We encourage all hanger owners and renters to place the above Emergency Contact sign in a window visible from the street. This will provide a quick way to notify the hanger owner or renter if anything unusual is noted by airport personnel or other hanger owners.Signs can be obtained from Murdo Cameron, 640-1620, or Mike Gossett, 755-2720.

Items Discussed at the February 18 Meeting

The meeting was called to order by VP Mike Zaidlicz at 4:30 p.m.

Previous Minutes were approved as published.

Treasurer's Report: $2660; membership form will be changed to new dues structure.

Election of Officers and Directors will be held in March. It was noted that the meeting notice posted on Social Flight was picked up by General Aviation News and can be added to the Cd'A Press calendar.

Old Business: ** Visitor Center: Mike Z., Mike Kostur and a contractor met at the site, discussed project needs, and Mike Z. will be looking for materials costs. Dean H. repeated that CNI will build the facility at cost. Greg said that if the plan is ready to go to permitting, it's ready to go to the BoCC. Dean will take will take floor plan and dimensions to JB Engineers to prepare the site drawing. Todd Stamm or Mike Badger (Badger Bldg. Supply) were suggested as the materials source. *** Meeting Time and Place: Brett will e-mail a date and time options survey. Greg and Phil volunteered the airport office for the next meeting. Gretchen and Elsbeth will consider special programs for the monthly meetings. M/Joan G., S/Brett, V/Unanimous to call the monthly meeting a “general membership meeting.” ** Purchase of folding tables and chairs: Phil noted that these items appear in surplus at Fairchild AFB and JB Lewis-McChord periodically, and could be added to the truck. ** Compass Rose project: a possible location has been found on the north side near the fire station; an improvement sorely needed, as Empire Airlines has to swing compasses and calibrate ADHRS avionics at Hillsboro, Oregon.

Phil Cummings provided a briefing on airport management and regulatory agencies.

The Helio Courier Ultra C/STOL Aircraft: An Illustrated Developmental History (629.133 ROWE at Hayden Library) notes on page 54 that “following the outbreak of the Korean War, the U.S. Government unwittingly changed the entire complexion of the light-plane industry. Through the Controlled Materials Plan, USAF was given the power to commandeer, in effect, the capacities of established light-plane manufacturers.” Four of the seven leading companies had no choice but to take on military orders and drop their light aircraft. Aeronca had been contracted to build the Helio Courier, and planned to drop production of the 15AC Sedan... Burl Rodgers of Chugiak, Alaska holds the 15AC Type Certificate, and was close to producing new airplanes a few years back. Helio Courier and Stallion assets were purchased in 1992, and the company is close to producing new airframes. I hope that he'll reveal this project to Cd'AAA before they travel.

After receiving a aerial photo of the Canadair seaplane scooping water on Lake Coeur d'Alene, I spotted it taxiing, so I waited outside the airport office to be certain, and it took off (light) past the office. Mike Kincaid reports that they are conducting training operations from Spokane International (GEG, Geiger Field). Mooney Mite Maven? Mike Gossett's project: parts and pieces to build three more to join the complete airframe at left.

After designing Gene Soper’s Dart-G (built 1938, see the COE history book for details) as the vice president and chief engineer at Monocoupe Aircraft, Albert W. Mooney went on to design drones at Culver Aircraft during World War II. The tricycle geared PQ-14 drone was the direct ancestor of the Mite. Since the two-place airplane field was dominated by Cessna and Piper, Al chose a single-seater while still dreaming of a four-place airplane. While thinking of bringing a lower-cost engine into the project (1946), he approached

Waukesha and Hercules for engines, and then went to Powell Crosley of Crosley Motors, who provided two engines for testing. This was a water-cooled 45 cubic inch, four cylinder engine, producing 25 horsepower, which John Peek of Port Arthur, Texas used to invent the new 45 cubic inch hydroplane class that became nationally recognized and popular on the Florida and Texas coasts. These were tiny boats, running at close to 90 mph. When John Peek discovered crankshaftbreaking at critical harmonics, he machined his own from billet steel, as most designers found they always had to do something to this new, mostly aluminum engine. After two years of tweaking the Crosley engine, the Mite was converted and certified with the 65 hp Lycoming as the M-18L and the earlier versions were converted at no charge. In 1953, Mooney moved to Kerrville, Texas, where production continued of the M-18C (Continental A-65-8) and M-18L (Lycoming O-145-B), renamed the “Wee Scotsman”. I can recall building this “low parts count” kit during my grade school years, though it may have been a Hawk model kit, rather than this Lindberg model.

Gordon Baxter writes in his biography of Al Mooney that he builtthe scale models of both the M-18 and M-20, painted both black,put them under glass so that Al could inspect them together fromany angle. The M-20 four-seat airplane scaled up beautifully From the M-18. The “Wee Scotsman” introduced the plaid Scotchlite reflective tail. On September 16, 2014 the Coeur D’Alene Airport initiated a Wildlife Hazard Assessment (WHA) to address the potential risk posed by wildlife on and near the airport. The WHA is a 12-month ecological study that must be performed in accordance with FAA guidance at Federal Aviation Regulation (FAR) Part 139.337, "Wildlife Hazard Management." This assessment will be conducted by an FAA-Qualified Wildlife Biologist that will identify wildlife activity, available habitat, and wildlife management strategies. Based on the results of the WHA study, FAA will determine whether a Wildlife Hazard Management Plan is needed for the airport. ***We would ask that if you are flying into or out of the Airport and you see some wildlife that could be hazardous to the flying public, that you please email the Airport with the time and approximate location of the hazard so we can use that information in the study. Airport staff appreciate anyone willing to haul the old newspapers and other publications to the recycling centers... Last month I packed a stack of all but the past week's worth of newspapers on my monthly run to the Ramsey Road Solid Waste Transfer Station. The more volume you can keep out of the landfill, the longer the landfill will last. It's not cheap to open a new landfill, and likewise for closing the old one when it's full. “Going Green” can save you money... (thinking about property taxes, anyone?) One man's opinion... Charlie
