WELCOME:The Dominican Bodybuilding & Fitness Federation (FDFF) and the organizing committee

extend a warm welcome to all IFBB-affiliated, National Federations wishing to participate in the

46th CENTRAL AMERICAN AND CARIBBEAN CHAMPIONSHIP 2019 to be held in Santo

Domingo, Dominican Republic, October 11th-14t h, 2019.

LOCATION:The Dominican Republic is a state occupying the eastern five-eighths of the island of Hispaniola,

in the Greater Antilles archipelago in the Caribbean region. The western threeeighths of the island

is occupied by the nation of Haiti. By area and population the Dominican Republic is the

second-largest Caribbean nation (after Cuba), with 48,445 square kilometers (18,705 sq mi) and

10.08 million people, of which approximately three million live in the metropolitan area of Santo

Domingo, the capital city.

After being discovered by Christopher Columbus on December 5, 1492, the island became the

site of the first permanent European settlement in the Americas; and the first seat of the Spanish

colonial rule in the New World.

The Dominican Republic people declared independence in Frebruay 1844. Then, in 1916,

returned briefly to colonial status, being occupied by the United States between 1916 and 1924.

The country is also the site of the first cathedral, castle, monastery, and fortress built in all of the

Americas, located in Santo Domingo's Colonial Zone, an area declared as a World Heritage Site

by UNESCO.

CLIMATE:Santo Domingo has a tropical monsoon climate. The average temperature in Santo Domingo varies little, because the tropical trade winds help

mitigate the heat and humidity throughout the year. December through March are the coolest months with hot days with less humidity and fresh

nights. The daily mean temperature for December is 24.90C (76.80F), with average high 29.60C (85.30F) and average low 20.20C (68.40F).

Average rainy days: 6.3, average relative humidity 79.3%.

ELECTRICAL CURRENT :General electrical service is delivered at 110 V alternating at 60 Hz. Electrically powered items from the United States work with no modifications.

Plugs/sockets of type A, B and C. Coming from other countries, you may need a plug adapter and, possibly, a power converter (laptop

computers handle well a range of 100 to 240 V and a frequency of 50 to 60 Hz but you must check on the manufacturer plate of your

LANGUAGE:The official language in Dominican Republic, is Spanish. English is widely spoken in hotels, restaurants, shopping centers and tourist areas.

ATHLETES WITHOUT DELEGATES:All Athletes competing at these Championships must be Members in Good Standing of their National Federations. All athletes must be

nominated by their National Federation by sending the Final Entry Form with their names.

Santo Domingo has a subway and upway metro system. The metro

consists of two lines. It is the most extensive metro in the Caribbean

and Central American region by total length and number of

stations. The first line was planned to relieve traffic congestion in

the Máximo Gómez and Hermanas Mirabal Avenue. The second

line, which opened in April 2013, is meant to relieve the congestion

along the Duarte-Kennedy-Centenario Corridor in the city from

west to east.

ANTI-DOPING RULESThe 46th Central American and Caribbean

Championships will be subject to the ADAMS System and

the WADA Anti-Doping Rules, having 10 tests in total. It is

recommended that the participating National Federations

carry out previous checks on these Championships to

ensure that their athletes are free of Doping and thus

avoid unnecessary fines and penalties.

ARRIVALSAll delegations should arrive no later than the morning of

Friday, October 11th, 2019.

AWARDS:The first six places of each category will be awarded as follows: 1st,

2nd and 3rd place, Trophy, Medal and Certificate, 4th, 5th and 6th

place only Medal and Certificate. A participation certificate will be

issued to all Athletes and Official Delegates. A special Trophy will be

given to the 3 best National Teams. Category winners will have the

right to apply for the IFBB Elite Pro Cards (through their National

Federations). The top 5 in each category will be awarded points to the

IFBB World Ranking 2019.

COSTSEach National Federation is responsible for all expenses related to

meals, accommodation and other unforeseen expenses throughout

the duration of their stay.

CONTINENTAL PAYMENT RULESAll official participants must pay the CACBBFF registration fee of USD $ 100. This fee will be

paid at registration. Likewise, All participating national federations are responsible for the total

payment of all accommodations and meals for all athletes and official delegates.

ELIGIBILITYAll participating national federations must be members affiliated with the IFBB / CACBBFF.

These federations must not have any outstanding debt with the IFBB, CACBBFF, or with their

promoters and / or representatives. It is the responsibility of each federation that all its quotas

are up to date with IFBB and CACBBFF. It is recommended that each federation check with the

CACBBFF Treasurer to confirm their status and avoid any disqualification from the competition.

The limit of participants for each country is 40 athletes.

JUDGESTo assist the Judges Committee in the selection of the different panels of judges in the CAC

Championships, your Federation must send an email (directly to the "Dominican Federation of

Bodybuilding and Fitness" and its Organizing Committee) with the names of all participants. The

IFBB judges (cardholders) who come with their national team, along with the names of those

who wish to participate as "trial judges." The names of the judges submitted to the Bodybuilding

and Fitness Federation of the Dominican Republic and its Organizing Committee in advance will

be considered with priority. International IFBB judges must have a valid IFBB judge card with the

annual IFBB judge fee of 50 euros paid for 2019. This fee can also be paid at championships in

the Dominican Republic. Please add the names of the judges and trial judges on the final

registration form.

NACIONAL ANTHEMAll participating National Federations must bring with them to the City of Ponce, the music of

their National Anthem on a CD. This must be on a CD separate to any posing music. (The short

version, with a max. of 35 seconds, please!)

NATIONAL FLAGAll participating National Federations must bring with them TWO (2)

National Flags. This is an important ceremony and it be an

embarrassment to your National Federation or Country, should an

athlete from your Country win one of the top three places in his/her

category and the National Flag is not available. The Size required is

5 feet by 3 feet (150 cm x 90 cm).

NATIONAL UNIFORMSA maximum of two, non-repetitive, sponsors’ names are allowed on

National Uniforms, with the exception of liquor and tobacco

products, as well as substances declared to be prohibited by

WADA. Fitness athletes are allowed to have only one sponsor’s

name on the top-front part of their fitness routine attire. In both

cases, sponsor’s names should not exceed five (5’’) inches (12.7

cm) wide by three (3”) inches (7.6 cm) tall.

PARADE OF NATIONSAll delegates are reminded that the dress code for the Parade of

Nations is the official IFBB uniform. The dress code for all athletes

taking part in the Parade of

Nations is their posing attire. One (1) delegate and one (1)

competitor per country must take part in the Parade of Nations.

PRELIMINARY ENTRY FORMSNational Federations are required to notify the Organizing

Committee in Santo Domingo, RD of their intention to participate by

sending the Preliminary Entry Form as soon as possible but no

later than September 5th, 2019, with the flight information. The

Form must include the number of athletes, delegates, additional

delegates and accompanying persons. If you do not do so within

the above-mentioned deadline, you could force your entire

delegation to explore other accommodation options; remember

that the “Federación Dominicana de Fisicoculturismo & Fitness”

and its Organizing Committee can support you in this matter.

SIFINAL ENTRY FORMSNational Federations need to confirm to the “Federación Dominicana

de Fisiculturismo & Fitness “ and Organizing Committee in Santo

Domingo, DR the participation of their team by sending the Final

Entry Form no later than Wednesday, September 25th, 2019,

including arrival and departure schedules, names, divisions,

bodyweight or height categories, and passport numbers of all

participating athletes, along with the names and passport numbers

of their delegates, IFBB judges, test-judges and accompanying

persons. The accurate and timely presentation of this information is

essential for our the “Federación Dominicana de Fisiculturismo &

Fitness “and its Organizing Committee to ensure adequate

transportation for your delegation

POSING MUSICAll music must be presented on a CD or USB stick. You must have

only the music you are going to pose with. CDs or USB flash drives

containing more than one song, will not be accepted. For easy

identification, each competitor must place his / her name and

country name on the CD or USB Memory, not on the protective

plastic cover. Competitors participating in two classes must bring

two CDs or two USB Drives separately or one for each class if they

contain different music. It is recommended that each athlete

present 2 CDs or USB memories in case of any technical problem.

Please be sure to pick up your CD or USB Memory at the music

station after the end of your category. The Organizing Committee

will not be responsible for the music that is not collected.

SecretariatThe “Federación Dominicana de Fisiculturismo & Fitness“, Organizing

Committee and the CACBBFF, will establish a secretariat in the Reinaissance

Santo Domingo Jaragua Hotel And Casino. headquarters, Santo Domingo, RD.

The Secretariat will run from Friday, October 11th to Monday 16th from 9:00 to

18:00 hrs. All heads of delegations should inform the Secretariat, to receive

information packets for their entire delegations and coordinate all local

transport, which will be free of charge.

Tickets of Events for National TeamsNational Federations with one (1) or two (2) athletes = one (1) Official Delegate,

National Federations with three (3) or more athletes = two (2) Official Delegates.

The Judges, coaches, trainers or supporters who are not official delegates will

be responsible for the purchase of their own entry tickets.

ReservationsEach National Federation is responsible for making their reservations directly

with the hotels hosted online using the links or telephone that are indicated

below.

Official Athlete Registration (Weigh-in)The Athlete Registration and weigh-in will take place on Friday, October 11th

from 12:00 until 19:00 hrs. It will take place in in the Theather ”La fiesta” of the

Reinaissance Santo Domingo Jaragua Hotel And Casino. Ave. George

Wshington 367, Santo Domingo, Dominican Republic. All athletes will have to

produce their Passports and IFBB International Cards at the Registration. Any

athlete who has not yet purchased or renewed his/her IFBB International Card

will have to buy one at registration. IFBB Cards are USD $45 and are

mandatory. If an athlete wants to participate in the second category (like a

master or junior in the senior class also), the registration fee for this second

category is USD $50.
