1 1. Background The Nordic International Support Foundation (NIS) is a Norwegian-registered non-profit organization engaged in stabilization and reconciliation initiatives in conflict and post-conflict locations. Our primary areas of intervention are institutional development, public service delivery and conflict resolution. Headquartered in Oslo, Norway, NIS recently finalized a project in Sri Lanka and currently implements projects in Somalia, Myanmar and the Sahel. NIS Somalia is currently implementing a wide range of stabilization projects in all Federal Member States with plans to expand into new areas. The projects, funded by different donors, aim to support the implementation of government policies across a range of sectors, all working in different ways to achieve greater stability and better prospects for the country’s longer-term development goals. The various stabilization initiatives share the objective of contributing toward a more inclusive post-conflict society which sees the value of diversity and gender equality. 2. Scope of Works Nordic International Support Foundation (NIS) secured fund for ‘’Initiative for Stabilization, Transition and National Development (I-STAND)’’ supporting the authorities to deliver tangible public services to communities in newly recovered areas and is planning to construct Bailey Bridge in Bariire town, Lower Shabele region, Somalia. Bariire Bridge was damaged on 29 th September 2017. Located at 2.045899°,44.899881° and it spans the Webi Shabele River (Wabi Shebele in English) adjacent to the town of Bariire, approximately 63km from Mogadishu Airport. The bridge appears to be a single lane, single span 'Bailey' style structure of length 48.768m (160 feet) and deck width 3.353m capable of carrying an HS20-44 truck AASHTO loading. Please see in the annex 1- the preliminary assessment conducted earlier, based on the inspection reports and photos, a detailed design of existing conditions for inspiration and guidance. NIS is looking qualified manufacturer for the Bailey Bridge to provide a suitable design to construct newly Fixed Baily bridge and cost associated (from manufacturing to delivering Mogadishu Port, Somalia). The bridge will be constructed in Bariire, Lower Shabelle of Somalia. The manufacturer shall propose and design two options of Bailey bridge: Option 1 – single span 48m Bridge and Option 2 – three span 50m Bridge supported by two intermediate Reinforced Concrete Columns. A work plan should be developed by the manufacturer to support the process. 1. Background

The SI International System of Units shall be used on all the Bill of Quantity in the documents.

3. Scope of Works for Activity – Development of Technical Designs, Bill of Quantities for the

Manufacturing and delivering of Bailey Bridge

A. The technical Specifications of the Bailey Bridge should include: i. The Manufacturer shall provide a full drawing for the supply of Bailey Bridge both options

above both PDF. The selected manufacture shall provide AUTOCAD for the Bailey bridge.

ii. Abutment Details Drawing

iii. Extra over launch & erection equipment/tools

iv. Erection manual and Proposed construction method.

v. Design and Protective Treatment: All main structural components hot dipped galvanized (nuts, bolts, pins etc spun galvanized or plated transom)

vi. The design service life of Bailey bridge in terms of life span

vii. Abutments and Approaches: The scope of supply should cover the bridge superstructure and bearings only. The Manufacturer shall provide typical bridge reactions and details to enable the abutments and approaches to be designed, detailed and constructed by others

viii. Manufacturer shall provide training Course for technical / Engineers persons in Mogadishu, Somalia (propose options if possible, for other locations)

Option 1: Single Span (16 Bay) 48.768m Bridge with wide single lane (Width: 3.353m to 4.2m) carriageway with steel decking with ‘durbar’ chequer plate finish. Double Single Reinforced Construction DSHR1 H+ Construction. Launch and Erection Scheme for a Single Span (16 Bay) 48.768m and Installation drawings

Option 2: Three span 50m Bridge (5/6/5 bay) three span supported by reinforced concrete columns. The Bridge would be supplied in Double Single Construction (DSH) and with an extra wide single lane (Width: 3.353m to 4.2m) carriageway of steel decking with ‘durbar’ chequer plate finish and Installation drawings.

B. Price for supplying the above Bailey Bridge should include (in US Dollar)

ix. Production cost

x. Extra over launch & erection equipment/tools cost

xi. Shipping to Mogadishu port, excluding destination port charges

xii. Training Course cost for 5 technical persons

.

4. Qualifications and experience of the Manufacturer

The Manufacturer to undertake the delivery of the Bailey Bridge should have the following competencies:

a. Should have registration licence for designing and manufacturing Bailey Bridges

b. Should have Quality Management System

c. Should have proven track record of having manufactured and supplied Bailey Bridge in the past.

d. Should have professional engineers for designing international standard and carrying out technical, drawings and BoQ. At least 3 CVs to be submitted to NIS.

e. Extensive practical experience in designing and manufacturing similar Bridge in development contexts.

f. Familiarity with the Africa context and working in difficult environments will be an asset.

5. Submission of proposals

Concepts should be submitted on or before 4:00 pm E.A.T. Wednesday 15th January 2020. All concepts

BARIIRE BRIDGE REHABILITATION FEASIBILITY STUDY

1.0 Introduction

The Bariire Bridge was damaged on 29 September 20171. Located at 2.045899°, 44.899881°. It spans the Webi Shabeelie River (Wabi Shebele in English, or in Arabic and in

Amharic) adjacent to the town of Bariire, approximately 63km from Mogadishu Airport, reportedly a two hour drive. Before damage, the bridge appears to be a single lane, single span 'Bailey' style structure of length 48.768m (160 feet) and deck width 3.353m (11 feet), capable of carrying an HS 20 AASHTO loading.

1.1 Bailey Bridges

A Bailey bridge is a type of portable, pre fabricated, modular truss bridge developed by the British militaryduring the Second World War. It has the advantages of requiring fewer specialty tools and heavyequipment to assemble compared to steel beam or concrete girder bridges of comparable spans. Thesebridges are pre assembled on one side of a river (e.g. the south abutment of the Bariire span), and areincrementally pushed across to the other side, or 'launched'. This is usually done with a small bulldozer ortractor, depending on mass of the structure.

This allows the bridge to reach the far abutment without assistance by a crane(although crane assist and craned options are also available for erection, it is assumed that this is notpossible in Bariire due to logistics and security constraints).

1.2 Loading

From discussion with engineers in the Bailey Bridge industry and available photos, it is likely that theexisting structure was designed to HS 20 or equivalent loading. This is recommended for repair, as it willbe easier to construct and will allow a wide variety of military and commercial vehicles to cross safely,however it is considered undersized by modern vehicular standards. The following AASHTO LRFD(American Association of State Highway and Transportation Officials / Load and Resistance Factor Design)loads are used in such calculations:

One 8,000 pound (36kN) and two 32,000 pound (142kN) point loads on the bridge deck. AASHTO loading of 480 pounds/ft or 7,0kN/m is the distributed load (i.e. 'lane load').

2.0 Inspection and Existing Condition

The damaged Bariire Bridge has enjoyed several inspections lately, including by IOM SSI on 30 June 2019and by Hope Agribusiness Enterprises Ltd. (HAEL) on 6 June. IOM also shared an Information Request on28 May, and AMISOM visited the structure on 13 June.

The following conclusions are drawn from the various inspections and photographs made available for this report:

The span is verified at 160', with an 11' deck and 14' 7" from center of truss to center of truss (bearing to bearing). The abutments are monolithic reinforced concrete of 22' width and 6' 6" depth longitudinally (see Figure 12 Concrete abutment dimensions in American units.). The manufacturer of the superstructure (steel truss) cannot be identified, therefore it is not possible to rehabilitate the existing structure by adding new parts. Minor spalling of the concrete is visible on the south abutment.

Other surface deficiency such as localized spalling and delamination is unknown due to the presence ofsand on the substructure.

4.1 Submissions

The potential suppliers will be required to submit the following documents to ascertain that they canefficiently procure, transport, and erect the structure:

Cover Letter detailing firm information, affiliation with administering agency, delivery time, paymentterms, price validity, warranty, etc.,

2.

Specifications for the structure they propose.3.

CAD Drawing for the structure they propose.4.

Company Profile including past projects of a similar nature in the Mogadishu area or in Somalia.5.

CVs of Key Staff including Project Manager, Project Engineer, Site Supervisor, and Manufacturer'sRepresentative.

Training Program including location, duration, content, and personnel to be trained in Bailey Bridge

4.2 Abutment Modification

It is assumed that the existing abutments must be modified to accommodate the new superstructure. Thiswould include resurfacing of the area where the bearing pads will be located, as well as any removal ofconcrete necessary to allow installation of the launching equipment. These requirements will be vendorspecific, but can be performed with hand tools and normal concreting methods.
