INTRODUCTION
TheCaliforniaCadetCorpshasinspiredmanyyoungpeopleoverthepasthundredorsoyears,andwillcontinuetoevolveandinspiremoreofouryouthtostrivetobeleaders.Weoperateunderoneassumption–thatdevelopingleadershipinourcadetswillgivethemmoreopportunitiestobesuccessfulinwhatevertheychoosetodowiththeirlives.ThissmallbookletcontainsthecoreknowledgeoftheCorps–allcadetsshouldbefamiliarwiththecontentsofthismanual,whetherforaninspectionorjustbecauseyourroleasaleadercallsforyoutosettheexample,andmuchofwhatyouneedtoknowisinthisbook.Onceyouarefamiliarwiththisinformation,therearemanyotherthingsforyoutolearn;indeed,youwillneverstoplearning!IencourageyoutoexplorethedetailsofDrillandCeremonies,leadershiptheories,CadetRegulations,andotherpartsofourcurriculum.ParticipateasactivelyasyoucaninCadetCorpsactivities,andgainexperiencethatwillpushyouupthecadetranksintopositionsofhigherresponsibility.OnedayyoumaypinonC/Colonelrank,orholdtheStilwellSaber,orcommandthecorpsofcadetsatasummercampreviewceremony.Informationmarkedwithanasterisk(*)inthismanualisrequiredknowledge(wordforword)forCadets.Informationmarkedwithanexclamationpoint(!)requiresCadetfamiliarization,butnotmemorization.Workatlearningit,andchallengeyoursubordinatecadets,asyoubecomealeader,tolearnittoo.

HISTORYOFTHECALIFORNIACADETCORPS
TheCaliforniaCadetCorpswasfoundedastheCaliforniaHighSchoolCadetsaspartoftheCaliforniaMilitaryDepartmenton(*)April5,1911bytheCaliforniaStateLegislatureand(*)BrigadierGeneralEdwinAlexanderForbes.Forbesisthe(*)“Father”oftheCadetCorps.HewastheAdjutantGeneraloftheStateofCaliforniain1911,andstartedtheprogramtotrainofficersforupcomingwars.In1935thenamewaschangedtotheCaliforniaCadetCorps.AfterWorldWarII,themissionoftheCACadetCorpschangedawayfromtrainingcadetstobeArmyofficersandtowardprovidingleadershiptraining.TheCaliforniaMilitaryandVeteransCodeauthorizesCadetCorpsprogramsinelementaryschoolsthroughcommunitycolleges,buttherearenolongeranycollegelevelprograms,andweonlyhaveacoupleofelementaryschools.(*)TheCadetCorpsmottoisESSAYONS,aFrenchwordthatmeans(*)“Letustry”.Weputforthourbesteffortandstaywiththejobuntilthejobisdone.Itispronounced“Es-Ā-Yone”

(*)Acadetwillnotlie,cheat,steal,ortoleratethosewhodo. (!)Whatisanhonorcode?Acadethonorcodeisaminimumstandardofethicsexpectedofcadets.Itisasystemofpeer-enforcedhonorableconduct.Thatmeansthatcadetsenforcethehonorcode.TheCorpsofCadetsembracestheHonorCode,teachesittonewcadets,andenforcesitamongtheirpeers.Commandantsandhigherlevelofficialsdogetinvolvedinserioushonorviolations,butforthemostpartthecadetsthemselvesenforcethecode.Thatdoesn’tmeanthatcadetshavesecrethonorboardsorcomeupwithpunishmentforviolations.TheHonorCodebecomesanimportantwayforstudentstoenterthecultureofbeingaCadet.Commandantshelpcadetleadersworkthroughsituationswhenothercadetshaveviolatedthecode.Forminorissues,thecadetchainofcommandortheCommandantdeterminetheresponse.Formoremajorviolations,thePrincipalhasthefinalsayonoutcome.CadetscanbesubjecttodemotionorevenexpulsionfromtheCadetCorps.Usually,wehelpcadetslearnfromtheirmistakesandmoveon.Anhonorcodeallowseverycadettoperformonanevenplayingfield,knowingthattheirfellowcadetsaren’tgoingtocheatincompetitions,havefairlyearnedtheranktheywear,won’tstealfromfellowcadets(oranyoneelse!),andarehonest.

IbecomeacadetleaderbywhatIdo.Iknowmystrengthsandmyweaknesses,andIstriveconstantlyforself-improvement.Ilivebyamoralcodeandsetanexamplethatotherscanfollow.Iknowmyjob,andIcarryoutthespiritaswellastheletteroftheordersIreceive.
Itaketheinitiativeandseekresponsibility,andIfacesituationswithboldnessandconfidence.Iestimatethesituationandmakemyowndecisionsastothebestcourseofaction.Nomatterwhattherequirements,Istaywiththejobuntilthejobisdone;nomatterwhattheresults,Iassumefullresponsibility.
Itrainmycadetsasateamandleadthemwithtact,enthusiasmandjustice.Icommandtheirconfidenceandtheirloyalty:theyknowIwouldnotassigntothemanydutyI,myself,wouldnotperform.Imakesuretheyunderstandtheirjobs,andIfollowthroughenergeticallytoensuretheirdutiesarecompletedfully.Ikeepmycadetsinformed,andImaketheirwelfareoneofmyprimeconcerns.

1.Iwillguardeverythingwithinthelimitsofmypost,andquitmypostonlywhenproperlyrelieved.2.Iwillobeymyspecialorders,andperformallmydutiesinamilitarymanner.3.Iwillreportviolationsofmyspecialorders,emergencies,andanythingnotcoveredinmyinstructionstotheCommanderoftheRelief.

RECOMMENDEDSCHOOLYEARACTIVITIES(!)
TogetthemostoutoftheCadetCorpsprogram,youshouldparticipateactivelyatthebattalion(school),brigade,andcorps(state)levels.HerearesomeofthebestactivitiesyoushouldexperienceasaCadet:Parades:CadetunitsareencouragedtoparticipateinlocalorregionalparadesinhonorofVeteransDay,MemorialDay,andanyothercelebrationsheldbytheschoolorcommunity.Paradesareanopportunityforcadetstoshowofftheirmarchingskills,uniforms,andespritdecorpstotheircommunity.Reviews:Whencadetsinuniformparadeorstandforinspectionitiscalledareview.Cadetunitsareencouragedtoplanandconductatleastthreereviewsduringtheschoolyear.Thesereviewsmayincludeawardsandpromotions.Unitsshouldholdasmanyinspectionformationsaspossible.Eachoneshouldemphasizethewearingoftheuniform,cadetknowledge,andstudentleaderpreparationforaninspection.Bivouacs:Cadetunitsareencouragedtoholdatleastaoneweekendorlongerbivouac(overnightcampingtrip).Theseshouldbeplannedandheldonabrigadelevel,thoughinsomeinstancesbattalionsholdtheirown.Cadetswillpracticesettingupacampandtrainonfieldorientedmilitaryoradventureskillssuchasorienteeringorlandnavigation,survival,archeryandmarksmanship,confidencecourses,etc.Thebivouacshouldbeopentoallcadets.Moreadvancedcadetsmayjoinina"Survival"bivouac.Thismaybeconductedinadesert,mountain,snoworseaenvironment.Thecadetswillsearchforfoodandshelterinsteadofbringingitfromhome.LeadershipSchools:CadetBrigadeshostLeadershipSchoolstogivecadetswhohavebeensuccessfulachancetolearnmoreaboutbecominganNCOandofficer.TheschoolisusuallydividedintoBasicandAdvancedcourses.TheBasiccoursemustconsistofaminimumof6hoursandtheAdvancedcourse12hours.SchoolandCommunityService:Allcadetunitsshouldworkonaschoolorcommunityserviceproject.Manybattalionshavedoneserviceprojectstohelptheagedandunderprivileged.Theyhavehadcleanupcampaigns,ecologicalandconservationprojectsandmanyothers.SchoolandcommunityserviceisahugepartoftheCaliforniaCadetCorpsemphasisongoodcitizenship.

Brigadeand10thCorpsStaff:Onceyouhavebecomealeaderinyourbattalionatschool,youshouldcontinuetoaspiretoleadershippositionsathigherandhigherlevels.Eachbattalionhasabrigadewherecadetsserveincommandandstaffpositionsthatcommunicate,train,andplanbrigadeactivitiesforthebattalionswithinthebrigade.Mostcadetsonbrigadestaffholdsimultaneousleadershippositionsattheirbattalion,buteachcaseisunique.CadetNCOsandOfficersarealsoinvitedtoapplytobeonthe10thCorpsStaff.Thisisacompetitiveassignmentforcadetleadersthroughoutthestate.The10thCorpsprovidesstatelevelleadershiptoallthecadetsoftheCaliforniaCadetCorps.Theycommunicatetothesubordinatebrigades,disseminatinginformationandcoordinatingissues,andprovidinginputtoimprovetheCadetCorps.The10thCorpsStaffplansandconductsallthestatelevelactivitiesthroughouttheschoolyear,andprovidestheleadershipforSummerCamp.Assignmenttothe10thCorpsstaffiscompetitiveandlastsfromappointmenttotheendofSummerCamp.LeadershipConference:Atthebeginningoftheschoolyear,HQCACCsponsorsaconferenceforadultandcadetleaders.Thisconferenceiswherethe10thCorpsCommanderinitiateshis/hercommandfortheyearandstartsthestaff/leaderplanningwiththebrigades.TheconferenceisamixofinformationdisseminationaboutcurrentstatusandthefutureoftheCorps,training,socialinteraction,anddiscussionofbestpractices.CommunityEmergencyResponseTeam(CERT)Training:ConductedoverthreedaysinSeptember,CERTTraininggivescertificationtoCERTsfromschoolsalloverthestate,withtrainingonfirstaid,disasterresponse,andcommunityemergencyresponse.XtremeTeamChallenge(XTC):AteambasedcompetitiveeventheldinOctoberwherecadetscompeteinlanesthatchallengethemphysically,academically,andinleadership.Thisexcitingvenueisfunandchallengingandmotivatingallatthesametime.MarksmanshipCompetitions:Forschoolsthatallowmarksmanship,thestateconductsmarksmanshipcompetitionswhereyourteamcancompeteagainstteamsfromotherunits,gainingskill,precision,andsafetyasyouhoneyourskillsandmeetothermarksmen.
IndividualMajorAwards(IMA)Competition:EverycadetmaycompetetobenamedthemostoutstandingmemberoftheCACadetCorpsinvariouscategories.Thereiscompetitionatthebattalion,brigade,andcorpslevels.ThetopwinnerintheOverallcategoryreceivestheStilwellSaber.

DrillCompetition:Thebestexamplesofcadetsworkingtogetherasateamarecompetitivedrillunits.Ourdrillcompetitionprogramincludesdrillteamsatsquadandplatoonlevel,withandwithoutarms,andexhibition(innovative)drill.Drillcompetitionsareheldatbrigadelevel,withbrigadewinnersadvancingtothestatecompetitioninAprileachyear.Drillteamsalsoparticipateinschoolactivities,parades,andothercompetitions.SummerEncampment:CadetsareencouragedtoattendSummerCamp.Thisencampmentisheldinthesummerafterschoolisout.Anencampmenthasanintensetrainingprogramandlastsaboutaweek.SummerCampbringstogethercadetsfromalloverthestatetopracticeleadershipandreceiveindepthtraining.Thecadetsatsummercampareorganizedintoabrigade(butstillcalledthe10thCorps)
withacadetcolonelincommand.The10thCorpsHeadquartersdoestheplanningandpreparationfortheencampment,andprovidescommand,control,andsupportthroughuseofthecadetchainofcommandduringtheactivity.Therecanbeseveralregimentswithsubordinatebattalionsandcompaniesthatconducttrainingthroughouttheweek.Command,leadershipandsupplyatsummercamparehandledbythecadetleaders.Thisgivessignificantactualexperienceinleadershipandplanningtothecadetsinthesepositions.Commandantswhoattendsummercampactasinstructorsormentorstothecadetleaderswhoactuallyruntheprogram.Thesummercampprogramhasbasicandadvancedtraining.Dependingontheyear,
therearespecialcoursesinofficerandNCOtraining,survival,marksmanship,mountaineering,medicine,lawenforcement,cyber,drillinstructor,andculinaryartsavailabletothosecadetswhoqualify.

PROMOTIONS
Aconscientiouscadetwillworktoattainthehighestpossiblerankthatcanbeacquiredwithintheunit.Thisismostlyuptothecadetandhowmuchtimetheywanttodedicatetotheprogram,buthigherlevelranksaretiedtothepositionthecadetholds,andasacadetreachesNCOandofficerranks,therearefewerpositionsavailable,andsometimestheymustcompeteagainsttheirpeersforaposition.Therearetwowaystogainrankatthelowerenlistedgrades:1)Passthepromotiontestforyourrank,passthePTA,andhavetherecommendationofyourchainofcommandandCommandant.2)Attheendofeachsemester,cadetsmaybeadvancedtothenextgradewithoutpassingapromotiontestiftheypassthePTAandhavetheCommandant’srecommendation.ThisworksthroughC/CPL.TobepromotedtoC/SGT,acadetmustpassanypromotionteststhatwereskippedthroughadvancement.Onceyou’reaC/SSG,it’stimetoconsideryourfuturepath.Dependingonwhatyourgoalsareandhowmuchtimeyouhaveleftasacadet,youmaydecidetopursueexcellenceasanNCOorgetacommissionasacadetofficer.OryoumayspendayearasanNCO,thengetyourcommission.Thegoalofeverycadetwhowantstoprogressinthecadetprogramshouldbetogetasfarupthepromotionladderasthey’recapableofgoing,whileremainingsuccessfulintheiracademicachievementandextracurricularactivities.
