CalMISTCalifornia's Future Leaders Project“Rise-Up” Project Sustainable Futures for Marginalized Communities

From January - May 2016, 64 trainees attended the 43-hour inaugural Intrapreneurs’ Innovation Boot Camp. These trainees represented a wide diversity of programs under 7 Departments and 7 Agencies from California State Government, and the City of Sacramento. State departments include the CalPERS, DGS, DIR, DOR, DWR, EDD, and OES. State agencies include: GovOps, CDCR, CDFA, CHHS, LWDA, NRA, OIG, and the City of Sacramento. Participating on five separate Rapid Innovation Teams, these trainees used a 4th Wave approach, to create and innovate transformational moonshots. The long-term goal: reinventing the status quo of government as we know it today, and as it reaches out to serve California’s diverse society.

Rebekah Christensen, Chair – NLP and CalMIST; President-Founder, ORA Systems, Inc.

The common denominator that unifies my career is my penchant to unleash and accelerate human potential.

All of us have unlimited possibility, creativity, and the capacity for innovation that each serve ourselves and, in

turn, the world around us. As founder and CEO of ORA Systems, I see authentic leadership as transformative.

It’s simple—as we understand ourselves, we understand the world around us. As we connect who we are (our

identity) to what we do (our chosen path in life), the real time nature of this dynamic flow hones our intuitive

response time, giving us the agility to respond, with skill and acumen to our real time world. We can, for instance,

see ourselves as catalysts of change between government and our society – freeing us to innovate and break the

boundaries of what’s possible in our lives and organizations.

As a systems integrator, my career path is testament to a lifelong focus on transformative leadership and

innovation. Systems I have led or contributed to include lifecycle approaches to site cleanup and tech transfer for

the Department of Energy and Defense (DOE-DoD), guidance for the cultural integration of traditional medicine

through the World Health Organization’s International Classification of Traditional Medicine (ICTM) project, the

design and enactment of amending language to Mello-Roos to manage funding risk in multi-million dollar site

cleanup, and the design of a cooperative solution, with UCSB and CalPoly, that led to integrating competing

economies to collaboratively promote tourism on the central coast of California. Since 2012 I have chaired the

Navigating Leadership Program – pioneering transformative leadership, intrapreneurship and innovation in

California State Government. In 2015 Ora Systems joined Google’s elite innovation team as trainers for the Google

Innovation labs in Alameda, Kern and San Joaquin Counties.

Although starkly different in their economic focus, there are distinct commonalities shared by all of these

programs. Each program carried lead responsibility for innovating change and improving process and

outcomes in government that impact immense constituent communities. In that context, they empowered

intrapreneurialism in government—its people and organizations. All reflected non-hierarchical system

approaches that honed authentic leadership and interdependent collaboration and outcomes. Without

exception, each of these projects has responded to very specific needs where goal-directed outcomes and clear

metrics of performance have been essential.

Rhonda Basarich, Chief, Office of Fiscal Services, CA Department of General Services

Rhonda’s swift progression in state service began in 1979 as a student assistant with the CSUS Library. In 1984 she

received a Bachelor of Science degree in Business Administration from CSUS. From 1990-92, Rhonda was part of

a CalTrans two-year management development program that included posts with the California Transportation

Commission Liaison’s Office, the Planning Division, and the Budget Office. In 2004, Rhonda took an extended

sabbatical to prepare for her future retirement from state service. From 2005-2008, she attended Palmer West

College of Chiropractic in San Jose, California. In 2009, when again working for the State full time, Rhonda opened

her part-time chiropractic practice. In 2011, she transitioned from a Staff Services Manager I – Budget Manager

position with the State Controller’s Office to a budget officer of the Department of General Services at the Staff

Services Manager III. In 2013, she was promoted to Chief of the Office of Fiscal Services (CEA) at DGS, a position

she still holds.

Stephanie Chambers, Staff Services Manager I, Department of General Services,

Office of Fiscal Services Division

Stephanie Chambers is Staff Services Manager I for the Department of General Services, Office of Fiscal Services

division. She began her public career with the State of California in 2015. Her previous professional experience

includes working for ten years at York Risk Services Group, a provider of specialized claims and risk management

solutions. The last four years of her tenure at York was spent as a supervisor of the Operations Service Center

West. In this position she created innovative methods to increase the accuracy, efficiency and responsiveness

of the operations service center. Stephanie received her Bachelor of Science in Accounting from California State

University, Sacramento in May 2012.

Keith Christensen, Chief Operating Officer, ORA Systems, Inc.

Obtaining my MBA was a significant milestone in my career, but life experiences have defined who I am and

how I lead in the world. When I was a Cobra helicopter pilot in Vietnam during combat, I learned that life isn’t

yesterday or tomorrow, it’s NOW! No matter what the world brings, we all have the acuity to respond. This isn’t

just a combat skill – it’s a human skill we all have, and to thrive in today’s real time world, this is who we must be!

To thrive in now is mastery. It merges the balance of knowledge, intuition, skill, and practice into a seamless flow.”

I’m fortunate I have been able to have a 40 year professional career in both private and government sectors.

For 10 years I lived and worked in South Africa as a property investment analyst, marketing manager, and asset

manager for South African Mutual Life Assurance Society (Old Mutual). I spent another 10 years working in

U.S. real estate and property management. My next 20 years was with the California Board of Equalization, in

positions such as business tax representative to associate government program analyst, to business tax specialist,

to business tax administrator. What I’ve learned from these positions is that our technological evolution has

transformed us into a digital world-wide community where cause and effect are immediate. The “life of business”

that is our today requires a “mind-body-spirit” awareness to meet the fluid demands of the marketplace served in

real time.

Jennifer Duncan, MS, CRC, Staff Services Manager, CA Department of Rehabilitation

Since 2009, Jennifer has worked in vocational rehabilitation for both the State of California Department of

Rehabilitation (DOR) and the State of Nevada, Department of Employment, Training, and Rehabilitation. In 2012,

Jennifer transitioned to staff development and focused on training counselors new to the Department. She now

serves as a staff services manager I in Training at DOR. Jennifer holds a Bachelors of Arts in Public Administration,

with a minor in Deaf Studies, and a Master’s of Science in Rehabilitation Counseling.

Cora Espanol, Voluntary Plan Administration Unit Manager, CalEDD

Corazon “Cora” Villarama Espanol is currently the voluntary plan administration unit manager with the

Employment Development Department (EDD), Disability Insurance Branch. She has been with EDD since 2007.

Cora began her state career with EDD as a disability insurance program representative in the Sacramento Call

Center. In 2009, she was promoted to a staff services analyst position in the Central Office Division, Quality

Control Unit. After a year, Cora became an associate governmental program analyst in the Policy Development

Unit. In 2011, she promoted to Staff Services Manager I status where she served as its quality assurance unit

manager. From 2012-2015, Cora managed the Business Integration Unit of the Disability Insurance Automation

Project. In 2015, Cora was nominated to attend the CSUS Portfolio Program Leadership for the Government

Manager and in 2016, she attended the APSEA sponsored program Navigating Leadership Program. Cora is an

active member of APSEA and IAWP.

Mario Hernandez, Custodial Supervisor II, Region II, CA Department of General Services

With 132 months of state service and still counting, I currently serve as a custodial supervisor II for Region II

Operations for the California Department of General Services (DGS). My career in state service began when I was

16 and entered the Temporary Authorization Youth program. I was invited back for three consecutive years, and,

following my graduation from C.K. McClatchy High School in 2002, I joined state service full-time.

My long-term career goal is to become an assistant branch chief for DGS. To achieve my goal I believe this

requires a combination of skills. I am currently working on my 7th assignment for DGS, which demonstrates

my ability to handle a diversity of assignments as well as ever-increasing responsibilities. By demonstrating

my leadership skills, I aim to proactively grow and contribute to the best of my abilities every single day—

whether it be when working with those who work for me or when I am directly relating to my clients’ needs

and expectations. I fully realize how important it is to actively support the professional advancement of my

employees as I also seek to grow and improve my own skills.

My life-long values of honesty, integrity, hard work and pursuit of excellence are my guiding forces. These values

shape the manner through which I interact with others and build the foundation upon which I lead and serve.

Valerie Keisler, Manager, Real Estate Services Division, CA Department of General Service

Valerie Keisler is a manager in the Real Estate Services division in the Department of General Services (DGS).

She has been with DGS since 1996 and strives hard to be a proactive manager for her program and staff. Valerie

envisions a creative, dynamic, fluid and collaborative state government ethos. As an advocate for continuous

improvement and efficiency, she empowers her staff to be forward-thinking innovative leaders who to strive

toward keeping business processes current and effective. Valerie is excited to create awareness and implement

the 4th Wave culture throughout California state government.

Katherine Kishaba, Deputy Director of Business Operations at the California Department

of Water Resources

In Katherine (Kathie) Kishaba’s position as the deputy director of Business Operations at the California

Department of Water Resources, her primary responsibilities include managing the Department’s fiscal,

information technology, procurement, human resources and capital outlay services. Prior to assuming this

current role, Kathie served as the Department’s Budget Officer and was responsible for the development and

administration of DWR’s multi-billion dollar budget. Previously, Kathie oversaw all administrative activities

of DWR’s Bay-Delta Office and worked in the administrative sections of DWR’s former Division of Land and

Right of Way and Office of Water Education. She participated in the implementation and upgrade of SAP, the

Department’s enterprise financial system, and has recently guided the deployment of a SAP Business Analytics

application. Kathie holds a Master’s of Business Administration degree from the University of California, Davis

Graduate School of Management, and a Bachelor of Arts degree in Social Science from the University of

California, Berkeley.

Gary M. Lee, Chief of Learning and Development, DGS University, Office of Human Resources,

CA Department of General Services

Gary is the visionary who, after a two-year absence, re-established in April 2012 one of the most robust

professional development programs and learning cultures in California state government for the Department of

General Services. In its brief four-plus years of existence, DGS University’s business model has offered 550 classes,

processed 17,500 student registrations and provided 90,000 hours of instruction for the department’s 3,000-plus

statewide employees.

Gary is an innovative and results-driven leader focused on achieving exceptional results in resource-challenged

environments that demand continuous improvement. He is experienced in driving program delivery teamed

with process and customer service improvements, while building partnerships with decision-makers and

pursuing enterprise concepts to achieve operational efficiencies and performance optimization. He forms and

motivates cross functional teams that consistently increase accountability and performance, reduce operating

costs, and improve product quality and services.

With over 36 years of public service, Gary’s extensive knowledge and skills in public administration; his wealth

of analytical and management experience in enterprise operations; and his commitment to best practices and

benchmarking allow him to create a well-defined organizational vision for adult learning and development. Gary

graduated from UC Berkeley’s Haas School of Business, and is an activist and volunteer for several community and

school organizations.

Malinda Nguyen, Associate Governmental Program Analyst, Health and Safety Section,

CA Board of Equalization

Since 2013 Malinda Nguyen has served as an associate governmental program analyst in the Health and

Safety Section at the California Board of Equalization. Previous to this, she owned a healthcare clinic where

she practiced as a doctor of chiropractic in Elk Grove, CA. Malinda received her Bachelor’s Degree in Biological

Science at California State University, Sacramento and her Doctorate at Palmer West Chiropractic College.

Malinda’s philosophy is to live with compassion. She has applied her skills and knowledge to help others in

various clinics in Vietnam, working in hospitals that gave free health care to rural communities. She has worked

locally with the Tzu Chi Foundation to provide chiropractic treatments to the underserved at a variety of health

outreach events. Malinda has given a number of presentations on topics including as ergonomics, nutrition,

exercise, and wellness to local communities and organizations

Peggy Owens, Associate Governmental Program Analyst, Contract Services Section, Office of Business

Administrative Services, Department of General Services

Peggy comes to State Service with 17+ years of contract, subcontract and compliance while working in the

private sector with federal contractors. She views problems as opportunities to build relationships that then

produce cohesive teams that bring out their best with each other. Peggy was invited to provide guidance on

increasing small business participation by the Small Business New England Public Transit Advisory Council

(PTAC) Advisory Council to the U.S. government. She uses a partnering approach finding solutions, successfully

negotiating with the U.S. Government, Northrop Grumman, and Boeing Defense Systems.

Peggy specializes in resolving compliance, process, and procedural issues within budget and headcount. She

has developed and implemented contracting, subcontracting, procurement and cost systems at JD Edwards,

consistently bringing difficult and sensitive issues to a timely successful conclusion. While at the Department of

Fish and Wildlife she refined the Business Services Drought Program under the Governor’s Drought Emergency

Proclamation, enabling efficient departmental communication and issuing agreements expeditiously.

Peggy volunteers at several regional organizations; she is passionate about doing right, for the right reason,

providing opportunity to all. She continuously strives to live the 4th wave in both her personal and professional life.

Alicia Wong, Chief, Enterprise Planning and Portfolio Management Branch, IT Services Division; APSEA

President

Alicia Wong’s eighteen year civil service career includes work in the fields of program management, policy

development, strategic planning, and business process improvement. She currently oversees statewide

information technology (IT) policy implementation and communication activities for the California Department

of Technology’s State Technology Approval Reform (STAR) Project. She also serves as the primary contact point to

ensure consistent, timely and quality communications to Department of Technology stakeholders throughout all

phases of the STAR project, including delivery of presentations to the Legislature, agencies and departments, and

public events to generate interest and awareness of the STAR Project and its statewide impact.

Alicia serves on the Government Operations Agency’s Civil Service Improvement initiative charged to reform

the state’s current civil service system, which Governor Brown described as a complicated, inflexible, and highly

bureaucratic set of rules. Her work on this initiative includes formulation of recommendations concerning

performance management and strategic planning for the State of California.

Alicia previously managed communications activities for the Financial Information System for California (FI$Cal)

and served as a manager overseeing administrative and business programs for both the Department of Motor

Vehicles and the Department of Water Resources.

As APSEA’s president, Alicia has been an active member of the organization for the last several years. She

established APSEA’s first career development program, in which monthly upward mobility workshops, hosted

by government executives and managers, focus on information and advice on how to successfully strategize

professional goals and aspirations.
