ARTICLE I – League Administration
CALGARY GARRISON HOCKEY LEAGUE CONSTITUTION
1.1 GENERAL
This constitution and associated BY-LAWS shall provide the necessary direction to govern the operation and
administration of the Calgary Garrison Hockey League (CGHL), commonly referred to as “league” in this
document.
1.2 AUTHORITY AND PRECEDENCE
This league is established under the authority of the Commanding Officer ASU Calgary, however all appropriate
Department of National Defence (DND) and Canadian Forces (CF) policies will only apply to those members of the
CF on full-time service.
In the event of a procedural conflict, the BY-LAWS will have precedence over the rulebook, the constitution will
have precedence over both the rulebook and the BY-LAWS and DND/CF policy will have precedence overall.
1.3 PURPOSE
The purpose of this league is to lead, develop, and promote positive hockey experiences as well as:
a. Provide an active program whereby every individual has the opportunity to develop their skill
level and at the same time improve physical fitness; and
b. Provide a competitive league that will instil esprit-de-corps and morale among all competitors.
The league is a Non-Public Funds (NPF) Recreational Hockey League. As part of the Intersection Military Sports
Program, CF members within the Calgary area of responsibility may participate/join in the CGHL. According to
CFAO 50-3 this league is part of the Intersection Military Sports Program.
1.4 LIABILITY
Civilians, no matter what team they are playing for, play at their own risk and cannot hold either the league or
DND/CF liable for any injury or other action done as a result of participating in the league. Class A Reserve Force
members, ex-military (retired) members, and civilian (non-military) participants must sign the release waiver to
participate in the league. The release waiver is attached as a document to this constitution.
Full-time CF (Class B/C or Regular Force) must receive written permission from their respective Commanding
Officer authorizing them to participate, and this permission must be forwarded to the DND/CF PSP representative
for record keeping.
This activity will be covered under the Consolidated Insurance Program through NPF.
1.5 LEAGUE EXECUTIVE COMMITTEE – ROLES AND RESPONSIBILITIES
The Executive Committee will be composed of the following:
a. President. This position will be responsible for the running of the league and can at their
discretion call a meeting of either the Executive Committee or the league. The President may also
be responsible for overseeing the CGHL Treasurer. The President must be a full-time CF member
on Class B/C Reserve or Regular Force service.
b. Past President. This position will be responsible to advise the President on the history and
decisions of the CGHL.

c. Vice–President. This position will carry out the duties of the President in his/her absence as well
as act as the Chair for the Disciplinary Committee. The Vice-President may also be responsible
for overseeing the CGHL Treasurer.
d. Referee Liaison. This position is held by the DND/CF Representative and will act as the liaison
between the Executive Committee and the referee association. In addition this position is
responsible to deal with referee complaint resolutions as necessary.
e. Referee in Chief. This position will be responsible for arranging for the officials for all games and
for their administration, payment and discipline. They will provide input to the Disciplinary
Committee as requested.
f. Statistician. The league will have a Statistician as voted by the Executive Committee, to be
responsible for ensuring that the league statistics and standings are recorded and kept up to date.
The Statistician will also be responsible for maintaining the official team rosters.
g. Scheduler. The league will have a Scheduler as voted by the Executive Committee, to be
responsible for developing the league regular season and playoff schedule, for implementation by
the Executive Committee.
h. DND/CF Representative. This position is normally the DND/CF Personnel Support Program
(PSP) representative and will be responsible for arranging and coordinating the arena leases and
will also provide the official DND response to any league queries. They will provide guidance
and direction to the league based around the applicable DND/CF policies. They also have the
power to call an Executive Committee or league meeting should the need arise. They may also be
responsible for overseeing the CGHL Treasurer.
i. Team Representative. Each team will select a member to sit on the Executive Committee as their
representative. This representative may also sit on the Disciplinary Committee (unless another
member has been chosen to fill that role).
j. Treasurer. The league will have a Treasurer as voted by the Executive Committee to oversee any
and all exchange of money and will keep an accurate account of all payments. The Treasurer will
answer to either the PSP or to the President or Vice-President.
1.6 LEAGUE EXECUTIVE COMMITTEE – DUTIES AND RESPONSIBILITES
The Executive Committee shall ensure there is a representative from each team. This committee will meet, at a
minimum, at the beginning, middle and end of the season, and at other times at the discretion of the President or the
DND/CF PSP representative. The Executive Committee will decide how the league will be conducted within the
parameters of this constitution and the applicable DND/CF policies, and amend the league constitution and
associated BY-LAWS as required.
1.7 LEAGUE DISCIPLINARY COMMITTEE – DUTIES AND RESPONSIBILITIES
The league will maintain a Disciplinary Committee comprised of the following Executive Committee members:
Vice-President, PSP Representative, Referee in Chief (as requested) and one representative of each team within the
league. Team representatives on the Disciplinary Committee may or may not be the same members as those on the
Executive Committee. Disciplinary Committee hearings will be called by the Vice-President when necessary to deal
with any league disciplinary matters that arise.

ARTICLE II – League Play Administration
2.1 TEAM PARTICIPATION
Any unit in CF Garrison Calgary may enter a team in the league.
2.2 PLAYER ELIGIBILITY
All members of the CF and DND public service on full-time service within Garrison Calgary are eligible to play in
the league and will not be denied a chance to participate. These personnel are considered to be participating in a
recognized CF sport program and therefore must meet all the criteria for doing so. All other military members or
ex-military (retired) members within Garrison Calgary are also eligible to play, however their participation will
depend upon available space on the respective teams. Civilians (non-military) can also participate in the league as a
member of a unit team but shall only play provided there are not enough military members, and their involvement is
approved by the Executive Committee. Civilians will not displace a serving CF, ex-military or DND public service
member.
The Executive Committee may recommend an incoming player play with a specific team to ensure CF/DND content
on each team is as equal as possible. This may also occur in the event that a team is short of players. It should be
noted that the civilian player content of the CGHL must stay within the required percentage of a 75/25
military/civilian split.
Military players will be given first priority to play over civilian players. Teams who play civilian players in favour
of military players may be subject to ramifications from the CGHL or higher authority.
2.3 PLAYER ELIGIBILITY FOR THE PLAYOFFS
In order to be eligible to participate in the playoffs, players must play in at least three (3) actual league games within
the same season as proven by the appropriate game sheets.
2.4 LEAGUE/PLAYOFF SCHEDULES AND AWARDS
The league regular season and playoff schedules for the upcoming season will be presented at the initial Executive
Committee organizational meeting of each season. The Scheduler will follow the guidelines of this constitution.
Separate trophies will be awarded to the winner of the regular season and of the playoffs. The nature of the trophies
will be defined in the league BY-LAWS.
2.5 EQUIPMENT
The following CSA approved equipment shall be worn by all players:
Helmet with full face protector with metal fasteners;
Elbow pads;
Shin guards;
Padded hockey pant;
Hockey gloves;
Shoulder pads;
Protective athletic cup;
Throat protector (neck guard);
Goalkeeper: CSA approved mask with throat protector, shoulder chest and arm protectors, leg
pads, blocker and glove; and
Any physical alteration to protective equipment is prohibited.

ARTICLE III – Playing Rules
3.1 BODY CONTACT
The league will operate under the playing rules of a no hit/body contact league. Body contact (body checking) is not
permitted.
3.2 FIGHTING
Fighting is defined as the attempt to harm or gain power over an adversary by blows or with weapons.
Fighting or Punching
A player shall not fight an opponent or participate in a fight, on or off the playing surface (punching or
attempting to punch is considered fighting).
An instigator of an altercation shall be a player who by his actions or demeanour demonstrates
any/some of the following criteria: distance traveled; gloves off first; first punch thrown; menacing
attitude or posture; verbal instigation or threats; conduct in retaliation to a prior game incident.
When a fight occurs on the ice, all non-participating players, excluding goalkeepers, must proceed
immediately and directly to their respective players’ bench at the signal of the referee. Goalkeepers must
remain in the immediate vicinity of their goal crease.
FISTICUFFS OR ROUGHING
A player who intentionally takes off his gloves in a fight or altercation shall be assessed a:
- Major penalty + Automatic Game Misconduct penalty (5’+GM)
A player who starts fisticuffs or roughing shall also be assessed a
- Minor penalty (2’)
A player, who, having been struck, in the judgement of the referee, retaliates with a blow or attempted
blow, shall be assessed a:
- Major penalty + Automatic Game Misconduct penalty (5’+GM)
At the discretion of the referee, any player or goal keeper who, in the judgement of the referee gets
involved in an altercation already in progress shall be assessed a:
- Minor penalty (2’)
A player, after he has been ordered by the Referee to stop, continues the altercation, attempts to continue,
or resists a Linesman in the discharge of his duties, he shall be assessed, at the discretion of the Referee, a:
- Double Minor penalty (2’+2’); or
- Major penalty + Automatic Game Misconduct penalty (5’+GM); or
- Match penalty three (3) games.

ARTICLE IV – Discipline
4.1 DISCIPLINE
As the CGHL maintains a high standard of expectation of player conduct and safety, in order to ensure the
expectation are met, the league has implemented a disciplinary committee as well as a disciplinary process which is
to be followed when dealing with disciplinary infractions or incidents.
4.2 DEFINITIONS
Disciplinary Committee – The standing Disciplinary Committee shall be struck at the beginning of each year,
ideally with representation from each team in the league. These representatives can be, but do not have to be, on the
league Executive Committee. The chair will be the Vice-President of the league (or in their absence the President of
the league). This committee will convene a discipline hearing at the request of the Vice-President or President. A
convened committee will consist of representatives from all teams and also the Referee in Chief when requested as
necessary. A minimum of three (3) team representatives must be present at the discipline hearing for it to be
considered valid.
Automatic Discipline – Automatic discipline will come in the form of automatic suspension periods for infractions
which have been set by the Executive Committee and referenced within this constitution. Automatic discipline is
not subject to appeal.
Supplementary Discipline - Supplementary discipline will be considered where any act in which recklessness took
place, whether an injury had occurred or not or whether intent to injure was present or not.
Probation - A term of probation is a period whereby a player who is subject to probation will have their conduct
monitored during their game play. In the event it is observed that a player breaches the terms of the player contract,
whether it be on or off the ice, it will be considered that the player has breached the terms of the probation.
In the event that a player breaches their probation, that player will be subject to an automatic one (1) game
suspension and a four (4) game probationary term will begin when the player returns to game play. If the player
breaches the terms of probation again, a discipline hearing will be held to decide further action.
Fighting - To attempt to harm or gain power over an adversary by blows or with weapons.
Instigator - An instigator of an altercation shall be a player who, by his actions or demeanour, demonstrates
any/some of the following criteria: distance traveled; gloves off first; first punch thrown; menacing attitude or
posture; verbal instigation or threats; conduct in retaliation to a prior game incident.
4.3 DISCIPLINARY PROCESS
The following processes are to be followed by the Executive Committee and Disciplinary Committee with respect to
discipline:
Automatic Discipline – Automatic Discipline does not require the meeting of the Disciplinary Committee. A
previously set guideline for infractions has been established as outlined below, and will be followed as required.
Automatic discipline is not subject to appeal.
Supplementary Discipline – Supplementary discipline will be considered when the actions of a player are deemed
dangerous, cause injury to another player or are in contravention of the Player Contract or safety BY-LAW.
In the event a situation occurs where a supplementary disciplinary review must occur, the committee can become
aware of it in the following means
1. Game sheet – If a penalty meeting the requirements or a notation is made by the referee is made;
2. Referees – A member of the Executive Committee is approached by a referee;

3. Game observation by the PSP representative; and
4. Team requested – A team has submitted the appropriate request for a review to be conducted. The
team or player submitting such a request must do so in writing, specifying the nature of the
injuries incurred, the impact on the player’s employment and or hospitalization and statements
from other players regarding the actions of all players involved in the play that resulted in the
injury. These statements must clearly demonstrate how recklessness or clear intent on the part of a
player resulted in the injury.
4.4 EXECUTIVE NOTIFICATION – DISCIPLINARY REVIEW
Team representatives, or the Statistician upon reviewing a game sheet, must notify the Executive Committee of
penalties or ejections or incidents where a disciplinary review is necessary.
Where a player is assessed a major penalty, ejection by the referee or any incident that contravenes the code of
conduct, team representatives must notify the Executive Committee even if the incident is questionable. This will
ensure that teams and players are held accountable for their behaviour. Team representatives have 48 hours after the
incident to notify the Executive Committee in writing by way of statement or the following sanction will apply:
The game will be marked as the offending team forfeiting the game and the offending team will lose two
(2) points in the standings. The sanction can be applied in either the regular season or the playoffs. A
forfeit will be noted as a 1-0 loss by the offending team.
Team representatives requesting a disciplinary review must submit a detailed written request, via email or via the
Disciplinary Committee request form (as found on page 20), to the Vice-President, President or DND/CF PSP
representative. A request for disciplinary review will only be considered within seven (7) days from the date that
the incident took place.
4.5 ACTION TAKEN UPON RECEIPT OF A VALID DISCIPLINARY REQUEST
The Vice-President (Chair) will advise the Disciplinary Committee to convene a hearing within five (5) business
days or within a reasonable time frame to consider the circumstances. The chair will seek input from the officiating
referees, game sheet and statements prior to the meeting. Statements must be received within 48 hours of being
requested or the Disciplinary Committee will conduct the review with the information in hand. Notwithstanding the
receipt of these statements, the committee will still convene and make a determination. Upon coming to a final
decision, the Vice-President will complete a Disciplinary Report with the hearing outcome and related information,
and send it to the Executive Committee and all team representatives.
It should be noted that a player who is subject of a disciplinary hearing may not play until a decision is rendered and
the duration of any suspension, as determined by the Disciplinary Committee, will commence after the completion
of that hearing. The duration of the suspension given to the player may be tied to the period that the injured player
is unable to return to play up to a fixed term not exceeding two (2) years, and may also be based on the degree of
recklessness demonstrated by the player that is determined to have caused the injuries received. Players may appeal
this decision.
4.6 DISCIPLINARY DECISION
The decision of the Disciplinary Committee will be provided to the Executive Committee and all team
representatives within 24 hours of being rendered. In a situation where the committee determines that the
submission of the request was frivolous or without merit, or it is subsequently found out that the player impact
statement was overstated, supplementary discipline may apply against the team or player submitting the request.
4.7 APPEALS
Only suspensions of greater than one game may be appealed. Game suspensions for excessive penalty minutes, as
defined by league constitution, will not be considered for appeal. Any player or team may file an appeal if they
believe they are being unfairly treated with respect to the rules of the game and the league constitution in force. All

appeals must clearly indicate why a given ruling is unfair with respect to the rules and or constitution and provide
expected results from the appeal.
Upon receipt of an appeal, the Vice-President will advise the Disciplinary Committee to convene a hearing within
five (5) business days or as soon as reasonably possible to consider the appeal. The chair will seek input from the
officiating referee and the protested team (involved in the game) prior to the meeting. The decision of the
Disciplinary Committee will be provided to the Executive Committee and all team representatives within 24 hrs of
being rendered. If the disciplinary chair cannot convene a meeting in the given time frame, all parties involved must
be advised as soon as possible. Players may appeal this decision up to the league authority.
A player who is suspended, and has been informed by the league, must sit a minimum of two (2) games until the
Disciplinary Committee can meet and make a ruling on the appeal. The duration of the suspension, as determined
by the Disciplinary Committee, will commence after the completion of that appeal meeting. The Disciplinary
Committee can only cancel or shorten the duration of the suspension but cannot lengthen it without a request for
supplementary discipline.
4.8 DISCIPLINARY TABLE
The following is a table of infractions that will result in automatic suspensions, pending a Disciplinary Committee
hearing:
30 minute penalty mark reached – 1 game suspension;
Every 10 penalty minutes beyond the 30 minute mark – 1 game suspension;
Gross misconduct – 3 game suspension;
Match penalty – 3 game suspension;
5 minute penalty and game misconduct – 3 game suspension;
10 minute misconduct – 4 game probationary period;
Fighting – 8 game suspension; and
Intent to injure – 8 game suspension.

ARTICLE V – General
5.1 AMENDMENTS
Amendments to this constitution must be submitted to the DND/CF PSP representative 21 days in advance of either
the start or end of season league committee meeting. Amendments require a two-thirds (2/3) absolute majority of
the league committee and may require the final approval of PSP and or the CO of ASU Calgary.
5.2 CALGARY GARRISON HOCKEY LEAGUE BY-LAWS
BY-LAW 01 - Rules
1. RULES. The league will conduct play in accordance with Canadian Hockey Association (CHA) official
rules. Attached to the BY-LAWS are listings of rules that do apply to this league. In the event of a conflict
between the CHA rules and the BY-LAWS listed below, this constitution will have precedence.
BY-LAW 02 - Definitions
2. DEFINITIONS. In these BY-LAWS:
a. Rules are those contained in the CHA official rules and policy guide;
b. Executives are those positions outlined in Article I (1.5) of the constitution; and
c. Team Representatives are those positions outlined in Article I (1.5) of the constitution;
BY-LAW 03 – Trophies and Awards
3. TROPHIES AND AWARDS. The league may present three (3) trophies at the end of the season:
a. Regular Season trophy – awarded to the team with the best overall record during the regular
season;
b. Playoff trophy – awarded to the team that wins the playoffs; and
c. Sportsman Team – awarded to the team with the lowest penalty minute accumulation including
the regular and playoff schedules.
These trophies will remain the property of the league; however they will be displayed in the respective winner’s
location until specified return date. The engraving will be the responsibility of the DND/CF PSP representative.
Trophies are to be returned by the following dates:
a. Regular Season Championship trophy – January 1 in the following season calendar year;
b. Playoff Championship trophy – commencement of playoffs; and
c. Sportsman Team trophy – January 1 in the following season calendar year.
BY-LAW 04 - Standings
4. STANDINGS. The league Statistician will keep standings. Points will be awarded based on two (2)
points for a win, one (1) point for a tie and no points for a loss. (Note: If implemented by the Executive Committee
at the start of a season in order to help reduce the penalty levels in the league, the team with the least amount of
penalty minutes on the game sheet will be awarded one (1) point, and in the event that both teams play a game with
no penalty minutes, each team will be awarded one (1) point).
It is the responsibility of the game official to leave the official copy of the game sheet in the area designated at the
Flames Community Arenas (formerly Calgary Centennial Arena).
Should a discipline matter result from that game sheet, the team representatives must contact a member of the

BY-LAW 05 – League Schedules
5. LEAGUE SCHEDULE. This will be arranged by the Scheduler with the DND/CF PSP representative
involvement, and or Executive Committee involvement, and be presented at the initial meeting of the league for
each season. Games will not be scheduled during regularly scheduled Reserve unit parade nights or recognized
statutory holidays, including Remembrance Day. Games will be played Monday, Tuesday and Thursday nights,
unless unforeseen circumstances arise and teams are consulted before scheduled.
Schedule changes must have a minimum of two (2) weeks approval in order to be recognized by the Executive
Committee. The changes must be agreed to by the affected teams, Referee in Chief and the Executive Committee
before any changes become official.
BY-LAW 06 - Playoffs
6. PLAYOFFS. Playoffs will consist of a round-robin phase, followed by two (2) semi-final games and the
Championship and Consolation games. During the round-robin, each team will play one (1) game against every
other team. On completion of the round-robin, the top four (4) teams will proceed to the semi-finals, and all other
teams are thereby eliminated. The semi-final games will be between the first and fourth place, and second and third
place teams, from the round-robin phase respectively. The winners of the semi-final games will play in the
Championship game, while the losers of the semi-final games will play in the Consolation final game.
Games which end in a tie will be decided by a shoot-out, following the procedure used in NHL Rule 84.4.
For determining standings on completion of the round-robin, the following tie-breakers will be used:
a. Total points;
b. Head-to-head result between teams during round-robin;
c. Goal differential; and
d. Season standings.
The playoff shoot-out procedure is as follows:
a. Teams are to identify their first five (5) shooters during the second intermission;
b. If teams are tied with seven (7) minutes remaining in the ice time (not the game clock), the game
clock is reset to two minutes, which are played straight time. This rule obviously does not apply if
the game ends earlier in the ice time. If at any time during the final two (2) minutes of a game, the
seven-minute limit on the ice time is reached, then the remaining time is to be played straight
time. If the game is still tied at the end, the shoot-out will take place following the procedure laid
out in NHL rule 84.4, namely:
84.4 Shootout - The rules governing the shootout shall be the same as those listed under Rule 24 - Penalty
Shot of the NHL rule book.
The teams will not change ends for the shootout. The home team shall have the choice of shooting first or
second. The teams shall alternate shots.

Three (3) players from each team shall participate in the shootout and they shall proceed in such order as
the team selects. All game players are eligible to participate in the shootout unless they are serving a ten-
minute misconduct or have been assessed a game misconduct or match penalty.
Guidelines related to stick measurement requests during the shootout are outlined in 10.7 – Stick
Measurements – Prior to Shootout Attempt.
Once the shootout begins, the goalkeeper cannot be replaced unless he is injured. No warm up shall be
permitted for a substitute goalkeeper.
Each team will be given three (3) shots, unless the outcome is determined earlier in the shootout. After each
team has taken three (3) shots, if the score remains tied, the shootout will proceed to a "sudden death"
format. No player may shoot twice until everyone who is eligible has shot. If, however, because of injury
or penalty, one team has fewer players eligible for the shootout than its opponent, both teams may select
from among the players who have already shot. This procedure would continue until the team with fewer
players has again used all eligible shooters.
Regardless of the number of goals scored during the shootout portion of overtime, the final score recorded
for the game will give the winning team one (1) more goal than its opponent, based on the score at the end
of overtime. The losing team will receive one (1) point for a tie, and the winning team two (2) points for a
win.
The losing goalkeeper will not be charged with the extra goal against. The player scoring the game-
winning goal in the shootout will not be credited with a goal scored in his personal statistics.
If a team declines to participate in the shootout procedure, the game will be declared as a shootout loss for
that team. If a team declines to take a shot it will be declared as "no goal."
Not more than 48 hours after each game, both team representatives are to notify the Statistician and Vice-President
by email with the score of the game, and whether the game ended in a shoot-out.
BY-LAW 07 – Game Format
7. GAME FORMAT. The games will consist of three (3) 15-minute stop time periods. There will be a one-
minute break between periods and goalies will change ends. In the event that the game is approaching the limit of
the ice rental time, (five (5) minutes before the end of the allocated one hour and 15 minutes) the lead referee will
order the clock to be set to two (2) minutes remaining. Teams will have five (5) minutes for a warm up prior to
game commencement, and the game will normally start five (5) minutes after the ice allocation time on the schedule.
In the event of a game where a greater than five (5) goal spread occurs, the team captains from both teams have the
option to collaborate and then inform the lead referee that they have decided to run the clock straight time. Further
to this, no more than a three (3) goal differential will be displayed on the score clock.
Mercy Rule. At any point during the game when the goal differential is 10 (i.e. 12 – 2) then scoring
statistics will no longer be recorded. The game can continue if agreed to by both teams in a shinny format.
Penalties and infractions occurring after the mercy rule will apply for the league statistics.
Game decision. Regular season games will be played to their completion commencing September 1, 2012.
For tied playoff games, the shoot-out format outlined in BY-LAW 06 will be followed.
BY-LAW 08 – Game Defaults
8. DEFAULTS. All teams will be comprised of at least six (6) players during a game. Teams must be able
to ice three (3) players at all times, for the game to be considered official. If after exactly 10 minutes has elapsed
from the start of the ice time, and the offending team is still unable to ice a team, they will forfeit and the game will

be awarded to the non-offending team. An unofficial game can still be played based on agreement between the two
(2) teams and the officials.
In the event that one of the six (6) players is not a goalie, six (6) players can play on the ice at one time. Note that
there is no slap shot (stick above the knees) permitted. In the event that a player takes a slap shot, or fakes a slap
shot, the play will be blown dead and treated as an icing play, with referee decision to supersede all.
Game defaults (forfeits) will be scored as 1 – 0.
BY-LAW 09 - Officials
9. OFFICIALS. The Referee in Chief will be responsible for detailing referees and timekeepers for each
game as per the issued schedule. Should a game be defaulted the officials will still be paid and should normally
agree to officiate the unofficial game. Should officials not show for a scheduled game or depart before it has been
completed they will be dealt with by the Referee in Chief. Officials will not be paid until after they have completed
the game. It is imperative for our officials to attend the annual rules emphasis fall session hosted by CARA.
BY-LAW 10 – Suspension, Protests and Appeals
10. SUSPENSIONS/PROTESTS/APPEALS. See Article IV
BY-LAW 11 – League Composition/Registration and Costs
11. LEAGUE COMPOSITION AND COSTS. The league will normally be composed of seven (7) teams for
each season. The team cost of joining the league is based on ice rental costs and officiating fees. This sum is
payable via the Treasurer in one or two instalments. A payment schedule will be set out in the first meeting of the
year. Failure to meet either of these deadlines may result in forfeits and loss of ice participation until payment has
been received in good standing. Failure to pay in full by 40 days after the start of the season will mean defaults and
possibly expulsion from the league with a one-year ban from joining again. Past history has seen at least one (1)
team per year fail to comply with payment terms, therefore a zero tolerance attitude will be in effect. NO MORE
EXCUSES, NO MORE COMPRIMIZES, NO MORE NEGOTIAIONS, NO MORE CHASING.
Fees will be sent to the following recipients:
a. Ice fees – Calgary Flames Community Arena; and
b. Referee fees – Applicable referee organization (currently David Kokayka)
BY-LAW 12 – Team Composition and Registration
12. TEAM COMPOSITION AND REGISTRATION. Each team may only register 25 players and must
meet the eligibility requirements of the constitution. In the event the CF and ex-CF military personnel cannot
complete the 25 person roster per team, no more than 25% of the team can be made up of civilians. League
authorization must be approved in writing where the 25% civilian ratio is to be exceeded. All military
players will take priority over any and all civilian players and teams who play a civilian in place of a military
player could be subject to ramifications from the league.
Each team representative is responsible for submitting a preliminary team roster to the Statistician and DND/CF PSP
representative on or before October 1 of each season and a finalized roster by December 31. After this date
amendments must be submitted to and approved by the Executive Committee. Failure to do so will result in the
team forfeiting all games that the unregistered player participated in.
Goaltenders are permitted to play more than one unregistered game for another team, if the regular goaltender was
not available.
Players cannot be registered for more than one team at a time. Effective September 1, 2007, once a player is
registered for one team and that player is wanting to change to another team, that player must present in writing to

the Executive Committee from one team representative to the other that the player is in good standing and the
release is authorized by the original team that player signed up under. Failure to comply will result in a forfeit by
the team that player is playing on.
a. Player Contract and Release Liability Waiver – (Attached) – in an effort to ensure the players are
accountable for their actions in a game within this league, it is mandatory that each member
registered with the league, before they step on the ice, must have a signed Player Contract and a
Release Liability Waiver (as applicable) on file, else the team will face a forfeit of all games that
member is involved in. Subsequent team warnings may result in further disciplinary actions; and
b. Age limits - Civilian players must be 18 years of age or older. Players 16 years of age and older
can play provided they are enlisted CF members.
BY-LAW 13 – Unsuitability to Play
13. UNSUITABILITY TO PLAY. Players will not play if they appear to be temporary unfit to play due to
the consumption of drugs or alcohol. It is the responsibility of the team representative to ensure that the individual
does not dress for the game. Should a player be deemed unfit to play due to impairment by the referee, he will be
awarded a gross misconduct penalty and ejected from the game. The incident will also be subject to a Discipline
Committee hearing. Alcohol will not be consumed by players or officials during the game. Any player or official
caught doing so will be expelled from the game and also be subject to a disciplinary hearing.
BY-LAW 14 - Injuries
14. INJURIES. In the event of an injury to an active DND/CF member, that member must complete a CF 98
and a DND 663 and submit it through their appropriate chain of command, ensuring Sylvia Leburgey with ASU
Calgary is notified. Notifications must also be sent to the Executive Committee (President or Vice-President) as
well as the PSP representative. Injuries to civilian and ex-CF members (retired) are the responsibility of that player.
Should the game be unduly delayed due to a serious injury, and not be able to be completed in the ice rental time
remaining, the score at the time of the injury will stand as official. If the goaltender is injured and must leave the
game the team must dress another within 15 minutes or play the remainder of the game without one, referee
permitting.
BY-LAW 15 – Special Playing Rules
15. SPECIAL PLAYING RULES. This BY-LAW covers the following special rules of play:
a. Body Contact. A minor or major penalty will be assessed to any player who bodies, intentionally
pushes, shoves or stands in front of an opponent for the purpose of making contact. Where, in the
opinion of the referee, accidental contact has taken place, no penalty will be assessed;
b. Slap shots. Slap shots and fake slap shots are not permitted. It is considered to be a slap shot if
the stick comes above the knee while shooting. When a slap shot or fake slap shot is called by the
referee, play will be blown dead and a faceoff will occur in the offending team’s zone. No penalty
shall be assessed;
c. Centre Line Offside. The centre line offside rule will not apply. Centre ice remains in effect for
icing only;
d. Ejection from game due to accumulation of Penalties. Any player who is assessed three (3) minor
penalties for stick infractions or a total of five (5) minor penalties will receive a game ejection. If
a player receives an ejection for three (3) of the three (3) stick infractions or five (5) minor
penalties in one game, the player will receive an automatic one (1) game suspension. This is not
subject to an appeal;

e. Automatic Suspensions. A suspension for fighting is not subject to an appeal. A fighting major is
four (4) games and the player deemed to be the instigator will be awarded eight (8) games. The
Referee MUST call an instigator as defined in section 1.11. If you don’t want that to be you, don’t
put yourself in a position to have it called against you. NO EXCUSES;
f. Official Abuse/Harassment. Abuse/harassment of officials is NOT subject to an appeal. Abuse
of officials will be considered an automatic eight (8) games. If you don’t want that to be you,
don’t put yourself in a position to have it called against you. There are processes in place to
constructively work through complaints against the officials. NO EXCUSES;
g. Intent to injure. A suspension for intent to injure is not subject to an appeal. Intent to injure is an
automatic match penalty of three (3) games and an additional eight (8) games;
h. Penalty Minute Carry Over. If at the end of a season, a player is not under league suspension and
or disciplinary consideration, a player’s penalty minutes will be reset to zero at the start of a new
season;
i. Accumulated Penalties. An accumulation of penalties is not subject to an appeal. In order to deal
with chronic offenders, the following suspensions will be in effect:
After 30 minutes of accumulated penalties, the player will receive an automatic one (1) game suspension
effective the following game.
Every subsequent 10 minutes of penalties received thereafter will result in another one (1) game
suspension effective the following game.
If a player has received three (3) one (1) game suspensions as a result of accumulated penalties, they
must stand before the disciplinary committee before they will be allowed to play another game in this
league.
At this point this player is now subject to further supplementary discipline.
It is important to note that it is the team representative’s responsibility to review the game sheet at the
end of each game and report any discrepancies to the Statistician within one (1) week of the game played
date, else the game sheet will be considered to not be adjustable.
j. Ineligible Players. For any team caught playing an ineligible player(s), the offending team will
lose the game and the points and team representative is suspended for one (1) game. If the
ineligible player is on losing team, the team representative is suspended for one (1) game.
Additional infractions will result in further suspensions in both cases;
k. Head butting. Head butting will not be tolerated. Any player penalized for this offence will
immediately be subject to a five (5) minute major penalty, game misconduct and an automatic
eight (8) game suspension.
BY-LAW 16 – DEPLOYMENTS/COURSES/LATE ADDITIONS
16. PLAYERS RETURNING FROM DEPLOYMENT/COURSE/LATE ADDITION. Any CF military
player returning from deployment whether it be a domestic or international operation or military course or a late
register is not subject to the roster deadline or the requirement for three (3) regular season games in order to play in
the playoffs. A player can commence or resume play with a team at anytime provided notice is given to the
Executive Committee prior to resuming play and authorization is granted.
BY-LAW 17 – SAFETY

17. SUSPENSIONS FOR SAFETY INFRACTIONS. All players in the league are subject to the safety BY-
LAW. Games will be observed by members of the DND/CF PSP staff, referee association or Executive Committee
(when the team to which they are registered is not playing). When a player who's conduct is questionable or results
in a serious injury to another player, that player may be subject to discipline from the league. The PSP member
observing the game may issue the offending player a warning (to be recorded with the Disciplinary Committee) or
place the offending player on an immediate temporary suspension pending investigation for a period of not more
than seven (7) days. In the event the member invokes a temporary suspension, an immediate investigation by the
Disciplinary Committee will occur. The Vice-President will gather statements from the referees, member who was
observing the game and any other pertinent source of information. The league Disciplinary Committee will confer
to conclude one of the following decisions:
a. The offending player is not subject to further discipline and the temporary suspension is removed;
or
b. The offending player committed an unsafe act and will appear before the Disciplinary Committee
to determine further disciplinary action.
In the event the offending player is to appear before the Disciplinary Committee, they will remain on temporary
suspension until the committee has delivered a decision on the matter. Any games missed during this period will
count towards any suspension resulting from the hearing.
The Disciplinary Committee is established within the constitution to maintain order and discipline within the league
in the spirit of the game. A deliberate review of any players' actions must occur before the league issues a
permanent suspension.
BY-LAW 18 – Executive Committee Meetings
18. EXECUTIVE COMMITTEE MEETINGS. When the Executive Committee meetings and associated
meeting room is being booked, all effort will be made to schedule them for Tuesday evenings at 1900 hours to help
accommodate teams as best as possible.
BY-LAW 19 – Goaltenders
19. GOALTENDER SHARING. It was agreed to by the Executive Committee that teams are to inform their
respective goaltenders that they may be requested to play on other teams due to lack of goaltenders within the
CGHL. Goaltender contact information will be shared amongst team representatives. The goaltender request
process will see team representative of the team requiring a goaltender canvass other team goaltenders within the
league first. If no league goalies are available, a goaltender outside of the CGHL can be utilized only with prior
Executive Committee approval.

risks and dangers of participating in the ASU Calgary Garrison Hockey League on behalf of myself, my heirs,
devisees, successors, assigns, executors and administrators, in consideration of being permitted to carry out hockey
activities in Centennial Arenas do hereby:
a. waive all claims of any nature or kind whether in contract, tort, negligence or otherwise, against Her
Majesty the Queen in right of Canada, Her officers, servants, agents, employees and members of Her Canadian
Forces, and against those members' Non-Public Property, and against the Canadian Forces Personnel Support
Agency, its officers, servants, agents and employees, all in their employment and private capacities, in any manner
arising out of, based upon, occasioned by or attributable to the activities of them, including negligence on their part,

b. having determined and acknowledged that the activity is inherently hazardous and may result in physical
