HTUF Southern California Regional Fleet Workshop

The HTUF Southern California Regional Fleet Workshop will be held in conjunction with the AltCar Expo at the Santa Monica Civic Auditorium on September 20. Following on the success of the HTUF Southeast Regional Meeting in Birmingham, the HTUF SoCal Regional Fleet Workshop will provide fleet attendees with a first-hand opportunity to experience numerous high-efficiency trucking technologies in one venue, and will provide information on making the business case for each technology by vocation. HTUF 2013 National Meeting October 7-9, Chicago, IL

Registration is now open for the HTUF 2013 National Meeting to be held at the

Hyatt Regency McCormick Place in Chicago on October 7-9. HTUF is the action forum for fleets, truck and bus OEMs and suppliers to work together to accelerate the development and commercialization of high-efficiency trucks and buses. HTUF’s national meeting will showcase progress and problems, feature user and industry working groups, provide hands-on experience with the latest products and outline challenges for joint action.

HTUF Gears Up for Regional and National Events

US Hybrid was founded in 1999 with a commitment to provide clean and efficient medium- and heavy-duty vehicles for commercial, municipal and military applications. Their customized electric and hybrid traction drive systems are deployed around the world powering transit buses, drayage trucks, telecom back-up power and various other on-road, off-road and stationary applications.

On July 17, the President of US Hybrid, Dr. Abas Goodarzi, hosted CALSTART’s John Boesel for the launch of their new 28,000 square foot integration facility in Torrance, California. California State Assemblymember Al Muratsuchi (D-Torrance) was alongside Dr. Goodarzi at the event to offer his congratulations to “a company that is doing well by doing good.”

The US Hybrid team provided guests with an exclusive preview of the projects on tap at the new facility, including the integration and demonstration of two plug-in CNG heavy-duty trucks for drayage operation in Southern California. Attendees also got to ride in US Hybrid’s new hydrogen fuel cell shuttle bus, a recently integrated vehicle for the State of Hawaii.

The new facility ushers in the commercialization phase of US Hybrid products and enables the streamlined production of electric traction motor systems like those powering monorails in Kuala Lumpur and Mumbai. The facility will also produce twenty-five powertrains for the New York

Department of Sanitation’s start-up fleet of hybrid

electric street sweepers. The sweepers were validated during a successful two-year demonstration period. Dr. Goodarzi remarked, “US Hybrid’s proven powertrain technology will allow New Yorkers to breathe a little easier, with clean, quiet sweepers that will reduce fuel consumption by 50 percent and provide more than a 60 percent reduction in GHG emissions.”

An educational summit for policymakers – the Clean, Low-Carbon Fuels Summit – will be held August 27 in Sacramento. Cal State LA students are participating in the EcoCAR2 competition, sponsored by the Department of Energy and General Motors, which is a three year, multi-disciplinary engineering competition with 15 universities across North America. Teams, consisting of undergrad and graduate students with

concentrations in engineering, communication and business, are given a 2013 Chevrolet Malibu and are expected to redesign it into a fully functional plug-in hybrid. Cal State LA's EcoCAR2 team is the only university representing California in this competition and is starting year three with the title of 2nd Place Overall. In addition, the team was recognized with the Green Leadership award by the LA County Board of Supervisors for its technical and outreach accomplishments. Cal State LA's team is implementing an E-85 engine in conjunction with a Magna electric motor and a 16 kWh battery pack. The team is currently prepping for year three and is aiming to continue to work hard to keep their award winning title.

The $19 million New York Truck – Voucher Incentive Program (NYT-VIP) has just been launched to encourage the purchase of battery-

electric commercial trucks as well as other energy-efficient transportation, including hybrid and compressed natural gas trucks. “Lithium-Ion battery technologies promise to hold out better in the field,” said CALSTART President and CEO John Boesel. “In its own testing thus far, the military has found that lithium batteries last longer, resulting in fewer battery replacements and less need for inventory. If these field tests prove successful, the commercial trucking industry may, in the

future, switch to lithium starter batteries. Higher production volumes would result in lower prices, benefiting both the military and commercial sectors,” Boesel added. The specific purpose of this effort is to apply recent advances in Lithium-Ion based anode, cathode, electrolyte and separator battery materials to electrode, cell and pack designs in order to develop 12 volt and 24 volt 6T batteries with significantly improved power and energy densities over existing lead acid alternatives. The three battery companies participating in the test led by CALSTART are EaglePicher Technologies (www.eaglepicher.com), Navitas Systems LLC (www.navitassys.com) and Saft (www.saftbatteries.com).

CALSTART to Test Advanced Military

Battery Technology in Commercial Trucks

The US Army has awarded CALSTART a contract to test 12 volt Lithium-Ion (Li-Ion) batteries in commercial trucks.

These tests to integrate large military starter batteries in commercial trucks could yield more efficient, cost-effective power for both military and commercial applications. This is the first time the military 6T configuration – a standard military form factor – of Li-Ion batteries will be tested in commercial trucks. CALSTART’s test of three different Li-Ion chemistries by three different manufacturers in multiple geographies will assess if the batteries can deliver better performance and reliability in commercial trucks. Understanding the broader uses of batteries in commercial trucks, including hotel loads, idle reduction and other auxiliary power, can lead to improved energy efficiency and reduced dependence on oil.

Federal Policy With the end of the current fiscal year fast approaching, Congress spent the last month processing the various appropriations bills that fund the federal agencies. CALSTART coordinated a national coalition of stakeholders advocating increased transit research funding for zero emission bus technology and was successful in obtaining a funding level in the Senate Transportation appropriations bill above the President’s budget request, as well as obtaining language supporting zero emission bus development and deployment. CALSTART also supported increased funding for the Department of Defense Combat and Automotive Advanced Vehicle Technology program. Anthony Foxx was confirmed by the Senate to be Secretary of Transportation and was sworn in July 2. In a statement to employees, he indicates he will focus on safety and efficiency. Gina McCarthy was also recently confirmed as EPA Administrator, ending a long hold on her nomination. The Senate Majority Leader announced that energy efficiency legislation may be brought to the Senate Floor for a vote before the August recess. CALSTART has been active in supporting a clean fuel vehicle purchase incentive program as part of the bill. House and Senate transportation program authorization committees held their first hearings on implementation of MAP 21 and on the future of the Trust Fund — the funding mechanism for infrastructure programs.

California Policy California’s legislature is currently on break until mid-August. CALSTART’s top legislative priority remains the passage of two California bills (SB 11 and AB 8) that would extend the sunset dates on transportation incentive funding programs. Passage would provide an additional $2 billion in incentives, including

purchase incentives for clean cars and trucks, manufacturing assistance, infrastructure funds and demonstration grants. Both bills enjoy bipartisan support and both have passed out of their respective houses. The next scheduled step will take place on August 12 when SB 11 is heard in the Assembly Natural Resources Committee. CALSTART is working with a broad industry coalition to secure additional funding for the Clean Vehicle Rebate Project (CVRP) and the Hybrid and Zero Emission Truck and Bus Voucher Incentive Project (HVIP). Demand for these vehicles is growing, in large part due to the availability of these incentives, and existing AB 118 funds are not adequate to meet needs. The original goal of this coalition was to tap revenues from California’s AB 32 Greenhouse Gas Cap and Trade Program, which are intended for projects such as these. However, this effort stalled when the Brown Administration opted to borrow $500 million from this program to cover general fund obligations. The coalition continues to seek additional revenue sources and is committed to developing a long-term plan for these programs. California’s Low Carbon Fuel Standard, which calls for a 10% reduction in the carbon intensity of transportation fuels in California by 2020, has been the subject of recent debate. The policy is intended to drive investment in a wide variety of clean fuels, from natural gas to next generation biofuels to electricity. Several oil companies are calling the program unworkable and want major changes or delays. Clean, low carbon fuels in California will be the subject of an invitation-only Summit in Sacramento on August 27, hosted by CALSTART in coordination with Environmental Entrepreneurs and the California Natural Gas Vehicle Coalition.
