V. APPROVAL OF AGENDA

Motion by J. Palan. Seconded by G. Frasca.

To approve the regular meeting agenda for January 25, 2016. Roll Call: Mr. Becker_Yes_ Mr. Bellone _Absent_ Mr. Cimino _Yes_ Ms. Frasca _Yes_ Mr. Maleski _Yes_ Mrs. Palan _Yes_ Mr. Daleo _Yes_ The Board Secretary stated the motion carried. VI. BOARD PRESENTATIONS

20142015 Audit Presentation Gene Volpe & Nancy Sbrolla of Ford Scott & Associates Ms. Nancy Sbrolla discussed the audit and stated that the school district’s audit was clean. Mr. Volpe commended the board office staff for a smooth audit.

Electronic Violence and Vandalism Reporting System (EVVRS) and Harassment, Intimidation and Bullying Presentation for Period 1 Superintendent McCooley gave a presentation reviewing the incidents throughout the year.

Budget Information 20162017 Superintendent McCooley introduced the Budget Committee Ms. McCooley, Mr. Daleo, Mr. Becker and Mr. Maleski. She stated they have been meeting and have been trying to come up with a starting point. Ms. McCooley gave an overview of the preliminary budget. Ms. McCooley showed a graph of the difference in the past 5 years of how the district cut our budget.

Mr. Maleksi asked if an explanation could be made of what a RIF is. Ms. McCooley states a RIF is a Reduction in Force. An employee won’t lose their job because of performance but because of no funding.

A question button has been added to the school webpage for anyone wanting to ask a question for the upcoming board meeting. It will give us time to gather information for your question. Ms. McCooley will bring that question to the board meeting to be addressed at that time.

A question was submitted by Mr. Art Mooney Mr. Mooney asked if the Preschool program is really fully funded and if we didn’t have it would the district and taxpayer be saving money? Ms. McCooley showed that the Preschool is fully funded by the grants that are received from the state. She said the only thing that would happen if the district didn’t have the Preschool Program is we’d have an empty building.

District Highlights

Frog Pond Elementary School *The Second Grade classes at Frog Pond Elementary School sold “Candy Grams” during lunch for $1 each from December 15th through December 18th. A message and sweet treat were delivered to happily surprised recipients on December 22nd. All proceeds were donated to the Ocean County Animal Shelter. *Frog Pond Student Council has taken the lead on a Winter Coat Drive. New and gently used coats will be collected through January 15th. Coats will be distributed to those in need on January 20 from 5:307:30pm in the Frog Pond Elementary School MultiPurpose Room. As an added incentive, for each coat donated, a student will receive a raffle ticket. The prize was Mr. Henderson as your butler for a day! *In an effort to encourage technology use in the classroom, two additional laptop carts have been ordered for Frog Pond Elementary School. The carts contain 24 Chromebooks each. This brings our school up to three laptop carts in addition to the three computer labs. Carts can be signed out by teachers for use as needed. *Students as Frog Pond Elementary School attended a Reading Rocks assembly on January 13th. This is a favorite assembly for students, incorporating books and magic. A special thanks to the PTO for providing this exciting event again this year. *The second Scholastic book fair of the school year will run from January 29th through February 5th. The evening hours will be held on February 4th from 57pm. We will also offer the option for families to order online – items will be shipped to the school at no additional cost. There is a link on our website and a flyer with instructions will be sent home with students. The book fair proceeds, which is a fundraiser for the school, is used to either purchase additional books for the Media Center or it is converted into cash and utilized by the School from their School Activities Account. George J. Mitchell Elementary School *Sea Grant Consortium from Sandy Hook (coordinated by Kim Maciejewski) came to do an all day workshop for the 5th graders as a result of coming in 1st place for their Science Fair held in May 2015. *The Joe Holiday Reading Rocks Assembly was presented to grades K6th which was sponsored by the PTO. School Board Recognition Resolution Motion by G. Frasca. Seconded by M. Maleski to approve the School Board Recognition Resolution.

WHEREAS, The New Jersey School Boards Association has declared January 2016 to be School Board Recognition Month, a time that all residents might acknowledge the contributions made by our local school board members; and

WHEREAS, The Little Egg Harbor Board of Education is one of more than 581 local school boards in New Jersey that sets policies and oversees operations for public school districts; and

WHEREAS, The Little Egg Harbor Board of Education embraces the goal of highquality education for all New Jersey public school students; and

WHEREAS, New Jersey’s local school boards help determine community goals for the education of approximately 1.4 million children in prekindergarten through 12th grade; and

WHEREAS, New Jersey’s 4,800 local school board members, who receive no remuneration for their services, act as advocates for public school students as they work with administrators, teachers and parents for the betterment of public education; and

WHEREAS, School boards strive to provide the resources necessary to meet the needs of all students, including those with special needs; and

WHEREAS, Boards of education provide accountability to the public; they communicate the needs of the school district to the public; and they convey to school administrators the public’s expectations for the schools; and

WHEREAS, New Jersey can take pride in its schools, which rank among the nation’s best in key achievement indicators such as the National Assessment of Education Progress (NAEP) scores and Advanced Placement offerings and test scores. Now, therefore, be it

RESOLVED, That the Little Egg Harbor Board of Education, does hereby recognize the services of local school board members throughout New Jersey as we join communities statewide in observing January 2016 as SCHOOL BOARD RECOGNITION MONTH; and be it further

RESOLVED, That the Little Egg Harbor Board of Education urges all New Jersey citizens to work with their local boards of education and public school staffs toward the improvement of our children’s education.

Roll Call: Mr. Becker_Yes_ Mr. Bellone _Absent_ Mr. Cimino _Yes_ Ms. Frasca _Yes_ Mr. Maleski _Yes_ Mrs. Palan _Yes_ Mr. Daleo _Yes_ The Board Secretary stated the motion carried.

VIII. OPEN TO THE PUBLIC

The Board of Education recognizes the value of public comment on educational issues and the importance of allowing members of the public to express with each statement made by a participant limited to three minutes as cited in Policy No. 0167. The public may comment on any item on the agenda at this time. General public comment will occur later in the meeting. Mr. Jack Shepherd asked if the transportation of the homeless student was included in the grant. Ms. McCooley stated the homeless student is not in preschool. If they are homeless and they have to be transported that would not be in the grant. Any additional transportation cost would not be part of the grant and would come out of the transportation budget as for any homeless students. Mr. Shepherd clarified that transportation is provided for students of the Early Childhood Center. Ms. McCooley stated that he is correct and it is part of the grant.

Mr. Shepherd asked if the homeless students would be returning. Ms. McCooley stated it is a case by case basis. The district has to look at the information presented. The question would be: Is it cheaper to have the student attend the educational facility of where they are living by paying tuition or is it cheaper to transport that student back and forth to our schools. Mr. Shephed asked if hiring the new Business Administrator part time is new or has this happened in the past. Ms. McCooley stated that she is not sure if it’s happened in this district before but it has happened in others. She feels having an interim is to our benefit because they bring a lot of experience and they wouldn’t have to be here full time. Mr. Shepherd asked if this is a cost saving venture rather than an addition. Ms. McCooley said it is a cost savings right now and we have to see how it is working. If it is in best interest of the district to only have a part time business administrator, then that is something the district will consider. Ms. Virginia Hoden, Computer Literacy teacher, expressed her concern and opinion of the computer literacy program. IX. BOARD WORK SESSION Superintendent McCooley spoke on several topics:

Policies & Regulations: Revision of mandated policies that needed to be made more accurate for employees

3431.1 Family Leave (Professional Staff) (M) 4431.1 Family Leave (Support Staff) (M)

District Calendar: The calendar committee met for the first time and will have a draft that will be sharing that on the google drive. Ultimately the committee is trying to get the calendar approved in February so it can be sent out to staff and parents so they can start planning for the new school year. Finance Committee: Mr. Daleo reported that the committee did meet and went over several things on how we are going to address the budget and how it will affect our town. Ms. McCooley also said it is difficult starting with every scenario being a negative.
