenance of the parish highways, roads, bridges, anddrainage systems. Financing is provided by the State of Louisiana Parish Transportation Fund, salesand use taxes, a specific Parish wide ad valorem tax, and state revenue sharing funds, and interestearning.
The Solid Waste Fund accounts for the collection and disposal of solid waste in the parish. Financingis provided by a specific parish wide sales and use tax. In accordance with the tax proposition, anyavailable revenues of the fund, in excess of $500,000 are transferred to the Blacktop Road Fund to beused for asphalt road maintenance and improvements.
The Blacktop Road Fund accounts for transfers from the Solid Waste Fund, as noted above. Moniesin the fund support the police jury's annual capital improvement program and normal maintenance andrepairs to existing asphalt roads
The Bayou Dechene Reservoir Capital Projects Fund accounts for engineering and construction workat Bayou DeChene. Construction of the Bayou Dechene reservoir is funded by the LouisianaDepartment of Transportation through a cooperative endeavor agreement with the police jury.
Private-sector standards of accounting and financial reporting issued prior to December 1, 1989, generallyare followed in both the government-wide and proprietary fund financial statements to the extent that thosestandards do not conflict with or contradict guidance of the Governmental Accounting Standards Board.Governments also have the option of following subsequent private-sector guidance for their business-typeactivities and enterprise funds, subject to this same limitation. The police jury has elected not to follow

subsequent private-sector guidance.
As a general rule the effect of interfund activity has been eliminated from the government-wide financialstatements.
Amounts reported as program revenues include 1) charges to customers or applicants for goods, services,or privileges provided, 2) operating grants and contributions, and 3) capital grants and contributions.Internally dedicated resources are reported as general revenues rather than as program revenues. Likewise,general revenues include all taxes.
When both restricted and unrestricted resources are available for use, it is the police jury's policy to userestricted resources first, then unrestricted resources as they are needed.
C. Deposits and Investments
The police jury's cash and cash equivalents are considered to be cash on hand, demand deposits, and short-term investments with original maturities of three months or less from the date of acquisition. State lawallows the police jury to invest in collateralized certificates of deposits, government backed securities,commercial paper, the Louisiana Asset Management Pool (a state sponsored investment pool), and mutualfunds consisting solely of government backed securities. Currently, all investments of the police juryconsist of short term certificates of deposit with local banks. Investments for the police jury are reportedat fair value.
D. Receivables and Payables
Activity between funds that are representative of lending/borrowing arrangements outstanding at the endof the fiscal year are referred to as either "due to/from other funds" (i.e., the current portion of interfundloans) or "advances to/from other funds" (i.e., the non-current portion of interfund loans). All otheroutstanding balances between funds are reported as "due to/from other funds."
Advances between funds, as reported in the fund financial statements, are offset by a fund balance reserveaccount in applicable governmental funds to indicate that they are not available for appropriation and arenot expendable available financial resources
All property tax receivables are shown net of an allowance for uncollectibles. Ad valorem taxes areassessed on a calendar year basis and attach as an enforceable lien and become due and payable on the datethe tax rolls are filed with the recorder of mortgages. Louisiana Revised Statute 47:1993 requires that thetax roll be filed on or before November 15th. Ad valorem taxes become delinquent if not paid by December31st. The taxes are normally collected in December of the current year and January and February of theensuing year. The following is a summary of authorized and levied ad valorem taxes:

The difference between authorized and levied millage is the result of reassessments of taxable property within theparish as required by Article 7, Section 18 of the Louisiana Constitution of 1974. Sales Taxes Caldwell Parish has a four per cent sales and use tax. One per cent (parish wide) is dedicatedto the Caldwell Parish School Board. Of the remaining three per cent, one per cent (parish wide) is dedicatedto debt service and operations of the parish hospital (Citizens Medical Center). The parish hospital tax waspassed by voters on April 2, 1977, for an indefinite period. One per cent (parish wide, excluding the Townof Columbia) is dedicated to maintenance and construction of roads and bridges and fire protection (0.25 percent), and solid waste collection/disposal and blacktop roads (0.75 per cent) The road, bridge, fire protection,and solid waste tax was passed on October 19, 1985, for an indefinite period. One per cent (parish wide) isdedicated to operations of the parish General Fund (0.25 per cent) and; to solid waste collection and disposal,with any surplus, after establishing a reserve of $500,000 for solid waste purposes, to be used for theestablishment of a blacktop road fund for constructing, maintaining, improving, and resurfacing hard surfaceroads (0.75 per cent). The solid waste and General Fund tax was passed on October 3,1992, for an indefiniteperiod and was rededicated to the above purposes at a special election held on March 12, 1996.
The police jury has an agreement with the Concordia Parish School Board to collect parish sales taxes. Theschool board's tax department provides collection services for a fee of one and one-quarter per cent of

amounts actually collected, plus the cost of travel, supplies, and postage. Taxes collected for maintaining andconstructing roads and bridges, fire protection and solid waste collection and disposal, and General Fundoperations are deposited directly in the police jury's sales tax account. The police jury's Sales Tax AgencyFund distributes the taxes to other funds and agencies on a monthly basis, after deducting the above costs ofcollection.
E. Capital Assets
Capital assets, which include property, plant, equipment, and infrastructure assets (e.g., roads and bridges)are reported in the governmental activities column in the government-wide financial statements. Capitalassets are capitalized at historical cost. The cost of infrastructure assets (roads and bridges) acquired priorto 2004 are based on current replacement cost adjusted to their year of acceptance into the parish roadsystem using the U.S. Department of Labor's producer price index. Donated assets are recorded as capitalassets at their estimated fair market value at the date of donation. The police jury maintains a thresholdlevel of $1,000 or more for capitalizing assets.
The costs of normal maintenance and repairs that do not add to the value of the assets or materially extendtheir useful lives are not capitalized.
All capital assets, other than land and construction in progress, are depreciated using the straight-linemethod over the following useful lives:

F. Compensated Absences
The following policies relating to vacation and sick leave are currently in effect:
Employees of the police jury and recreation district receive 14 days of annual leave each year with amaximum accumulation of 30 to 45 days, depending on their length of service. Employees earn 10 daysof sick leave each year and may accumulate sick leave without limitation. Upon termination, retirement,or resignation, employees are paid for accumulated unused annual and sick leave up to a maximum of 90or 105 days, depending on their years of service.
Employees of the Thirty-Seventh Judicial District Criminal Court earn from one to two weeks of annualleave and 10 to 15 days of sick leave each year, depending on their length of service. Annual and sickleave cannot be accumulated.
The entire compensated absence liability, determined in accordance with the provisions of GASBCodification Section C60, is reported on the government-wide financial statements. For governmental fund

financial statements, the current portion of unpaid compensated absences is the amount that is normallyexpected to be paid using expendable available financial resources. These amounts are recorded in theaccount "compensated absences payable" in the fund from which the employees who have accumulatedleave are paid. The noncurrent portion of the liability is not reported in the governmental funds.
G. Long-Term Obligations
In the government-wide financial statements long-term obligations, such as compensated absences, arereported as liabilities in the applicable governmental activities, hi the fund financial statements,governmental fund types recognize long-term obligations only to the extent that they will be paid withcurrent resources.
H. Fund Equity
In the fund financial statements, governmental funds report reservations of fund balance for amounts thatare not available for appropriation or are legally restricted by outside parties for use for a specific purpose.Designations of fund balance represent tentative management plans that are subject to change.
I. Extraordinary and Special Items
Extraordinary items are transactions or events that are both unusual in nature and infrequent in occurrence.Special items are transactions or events within the control of the police jury, which are either unusual innature or infrequent in occurrence.
J. Estimates
The preparation of financial statements in conformity with accounting principles generally accepted in theUnited States of America require management to make estimates and assumptions that affect the reportedamounts of assets and liabilities and disclosure of contingent assets and liabilities at the date of the financialstatements and the reported amounts of revenues, expenditures, and expenses during the reporting period.Actual results could differ from those estimates.
2. CASH AND CASH EQUIVALENTS
Under state law, the police jury may deposit funds in demand deposits, interest bearing demand deposits, moneymarket accounts, or time deposits with state banks organized under Louisiana law and national banks havingprincipal offices in Louisiana. At December 31, 2006, the police jury has cash and cash equivalents (bookbalances) totaling $5,622,540, as follows:

These deposits are stated at cost, which approximates market. The police jury does not have a formal deposit creditrisk policy, however, under state law, these deposits, or the resulting bank balances, must be secured by federal

deposit insurance or the pledge of securities owned by the fiscal agent bank. The market value of the pledgedsecurities plus the federal deposit insurance must at all times equal the amount on deposit with the fiscal agent.These securities are held in the name of the pledging fiscal agent bank in a holding or custodial bank that ismutually acceptable to both parties. Cash and cash equivalents (bank balances) at December 31, 2006, are$5,622,540. Custodial credit risk is the risk that in the event of a bank failure, the police jury's deposits may notbe returned to it. As of December 31, 2006, $593,246, of the police jury's deposits were secured by federal depositinsurance, leaving $5,029,294, exposed to custodial credit risk. Those deposits were collateralized with$5,428,748, in securities owned by the fiscal agent banks, and held by a third party bank in the fiscal agent bank'sname.
Even though the pledged securities are subject to custodial credit risk, state law (LSA-R.S. 39:1229) imposes astatutory requirement on the custodial bank to advertise and sell the pledged securities within 10 days of beingnotified by the police jury that the fiscal agent has failed to pay deposited funds upon demand. Further, LSA-R.S.39:1224 provides that securities held by a third party shall be deemed to be held in the police jury's name.

4. INTERFUND RECEIVABLES, PAYABLES, AND TRANSFERS
At December 31, 2006, the Industrial Operation special revenue fund had $2,780 due from the IndustrialInducement special revenue fund. 7. RETIREMENT SYSTEM
Substantially all employees of the Caldwell Parish Police Jury are members of the Parochial Employees RetirementSystem of Louisiana (System), a cost-sharing, multiple-employer defined benefit pension plan administered by aseparate board of trustees. The System is composed of two distinct plans, Plan A and Plan B, with separate assets andbenefit provisions. All employees of the police jury are members of Plan A.

All permanent employees working at least twenty-eight hours per week who are paid wholly or in part from parishfunds and all elected parish officials are eligible to participate in the System. Under Plan A, employees who retireat or after age 60 with at least 10 years of creditable service, at or after age 55 with at least 25 years of creditableservice, or at any age with at least 30 years of creditable service are entitled to a retirement benefit, payable monthlyfor life, equal to 3 per cent of their final average salary for each year of creditable service. However, for thoseemployees who were members of the supplemental plan only before January 1, 1980, the benefit is equal to one percent of final average salary plus $24 for each year of supplemental-plan-only service earned before January 1, 1980,plus 3 per cent of final-average salary for each salary for each year of service credited after the revision date. Finalaverage salary is the employee's average salary over the 36 consecutive or joined months that produce the highestaverage. Employees who terminate with at least the amount of creditable service stated above, and do not withdrawtheir employee contributions, may retire at the ages specified above and receive the benefits accrued to their date oftermination. The system also provides death and disability benefits. Benefits are established or amended by statestatute.
The System issues an annual publicly available report that includes financial statements and required supplementaryinformation for the System. That report may be obtained by writing to the Parochial Employees' Retirement Systemof Louisiana, Post Office Box 14619, Baton Rouge, Louisiana 70898-4619, or by calling (504) 928-1361.
Under Plan A, members are required by state statute to contribute 9.50 per cent of their annual covered salary and theCaldwell Parish Police Jury is required to contribute at an actuarially determined rate. The current rate is 12.75 percent of annual covered payroll. Contributions to the system also include one-fourth of one per cent (except Orleansand East Baton Rouge Parishes) of the taxes shown to be collectible by the tax rolls of each parish. These tax dollarsare divided between Plan A and Plan B based proportionately on the salaries of the active members of each plan. Thecontribution requirements of plan members and the Caldwell Parish Police Jury are established and maybe amendedby state statute. As provided by Louisiana Revised Statute 11:103, the employer contributions are determined byactuarial valuation and are subject to change each year based on the results of the valuation for the prior fiscal year.The Caldwell Parish Police Jury's contributions to the System under Plan A for the years ending December 31,2006,2005, and 2004, were $76,156, 85,519, and $80,511, respectively, equal to the required contributions for each year.
8. RISK MANAGEMENT
The police jury is exposed to various risk of loss related to torts; theft of, damage to, and destruction of assets;liability; and injuries to employees and others. To handle such risk of loss, the police jury maintains commercialinsurance policies covering; automobile liability and medical payments; workers compensation; general liability;and surety bond coverage on the secretary/ treasurer and other employees handling money. No claims were paidon any of the policies during the past three years which exceeded the policies' coverage amounts.
9. LITIGATION
At December 31, 2006, the police jury is not involved in any lawsuits, the resolution of which would materiallyaffect the financial position of the police jury.

10. DEFERRED REVENUE
Deferred revenue of $ 18,242, shown on Statement C consist of ad valorem taxes paid under protest. Forty percentof all such taxes received are recorded as deferred revenue and placed in an interest bearing escrow account pendingjudicial settlement. If the taxpayer prevails, the escrow funds will be used to refund that amount ordered by thecourt. If the taxpayer does not prevail, the taxes held in escrow will be recognized as revenue at that time. Thebalance of $354,516, as reflected in the Bayou DeChene Reservoir Fund represents state grant funds received inadvance of the expense being paid.
11. BAYOU DECHENE RESERVIOR
As discussed in Note IB, the police jury has a cooperative endeavor agreement with the Louisiana Department ofTransportation and Development whereby the police jury is constructing the Bayou DeChene Reservoir with grantfunds provided by the department. Once construction is complete, the police jury will transfer title to the reservoir,including all responsibility and liability, to the Louisiana Department of Culture and Tourism which will assumeresponsibility for operation and maintenance of the facility. At December 31, 2006, the police jury had expended$5,251,086 of grant funds on the project, which is included in construction in progress in Note 5.

Required Supplementary InformationBudgetary Comparison Schedules for Major Funds
For the Year Ended December 31, 2006
Preliminary budgets for the ensuing year are prepared by the secretary/treasurer prior to November of each year.During November, the finance committee reviews the proposed budgets and makes changes as they deem appropriate.The availability of the proposed budgets for public inspection and the date of the public hearing on the budgets arethen advertised in the official journal. During its regular December meeting, the police jury holds a public hearingon the proposed budget in order to receive comments from residents. Changes are made to the proposed budgets basedon the public hearing and the desires of the police jury as a whole. The budgets are then adopted during the policejury's regular December meeting, and a notice is published in the official journal.
During the year, the police jury receives monthly budget comparison statements which are used as a tool to controlthe operations of the parish. The secretary/treasurer presents necessary budget amendments to the police jury duringthe year when, in his judgement, actual operations are differing materially from those anticipated in the originalbudget. The jury, during a regular meeting, reviews the proposed amendments, makes changes as they feel necessary,and formally adopts the amendments. The adoption of the amendments is included in police jury minutes publishedin the official journal.
The police jury exercises budgetary control at the function level. Unexpended appropriations lapse at year end andmust be reappropriated in the next year's budget to be expended.
For the year ended December 31, 2006, modified accrual based budgets were adopted for the General Fund and allspecial revenue funds. Budgetary comparison schedules include the original budgets and all subsequent amendments

Non-Major Special Revenue Funds
Courthouse and Jail Maintenance Fund
The Courthouse and Jail Maintenance Fund accounts for the maintenance and operation of the parish courthouseand jail. Financing is provided by a parish wide ad valorem tax.
Industrial Operation Fund
The Industrial Operation Fund accounts for the maintenance of the parish-owned industrial district. Financing isprovided by a parish wide ad valorem tax. Any excess of funds over a $50,000 reserve in the fund can be used forimproving, maintaining, and operating the parish 911 emergency communications system.
Recreation Fund
The Recreation Fund accounts for the maintenance of the parish-owned recreation facility. Financing is providedby a parish wide ad valorem tax, state revenue sharing, interest earnings, dues, fees, and commissions.
Health Unit Maintenance Fund
The Health Unit Maintenance Fund accounts for the maintenance and operation of the parish health unit. Financingis provided by a parish wide ad valorem tax.
Criminal Court Fund
The Criminal Court Fund is established under Section 571.11 of Title 15 of the Louisiana Revised Statutes of 1950,which provides that fines and forfeitures imposed by the district courts and district attorney and conviction fees incriminal cases be transferred to the parish treasurer and deposited into a special Criminal Court Fund account tobe used for the expenses of the criminal court of the parish. Expenditures are made from the fund on motion of thedistrict attorney and approval of the district judge. The statute also requires that one-half of the funds (fundbalance) remaining in the Criminal Court Fund at December 31st of each year be transferred to the parish GeneralFund.
Witness Fee Fund
The Witness Fee Fund pays witness fees for law enforcement officers who appear in court while off-duty.Financing is made available through court costs designated for this purposes.
911 Fund
The 911 Fund accounts for the establishment, maintenance and operation of the 911 emergency telephone systemfor Caldwell Parish. Financing is provided by a 5 per cent service charge on local telephone service within theparish.

Industrial Inducement Fund
The industrial Inducement Fund accounts for the development and promotion of industry in the parish which willimprove job availability and economic conditions. Financing is provided by a parish wide ad valorem tax.

Compensation Paid Police Jurors
The schedule of compensation paid to police jurors is presented in compliance with House Concurrent Resolution No.54 of the 1979 Session of the Louisiana Legislature. Compensation of the police jurors is included in the legislativeexpenditures of the General Fund. In accordance with Louisiana Revised Statute 33:1233, the police jury has electedthe monthly payment method of compensation. Under this method, jurors receive $ 1,200 per month. The presidentreceives an additional $100 for expenses incurred in fulfilling the responsibilities of his office.

Report on Compliance and Internal Control Over FinancialReporting Based on an Audit of Financial Statements Performed
in Accordance Government Auditing Standards
Caldwell Parish Police JuryColumbia, Louisiana
I have audited the basic financial statements of Caldwell Parish Police Jury as of and for theyear ended December 31, 2006, and have issued my report there on dated May 31, 2007. Iconducted my audit in accordance with auditing standards generally accepted in the UnitedStates of America and the standards applicable to financial audits contained in GovernmentAuditing Standards, issued by the Comptroller General of the United States.
ComplianceAs part of obtaining reasonable assurance about whether Caldwell Parish Police Jury's basicfinancial statements are tree of material misstatement, I performed tests of its compliance withcertain provisions of laws, regulations, contracts and grants, noncompliance with which couldhave a direct and material effect on the determination of financial amounts. However,providing an opinion on compliance with those provisions was not an objective of my auditand, accordingly, I do not express such an opinion. The results of my tests disclosed noinstances of noncompliance that are required to be reported under Government AuditingStandards.
Internal Control Over Financial ReportingIn planning and performing my audit, I considered Caldwell Parish Police Jury's internalcontrol over financial reporting in order to determine my auditing procedures for the purposeof expressing my opinion on the basic financial statements and not to provide assurance on theinternal control over financial reporting. My consideration of the internal control overfinancial reporting would not necessarily disclose all matters in the internal control overfinancial reporting that might be material weaknesses. A material weakness is a condition inwhich the design or operation of one or more of the internal control components does notreduce to a relatively low level the risk that misstatements caused by error or fraud in amountsthat would be material in relation to the basic financial statements being audited may occur andnot be detected within a timely period by employees in the normal course of performing theirassigned functions. I noted no matters involving the internal control over financial reportingand its operation that I consider to be material weaknesses.
This report is intended for the information of the members of Caldwell Parish Police Jury,management of the police jury, federal awarding agencies and pass-through entities, and theLegislative Auditor, and is not intended to be and should not be used by anyone other thanthese specified parties. Although the intended use of this report may be limited, underLouisiana Revised Statute 24:513, it is issued by the Legislative Auditor as a public document.
