CALL TO ORDER AND INTRODUCTIONSDISCLOSURES

Tony Mitchell President called the meeting to order at approximately 1035 All members present introduced themselves and only one had anything to disclose Teresa Coyne disclosed that she has a financial interest in Talk Fusion She has contacted National ENA and has been given approval to present information on Talk Fusion to Missouri ENA State Council

ESTABLISHMENT OF A QUORUM Jeanne Fogarty Compliance Committee Chair confirmed the establishment of a quorum

APPROVAL OF MINUTES The November 2011 State Council minutes were reviewed as published and distributed Mitchell reminded State Council members that minutes will not be copied for future meetings but will be available for review on the Missouri ENA website

Motion made by Jeanne Fogarty to approve minutes as written Motion seconded by Joan Eberhardt and approved unanimously

INTRODUCTION AND APPROVAL OF NEMO CHAPTER

Joan Eberhardt introduced NEMO Chapter and requested approval for chapter to join State Council President Diane Slough introduced NEMO Chapter officers

Motion made by Joan Eberhardt on behalf of the Membership Committee to approve NEMO Chapter to join Missouri ENA State Council No second required Motion unanimously approved

TREASURERrsquoS REPORT The Treasurerrsquos Report was presented by Larry Faulkner (Addendum B)

Motion made by Gail Carroll seconded by Jami Blackwell and unanimously approved to accept the Treasurerrsquos Report as presented

Central Missouri report given by Gordon Rogers on behalf of Carol Rogers President

Central Missouri Chapter held a meeting in January in Jefferson City There was also educational presentation on hypothermia This was the first meeting using a webcam for teleconferencing

Crescent Chapter report was given by Sharon Trumbly on behalf of Bob Denton President

Crescent Chapter held a meeting on January 16 The Missouri State Council had given $5000 to Joplin area as a gesture to relieve some of the stress for the Joplin nurses and others affected by the tornado The money will be used to present a program on May 9 from 1100-1400 Speaker will be a comedian from Kansas City Invitees will include State Council members and all agencies and people who came to Joplin area to help in aftermath of the tornado

TNCC class was held last month ENPC class is scheduled for end of February Crescent Chapter is trying to assist some of the Lebanon nurses to complete the instructor course

Heartland Chapter held two consecutive meetings with a quorum in December and January the first meetings we could actually count since the initial meeting in June We have decided to rotate our meeting location to areas in our group region

In the January meeting we reviewed the Missouri standard bylaws and SOPrsquos and agreed unanimously to adopt them and we would make a few chapter specific changes to hopefully have ready for February meeting We discussed fund raisers and projects that we would like to tackle this year

One thing that has held us back is that we do not have a chapter logo yet I contacted national again this last week We would like to make some business cards a banner and other items to get our name and mission visible

Laura Webb President Elect and myself will be attending the Leadership meeting in New Orleans this year My employer has sponsored me to go Laura is presenting this to her employer as well and the chapter is willing to cover the cost of her conference fee if they do not assist

Laura and I also set dates to teach TNCC with a provider and a refresher class this spring and a provider and refresher class late summer Arrangements are being worked on for location Our group has discussed promoting gun safety and bicycle safety this spring and summer Different venues will be available for us to participate around the area and we are looking into contacts for those We have a total of 18 members in our chapter and have heard of some that want to join as first time participants and a couple that are going to ask to move to our chapter for convenience of location We have promoted our web page and our Facebook page to our members I have made a Skype room for people that possibly could attend meetings that way as well as for impromptu or otherwise scheduled leader meetings and covered this with those in attendance at the meetings The chapter is slowly but surely progressing

Lori Davis presented the Kansas City Chapter report on behalf of Stephanie Droppelmann President

North Kansas City Hospital hosted our first meeting of the year on Wednesday Our first educational offering will be March 9 at Liberty Hospital This is our Annual Spring training that offers 6 CEUrsquos (2 trauma 2 stroke and 2 cardiac) The program is called ldquoPump Bump and Slumprdquo As of Wednesday there were already 25 people registered In hopes of getting the critical access hospitals involved we have sent them certificates for ldquobuy 1 get 1rdquo registrations

We are still in the planning stages of Walk for Woo We are having difficulty in finding a location that wouldnrsquot require big overhead expense but yet can accommodate around 100 people We have some more ideas on locations and have assigned people to work on finding answers prior to our next meeting in April We are still hoping to be able to have an event this year

Greater Kansas City Area Chapter now has a website wwwKCENAorg One of the computer savvy RNrsquos at North Kansas City Hospital agreed to take that project on for us It is still a work in progress but if you want to check it out the basics are there

The Chapter is planning a membership drive to help meet the goal of increasing membership by 20 We will have a table at Spring Training and we are hoping to have a table at Forensics Conference and MTS conference in April

Our next meeting will be held April 11 at Leersquos Summit Hospital

NEMO Chapter is mainly in the formation stage We will be working on building membership and will have more to report at the May State Council meeting

On January 5 2012 the Ozark Chapter of ENA lost one of our valuable members after a courageous battle with cancer Many of you knew Meg Phillips as ldquoMomma Megrdquo ldquoMomma Megrdquo touched the lives of many of the members of the local chapter as well as those on the state level She was a dedicated Emergency Nurse dedicating her time to caring for those in the Emergency Department Meg was an active member of the Ozark Chapter serving on many committees and going above and beyond ndash even days before her battle ended Meg will be missed by many Our prayers are with her family and coworkers

The Ozark Chapter Spring Into Emergency Care Conference will be held on March 2 2012 We have excellent speakers lined up for the event

This year the Ozark Chapter combined the Emergency Nurses Week Awards Banquet with the Christmas dinner We honored 2 paramedics 1 ER Physician 1 Flight Nurse 1 ER Technician and the ER Nurse of the Year We had an excellent turnout

Jami Blackwell to send information on Meg Phillips to Gordon Rogers so that the State Council can pay our respects via the MOENA website

Larry Faulkner to coordinate with Tony Mitchell on the purchase of a plaque to hang in the exam room dedicated to Phillips

post the expiration date The troops do not have access to the coupons so they need folks to send the coupons to them We have adopted a family based in Japan and will start sending them coupons later this month They will accept the general newspaper coupons as well as internet coupons The St Louis Chapter would like to challenge all other MO ENA chapters to assist our deployed troops Go to wwwcouponstotroopscom to adopt a deployed family Each family will share the coupons with others on the base so there is no such thing as sending too many coupons

We will also be organizing an effort to collect gently used shoes to be taken over to Africa to be sold and the money generated will go to developing wells for water The St Louis Chapter has 5 members that will be attending the Leadership meeting in New Orleans

ArchivesRecords Committee is in process of collecting archival items The purpose is to collect and centrally store historical records Items to be submitted for archival include

Permanent Records It is recommended that ENA State Councils and Chapters retain the following records permanently

1048707 Tax returns 1048707 Annual reports 1048707 Audit reports 1048707 Bylaws 1048707 Articles of Incorporation 1048707 Meeting minutes 1048707 Legal documents 1048707 Tax-exempt status filings and any other

documents that pertain to the establishment and permanent operation of the Association

Any historical records that meet the criteria included in the discussion should be forwarded to Gordon Rogers for archival

Records Retained for Varying Periods of Time It is recommended that ENA State Councils and Chapters retain certain records for varying periods of time in order to meet statutory tax grant and audit requirements

Examples include Three years All business records

Seven Years Primary tax-related records Primary accounting records including bank statements Expired contracts

1 Improve communication through enhanced website

a Original goal was to go live by February 2012 This goal pushed back to May 2012

b Gordon Rogers and Julie Dale presented mock ups of what web home page and links would look like (Addendum C) Chapters who still have their own websites will have link to their website on their chapter page State Council members given until March 1 2012 to provide input for any changes or additions Rogers reported that the goal to have website go live by May State Council meeting

c Gordon Rogers presented a report on current website activity from November 1 2011 to January 31 2012 (Addendum D)

State Council members have until March 1 2012 to provide input to Gordon Rogers or Julie Dale for any recommended changes or additions to new website mock ups

One of major goals of Education Committee is to provide a State wide education conference Another goal is to challenge each chapter to provide an educational program Also would like to continue to work with MOCEP to pursue combined clinical conference in the future

Education Committee met January 14 and put together an educational conference plan

Eberhardt presented proposed conference outline to State Council The program would generate 7 contact hours The program would begin with key note speaker and would have management clinical and skills tracks Some examples of clinical track topics are therapeutic hypothermia ultrasound guided IV capnography E-Z IO and stroke There are long breaks built in to allow time with vendors Pat Clutter discussed options for keynote speakers

Education Committee received bids from Tan-Tar-A and Four Seasons Meals for day at Tan-Tar-A would be $35 with no service charge Four Seasons would allocate space for us that would not be easily accessible Tan-Tar-A would allocate two rooms on second floor and three rooms for breakout sessions Four Seasons would be significantly more costly Eberhardt recommending Tan-Tar-A for conference site

One of major goals of Education Committee is to provide a State wide education conference Another goal is to challenge each chapter to provide an educational program Also would like to continue to work with MOCEP to pursue combined clinical conference in the future

Education Committee met January 14 and put together an educational conference plan

Eberhardt presented proposed conference outline to State Council The program would generate 7 contact hours The program would begin with key note speaker and would have management clinical and skills tracks Some examples of clinical track topics are therapeutic hypothermia ultrasound guided IV capnography E-Z IO and stroke There are long breaks built in to allow time with vendors Pat Clutter discussed options for keynote speakers

Education Committee received bids from Tan-Tar-A and Four Seasons Meals for day at Tan-Tar-A would be $35 with no service charge Four Seasons would allocate space for us that would not be easily accessible Tan-Tar-A would allocate two rooms on second floor and three rooms for breakout sessions Four Seasons would be significantly more costly Eberhardt recommending Tan-Tar-A for conference site

Safe Patient Handling Legislation On November 30 2011 the Safe Patient Handling legislation went into effect All Missouri Hospital are to establish a Safe Patient Handling Committee with 50 of those members being direct patient care givers An explanation of this law and implications for practice are attached to this report

The Missouri State Action Coalition Continues to Move Forward Regular meetings of the 4 Action Coalition Teams continue to occur The meetings are held by webinar and may also be accessed by phone conferencing You do not need to be a member of the Missouri Nurses Association (although dual membership is a very good thing) to access information regarding the different activities of the action coalition teams You may access inform and

Following are the committee goals and progress for IQSIP (formerly known as the Injury Prevention Committee)

1 Promote and develop use of the workplace violence toolkit throughout the state of Missouri and develop content addressing best practices in mitigating and responding to violence in the ED

a Reviewed national workplace toolkitb Review best practices and initiatives

throughout Missouri share information at state council meetings

c Recognize champions in our stated Reviewed National suggestion for

signage in ER regarding prosecuting harm to health care workers

2 Realign MOENA with Battle of the Belt to reestablish our commitment and name to this program which we started

a Reviewed current BOTB website and activities and determine MOENA future contributions

b Contacted local and state coordinators to discuss our initiatives and was invited to attend yearly planning meeting in Jefferson City in Dec which I did

MONA Nursing Practice amp ENA Nursing Practice Chairs meet with the Missouri State Board of Nursing On January 31 Nancy Barr Jan Kaminsky and Jill Kliethermes (CEO of MONA) held a meeting with Debra Funk Chair of Nursing Practice for the Missouri State Board of Nursing (MNSB) The purpose of this meeting was to establish a dialogue with the MSBN regarding how to best support the goal of Life Long Learning (and IOM goal as well) The MSBN does still maintain their position that arbitrary continuing education should not be pursued for the re-licensing process for there is no evidence supporting the concept that mandatory CE improves patient outcomes However the MSBN are not opposed to ongoing learning

The question now becomes ldquoHow do we wish to define Life Long Learning and determine how this can best be accomplishedrdquo Perhaps it could include activities such as ongoing Academic Progression Certification conducting research working a certain amount of hours annuallyhellipthere are many different ideas The discussion also included asking the question about the possibility of starting the conversation on the national level for the State Boards of Nursing to explore standardizing educational or life long learning activities If you look at all 50 states--requirement vary

widely and even more important differ dramatically in compact the states If we are in the Compact shouldnrsquot everything be the same for everyone

We plan to proceed in sending out a Life Long Learning Survey to all MONA ENA and other specialty Organization members to gather ideas about the level of interest and different activities that would qualify as ldquoLife Long Learningrdquo activities We also plan to call together the Specialty Organizations to meet and discuss their ideas

Biggest NewsmdashRemoving the Barriers to APRNrsquos Practice Regardless of your nursing role both RNs and APRNs need to be united in their support of the two new bills that have been introduced into the Missouri Legislature HB1371 amp SB679 focus on removing the barriers to APRNrsquos practice and care Again on the MONA website there is detailed information regarding these bills including the proposed bills how to reach your congressional representative the White Paper on Barriers to Practice and much more information A summation of the legislation is included with this report Spread the wordhellipbecome involved and write your representatives In the words of one most active leaders for this Action Team Kathleen Haycraft APRN ldquoGame onrdquo The Medical Schools have become aware of these bills and as we speak are organizing to oppose the bills Read become informed voice your opinion to your colleagues and Congress people There are over 80000 nurses in Missouri That is a powerful voting block We need to come together and vigorously support our APRN colleagues

SHARE POINT Rogers reported that Share Point proposal is method for us to upload and download documents to the web for multiple people to be able to share and edit The cost would be $65month There are similar systems available and this price is comparable We currently are paying $9540 annually for website We have the ability to upload documents to the website we already have

Rogers reported that on the website there would not be current ability to have protected login but there would be capacity to do so in the future Rogers reports that Archives Committee is recommending against moving forward with Share Point

Motion made by Rogers seconded by Rollins not to move forward with purchase of Share Point program Motion approved by majority vote

BANKINGLarry Faulkner

On January 6 2012 the Executive Council approved to switch from Bank of America to US Bank Every chapter with the exception of one chapter has completed paperwork to make the move to US Bank Faulkner provided US Bank new member packet to all chapters that have signed up The remaining chapter will complete the process in the near future Every treasurer will receive a debit card Chapters have the discretion to destroy the debit card if they do not wish to use Chapters are able to order checks at 50 discount due to the debit card issuance Chapter Treasurers need to move money over from Bank of America to US Bank and order checks

Chapters should continue to send Bank of America bank statements to Faulkner until those accounts are closed Will not need to send US Bank statements as Faulkner has access to this information online

State Chapter Treasurers to follow through with completing directives as included in the discussion

Anytime an individual is paid for services a W-9 form must be turned in to Faulkner with the following monthrsquos paperwork Chapter treasurers need to be sure to do this regularly

We are tax exempt and a copy of the tax exempt letter has been provided to all chapters Chapter Presidents need to be sure to sign direct deposit form and complete this paperwork in order to be able to get funds through National

Transition checklist is included and Federal Tax ID Use Policy is also included in packet being provided to chapters today

Balance Sheet (Addendum H) provided to State Council members for review and discussion We will be adding $15000 when CD cashed in

Proposed MOENA Budget (Addendum I) provided to State Council members Our fiscal year is calendar year Discussion regarding possible amendments to proposed budget to allow for money to be moved to Education Committee budget for annual conference

Amendments are as follows MOENA Conference ndash increase from $4000

to $7500 Course Operations ndash decrease from $6000 to

$5000 Marketing ndash decrease from $5000 to $4000 Officer Expense ndash decrease from $3000 to

$1500

Motion by Hoal-Apel seconded by Carroll to approve 2012 budget as amended Motion unanimously approved

WOW FACTOR Coyne reported that Diane Gurney has contacted her to request we participate on WOW Factor panel at national ENA leadership conference Suggestions were to discuss anything on subjects such as archiving newsletters injury prevention membership scholarships etc Coyne offered the following programs as examples for discussion

Battle of the Belt program St Louis partnerships for fundraising (ie

Hockey for Life program) Critical Access Hospitals buy-one get-one-

free for Spring Training Google web teleconferencing for meetings Partnering with State Councils and National

SHARE POINT Rogers reported that Share Point proposal is method for us to upload and download documents to the web for multiple people to be able to share and edit The cost would be $65month There are similar systems available and this price is comparable We currently are paying $9540 annually for website We have the ability to upload documents to the website we already have

Rogers reported that on the website there would not be current ability to have protected login but there would be capacity to do so in the future Rogers reports that Archives Committee is recommending against moving forward with Share Point

Motion made by Rogers seconded by Rollins not to move forward with purchase of Share Point program Motion approved by majority vote

BANKINGLarry Faulkner

On January 6 2012 the Executive Council approved to switch from Bank of America to US Bank Every chapter with the exception of one chapter has completed paperwork to make the move to US Bank Faulkner provided US Bank new member packet to all chapters that have signed up The remaining chapter will complete the process in the near future Every treasurer will receive a debit card Chapters have the discretion to destroy the debit card if they do not wish to use Chapters are able to order checks at 50 discount due to the debit card issuance Chapter Treasurers need to move money over from Bank of America to US Bank and order checks

Chapters should continue to send Bank of America bank statements to Faulkner until those accounts are closed Will not need to send US Bank statements as Faulkner has access to this information online

State Chapter Treasurers to follow through with completing directives as included in the discussion

We are tax exempt and a copy of the tax exempt letter has been provided to all chapters Chapter Presidents need to be sure to sign direct deposit form and complete this paperwork in order to be able to get funds through National

Transition checklist is included and Federal Tax ID Use Policy is also included in packet being provided to chapters today
