BONNIE NISTICO-DUNK CITY CLERK CITY OF ST. CATHARINES 24 CLARENCE ST ST. CATHARINE ON KlN 5P3 Dear Ms. Nlstico-Dunk: Your letter and resolution forwarded by the Honourable Lisa Raitt were recently referred to me by Mr. Deepak Chopra, President and Chief Executive Officer. We appreciate your comments and the perspective of the City of St. Catharines regarding the conversion to community mailboxes (CMBs) in the next five years. Please be assured that we are taking the comments we are receiving very seriously. As you know, we are at a turning point in the history of Canada Post, and we had to make very difficult decisions in order to secure postal service for all Canadians. Digital alternatives are replacing traditional mall and that trend will accelerate. We had to transform our business in the face of rapidly declining mail volumes that have put the national postal service at risk. It is our aim that we remain an efficient, modern postal service that protects taxpayers and is aligned with the choices consumers are making. The conversion to CMBs is the cornerstone of our plan to evolve our business, and we know that the success of this endeavour rests with our ability to communicate, collaborate and consult with affected municipalities. I want to assure you of our commitment in this regard. We appreciate the concerns raised on behalf of the City of St. Catharines. For more than 30 years, Canada Post has worked with municipal leaders and their staff as we have introduced CMBs across the country, and in this regard, we certainly value the opportunity to maintain an open dialogue. As part of this effort, Andy Paterson and Marnie Armstrong of our Municipal Engagement team met with Mayor McMullan. Should you have any questions, Andy remains available at 519-520-5226. As we move forward with the transition in your community in the next five years, we wish to work with you and your colleagues. Your insight will help us ensure that we are addressing any potential issues as we work to serve all Canadians in your community and across the country. Please note that Canada Post installs CMBs at our cost and maintains sites, including addressing any instances of vandalism or litter and. removing snow. Over the next few years, constituents in your area who are impacted by the change will also have the opportunity to provide their Input. Affected households as well as businesses will receive an information package in the mail that Informs them how they can express their priorities and preferences about their new delivery method. This feedback will be shared with local leaders and planning departments so that we can collectively determine the best solutions. www.canadapost.ca www.postescanada.ca .../2

We also understand that some customers may have concerns about accessing their community mailbox The issue of accessibility has been the subject of a great deal of consideration and we have developed a program to accommodate individuals who may have difficulty accessing a CMB After consultation with various organizations Canada Post has developed a process to help ensure Canadians with disabilities and seniors continue to have access to their mail after they transition to a CMB We have created an information package and questionnaire for residents who request accommodation in order to help us better understand their needs and determine appropriate options for individuals on a case-by-case basis We know that this is an important program for residents In your community and we want to ensure that all Canadians continue to have access to their mail Please know that we are committed to keeping you and your constituents informed once we begin the conversion in your area Residents who need special accommodation to access a CMB are encouraged to call us directly at 1-844-454-3009

Again thank you for writing on behalf of the City of St Catharines We certainly want to continue providing Canadians with excellent postal service For your reference I have enclosed a pamphlet with more information Please be assured of our full commitment to the transition of our delivery service
