1 CANADIAN PROFESSIONAL RODEO ASSOCIATION • RULES • SECTION I - MEMBERSHIP A. General 1. All membership dues are to be paid in Canadian currency. 2. A ten dollar ($10) discount will apply on membership renewals paid prior to January 31, providing all necessary documents accompany the renewal dues. 3. If membership dues are not paid before March 1st of each year, an additional fee of twenty dollars ($20) will be assessed. 4. Former members who have not paid dues during the last three (3) dues-paying years will be issued a permit, provided they are in good standing with the Association at the time they apply. 5. By becoming a member of the Canadian Professional Rodeo Association, a member releases to the Association, the right to use their name and/or picture for the good of the Association or of the sport of rodeo as long as there is no commercial endorsement or resale involved. 6. The Association Board will expect the co-operation of any member when called upon by one of the Association officials to represent the Association’s interests regarding enforcement of rules at any approved rodeo, or in any matter of official business. 7. All contestants are required to read the rules carefully, particularly those relating to the contests or events in which they enter. Failure to understand rules will not be accepted as an excuse. 8. At such time as any member of the Association is approached by a rodeo committee for the purpose of asking that member to sign autographs, interviews on radio or television, etc; for the purpose of advertising, the member will be expected by the Association to co-operate to their utmost.

A.General

1.AllmembershipduesaretobepaidinCanadiancurrency.

5.BybecomingamemberoftheCanadianProfessionalRodeoAssociation,amemberreleasestotheAssociation,therighttousetheirnameand/orpictureforthegoodoftheAssociationorofthesportofrodeoaslongasthereisnocommercialendorsementorresaleinvolved.

6.TheAssociationBoardwillexpecttheco-operationofanymemberwhencalleduponbyoneoftheAssociationofficialstorepresenttheAssociation’sinterestsregardingenforcementofrulesatanyapprovedrodeo,orinanymatterofofficialbusiness.

7.Allcontestantsarerequiredtoreadtherulescarefully,particularlythoserelatingtothecontestsoreventsinwhichtheyenter.Failuretounderstandruleswillnotbeacceptedasanexcuse.

8.AtsuchtimeasanymemberoftheAssociationisapproachedbyarodeocommitteeforthepurposeofaskingthatmembertosignautographs,interviewsonradioortelevision,etc;forthepurposeofadvertising,thememberwillbeexpectedbytheAssociationtoco-operatetotheirutmost.

9.MembershipandpermitrenewalswillbegrantedwhenalloutstandingaccountsarepaidinfulltotheAssociation.

(a)However,ifanyaccountsarepastdueforsixty(60)days,memberwillbesubjecttopostingabondatthediscretionoftheAssociationManagement(GeneralManagerorRodeoAdministrator)beforebeingremovedfromtheineligiblelist.

10.PersonalAccidentInsuranceClaims:Tobeeligible,contestantmustbeinjuredatanAssociationsanctionedrodeo,includingtraveltoandfromsuchevents.

(a)ClaimantmustfileProofofClaiminduplicatewithinthirty(30)daysofthedateclaimantwasdisabled.

(b)Theclaimmustbesignedbytheclaimant.

(c)Thephysician’scertificatemustbecompletedandsignedbythephysician.

(d)Tobeeligibletocollectbenefits,amembermustbeingoodstandingwiththeAssociation.Approveddisabilityclaimswillcommenceonthethirtyfirst(31st)dayofdisability,ifsuchdisabilityhascontinueduninterruptedforthirty(30)days,benefitsofthreehundreddollars($300)perweekwillbepaidforamaximumoftwenty-six(26)weeks.Thetermdisabledwillapplyonlytothecontestantwhobecauseofinjurysustainedasstipulatedin(Rule10,a)areunabletoperformallregulardutiesatworkorintherodeoarena.

(e)Thepolicyhasbeenendorsedasof2010toincludeamaximumofonethousanddollars($1,000)foraccidentaldentalandtenthousanddollars($10,000)foraccidentalmedicalexpensereimbursement.

(f)ThecoverageforU.S.citizenswillbelimitedtoaccidentmedicalexpensereimbursementforprofessionalambulancetransportationtothenearestfacilitiesequippedtoprovidethenecessarytreatmentonly.

11.AllmembershipsexpireDecember31st

B.REGULARMEMBERS

1.Theannualduesandfeespayablebyaregularmemberare:fivehundreddollarsandeightyfivecents($500.85)Thisamountincludes:membershipdues,subscriptiontotheAssociationpublication,aSportsMedicinefee;and,personalaccidentanddisabilityinsurance(Class1)andGSTwhereapplicable.

(a)Whenpurchasingafullcardmembership,contestantsarelimitedtoCPRA/PRCArodeos.IfduringarodeoseasonafullmembercompetesatanyrecognizedCanadianamateurrodeoassociationfinalstheywillbedroppeddowntoasemi-prostatus,andCanadianFinalspointswillberemoved.

2.RegularmembersmayrenouncetheirfullmembershipstatuswiththeAssociationandrevertbacktosemi-prostatus.Suchamemberwouldhavetoremainatasemi-prolevelfortheremainderoftherodeoseasonwithoutanoptiontochangetheirstatusuntilthefollowingrodeoseason.Tore-obtainafullmembershipwiththeAssociation,theymustwinonethousanddollars($1,000)withinarodeoseason

3.Theadministrationcosttorevertfromafullmembershiptosemiproisfiftydollars($50).4.Lifetime(GoldCard)Members

(a)Lifetimemembermustcarrytheinsuranceportionofthemembershipfeesinordertobeeligibletocompete.

(b)Competinglifetimemembermayrenouncetheirfullmembershipstatuswiththeassociationandrevertbacktoasemi-prostatus.Membermustremainatasemi-prolevelfortheremainderoftherodeoseasonandwouldrevertbacktoafullcardatthestartofthenewseason.

5.Australian/NewZealandMembers

(a)Thetop(15)intheAPRAandNZRCAstandingsareeligibleforfullCanadianProfessionalRodeoAssociationmemberships.

(b)AllAPRAandNZRCAmemberssixteenth(16th)orlowerwillbeeligiblepurchaseasemi-procard.

C.NON-VOTINGMEMBERS

1.Theannualduesandfeespayablebyasemi-promemberare:fivehundredandtwentyfivedollarsandeightyfivecents($525.85)Thisamountincludes:semi-promembershipdues,subscriptiontotheAssociationpublication,aSportsMedicinefee,personalaccidentanddisabilityinsurance(Class1);AssuranceFundchargeandGSTwhereapplicable.

(a)Whenthequalificationofonethousanddollars($1,000)inone(1)rodeoseasonisfilled,semi-promemberwillhavetheoptiontopurchaseafullmembership.

ii.Ifasemi-promemberelectstopurchaseafullmembership,itmustbedonethefirstbusinessdayfollowingqualification.Earningswillbecarriedovertothefullmembershipandcounttowardsthecurrentstandings.

iii.Ifasemi-promemberdoesnotpurchasefullmembershipandcontinuestocompeteonasemi-procard,noearningswillbetransferredtoafullcardlaterintherodeoseason.

iii.Theadministrationcosttoupgradethesemi-procardtoafullmembershipisfiftydollars($50).

TheAssociationwillnotadviseasemi-promemberwhentheircardisfilled,thisistheindividual’sresponsibility.

(b)Earningsonasemi-procardwillcounttowardrookiestandingsthefirstseasonasemi-promemberelectstopurchaseafullmembershiponlyifasemi-promemberelectstopurchaseafullmembershipafteronethousanddollars($1,000)hasbeenwoninonerodeoseason.Ifasemipromemberdoesnotpurchaseafullmembershipandcontinuestocompleteonasemi-

procard,noearningswillbecountedintherookiestandings.Asemi-prowillonlybeeligiblefortherookieawardonce.

(c)TheCPRAwillgrantsemi-promembershipsforone(1)yeartoapersonwhohaswontheseasonleadercategoryorthefinalschampionshipofaCPRArecognizedamateurassociation,theyearfollowingthechampionship.Ifitisthesameperson,thenexteligiblecontestantintheregularseasonstandingswillbeeligibletoapplyforasemi-procard.Nofurthercontestantswillbeeligible.OnlyCPRAmajoreventswillbeeligibletoapplyforsemi-prostatusfromrecognizedamateurassociations.TheCPRAreservestherighttoselecttheassociationsitrecognizes.IfanassociationisselectedtheymusthonourtheCPRA’sineligiblelist,theCPRAwillinreturnhonourtheirs.

(d)Thenovicesaddlebroncandnovicebarebackchampion,areeligibleforasemi-promembershipstatusthefollowingyear.

D.Non-ContestantMembers,PermitHoldersandRodeoPersonnel,Etc.

1.Allrodeopersonnel,includingtimers,announcers,clowns,bullfighters,flankmen,photographers,secretaries,contractactsandpickupmenmustbemembersoftheAssociation.

2.Theannualduesandfeespayablebyanon-contestantassociatemembershallbeonehundredtwentytwodollarsandtwentytwocents($122.22)andshallincludeaone(1)yearsubscriptiontotheAssociationpublicationandGSTwhereapplicable.

3.Theannualduesandfeespayableforasecretarycardwillbeonehundredeightydollarsandseventythreecents($180..73)andshallincludeasubscriptiontotheAssociationpublicationandpersonalaccidentanddisabilityinsurance(Class2)andGSTwhereapplicable.

NewapplicantsmustsendaresumetotheAssociationofficeforBoardapproval.

4.Theannualduesandfeespayableforatimercardshallbeonehundredseventysevendollarsandfivecents($177.05)andshallincludeasubscriptionto

theAssociationpublication,personalaccident,disabilityinsurance(Class2)andGSTwhereapplicable.

NewapplicantsmustsendaresumetotheAssociationofficeforBoardapproval.

5.Theannualduesandfeespayableforcontractmembers(i.e.pickupmen,flankmen,bullfighters,clowns,contractactsandannouncers)arefivehundreddollarsandeightyfivecents($500.85)GSTwhereapplicable.

(a)FlankmanmembershipapplicationformmustbesignedbyanAssociationstockcontractor.Note:Ifnamedpersononcontractingfirmissameasflankman,membershipfeeshallnotapply.

(b)Allnewannouncers’applicationsthatdonotholdaPRCAcardmustfillthefollowingqualifications:

i.listthree(3)amateurrodeosthattheapplicantwillbeworkingasanannouncerintheyearofapplication.

ii.willnotbepermittedtoworkAssociationapprovedeventsuntiltheapplicanthasbeenapproved.

iii.Priortobeingapprovedformembership,theapplicantwillbeevaluatedbyaCPRAannouncerorcontractactrepresentativeatoneoftherodeossubmitted.

iv.Theapplicantwillpostanon-refundablefeeoftwohundredandfiftydollars($250),submittedtotheAssociationCPRA,tobeusedtodefraythecostofthereview.

v.AllnewCPRAannouncerswillbesubjecttoatwo(2)yearprobationaryperiod.

vi.Foranannouncertoobtainacardtoannounce

AssociationRodeosorSpecialEvents,theymusthavetheirmembershipsignedbytwo(2)ofthefollowing:aCPRAannouncer,aCPRAcommitteechairperson,orafullycardedCPRAstockcontractor.

(c)ThefollowingguidelinesareinplaceinordertobeconsideredforanewCPRAcontractactmembershipcard.

i.List3amateurrodeostheapplicantwillbeworkingintheyearofapplication.Videosmayalsobesentin.Newcontractactapplicantswillnotbepermittedtoworkassociationapprovedeventsuntiltheapplicanthasbeenapproved.

ii.Priortobeingapprovedformembership,theapplicantwillbesubjecttoareviewbyanapprovedrepresentativeoftheAssociation

iii.willpostanon-refundablefeeoftwohundredandfiftydollars($250)forandindividualorfivehundreddollars($500)foragroup,submittedtotheAssociation,tobeusedtodefraycostsofthereview,Allnewspecialtyactmemberswillbesubjecttoaone(1)yearprobationaryperiod

(d)Applicationforabullfightingcardrequiresthree(3)steps.Theapplicantmustfirstapplyforabullfightingpermit,thentheapplicantwillbegiven2yearstofilltherequirementsoftheAssociation.

i.PermitapplicationmustincludesignaturesfromaCPRAcardedbullfighter,afullcardCPRAstockcontractor,andtheCPRAbullridingeventrepresentative

ii.Oncethepermitisobtainedtheapplicantmustfightbulls,withaCPRAcardedbullfighter,atsix(6)Associationapprovedperformances

iii.Attheendofthetwo(2)yearprobationperiodtheapplicantmusthavesignaturesfromthefollowinginordertoobtainaCPRAfullcard:aCFRbullfighter,two(2)CFRbullriders,andafullcardCPRAstockcontractor.

iv.Iftheapplicationisturneddowntheapplicantmustwaitone(1)yeartoreapply.v.TheCPRABoardofDirectorscanrevokethebullfightingpermitatanytimewithinthetwo(2)yearprobationaryperiod.

(e)NewpickupmanapplicantswhodonotholdaPRCAcardmustfillthefollowingqualifications:

i.applicationmustbesignedbyaregularcardedstockcontractorandbyboththesaddlebroncandbarebackridingeventrepresentative.

6.Photographerduesaretwohundredfiftysevendollarsandtwentyfivecents($257.25)Thisamountincludes:annualdues,subscriptiontotheAssociationpublication;aSportsMedicinefee;personalaccidentanddisabilityinsurance(Class1)andGSTwhereapplicable.

(a)CPRAphotographersmustmakeallCPRAphotographsavailableforpurchase.(b)CPRAphotographersareexpectedtoabidebythesamerulesofconductgoverningothermembersoftheassociation.(c)ThefollowingguidelinesareinplacetobeconsideredforanewCPRAphotographermembershipcard:

i.Applicantmustfirstsubmitaportfolioofphotosshotatanamateurrodeoincluding:

a.Uneditedoutdoorphotosofeachrodeoeventb.Uneditedevening/indoorphotosofeachrodeoevent

ii.ThesewillbereviewedbyacardedCPRAphotographerandaCPRArepresentative.iii.AninarenaevaluationmayberequiredwithacardedCPRAphotographer.iv.Ifinitialacceptanceisgrantedaone(1)yearprobationarymembershipwillbeissued.v.Attheendoftheone(1)yearprobationarymembershipyearapplicantwillberequiredtosubmitALLwork(acompletesetofuneditedphotosonCDorDVD,plusthedaysheetsforeachperformance)fromthree(3)CPRArodeos–includingatleastone(1)indoorornighteventforreviewbyacardedCPRAphotographerandaCPRArepresentative.

7.TheBoardofDirectorswillrecognizeanofficialspokespersonforthecontractmembership.Thespokespersonwillrepresentthecontractmembersontherulescommitteewithvotingprivilegesonissuespertainingtocontractmembership.

8.Contractpersonnelwhoworkarodeowithoutavalidmembershipwillbefinedtwohundreddollars($200)foreachviolation.Allcontractmembershipsmustberenewedtwo(2)dayspriortothestartoftherodeoinquestion.

9.Anycontractpersonnotfulfillingcontractobligationswillbesubjecttoafine,suspension,orboth.

10.AllcontractpersonnelmustholdacardforafullCPRArodeoseasonbeforeapplyingforapositiontoworkattheProSeriesFinalsandCanadianFinalsRodeo.

E.Non-MemberPermitHolders

1. Non-membersmaypurchasepermitstocontestatAssociationapprovedrodeos.Theannualduesandfeespayablebyapermitholderare:threehundredninetysevendollarsandeightyeightcents($397.88)Thisamountincludes:permitholderdues,subscriptiontotheAssociationpublication;a

SportsMedicinefee;personalaccidentanddisabilityinsurance(Class2);and,anAssuranceFundchargeandGSTwhereapplicable.

(a)Inordertocompeteonapermitinsaddlebronc,bareback&bullriding,acontestantmustbeeighteen(18)yearsofageorover.

(b)Inordertocompeteonapermitinthesaddlebronc,bareback&bullriding,acontestantmustbeapprovedbytwo(2)competingregularmembersingoodstandingwiththeC.P.R.A.intheapplicantsdesignatedevent(s).

(i)AllbullridingpermitapplicantsmustalsosubmitaresumetobereviewedbythebullridingrepresentativeandtheRodeoAdministrator.

(c)Inordertocompeteonapermitinthethree(3)noviceeventsofsaddlebroncriding,barebackridingandbullriding,contestantsmustbeover16yearsofageand21yearsorunderofasofDecember31,oftheyearpriortomembershipyearinquestion.

2.Permitholderhastheoptionofpurchasingasemi-promembershipwiththeAssociationonthefirstbusinessdayfollowingtheaccumulationofonethousanddollars($1,000)inoneofthemajoreventsinanunlimitednumberofrodeoseasonsOR

(a)canpurchaseafullmembershipthefirstbusinessdayfollowingtheaccumulationtwothousanddollars($2,000)inoneofthemajoreventsinanunlimitednumberofrodeoseasons.

(b)Thefeesandduespayabletoupgradeapermittoasemi-proorfullmembership,oncequalificationshavebeenmet,are:fourhundredandfortyfourdollars($444.68)Thisamountincludes:membershipdues,andpersonalaccidentanddisabilityinsurance(Class1)andGSTwhereapplicable.

3.Moneywononapermitwillnotbecarriedforwardtocounttowardsseasonstandingswhenasemi-proorfullmembershipispurchased.

4.PermitholdersareboundbyallAssociationruleswhilecompetingatAssociationrodeos.

5.TheAssociationwillnotadvisenon-memberpermitholderswhentheircardisfilled.Eachindividualisresponsibletocalculatetheirownearnings.NoletterofnotificationwillbesentfromtheAssociationoffice.

6.Theannualduesandfeespayableforasteerridingpermitare:twohundredtwentyeightdollarsandthirtycents($228.30)Thisamountincludes:annualdues,subscriptiontotheAssociationpublication;aSportsMedicinefee;personalaccidentanddisabilityinsurance(Class2);and,anAssuranceFundchargeandGSTwhereapplicable.

(a)applicantmustbeeleven(11)yearsofageasofJanuary1,ofthemembershipyearinquestionandfifteen(15)yearsorunderofageasofDecember31,theyearpriortothemembershipyearinquestion.

(b)applicationmustbeinwritingandmustbesignedbybothparents(ifliving)oralloftheirguardians.Alsorequiredisacopyofthebirthcertificate,beforecardwillbeissued.

F.STOCKCONTRACTORS

1.AllstockcontractorssupplyingstocktoAssociationapprovedrodeosmustbeamemberingoodstandingorpermitholderoftheAssociation,andholdacurrentstockcontractorscardorstockcontractorpermitortimedeventstockcontractorpermit.

(a)Theindividualorthedesignatedmanagerofeachfirm,companyorpartnershipwhoisamemberstockcontractormaypurchasefromtheAssociationanannualstockcontractor’scardatafeeoffivehundredandfivedollarsandtwentyfivecents($505.25)includingGSTisentitledtofullmembershipstatusandbenefitsoftheAssociation.

(b)Theindividualorthedesignatedmanagerofeachfirm,companyorpartnershipwhoisapermittedtimed-eventstockcontractormaypurchasefromtheAssociationanannualtimed-eventstockcontractorpermitatafeeoftwohundredandfiftyfivedollarsandtwentyfivecents($255.25)includingGST,andisentitledtopermitstatusandpermitbenefitsoftheAssociation.Theapplicationmustbeendorsedbytwo(2)ofthethree(3)timed-eventrepresentatives(TDR,SW,TR).

i.AlltimedeventstockcontractorssupplyingstocktoAssociationapprovedrodeosmustbeamemberingoodstandingandeitherhaveastockcontractors’cardand/ortimedeventstockcontractorspermit,orbearegularmemberingoodstanding.

(c)Acurrent,fullcardedCPRAstockcontractorisstilleligibletosupplytimed-eventcattletoanapprovedAssociationrodeobutthelivestockmustbeapprovedbytheCPRAeventrepresentativeinquestion.

2.UponestablishingacontractforatleastonenewAssociationrodeo,theAssociationmayissueastockcontractorpermittoanapplicant,forthecurrentpermitfee.Suchpermitwillnotexceedthree(3)yearsforanygivenrodeo.AstockcontractorpermitdoesnotentitletheholdertosupplystocktotheCFR.

Option2

3.Beforeanewstockcontractingmembershipwillbeissued,thefollowingprovisionswillapply:

(a)ApplicantmustprovidetheAssociationofficewithalistofaminimumofforty(40)headofproven,numberbrandedbuckinghorsesandtwenty(20)proven,numberbrandedbuckingbulls.Allanimalsmustbebrandedwiththeregisteredbrandoftheapplicant.

(b)Anewstockcontractormustproduceanytwo(2)ormorenewAssociationrodeoswithaminimumtotaladdedpurseaspertheCPRArulebookintheseven(7)majoreventsandbemaintainedfortwo(2)consecutiveyears.Rodeolocationscanchangebutmustbetwo(2)newrodeos.Theseproductionswouldbereviewed,andacardmaybeissuedatthediscretionoftheAssociationBoardofDirectors.

i.Anewstockcontractorisonprobationforatwo(2)yearperiodandattheendofeachyeartheeventrepresentativesmustdoareportandevaluatethestockcontractor.

ii.NewstockcontractorsmaysubcontracttocurrentCPRAstockcontractorsorPermitStockContractorwhileonprobation.

iii.Anewstockcontractor(s)maynotbidonexistingCPRArodeosfortwo(2)yearsand,inturn,currentCPRAstockcontractorsmaynotbidonthenewrodeosbroughtintotheCPRAbythenewstockcontractorfortwo(2)years.

iv.AnewstockcontractormayhavestockattheCFRduringtheirfirstyear,provideditmeetstheminimumrequirementswithtripsandisvotedonbytheroughstockcontestants.(doesnotincludespecialevents),butmustpaythestockcontractorinitiationfeeandpurchasetheirfullcardpriortoCFR.NewstockcontractorswillnotbeallowedtobringstockforNoviceeventstotheCFRuntilprobationperiodiscomplete.

v.AnewstockcontractormaybekeptonprobationfortwoyearsatthediscretionoftheBoardprovidedallcriteriaismet.

vi.Atacosttothenewstockcontractor,animalsandfacilitiesaresubjecttoinspection.Costtobedeterminedpriortotheinspectionprocess.

vii.Ifallconditionsofanewstockcontractoraremet,stockcontractorwillbeeligibletovoteafterthetwo(2)yearprobation.

viii.AllnewAssociationstockcontractorsproductionswillbeassessedandmembershipstatusreviewedafteraone(1)yearperiod.

ix.AnynewStockContractorafterbeingapprovedbytheCPRABoardmustpayaninitiationfeeoffortythousanddollars($40,000.00)plusmembershipduesforthefirstyearofmembershipandsubsequentyears.Iftheybringanytwo(2)newrodeosforthree

(3)consecutiveyearswewillrefundFifteenThousanddollars($15,000).Ifcriteriaarenotmetallmonieswillbeforfeited.

4.ExistingAssociationmemberstockcontractorsaresubjecttoa“Grandfather”clause,whichallowsthemtorenewtheirstockcontractorcard,aslongastheycontinuetocontractorsubcontract.Ifinactiveforone(1)yearasacontractor,theywillautomaticallybeineligibletoholdacontractorcardthefollowingyear.

5.AllexistingAssociationstockcontractorsmustbethestockcontractorlistedfirst(1st)ontwo(2)AssociationapprovedrodeoseachrodeoseasontotakestocktotheCFR.OneofwhichcouldbeaCPRAsanctionedspecialevent.

6.Anindividualorthedesignatedmanagerofafirm,companyorpartnershipmaypurchasefromtheAssociationanannualroughstockcontractorpermitatafeeoffourhundredtwentyninedollarsandfortyfivecents($429.45)includingGST,andisentitledtopermitstatusandpermitbenefitsoftheAssociation.

(a)Beforeanannualroughstockcontractorpermitwillbeissued,thefollowingprovisionswillapply:

i. ApplicantmustprovidetheAssociationofficewithalistofaminimumoften(10)headofprovennumberbrandedbuckinghorses,five(5)Bareback&five(5)SaddleBronc,and/orfive(5)provennumberbrandedbuckingbulls.Allanimalsmustbebrandedwiththeregisteredbrandoftheapplicant.Theapplicantmusthaveproofofwheretheanimalshavebeenbuckedincompetitionandcopiesofthejudges’cardsforbackupifrequestedbytheCPRA.

ii. Theapplicationmustbeendorsedbytwo(2)ofthethree(3)roughstockeventrepresentatives.

iii. ThestockissubjecttoinspectionbytheAssociation,withthecost,tobedeterminedpriortotheinspectionprocess,beingbornebytheApplicant.

(b)Oncearoughstockcontractorpermithasbeenissued,thefollowingprovisionswillapply:

i. Thepermitholdermaysub-contracttocurrentAssociationapprovedRodeos/StockContractorsundertheconditionoutlinedinSectionVI,A,7.

ii. StockmustbeapprovedbytheEventRepresentativeorAssociationRodeoAdministratorpriortoentriesbeingtakenfortheCPRAeventsthatthestockwillbeusedat.Permitholderswhosubmittedalistofonlyhorsesoronlybullsontheirpermitapplication,mayonlysub-contractthetypeofanimalsubmitted.

iii. AnAssociationsanctionedrodeowillonlybeallowedtohavethirtypercent(30%)oftheentireouts(re-ridesincluded)providedbyroughstockcontactorpermitholders.Ex:48Bullridersenteredrequires8re-ridesforatotalof56outs.16.8animalscanberoughstockcontractorpermitholdersanimals,roundedupto17head.ACPRAspecialeventmusthaveaCPRAfullcardedstockcontractorasthemaincontractor,andmusthaveaminimumof10%thetotaloutsatthespecialevent.

iv. ThepermitholdersstockisnoteligiblefornominationorselectiontotheCFR.

7.Ifstockcontractorsellshisbusinessasagoingconcern,thestockcontractorcardwillbeissuedtothenewowneratthediscretionoftheAssociationBoardofDirectors.Tobeconsideredagoingconcern,thesalemustconsistofaminimumofforty(40)headofproven,numberbrandedbuckinghorsesandtwenty(20)headofproven,numberbrandedbuckingbullsthathavebeenusedatCPRAapprovedrodeos.

SECTIONII-FINES,SUSPENSIONSANDDISQUALIFICATIONS

A.General

1. AllfinesaretobepaidinCanadiancurrency.2. TheBoardofDirectorsoftheAssociationmayfineorsuspendanAssociation

member/permitholderwhosefamilymemberoremployeeviolatesanyofthegoverningrules,guidelinesorpoliciesoftheAssociation.

Whereaspecificpenaltyisnotfixedbytheserules,regulationsandby-lawsfortheviolationofanyoftheprovisionshereintheBoardofDirectors,uponconvictionofanymemberfortheviolationthereofmayimposeanenottoexceedfivethousanddollars($5,000),suspensionfrommembershipforaperiodofnotmorethanfive(5)years,orbothsuchfineand

suspension.Afterachargeisledagainstanymember,theaccusedshallbenotifiedbyregisteredmailattheaddressappearingonthebooksoftheAssociationofthechargeagainstthem,thetimeofhearingthereofandoftheirrighttoappearbeforetheBoardintheirowndefense,atthetimeandplacedesignatedintheabovementionednotice.TheaccusedmembermustpostacashbondtobeabletocompeteorparticipateuntiltheircaseisheardbytheAssociationBoardofDirectors.Saidbondshallnotexceedthesumoffivethousanddollars($5,000).Failureoftheaccusedtoappearatthetimeandplaceaforesaid(unlessexcusedbytheBoard)orconvictionafterhearingwillsubjecttheaccusedtoafinenottoexceedfivethousanddollars($5,000),suspensionfrommembershipforaperiodofnotmorethanfive(5)years,orbothsuchfineandsuspension.ThebondabovementionedshallbeheldsubjecttoanyfineleviedbytheAssociationBoardofDirectors,andifsaidfineisnotpaidwithinthirty(30)daysafterconvictionsaidbondshallbeforfeitedtotheAssociation,inanamountequaltothefinesolevied.

3.AmemberorpermitholdertenderingachequeforpaymentofentryfeesatanAssociationapprovedrodeo,oraspaymentforaccommodationinatownduringthetimeanAssociationapprovedrodeoisbeingheld,orachequetenderedandsenttotheAssociationandwhichisnothonouredbytheirbank,shallbesubjecttothefollowingfines,penalties,andprovisions:

(a)Firstsuchcheque:Onehundreddollar($100)fine.Memberorpermitholderwillretainhis“C”andcontinuewithchequewritingprivileges.

(b)Secondcheque:Twohundreddollar($200)fineandlossof“C”.Memberorpermitholderwillremainonthe“cashonly”basisfortheremainderoftheyear.

(c)Thirdcheque:Threehundreddollar($300)fineandlossof“C”.Memberorpermitholderwillremainonthe“cashonly”basisforatwo(2)yearperiod.

(d)Fourthcheque:Fourhundreddollar($400)fineandlossof“C”indefinitely.

(e)Fifthcheque:Fivehundreddollar($500)finepluswhateverpenaltiestheBoardofDirectorsmaylevy.

Withrespecttoallsuchcheques,thememberorpermitholdershallbesuspendedforthwithuntilsuchtimeasthesaidchequehasbeenmadegoodandtherequiredfinepaid.Thepenaltiessetoutinthisruleapplytoviolationswithinatwo(2)yearperiod.

4.Anymembermaybefined,suspendedorbothfromtheAssociationforanyofthefollowingoffences:

(a)issuingortenderingbadcheques

(b)failuretopayhotelbills

(c)non-paymentofentryfees

(d)quarrellinginthearena

(e)Attemptingtofix,threaten,bribe,influenceorharassthejudges,eventrepresentatives,anothermemberorCPRAstaffatanytimebetweentheopeningandclosingdatesofarodeo,inoroutofthearena,orforharassingajudgeortimerwhileaneventisinprogress.ViolationofthisruleshallbereportedtotheAssociationbythejudgesinvolvedorbythearenadirectororstockcontractoroftherodeowheretheviolationoccurred.Thefineforharassmentshallbefivehundreddollars($500).

(f)ConductorspeechofanykinddetrimentaltothebestinterestsoftheAssociationandthesportofrodeo

(g)Failuretoabidebyordisobedienceofarticles,by-laws,andrulesofthisAssociation.

(h)Dependingontheseverity,allruleinfractionsreportedbyanAssociationjudgewillbedealtwithbyeithertheRodeoAdministratorortheAssociationBoardofDirectors.Allappealsrelatingtothesechargeswillbeforwardedtothejudgingcommissionforreview,andsubsequentrecommendationstotheAssociationBoard.

(i)Beingundertheinfluenceofalcoholoranillegalsubstanceduringarodeoperformanceorslack.

(j)Cheatingorattemptingtocheat.

5.Anypersonorpersonstakingpartinthedrawingofstockorpositionwhoallowortakepartinfixingorchangingthedrawwillbefinednotlessthanfivehundreddollars($500)andwillbesuspendedforone(1)year.Thisincludessecretaries,stockcontractors,judges,Associationmembersorrepresentativespresentwhoallowthisoffencetotakeplace.

6.Anyonedrawnoutofarodeoduetoearningsqualificationswillbeassessedafineofonehundreddollars($100)forthefirstoffence.Thefinewillthenescalateonehundreddollars($100)foreachadditionaloffenceduringthesamerodeoseason.

7.AllmembersoftheAssociationmustmakeanhonesteffortwhencompetinginthearena.Ifanhonesteffortisnotmade,thememberissubjecttoaonehundreddollar($100)fine.

8.AnyappealmadetotheBoardofDirectorsrelativetoafineassessedtoorotherdisciplinaryactiontakenagainstamembermustbeaccompaniedbyadepositoftwohundredandfiftydollars($250),whichwillbeforfeitedifthefineordisciplinaryactionisupheld.

9.NomemberoftheCPRAshallbringlegalsuitagainsttheassociation.IfalawsuitisledbyamemberagainsttheassociationoranyofitsmembersforaC.P.R.A.incidenttheymaybefined

and/orsuspendedatthediscretionoftheBoardofDirectors.TheycanapplytotheCPRABoardofDirectorsforreinstatementuponcompletionofthelawsuit,thereinstatementfeeistwothousanddollars($2,000).TheBoardofDirectorsisundernoobligationtoreinstatethememberandmayrequirethesaidmembertopostabondnottoexceedtenthousanddollars($10,000).Ifthememberatanytimeafterreinstatementbreaksanyoftheaboverules,thebondwillbeforfeitedandthememberdisciplinedbytheBoardofDirectors.

B.TurningOutStock

1.Contestantswhohaveenteredarodeobutwhoturnoutstockshallbesubjecttothefollowingfines:

(a)If,ataperformancepreferencerodeo,acontestantisscheduledtocompeteinaccordancewiththeirpreferenceasgiventoCRESandthenturnsoutstock,theyshallbesubjecttoafortyfivedollar($45)turnoutfineinadditiontothefinessetoutinSection2.

2.IfacontestantdidnotgettheirfirstpreferenceorisscheduledtocompeteataPRCAapprovedrodeoinconflictwithanAssociationrodeothepenaltiesinSection1shallnotapply,providedthatthecontestantmustsupplypositiveprooftotheAssociationofficethathedidcompeteataPRCArodeoonthedayinquestion,butinsuchacasethefinessetoutinSection2hereof,withrespecttonotification,shallstillapplyandbepayable.

(a)IfthecontestantadvisestheCRESofficeonthecallbackfortherodeoinquestionthathewillbeturningout,noturnoutnewillbeassessed,unlessthetwentyfivedollar($25)performancepreferenceturnoutfine,foraperformanceorslack,isapplicable(inadditiontotheentryfee,includingCRESandassociatedfees).Ifthecontestantdidnotgettheirpreferencethiseliminatesanyturnoutfine.

(b)Ifthecontestantadvisesthelocalarenasecretarythree(3)hoursbeforetheperformanceatwhichtheyarescheduledtocompetethattheywillbeturningoutstock,thefineshallbeafortyfivedollars($45)turnoutfine(inadditiontotheentryfees,includingCRESandassociatedfees).

(c)IfthecontestantdoesnotadviseeithertheCRESofficeorthelocalarenasecretary,three(3)hourspriortotheirscheduledperformance,thathewillbeturningoutthefineshallbeaonehundreddollars($100)non-notifiedturnoutfine(inadditiontotheentryfees,includingCRESandassociatedfees).

(d)Ifacontestantcompetesinarodeofinalthesamedaythattheyarescheduledtocompete,butisunabletocompeteforthatreasonatanotherrodeo,allturnoutfines

involvedshallbewaived.However,ahundreddollar($100)non-notifiedfinewillapplyifcontestantdoesnotnotify.

(e)Ifasteerriderturnsoutofarodeowithoutnotifying,theywillbeassessedatwentydollar($20)non-notifiedturnoutfine(inadditiontotheentryfees,includingCRESandassociatedfees).

(f)Onceacontestanthasmadeanotifiedturnout,shouldcircumstanceschangethatmakeitpossibleforacontestanttocompeteafteraturnoutnotificationhasbeenmade,itwillbethecontestant’sresponsibilitytonotifytherodeo’srepresentativeindividually.Iftheirstockisavailable,contestantmaybeallowedtocompete.Iftimedeventstockhasalreadybeendrawnexcludingthiscontestant,saidcontestantshallnotbeallowedtocompete.

InallcasesitshallbetheresponsibilityofthecontestanttohaveeitherCRESorthelocalsecretaryadvisetheAssociationofficeofanyreducedfines,andtheadviceofthearenasecretaryorCRESistheonlyconclusiveproofthatwillbeacceptedbytheAssociation.

3.Contestantsnotcompetingwillreceivenotimeormarkingforthatgo-round,butwillbeeligibletocompeteonallotherstock.Acontestantworkingtwo(2)ormoreeventswillbeallowedtoturnoutstockinone(1)eventbuttotaketheirstockinothereventsatafollowingperformanceor,withsufficientreasonsprovidedtothejudges,maytakethebalanceoftheirstockonthesameday.

(a)Suchcontestantwillnotbeeligibleforaggregatemoneyintheeventinwhichtheyhavenotcompeted.

(b)Anystockturnedoutwillnotbebroughtback.Stockbeingturnedaround(takenoutofthechutetobeloadedlater)doesnotamountto“turningout”stock.

(c)Ifacontestantisgoingtobelateandnotifiestherodeosecretarypriortotheperformancetheyarescheduledtoperform,andprovidesgoodandsufficientreasonstotherodeojudges,alltheirstockmustbeheldbackuntilthecompletionoftheeventforthatperformance,providingitdoesnotaltertherunonthecattleinthetimedevents.(NOTE:Thiswouldapplyinextraordinarycircumstancesonlyandtherodeojudges’decisionswillbefinal).

(d)Iftheaboveiscompliedwith,thefollowingwillapply:

Nostockinanyevent,exceptforre-ridesorreruns,maybecompetedonbeforethefirstsectionofthateventontheprogram,andnostockinthateventcanbeheldbackforacontestantbeyondtheendoftheeventontheprogramfortheperformance(exceptforre-ridesorreruns).Anydeviationfromthisrulemaybeauthorizedbyajudge,ifdeemed

necessarytopreventaproductiondelaycausedbyafailureofequipmentorbreakdowninpartofthefacility.

C.ContestantDisqualification

1.Contestantsmaybedisqualifiedforanyofthefollowingoffences:

(a)beingundertheinfluenceofalcoholorillegalsubstancesinthearena,chutesorwarmuparea.

(b)rowdyismorquarrellingintheactualdomainofthearena,chutesorwarmuparea.

(c)mistreatmentofstock

(d)refusingtocontestduringapaidperformanceonananimaldrawnforhim

(e)notbeingreadytocompetewhencalledupon

(f)cheatingorattemptingtocheat,or

(g)unnecessarydelayintakingstock.(Thisactiontobeenforcedbythejudgeswhenalegitimatecomplainthasbeenlodgedbythechutebossorthemaninchargeofchutes).

(h)Contestantmaybedisqualifiedforbeinginapenwithlivestockatanytimeexceptwhenaccompaniedbystockcontractor,arenadirectororajudge,orwhenassignedtoworkinthosepens.

D.SuspendedList

1.NopersonshallworkanAssociationrodeowhentheirnameappearsunderthesuspendedlistunlesstheyfirsthavebeenclearedthroughtheAssociationoffice.

2.ContestantswillnotbeadvisedbytheCRESoperatorsonentryclosingdaythattheyareineligibletocompete.However,ifcontestantisplacedontheineligiblelistinerror,andwasdrawnoutofarodeoforthatreason,theywillbedrawnbackintotherodeoinquestion.

3.Ifalloutstandingaccountsarenotpaidinfullwithinthirty(30)daysofnotificationmemberorpermitholderwillautomaticallybecomeineligible.Turn-outfinesmustbepaidwithoutnotificationthirty(30)daysafterthelastperformanceoftherodeoinquestion,orcontestantwillautomaticallybecomeineligible.

SECTIONIII-CONDUCTOFRODEO

A.General

1.TheAssociationreservestherighttowithdrawtheirmembersfromcompetitioninanyrodeowhichdoesnotconformtotheserules.

2.TheCanadianProfessionalRodeoAssociationprovidesitsownAssociationrulesformemberswhichmustbeadheredtobymemberrodeos.AnymemberoftheAssociationwhodoesnotobservetherulesisliabletoafine,suspensionorboth.

3.AnyrodeowithgroundrulescontradictorytoorinadditiontotheAssociationrulesmusthavesaidrulesapprovedbytheAssociationbeforetheybecomeeffectiveandbindinguponAssociationmembers.

(a) RodeoCommitteesrequestingspecialcompetitiongroundrulesmustsubmitacopyoftheproposedgroundrulesalongwithapplicationforapprovalatleastonehundredandtwenty(120)dayspriortothefirstscheduledcompetitionoftherodeoandmustbeapprovedbytheCPRABoardofDirectors.AnyspecialgroundrulesapprovedbytheCPRAwillbeenforcedbytheCPRAandcorrespondingfineswillbeassessedandcollectedbytheCPRA.

4.Themanagementandsponsorofanymemberrodeosassumenoresponsibilityorliabilityforinjuryordamagetotheperson,property,orstockofanyowner,contestant,orassistant.Eachparticipantbytheactoftheirentrywaivesallclaimsagainstthemanagementandsponsorforinjuriestheyortheirpropertymaysustain.

5.ThemanagementofeachAssociationapprovedrodeoshallberequiredtoprovideanambulancelicensedinthejurisdictionwheretherodeoisheldandfullyapprovedtotransportpatientsincriticalconditionandadequatefirst-aidfacilitiesonthegroundsforallperformancesandcompetitionsincidentalthereto,includingslack,orcompetitionsheldattimesotherthanbeforeapayingaudience.Tobeconsideredadequate,itismandatorythatEmergencyMedicalTechnicianqualificationsorhigherbeinattendance.Anyrodeocommitteefailingtocomplywiththisrulewillbesubjecttoaonethousanddollar($1000)fineperperformanceand/orsectionofslackforwhichtherodeocommitteeisinviolation.

6.WhenanyrodeoisrequiredbytheAssociationtoplaceprizemoneyinescrow,theAssociationmayalsorequirethatrodeotoplaceinescrowmoneytocoveranycontractsignedwithanAssociationmember.InthecaseofanAssociationrodeocommitteenotupholdingtheirfinancialobligationswithregardtoprizemoney,theAssociationwillmakeeveryeffortthattheseobligationsbeupheld.However,intheeventtheseobligationsarenotfull-filledbyacommittee,theAssociationwouldnotbeliable.

(a)Firstyearrodeosmusthavethefundsoraletterofcreditforthetotalamountoftheprizemoney,approvalfees,andjudge’scostsintheAssociationofficeninety(90)dayspriortotheevent.

7.Everyrodeoheldduringtherodeoseason,exceptfortheCanadianRodeoTourChampionshiporCanadianFinalsRodeo,orwhenotherwisespecificallyagreedtobytheAssociation,mustbeopentoallpaid-upAssociationmembersingoodstanding.

(a)Specialconsiderationforexcessentries-AnyRodeoCommitteedesiringspecialconsiderationtomodifyentryrulestoalleviateanexcessnumberofentriesmustrequestsuchspecialconsiderationontheapplicationforapprovalandsuchspecialconsiderationmustbeapprovedbytheCPRABoardofDirectors.

8.Theassociationwillinvoicethefeeforjudges.Rodeoswillbechargedtwohundredandseventy-fivedollars($275)perperformance,perofficial.Iftheslackisadaypriortotherodeo,thecommitteewillbechargedtheperformancefee.Iftheslackisthedayoftherodeo,thecommitteewillbechargedaminimumoffiftydollars($50)perofficial.

9.Allrodeoarenapersonnel,andallpersonsconnectedwiththeproductionofarodeo,shallbesubjecttotherules,policiesandstandardsofconductoftheAssociation.

10.AllcontestantswhocompeteinaneventofwhichanypartisheldduringaperformanceofanAssociationrodeo,includingteamropers,steerwrestlinghazersandallothercontestants,musthaveanAssociationpermitormembershipinordertobeeligibletocompete.ArodeoperformanceisdefinedasanAssociationapprovedcontestwherememberscompete.

11.Eachcontestantwillreceiveupontheirentryorreportingtofulfilltheircontract,acarpass,anextrataxfreeseatandgatepassforallperformances,unlessotherarrangementsareapprovedbytheAssociationBoard.

12.Ifnumbersarefurnishedbythemanagement,contestantsmustwearthemwhilecompetingsoastobevisibletothejudgesandspectators.Penaltyforcompetingwithawrongnumberorwithoutnumbersshallbeafineoftendollars($10),tobeassessedbytherodeojudges.

13.Nopersonshallbeallowedinthearenaduringarodeoperformanceunlessenteredinaneventorunlesshehassignedawaiverreleasingthemanagementandproducersfromliability.Inallcases,non-competingminors(undertheageofeighteen(18)years)arenotallowedinthearenawhenCPRAsanctionedeventsaretakingplace.Thisruleshouldbeenforcedbythearenadirectorand/orthejudges.

14.Ifthemanagementprovidessatisfactoryseatsforthecontestants,theAssociationurgesthecontestantstostayoutofthearenawhentheyarenotscheduledtocompete.

15.Contestantsinthearenamustconductthemselvesinsuchawayastonotinterferewiththeworkofthepressandprofessionalphotographersorwiththevisionofthespectators.

16.Allmembersappearancemustbeneat,cleanandprofessionalwhenrepresentingtheCPRAand/orparticipatinginCPRAsanctionedevents.Allmembersshallwearacowboyhat,alongsleeveshirtthatishasacollarandcuffswitheitherbuttonsorsnapsonthefrontoftheshirt.(nopulloversallowed),pantsandcowboybootsinthearena,chutesandwarmupareaswiththefollowingexceptions:

(a)clowns,bullfightersandbarrelmenwhomustwearappropriatefootwear,clothingandheadgearthatisconducivetotheprocurementoftheirjobsinasafeandprofessionalmanner

(b)photographersshallnotberequiredtowearhats

(c)contestantsinthebarebackandbullridingmayrollupthesleeveoftheridingarmtotheelbowonly

(d)helmetsareacceptableforcompetition

Thedresscodeshallbeenforcedduringslack,one(1)hourpriortoandduringaperformanceandpublicappearances,includingautographsessions.Anymemberwhoseappearanceisdeemedbythejudgesoreventrepresentativestobeunprofessionalorfailstoadheretothedresscodewillbefinedtwohundreddollars($200)persectionofslack,performanceorpublicappearance.Fineswilldoublewitheachoffence.

17.Contestantsshallnothavesomeoneholdtheirhat,orotherwiseretrievetheirhat,beforeitlandsontheground.

18.ComplaintspertainingtoconductatarodeomustbetakentoanAssociationjudgeratherthantotherodeocommitteeormanagement.

19.Shouldtheoccasionariseforrepresentationatarodeo,anymemberingoodstandingmustgetintouchwithanAssociationdirectororrepresentativeforinstructions.Hereafter,anycomplaintlodgedagainstamemberofthisAssociationmustbeaccompaniedbyafiftydollar($50)cheque.IfthecomplaintisupheldbytheAssociationBoardofDirectors,thefiftydollars($50)willbereimbursed.Ifnot,itwillbeforfeited.

20.Ifarodeodeclaresanall-aroundchampion,thewinnermustbedecidedasfollows:All-aroundtrophieswillbeawardedtothecontestantwinningthemostmoneyandwhohasenteredandcompetedintwo(2)ormoreofthefollowingevents:saddlebroncriding,barebackriding,bullriding,tie-downroping,steerwrestlingorteamropingonebeingaridingeventandonebeingatimedevent.Ifarodeodeclaresahigh-pointwinneritshouldpublicizethisfactwell,settingoutthemethodofdeterminingthewinnerwhensubmittingtheirapproval.

21.Rodeocommitteesshallhavetheoptionofplacingtwo(2)Canadianand/orworldchampionsplustwo(2)othermembercontestantsoftheirchoiceperevent,fromtheslacktoa

paidperformanceprovideditdoesnotchangethemovedcontestantsrunonthetimedeventcattle.I.E.Ifacontestantatcallbackwillbecompetingonthefirstrunandmovingthemfromtheslacktothenearestpaidperformancewouldgivethemasecondruntheywillnotbemoved.ArodeocommitteerepresentativemustinformCRESmanagementofthisrequestwithin24hoursafterthefirstscheduledcall-back.

22.Managementmustprovideaplaceforofficialtimersandannouncerstoworkwithoutobstructionorinterference.

23.Slackmustbeheldwithinthedatestherodeoisapprovedfor,unlessitisanopendatewithnootherCPRAsanctionedrodeoscheduled,unlessotherwiseapprovedbytheBoardofDirectors.

24.Aminimumoften(10)contestantsforeachperformanceofarodeowillbesetforthepositiondraw,beforeaslackcanbescheduledinthethree(3)majorridingevents.

25.Unlessspecialapprovalisgivenwhenapplicationissubmittedforapproval,noentrieswillbelimitedinthesteerriding.Aminimumofsix(6)entrieswillbeplacedintheperformancebeforeaslackcanbescheduled.

26.Inthetimedeventsonly,committeesandstockcontractorsmustsettheperformanceswithaminimumoften(10)contestantsandamaximumoftwelve(12)contestantsperperformanceunlessotherwiseapprovedbyatimedeventdirector.

27.Guidelinesforslackperformances:

Subsequentslacks:Aminimumoften(10)contestantswillbesetforslack,beforesubsequentslacksmaybecreated.

(a)AtallC.P.R.A.approvedrodeosthesuggestedslackorderisasfollows:tiedownroping,steerwrestling,teamropingandladiesbarrelracing.Eacheventmusteitherbecompletedorhaveonerunonthecattlecompletedbeforegoingontothenextevent.Ifaroughstockslackisrequired,theeventswillruneitherbeforeorafterthetimedeventsarecompleted.Oncearodeohasbeenapproved,theslackordercannotchangewithinthirty(30)daysoftheentrydate.

28.Theminimumrequirementforpublicliabilityinsuranceistwomilliondollars($2,000,000)andtheCanadianProfessionalRodeoAssociationmustbeaddedasanadditionalnamedinsured.ForrodeosthatarealsosanctionedbythePRCA,thentheProfessionalRodeoCowboysAssociationmustalsobeaddedasanadditionalnamedinsured.

29.ContestantsignagewhilecompetingorparticipatinginthearenamustcomplywiththeAssociationPatchProgramregulationsandmustberegisteredwiththeAssociationoffice.Noannouncementsoverthepublicaddresssystemwillbeallowed.

30.Theminimumlengthforallnewoutdoorarenasandallportablearenasshallbetwohundredfeet(200’),insidemeasurement.

31.Groundconditionsmustbemaintainedforalleventsinanefforttopreventneedlessinjurytostockandcontestants.

(a)Ifslackisrunbeforefirstperformanceofrodeo,itismandatorytoworkandwaterthegroundthesameaswillbedonefortheperformance.

32.Inordertoprotectthecontestant’shorse,thebackandthesideoppositethetimedeventchuteoftimedeventboxesshallbelinedfromaminimumoffourinches(4”)undergroundlevel(unlessproperlysupportedbyothermeans)uptoaminimumofthreefeet(3’)highwithasolidpanel(nolessthanthreequarterinches(3/4”)thickplywood).Boxpadsarelikewiserequiredforeachtimedeventbox.Failuretodososhallresultinafinetotherodeocommitteeoftwohundredandfiftydollars($250).

33.IfacontestantqualifiesforthefinalsofaProrodeo,andthatcontestantisscheduledtocompeteonthesamedayinanotherrodeo,withaddedpursemoneyof$3,000ormoreintheeventthatcontestantentered(theconflictingrodeo),onlytheconflictedcontestantwillbemovedforwardattheconflictingProrodeotothefirstavailablepositionintheeventtheymadethefinalsfor,wherepossible.ThecontestantmustnotifytheCentralRodeoEntryOfficeorthearenasecretaryattheconflictingrodeooftheconflictnolaterthantheturn-outdeadlineforhisoriginallyscheduledperformanceattheconflictingrodeo.Iftherearenoavailablepositions,thecontestantwillnotbemoved.

(a)Ifaridingeventcontestantqualifiesforafinalsandhasaconflictwithanotherrodeowithaddedpursemoneyof$3,000ormoreintheeventthatcontestantentered,andhisoriginallydrawnanimalcannotbemadeavailableattheconflictingrodeo,thatcontestantcaneitheracceptthedesignatedre-rideforthenextavailableperformanceor,ifpriortotheendofthefirstgo-roundoftheconflictingrodeo,electtobedrawnoutoftheconflictingrodeo.

34.Contestantsthatattendnon-commercialappearancespromotingprofessionalrodeowillbepaidfortycents($0.40)perkilometerforfuelandberemuneratedfiftydollars($50)foranappearancefee.Groupsorrodeocommitteeswishingcontestantstoappear,mustcontacttheAssociationoffice.Anycommercialappearanceswillbehandledbytheindividualcontestants.Therewillbeaminimumchargeofonehundreddollars($100)forthisservice.

35.TheRodeoAdministratorortheBoardofDirectorscanapprovethepositioningoftheLadiesBarrelRacingeventatrodeosandfurtherthatthegroundsmustbe“worked”aftertheevent,regardlessofitspositionintherodeo,tothesatisfactionoftherodeojudge.

36.NonsanctionedeventsmustbeheldbeforeorafterCPRAsanctionedevents.

37.AllmembersoftheAssociationmustmakeanhonesteffortwhencompetinginthearena.Ifanhonesteffortisnotmade,thememberissubjecttoaonehundreddollar($100)fine

B.Approval

1.Rodeomanagementmustsubmittheirprizelistandentryfees,andwhoisresponsibletosupplytherodeopersonnel,thestockcontractorsorcommittee,totheAssociationofficeforapproval.Ifthepersonneldonothaveacurrentmembershipthepartyresponsibleforhiringwillbeheldresponsibleforanyunpaiddues.

2.RodeoprizelistmustbesubmittedtotheAssociationofficeforapproval,intimetobelistedontheOfficialAssociationWebsiteand/orOfficialPublicationoftheAssociationandtwo(2)issuesoftheProRodeoSportsNews,ColoradoSprings,ColoradoifPRCAapprovalisrequested.RodeoapplicationsforapprovalmustbeintheAssociationofficeonehundredandtwenty(120)dayspriortothebeginningoftherodeo,andallapprovalsfeesmustbepaidatthistime.Noentrieswillbetakeniftheapprovalfeeisnotpaid.

3.RodeosmayexcludeAssociationpermitholdersinanyoralleventsifsostatedontheirprizelistformwhenitissubmittedtotheAssociationforapproval;otherwise,theAssociationhonourspermitholdersatallAssociationapprovedrodeos.Twoormoreperformancerodeosaddingthreethousandninety-ninedollars($3,099)orlesspereventmustacceptpermitsinallevents.Rodeoswiththreethousandonehundreddollars($3,100)tofourthousanddollars($4,000)pereventmustacceptpermitsmaximuminallevents.Rodeo’saddingfourthousanddollars($4,000)ormorehavetheoptionofnotacceptingpermits,ortheymaystipulateanyoftheaboveparameters.

12.RodeoandspecialeventapplicationsforapprovalandgroundrulesmustbereceivedbytheAssociationofficeonehundredandtwenty(120)dayspriortotherodeo,afterwhichtimeatenpercent(10%)penaltyonapprovalfeeswillbeassessed.Noapprovalswillbeacceptedlessthansixty(60)dayspriortoanyevent.

(a)TheinsurancecertificatenamingtheCPRAandthePRCA,ifseekingco-sanctioning,asanadditionalnamedinsuredmustbereceivedbytheAssociationofficesixty(60)dayspriortotherodeo,afterwhichtimeafivehundreddollar($500)finewillapply.

13.ARodeoCommittee,withtheapprovaloftheRodeoAdministratorandtheEventRepresentativeatthetimeofrodeoapprovaloratthetimeofentryclosing,mayutilizeback-to-back,sameperformance.Inthisinstance,twosectionsoftheeventinquestion(atleast20minutesapart)willberequiredforeachperformanceutilizingback-to-back,sameperformance.Ifthisoptionisapproveditmustbeused.NumberstobesetbyRodeoCommittee,EventRepresentativeandRodeoAdministrator.

C.EntryFees

D.PostponementandCancellations

1.Arodeoperformancemaynotbepostponedorcancelledexceptinthecaseofdisaster,strikeorwarfare;inwhichcasethepostponementshouldbeagreedtobytherodeocommitteechairperson,thestockcontractorandanAssociationofficial.IntheeventnoAssociationspokespersonispresenttorepresentthecontestants,onecontestantchosenbythecontestantsshouldsoact.

2.Anyperformancesopostponedmustbeheldwithintwenty-four(24)hoursoftheapproveddatesofthatrodeo,unlessthatrodeoisinanareawhereSundayrodeosarecontrarytoreligiousbeliefsorcustoms,orpreventedbylaw,inwhichcasethepostponedperformancemustbeheldwithinforty-eight(48)hours.However,stockcontractorandcommitteechairpersonwillhavetheoptionofcompletingcontestsofpostponedperformancesattheirconveniencewithintwenty-four(24)hours,andcancellingthepostponedperformances.

3. Incaseofpostponement,theorderofpositionsdrawnforcontestantswillbemaintainedexactlyasdrawn,withthepostponedperformancerescheduledtotheendoftherodeo.

4. Ifarodeoispostponedformorethantwenty-four(24)hours,orinthecaseofaSunday,forty-eight(48)hours,thebookswillbere-openedandallcontestantswillberequiredtore-enterrescheduledrodeo.

5. Iffewerthanfour(4)contestantsforeachperformanceareenteredinaneventonceentriesclose,thecommitteemaycancelthatevent.

E.OverdueAccounts

A.General

1.Allrodeoofficesmusthaveatelephonenumber,whichmustbelistedontheirrodeoapprovalontheOfficialAssociationWebsiteand/orOfficialPublicationoftheAssociation.

2.AllrodeosmustuseanarenasecretarywhohasbeenapprovedbytheAssociationtokeepbooks.

3. Ifstockcontractordesirestofurnishhisownsecretaryatstockcontractor’sexpense,committeesecretarymustworkinconjunctionwiththem.

4.AnymemberwhointendstoactassecretarymustnotifytheassociationoftheirintentionssothattheycanbesenttheAssociationmailingsofsecretaryinformation.

5.Thelocalrodeotelephoneshallbemannedbythelocalarenasecretaryforthetwo(2)hourperiodbeforeeachperformanceand/orslackendingthirty(30)minutesbeforethestartoftheperformanceand/orslack.Whenanansweringsystemisinoperation,therodeosecretaryshallbenotifiedbyusingthatsystem,inaccordancewithdetailsprovidedontheOfficialAssociationWebsiteand/orOfficialPublicationoftheAssociation.

B.PayingofEntryFees

1. EverymembercontestantmustgivetheirAssociationnumberwhenenteringarodeo,andthenumberofallthosetheyareentering.EntrieswillnotbeacceptedwithouttheproperAssociationnumber.

2. Anymemberenteringcontestantsotherthanthemselveswillberesponsiblefortheentryfeesofallpersonstheyenterandwillreceivetheneandsuspensioniftheseentryfeesarenotpaid.Uponnotification,theyareresponsibleforpaymentofthefeesforthwith.

3. Contestantsmusthavetheirentryfeespaidinalleventsbeforethelastperformanceofrodeoiscomplete.EntryfeesmustbepaidtotherodeosecretaryortotheCPRANationalOfficepriortocompetition.EntryfeesmayalsobepaidonlinetotheCPRANationalOffice.InallcasesfeesmustbepaidinCanadiancurrency.Failuretopayentryfeesandallrelatedfeesbymidnight(MountainTime)ofthedayofthelastperformanceofagivenrodeoshallresultinthefollowingpenalties:

(a)Iffeesarenotpaid,finewillbe$100perrodeowithunpaidfees.

(b)Allfeesandfinesmustbepaidinfullwithintwo(2)businessdaysfollowingthelastperformanceofrodeoorthecontestantwillbedrawnoutofanyrodeofallingwithinthenextseven(7)dayperiod.Contestantwillcontinuetobedrawnoutuntilfeesandfinesarepaidinfull.

(c)Ineligibility:ViolatorswillbecomeineligibletoenteraCPRArodeoeffectivethefirstbusinessdayfollowingthedateofthelastperformanceandwillnotregaineligibilityuntilallentryfeesandlatefinesarepaidinfull.

(d)RodeoswithunpaidfeeswillnotbeconsideredforcontestantsCFRrodeocount.

(e)Turnoutsandvisiblereleasesmustbepaidwithinone(1)businessaftertherodeo.Iffeesarenotpaid,a)-d)willapply.

4.Entryfeesforallcontestantsforwhompositionorstockisdrawnmustbeincludedinthepurse,withtheexceptionofSectionIV,RuleD,2.

(a)Contestantsinjuredandunabletocompeteexcepted.Ifsecretaryisnotifiedofwithdrawalbecauseofinjuryprevioustoperformanceinwhichcontestantisscheduledtocompete,theirentryfeesarenottobeincludedinpurse.

5.Therodeosecretarymustturninthenamesofanymembercontestantswhodidnotpayentryfees,andtheamountoftheseunpaidentryfees,intotheAssociationofficeimmediatelyaftereachrodeo.Anyrodeosecretaryfailingtodosowillbefinedfiftydollars($50),suspendedorboth.

6. UnpaidentryfeesforAssociationmemberswillbehonouredbytheAssociationuponreceiptofwrittennotificationattheAssociationoffice.

7. InanyinstancewhereanAssociationmemberpresentsaN.S.F.chequeinpaymentfortheirentryfee,thischequewillbehonoredbytheAssociation,onlyiftherodeosecretaryisanAssociationmemberandamemberhasa“C”followingtheircardnumber.AnysuchchequesmustbesenttotheAssociationofficewithinsixty(60)daysofthelastperformanceoftherodeoinquestion.FailuretocomplywiththiswillresultintheAssociationnothonouringtheoutstandingamountowedtotherodeocommittee.Rodeosecretariesmayacceptchequesfrompermitholdersandmemberswitha“C”followingtheircardnumberfortheamountoftheentryfeesonly.

8. AmembermayleaveacreditontheiraccountwiththeAssociation.Thesefundswillbeappliedagainstthemember’saccountastheyoccur.Fundscannotbedesignatedforspecificinfractions.AmemberorpermitholderwhofailstopaytheirentryfeeatanAssociationapprovedrodeoshallbesubjecttothefollowingfines,penaltiesandprovisions.

(a)Afivedollar($5)collectionfeeperrodeoshallbeassessedonallunpaidentryfees,includingCRESandassociatedfees.Ifacontestantisusingadoctororvetrelease,thecollectionfeedoesnotapply.

(b)Iftheentryfees,CRESandassociatedfeesand/orallfinespertainingtonon-paymentofsamearenotpaidwithinfourteen(14)daysofthelastperformanceoftherodeoinquestion,memberorpermitholderwillbesuspendeduntilsuchtimeasthepaymenthasbeenmade.Nonotificationwillbegiven.

C.Results

1. Secretariesmustsendthejudges’cardsandofficialrodeoresultstotheAssociationofficethenextbusinessday.Membernumbersmustbeincludedontheresultsheet.

2. Secretariesshallfaxoremailthejudges’cards,infractionsheets,rodeopersonnelformandunofficialresultsoftherodeo/specialevent,andthenamesofthosecontestantswhocompetedanddidn’tpaytheirentryfeesimmediatelyfollowingthecompletionoftherodeoorspecialevent.Failuretocomplywillresultinaonehundred($100)finetotherodeosecretary.

D.DrawingOut,Doctor’sRelease,VetRelease,VisibleInjuryandTurningOut

1. Ifcontestantisinjuredatarodeoinaridingevent,theymaybeheldbackatsamerodeountillaterinthego-round,withthewrittenconsentofbothjudgesandthestockcontractor.

2. Therewillbenodrawingoutafterpositionorstockisdrawn,unlessacontestanthasadoctor’srelease.

3. Secretarymustbenotifiedatinjuredcontestant’sexpensebeforetheperformancetheyarescheduledtocompete,andbeforestockisdrawninthetimedevents,iftheyaredrawingout.

4. Iftheoriginalteamropingpartner(headerorheeler)turnsout,doctorreleasesorvisibleinjuryreleases,itwillbethereplacementcontestant’sresponsibilitytopayteamropingentryfees.Thecontestantwhoturnedout,doctorreleasedorvisibleinjuryreleasedwillberesponsiblefortheCRESfees,associatedfeesandturnoutfineifapplicable.

5. Acontestantenteredinmorethanoneeventmaydoctorreleaseoutofoneormoreeventsandremaineligibletocompeteinothereventsinwhichtheyareentered.Allrulespertainingtonotificationandverificationwillapply.

6. WhenturningoutatanAssociationrodeo,includingadoctor,visibleinjury,orvetrelease,contestantmustindicateeachlocationtheyareturningoutof.Information

viii.Ifcontestantfailstodesignatedoctorreleaseineligibilityperiod,four(4)daydoctorreleasewillautomaticallybegiven,unlesscontestanthasusedhis/hertwo(2)four(4)orten(10)daydoctorreleases,thenitwillautomaticallybeathirty(30)daydoctorrelease.

ThecontestantisresponsibletonotifyCRESofalllocationsthatfallwithinthedoctor’sreleaseineligibilitytime.Contestantswhoareturnedinasnon-notifiedturnoutswithinthedoctor’sreleaseineligibilitytimewillbeupdatedas“visibleinjuries”.Thesecontestants’entryfeeswillbeincludedinthepurse.NotificationmustbegivenasoutlinedinsectionIV,ruleD5.

(d)Ifacontestantdoctororvetreleases,failuretosubmitadoctor’sorvetverificationtotheAssociationofficewithinten(10)daysofthelastperformanceoftherodeoinquestion,bythecloseofbusiness,willresultinafineequaltotheentryfeesfortheevent(s)inquestion,plusanadditionalfiftydollars($50).Onceacontestanthasagaincompeted,theiroriginaldoctor’sreleasewillbeinvalidforfutureuse.

(e)Anyabusesofrulespertainingtoadoctor’sorvetreleasewillbesubjecttoafivehundreddollar($500)fineforthefirstoffenceandasecondoffenceduringtheircareerwillresultinasix(6)monthsuspension.Contestantwillforfeitanymoney,pointsorawardswonattherodeoinwhichhecompetedwhileineligible.Ifacontestantdoctor’sreleasesfromaCPRArodeoandcompetesatanotherevent(i.e.C.C.A.,PBR,etc.)itwillbeconsideredanabuseofthedoctor’sreleaseandwillbesubjecttotheappropriatefineandpenalties.ThiswillapplyoverthecourseofthecontestantsCPRAcareer.

(f)ItistheresponsibilityofthecontestanttohavethedoctororvisibleinjuryreleaseintheAssociationofficeintherequiredtimeframe.ReleasescanbesentbyFAX(403-945-0936),orsentwiththesecretaryrodeopackage.

7.VisibleInjuryRelease

(a)Ifacontestantturnsoutduetoinjuryatarodeo,theyshallremaineligibletoenterorcompeteinanyAssociationrodeofollowingtheperformancewhichtheyhaveturnedoutof.Entryfeeswillremaininthepay-off.Allturn-outfineswillbewaived.

i. TheAssociationvisibleinjuryreleaseshallbesignedbyatleasttwo(2)judgesandmustbereceivedbytheAssociationofficewithinten(10)days.Ifthereleaseisnotreceivedwithinten(10)days,thecontestantwillbesubjecttoafiftydollar($50)latefine.

ii. Acontestantwillbeallowedthree(3)visibleinjuryreleasespereventperrodeoyear.Anyfurtherwillbefour(4)daydoctorreleasesorthirty(30)daydoctorreleasesifallfour(4)orten(10)daydoctorreleaseshavebeenused.Itisthecontestant’sresponsibilitytokeeptrackofthenumberofreleasesused.

E.EntryFeeRefund

1.Norodeothatcompletesitscontractshallberesponsibleforthereturningofacontestant’sentryfeesiftheyhavecontestedinaneventonceduringtherodeo.Iftheyareenteredinothereventsinwhichtheyareunabletocontest,theentryfeesforthoseeventsmustbereturned,excludingCRESandassociatedfees,

2.Whenacontestantasksfortheirstock,inanyrodeoevent,theirentryfeesshallbeincludedinthepayoutandshallnotberefundedtothem.

(a)Contestantwillbeconsideredtohavecompetedonlywhentheyhaveaskedfortheirstockandthechutegateopens.

3.Afterstockorpositionisdrawn,secretarymaynotrefundanyentryfeeswithoutapprovalofjudges.

F.Payoff

1.General

(a)Pursemoneyandentrancefeesmustbetotaledforgo-roundsandaggregateinthemajorevents;saddlebroncriding,barebackriding,bullriding,tie-downroping,steerwrestling,teamropingandladiesbarrelrace.

(b)Therewillalwaysbeanaggregatepaid,ifthereismorethanone(1)go-round.

(c)Atrodeoswithanaggregate,includingCFR,contestantmustcompeteoneveryheadofstockdrawnfortheminaneventtoplaceintheaggregate.

(d)Whenlessthanfour(4)contestantsgetontheirlasthorseorbull,theremainingplacesinthelastgo-roundandtheaggregatearedividedamongthosewhodo.

(e)Whenonlytwo(2)mengetontheirlastanimal,third(3rd)andfourth(4th)moniesaresplitbetweenfirst(1st)andsecond(2nd),sixtypercent(60%)first,fortypercent(40%)second.

(f)Ifonlyone(1)contestantgetsontheirlastanimaltheygetallthemoneyforthelastgo-roundandaggregate.

(g)Go-roundswillbedividedaccordingtonumberofheadcompetedon.

(h)Contestantsaretobepaidanymoneywoninacompletego-round.

(i)Whenaperformanceiscancelledandago-roundisnotcompleted,contestantsmustbepaidoffoncompletedportionofthego-round.

(j)Theamountofmoneyforashortgo-roundwhereafinalisheldwillbesetbytheAssociationBoardofDirectorsattimeofapproval.

(k)Whenafinalheadisgiven,allmarkingsortimeswillbecountedfortheaggregate.

(l)Thearenasecretaryshalldeductthreepercent(3%)ofthepurseandentryfeesfromallAssociationapprovedevents,andshallsendthismoneytotheAssociationofficeimmediatelyaftertherodeo,togetherwiththeCRESfees,wheninoperation.

(m)Rodeosco-sanctionedwiththePRCAshallhaveanadditionalthreepercent(3%)deductedfromtheentryfeesandpurseinthesaddlebroncriding,barebackriding,bullriding,tiedownroping,steerwrestlingandteamroping.

(n)Rodeosco-sanctionedwiththeWPRAshallhaveanadditionalthreepercent(3%)deductedfromtheentryfeesandpurseintheladiesbarrelracing.

2.BullRidingDayMoney

(a)Adaymoneysystemwillbeusedinthebullriding.Atallrodeoseachcontestantscheduledtocompeteduringaperformancemustpaydoubleentryfeesplusonedollar($1)administrationcharge,halfofthosefeesbeingusedfordaymoneyandtheotherhalfbeingusedfortheoverallpayoff.Daymoneywillnotexceedonehundreddollars($100).

(b)Allbullridersmakingaqualifiedrideduringapaidperformancewillbepaidonequalshareofthedaymoney.Moneywoninthedaymoneycompetitionwillcounttowardsstandings.

(c)Allnotifiedturnoutfines,withtheexceptionofthetwenty-fivedollar($25)tradedfine,willbewaived.

(d)Designatedperformancechange:Intheinstancethatacontestant’sdesignatedperformancechangesduetoinjuredlivestock,contestantinjury,re-rides,etc.,theportionofthatcontestant’sentryfeewillremainintheperformanceinwhichthatcontestantwasoriginallydesignated.

(e)Contestantsscheduledinslackshallbeeligibletocompetefordaymoneynomatterwheretheycompletecompetition.

(f)Ifnoqualifiedridesaremadeduringapaidperformancethetotaldaymoneyforthatperformancewillbeaddeddirectlytotheoverallpayoff.Administrationfeewillbedeductedfromthisdaymoneyaddedintothepurse.

(a)Ontwo(2)headofstocktheaggregatewillbethesameasthego-roundinallthemajorevents.

(b)Onthree(3)headofstocktheaggregatewillbeoneandone-half(11/2)timesthego-roundinallofthemajorevents.

Thepurposeofthisgroupistoestablishthejudgingcriteria,haveinputinjudges’seminars,evaluatejudges’performanceandactasagrievancecommitteeshouldamemberhaveanyproblemwithajudgeorthejudgingsystem.

(b)OnlyAssociationjudgeswillbeusedatAssociationapprovedrodeos.Judgescannotcompeteinanyeventsatarodeowheretheyareofficiating.

(c)ToqualifyasanAssociationjudge,membermustattendtheAssociationjudgingseminarfortheyearinquestion.withtheexceptionofalettertothejudgingcommissionexplainingreasonunabletoattend.

(d)Rodeojudgesareinthepubliceyeinanofficialcapacity.Theirmanner,appearanceandconduct,bothinandoutofthearena,shouldreflectcredittothesportofrodeoandtotheAssociation.Anyconductbyarodeoofficialdeemedtobedetrimentaltothesportofrodeo,willbedealtwithbytheAssociationBoardofDirectors.

(e)Judgeshavetheauthoritytoremoveacontestantfromrodeocompetitioniftheybelievehismentalorphysicalcompetenceatthetimewouldbedetrimentaltothesportofrodeo.

(f)Thedecisionsofalljudges,flagmen,ortimerswillbefinalandnoprotestsbycontestantswillbepermitted.

(g)Anymemberacceptingajudge’spositionmustremaininthetownwheretherodeoisbeingheldorbeavailabletotherodeosecretary.

(h)Wheneveritisnecessarytomakeexceptiontotherulesduetounusualcircumstances,thejudgesmustconferwiththeAssociationexecutivememberspresenttodiscussthepossibilityofanyunfairtreatmenttorodeocontestantsenteredatsuchrodeo.

(i)Itwillbethejudges’responsibilitytoseethattherodeoofficeisruninapropermanner.

(j)Judgesmusthavetheofficialmarkingsavailabletobeannouncedbeforetheendofthatperformance.

(k)Priortothestartofarodeoevent,itwillbethejudge’sresponsibilitytoexaminetheconditionofthearena(s),ground,chutes,fencing,alleywaysandpensforanysafetyhazardsthatmayappearandtoadvisetherodeocommitteetorectifyanyconditiondeemedunsafepriortothestartoftherodeoevent.

(l)Judgesmustremainavailabletotherodeoofficeuntiltherodeosecretaryhasmadeafinalcheckofthebooks.

(m)Markingsmustbetotaledbythejudgesandcheckedbythesecretaryinpresenceofthejudges.

(n)Neitherbarrierjudgenorfieldflagjudgemaybechangedduringthecourseoftherodeoexceptincaseofsicknessorinjury.

(o)Whenflaggingtimedevents,fieldflaggermustpositionthemselvessoasnottohindercontestant.

(p)Timersforarodeomaynotbechangedafterthefirstperformanceexceptforsicknessorinjury,orbyrequestofanAssociationofficialbecauseoftimer’sincompetence,orthroughagreementofstockcontractor,rodeocommitteeandAssociation.Thetimerwhotimesthefirstperformanceofaridingeventmusttimethatridingeventforthedurationofthatrodeo,exceptasaboveprovidedinthisrule.

(q)Allrodeosarerequiredtouseatleasttwo(2)stopwatchesintenthsofasecond.Scoreboardclocksshallnotbeusedasofficialtimingdevices.Ifdigitalwatchesareused,alldigitsbeyondtenthswillbeignored.

(r)AllmemberrodeosshallpaytotheAssociationthestartoftherodeoanamountequivalenttothejudges’feesforthatrodeo.

2.PostingMarkings

(a)Judgeswillberesponsibletoseethattheexactmarksarepostedbytherodeosecretaryattheendofeachperformance.

(b)Contestantisprivilegedtoseetherecordsofallcontestantsinanyeventinwhichtheytakepartattheendofeachgo-round,atareasonabletime,sothatthesecretaryandajudgemaybepresent.

(c)Barrierjudgesshallkeeparecordofallbarrierpenalties.Theyaretobefurnishedwithacompletelistofcontestantsbytherodeosecretary,andtheirrecordsandthoseoftherodeotimersmustcorrespondwhencheckedintheoffice.

3.SickorInjuredStock

(a)Whenanyanimalistakenfromthedrawbecauseofinjuryoranyotherreason,thelivestockcontractormustreportthisinformationbycontactingCRESduringbusinesshoursat(403)945-0358orbyleavingamessageonthe24hourCRESturn-outlineat(403)945-7381.Iftheanimalbecomesinjuredattherodeoinquestion,thelivestockcontractormustinformaCPRAofficialassoonastheinjuryisdetected.FailuretonotifyaCRESorCPRAofficialwillresultina$100finetothelivestockcontractor.

(b)Incasestockissick,injuredoralreadyshipped,replacementwillbedrawnfromre-rideanimals.

(c)Iflivestockisinjuredorbecomessickintheridingeventsafterthedrawismade,thecontestantwhohasdrawnthesickorinjuredanimalshallreceivethefirstre-rideanimalor:

i. Contestantsmayelecttodrawoutandhavetheirentryfees,excludingCRESandassociatedfees,refundedprovidingcontestantsnotifyeitherCRESortherodeosecretarypriortotheturnoutdeadlinefortherodeoinquestionthattheirstockisinjuredandtheywishtohavetheirfeesrefunded,or

ii. ifitisagreeabletoboththecontestantandthestockcontractor,thecontestantmaytaketheproperanimalwhenavailableatalaterdate.

(d)Allinjuredlivestockmustbeattendedtobyaqualifiedveterinarianandbeisolatedfromotherlivestockand/orremovedfromthepremises.

SECTIONV-CENTRALRODEOENTRYSYSTEM

A.General

1.TheCentralRodeoEntrySystem(knownasCRES)willbeinoperationforallapprovedrodeos.AllcontestantsforallrodeosinvolvedshallenterthroughCRES,totelephonenumberstobepublishedintheonOfficialAssociationWebsiteand/orOfficialPublicationoftheAssociation.

2.AcontestantwishingtocompeteatanAssociationapprovedrodeomustholdacurrent,validmembershiporpermitbynolaterthantwo(2)CPRAofficebusinessdayspriortothedateentriesopen,ortheentrywillnotbeacceptedforthesaidrodeo.IfduesarereturnedNSF,themembershipisnotvalidandthememberwillbedrawnoutofallrodeosenteredfor.ThemembershipduedateswillbepublishedwiththerodeoapprovalontheOfficialAssociationWebsiteand/orPublication.

Example:IfentriesforarodeoopenMonday,8:00a.m.allmembershipsmustbeboughtWednesdaybeforeclosingtimeoftheCPRAOffice.

3.ThebasicruleswithrespecttodrawingpositionswillapplytorodeoscoveredbyCRES,withthefollowingchanges,additionsanddeletions:

(a)Asingleprioritylistshallbedrawnforallperformancepreferencerodeoshavingthesameentryclosingdate.AtCPRArodeosthatoverlap,whetherornottheentryclosingdatesarethesame,preferenceindrawingtheprioritylistshallbegiventocontestantswhohaveenteredthemostrodeos,providedthecontestantisenteredinacommoneventatalllocations,withcontestantswhohaveenteredonlyoneofseveraloverlappingrodeostoreceivethelowestpriority.Inthetimedeventstheperformanceswillbefilledfromthebottom,exceptladiesbarrelracingwhichwillbefilledfromthetopdown.

i.PermitsandsemipromembersmaynotbuddyortagwithafullcardmemberatallCanadianTourRodeos.

ii.Prioritywillbe:

ii.Rodeoswithacommitteepurseof$3,000orless:Fullmembers,semi-proandpermitholderswillreceivethesamelevelofpriority.

(f)CRESManagementmayoverloadone(1)performancepereventtoamaximumofthree(3)positionstohelpaccommodatebuddygroups.

i.Aperformancecanonlybeoverloadedifthereisapositionavailable(IE:Ifthereisroomforone(1)positioninaperformanceandthenextgroupontheprioritylistisagroupoffour(4),thatgroupwillbeplacedinthatperformance

ii.Onceaperformanceisoverloadedbygroup(evenifonlybyone(1),nomoreperformancesinthateventcanbeoverloaded

iii.Tagsdonotapplytothisrule

4.ThepurposeofCRESistoalleviatetheturnoutproblemandmakeitpossibleforcontestantstoworkasmanyrodeo’saspossible.Therefore,ifitbecomesnecessarytotradepositionsafterthefirstscheduledcallback,itwillbethecontestant’sresponsibilitytofindatradeandhaveitcompletedthroughCRES.Tradesmustbecompletedwithintwenty-four(24)hoursofthefirstscheduledcallbackclosingtimeofthelastrodeoentryforaweekend.Tradeswillbeacceptedforanyreason.Acontestantshallbelimitedtoonlytwo(2)1stgo-roundtradepereventatanyCPRAsanctionedrodeo.Tradesformultipleeventsmustberequestedandgrantedseparately,andthegrantingofatradeinoneeventshallnotautomaticallyentitleacontestanttoatradeinanotherevent.Tradesshallalsobespecifictotheindividualsinvolvedandshallnotapplytobuddygroupsofwhichthetradedindividualsaremembers.Notraderequestswillbegrantedwithinaperformance.

(a)BothcontestantsinvolvedinthetrademustcontacttheCRESofficewithintwenty-four(24)hoursofthefirstscheduledcallbackclosingtimeofthelastrodeoentryforaweekendtoverifytheirtradehasbeenapproved.Therewillbeatwentydollar($20)

chargeappliedtothecontestantorteamropingteamrequiringthetrade.Allfineswillapplyifthetradeisnotcompletedontime.

5.Contestantsmaygivean“outpreference”whenentering;I.E.Contestantisonlyavailableforthesecondperformanceofarodeo;theywouldenterforatwo(2)orout.IftheydonotreceivetheirpreferencetheywillberemovedfromthedrawbutareresponsiblefortheirCRESandassociatedfeesinthisinstance.

6.CRESmanagementmaysplitabuddygroup,creatingonegroupoftwo,inordertokeepamoreevenandbalanceddistributionofcontestantsinperformances.Amaximumofonebuddygrouppereventmaybesplit.

7.Multi-eventcontestantshavetheoptiontoenterwithasplitonevents.Onlyoneeventcanbesplitoffpercontestant.Ifacontestantentersmultipleeventsanddoesnotsplitoffany,alleventsareguaranteedtobedrawnonthesameday,butnotnecessarilythesameperformance.

8.AnyabuseoftheCRESsystemwillbedealtwithbytheCPRABoardofDirectors.

9.ThefeesforuseofCRESshallbeasfollows,providedthatthesefeesaresubjecttoaddition,deletionorchangewithoutnotice:

(a)Elevendollars($11)perentryperrodeo.BullRidingistwelvedollars($12).

(b)Threedollar($3)chargewillbeappliedtotheCRESfeeonallentries.ThischargewillbeusedtoadministratetheCPRAProOfficialsprogram.

(c)Threedollars($3)chargeforSportsMedicineprogram

10.Eachcontestantwillbeallowedone(1)callforanentrycount.Subsequentcallsmadeforanentrycountwillbechargedanadditionalfivedollars($5)feeforeachcount.

11.CRESandassociatedfeesshallbepayableatthesametimeandplaceasentryfees,andtherulesinforcewithrespecttothepaymentofentryfeesshallapplytothepaymentofCRESandassociatedfees.

12.Whentheentrylinesareopen,CRESoperatorswillreceiveturnoutandmedicalreleaseinformationfromcontestantsforrelaytothelocalarenasecretary.

13.Therewillbeaone(1)hourgraceperiodafterentryclosingtimeandtheeventsplitsareobtainedfromthestockcontractorand/orcommitteetoallowcontestantstochangetheirpreference,drawout,splitoffevents,orsplitabuddygroup.Contestantswillnotbepermittedtoenterduringthedesignatedgraceperiodorchangetheorderofentry.

B.EntriesandDrawing

1.AcceptingEntries

(a)Eachrodeoshallhavetheoptionofacceptingpermitsmaximuminanyoralleventsprovidedthisisindicatedontheapplicationforrodeoapproval.Twoormoreperformancerodeosaddingthreethousandninety-ninedollars($3,099)orlesspereventmustacceptpermitsinthemajorevents.

(b)Eachrodeoshallhavetheoptionofacceptingpermitsmaximuminanyoralleventsprovidedthisisindicatedontheapplicationforrodeoapproval.Twoormoreperformancerodeosaddingmorethanthreethousandonehundreddollars($3,100)pereventcanacceptpermitsinthemajorevents.Thefollowingprovisionsshallapply:

i.Rodeomaystipulatethefollowingparameters,(open,maximum)whenamaximumnumberisstipulatedbytherodeocommittee,aminimumoftwo(2)permitsmustbetakenforeachpaidperformanceoffered.ArandomdrawforthesepositionswillbemadebyCRESifpermitsmaximumisexercisedbythestockcontractorand/orcommittee.

2.OfficialEntries

(a)AllrodeosinCanadawillbeofficialforCPRAstandingsforthosewhoqualifysubjecttoSectionXI“A”.

3.PerformancePreference

(a)AllCPRArodeoswillacceptperformancepreferencesunlessotherwiseapprovedbytheCPRABoardofDirectors.

(b)Generally,arodeoshallbesetupbythatrodeo’sprimarystockcontractororarodeocommitteerepresentative.However,iftheprimarystockcontractor/rodeocommitteerepresentativehasnotcontactedCRESwithintwenty(20)minutesofentryclosingtime,CRESwillbeallowedtosetuptherodeoanddrawpositions,usingCRES’sdiscretion.Exceptionswillbemadeonlyiftheprimarystockcontractor/rodeocommitteerepresentativehasmadearrangementswiththeCRESofficepriortoentryopeningtime.Therodeoadministratorshallhavetheauthoritytolevyfinesifthe

primarystockcontractor/rodeocommitteerepresentativefailstoreturnacallatamutuallyagreedtime.

(c)Contestantshallindicatewhentheyenterwhetherornottheyhavepreferenceforwhentheyareupinthefirstgo-round,andslackmaybedesignatedasafirst(1)preference.However,ifnoslackisscheduledcontestantspreferenceforslackwillbeinvalid.

(d)SECONDANDSUBSEQUENTGO-ROUNDSTimedevents:positionswillbedrawnwithaprioritypreferencegivenforthefirstgo-roundwithpositionsreversedinthesecondgo-round.Ridingevents:Positionswillbedrawnforthesubsequentgo-round.Tradingpositionsinsubsequentgo-rounds:atperformance-preferencerodeos,positionsinsubsequentgo-roundsmaybetradedbycontestantsuponobtainingatradeformfromthearenasecretary,andsubmittingsaidformtoarenasecretarypriortothespecifieddeadline.Arenasecretariesmaytradeacontestantintoanopenpositioncreatedbyaturnoutordrawout,providingthisisdonepriortothetimeindicatedbelow.Atradetoanopenposition,whichwouldmoveacontestantfromaperformancetoasectionofslackwillnotbeallowed.Tradedeadline-timedevents:Alltradeformsmustbesubmittedtothearenasecretarybytheendofthefirstgo-round,exceptwhenasplitperformanceendsago-roundthedeadlineshallbetheendofthepriorperformanceorsectionofslack.Tradedeadline-ridingevents:Tradeformsmustbesubmittedtothearenasecretarypriortothestockdraw.Commencementofnextgo-round:ago-roundmustbefinishedbeforethenextgo-roundstarts,withthefollowingexceptions:

i.Re-ridesintheridingevents.

ii.Eventswithago-roundfinishingandthenextonestartingduringthesameperformance.

iii.Backtoback.

(e)RodeosecretariesarerequiredtopostthePriorityListintherodeoofficeandhaveitremainpostedthereinthroughouttherodeo,afterwhichitshallbeforwardedtotheAssociationoffice,togetherwiththeresultsandcopiesoftheprintedprogramsfortherodeo.

(f)Atonego-roundperformancepreferencerodeosandatonego-roundnon-performancepreferencerodeos,contestantsenteredinmorethanoneeventshallgetalloftheirstockonthesameday(butnotnecessarilyatthesameperformance),providedthatthisdoesnothavetheeffectofloweringthepriorityofanyothercontestant.

(g)Multi-eventcontestantshavetheoptiontoenterwithasplitonevents,inwhichcasetheforegoingmaynotapply.

i.Contestantsenteringonasplitmayturn-outinoneeventandremaineligiblefortheremainderoftheirstockprovidingthearenasecretaryisnotifiedandthejudgesareprovidedwithpositiveproofthatthecontestantinquestioncompetedataprofessionalrodeoonthedateoftheturn-out.

(h)Atanon-performancepreferencerodeonopreferencesforpositionwillbetaken,withadrawforpositiontotakeplace,exceptforthoseprovisionssetoutinparagraph7herein,asitappliestoonego-roundnon-performancepreferencerodeos.

4.Drawing

(a)StockGeneral

i. AllstockincontesteventsmustbedrawnbynumberbyajudgeorAssociationrepresentative.

ii. Nocontestantmaycompeteonthesameheadofstocktwiceatanyonerodeointhesameevent.

iii. Drawingmustbeconductedsothatanyentrantmaywitnessthedraw.iv. Allstockmustbedrawnfromasuitablereceptacleorcontainerother

thanahat,i.e.,ashoebox.v. Allanimalnamesandnumbersmustbewrittenoncardsthatare

identicalincolourandsize.vi. Receptaclecontainingnumberstobedrawnmustbeheldabovethe

drawingindividual’sheadandnumbersshakenbetweeneachnumberdrawn.

vii. Theremustalwaysbeasmanyasfour(4)copiesmadeofthedraw:onetobeposted,onecopyforeachjudgeandoneormorecopiesforthesecretary’srecords.

viii. Inallridingevents,acompletego-roundmustbedrawnatonetime.ix. Anyanimaldrawnforare-ride,butnotusedinthatgo-round,maybe

heldoutofthedrawforre-ridesinthefollowinggo-roundalongwithfeatureanimals,butthenwillbereturnedforthego-rounddrawafterthere-rideshavebeendrawn.

x. ChuteswillbedrawnafterstockisloadedineventswherestockisnotdrawnbyCRES.

xi. Noanimalswillbedrawn(doubledback)inthebarebackandsaddlebronceventsforthesameday,andnobullswillbedrawn(doubledback)forthesameperformance,includingslack.Thedesignatedre-ridemustbedifferentfromthoseanimalsoutthatgivendayorperformance.

xii. StockcontractorsmusthavethenecessarystockinformationfordrawpurposestotheCRESofficebythetimeanddatemutuallyagreeduponbytheCRESmanagerandthestockcontractorfollowingthecloseofentriesfortherodeoinquestion.IfthestockcontractorhasnotcontactedCRESwiththenecessarystocklistsbythemutuallyagreedtime,andnopriorarrangementshavebeenmadetoreceivethestockatalatertimebythestockcontractor,atwohundred($200)finewillbeassessedforeachoffense.Thefinewilldoubleforeachoffenceinthesamerodeosea-son.One(1)collectcallwillbeacceptedbyCRESforstockcontractorscallingwiththeirlist.

xiii. Stockcontractormustsubmitstockfordrawpurposesone(1)weekpriortothefirstperformancedateunlesstheyaresupplyingstockataCPRArodeotheweekendbeforesaidrodeo.

xiv. Achargeofthreehundreddollars($300)forone(1)rodeoandfivehundreddollars($500)iftwo(2)rodeosareinvolvedwillbeassessedthestockcontractor(s)inquestionifridingeventstockisnotavailableforcall-backandaseparatecall-backdayisnecessaryjustforstock.Therodeocommitteeinquestionmustbeagreeabletoanydelayindrawingstock.

xv. Stockand/orpositionmustbedrawnforeverymembercontestantwhoisentered.

(b)PlacingStockandContestantsandSplitPerformances

i. Nocontestantwillridetwo(2)headinthesameeventduringaperformance,exceptforre-rides.

a) IFSTOCKISPLACED:Inaperformancewhereonego-roundendsandanotherstarts,ifacontestantinridingeventshastwo(2)headofstockdrawn,areplacementforthatcontestantwillbedrawnoutofremainingperformancesandpositionswillbetraded.

b) IFRIDERS’POSITIONSWEREDRAWN:Ifago-roundendsandthenextonebeginsinthesameperformance,contestantsfinishingthego-roundwillbedroppedoffandwillstartthenextperformancewiththeirnextheadofstock.

c)Wherethereisanoverflowrun-off,andthecommitteerequeststhatallcontestantsappearbeforethepublic,thecontestantsfinishingthego-roundwillbedroppedoffandwillstartthenextperformancewiththeirnextheadofstock.

d)Iftherearethree(3)go-rounds,positionwillbedrawnagainforthethirdgo-round.Iftherearefour(4)ormorego-rounds,theoriginaldrawwillbeused

b)IFRIDERS’POSITIONSWEREDRAWN:ContestantswillbeplacedfirstandpositionsforremainingcontestantswillbedeterminedbyCRESmanagement.

c)Afterpositionsaredrawnfortimedevents,alistofthesepositionsmustbepostedattherodeooffice.

d)Intheridingevents,positionswillbedrawnforeachgo-round.Intimedevents,positionswillbedrawnforfirstgo-roundthenreversedforsecondgo-round.Iftherearethree(3)go-rounds,positionswillberedrawn.

iii.Ifaridingeventcontestantdrawsupintheslackfortheirfirstheadofstocktheywillautomaticallybedrawnintoaperformancefortheirsecondhead.

C.FinalsatSeasonRodeos

1.General

(a)IfacontestantqualifiesforthefinalsofaProrodeo,andthatcontestantisscheduledtocompeteonthesamedayinanotherrodeo,withaddedpursemoneyof$3,000ormoreintheeventthatcontestantentered(theconflictingrodeo),onlytheconflictedcontestantwillbemovedforwardattheconflictingProrodeotothefirstavailablepositionintheeventtheymadethefinalsfor,wherepossible.ThecontestantmustnotifytheCentralRodeoEntryOfficeorthearenasecretaryattheconflictingrodeooftheconflictnolaterthantheturn-outdeadlineforhisoriginallyscheduledperformanceattheconflictingrodeo.Iftherearenoavailablepositions,thecontestantwillnotbemoved.

i.Ifaridingeventcontestantqualifiesforafinalsandhasaconflictwithanotherrodeowithaddedpursemoneyof$3,000ormoreintheeventthatcontestantentered,andhisoriginallydrawnanimalcannotbemadeavailableattheconflictingrodeo,thatcontestantcaneitheracceptthedesignatedre-ridefor

thenextavailableperformanceor,ifpriortotheendofthefirstgo-roundoftheconflictingrodeo,electtobedrawnoutoftheconflictingrodeo.

(b)Wherefinalsaretobeheld,itmustbelistedontheprizelistwhensubmittedtotheAssociationoffice,withtheamountofthepurse.

(c)Wheneverafinaleventisadvertisedbymanagement,thenumberofcontestantsadvertisedtocompeteintheeventwilldosoregardlessofstandinginrotation.

(d)Finalsmaybeheldintheseven(7)majorevents.Rodeocommitteesmayhaveafinalsinone(1)ormoreeventssubjecttotheapprovaloftheCPRABoardofDirectors.Ineachcase,thenumberofcontestantsinthefinalswillbedeterminedbytheCPRABoardofDirectors.

(e)Whentotalpursepereventexceedstwothousanddollars($2,000)andfinalsareheld,theAssociationBoardofDirectorsmaynegotiatewithstockcontractorandcommitteeastothenumberofcontestantstocompeteinthefinals.

(f)Thenumberofcontestantstocompeteinthefinalsmustbepostedintherodeoofficebeforethefirstperformance.

(g)Whereverpossible,finalsmustcommencewiththelowcontestant.

(h)Inanyfinalride,contestantsmaydrawtheirownanimalsinthepresenceofjudges,ifmanagementdesires.

(i)Wherefinalsareheld,contestantmustnotifyrodeosecretarybeforedrawismadeiftheywillnotbeavailabletocompeteinfinals,andthenexthighcontestantwillqualify,andtocontinueinthatfashionuntilallpositionsarefilled.

(j)Iftherearefewercontestantsscheduledtocompeteinashortgothantherearemoniespaidintheaggregate,theunearnedaggregatemonieswillbeaddedtotheshortgopayoff.i.e.,Iften(10)moniesarepaidintheaggregateandonlyeight(8)contestantsarescheduledtocompete,ninth(9th)andtenth(10th)monieswouldbeaddedtotheshortgopayoff.

2.FinalsStock

(a)Allstockusedinafinalsintheridingeventswillbeselectedbythestockcontractorandeventrepresentative.However,inthecaseofunsatisfactorystock,thestockcontractorwillbeexpectedtoco-operatewithjudgesand/oreventrepresentativesinreplacingunsatisfactorystock.

(b)Allfinalstockinridingeventsmustbepostedintherodeoofficebeforethestartofthelastcompletego-round.

(c)Unlessapprovedotherwisebytheeventrepresentative,priortothedrawfortherodeoinquestion,onlythoseanimalssubmittedforprecedinggo-roundswillbeeligiblefortherodeofinals.

(d)Whenafinalheadistoberiddenintheridingevents,atleasttwo(2)headmustbedrawnorsetforre-ridesbytheeventrepresentativeordesignatedfieldrepresentative.

(e)Inafinalsnotifiedturnoutsintheroughstockeventswillautomaticallybeplacedatthetopoftheeligiblere-ridepenintheordertheyarereceived.

(f)Alltimedeventcattlecompetedonatarodeobyfinalistswillbeusedwhendrawingforfinalhead.Ifmorestockisneeded,thenecessarystockwillbethestockonwhichthenextfastesttimesweremadeandaddedtothefinaldraw.

3.TurningOutFinalsStock

(a)Ifcontestantfailstonotifysecretarybeforedrawismadethattheywillnotbeavailabletocompeteinfinals,andfinalstockisdrawnforthem,theywillbeassessedaonehundreddollar($100)fine.Inthisinstancethenexteligiblecontestantthatisavailablewillbemovedintothevacantposition.

(b)Ifacontestantisavailableandturnsoutstockthatisdrawnforthem,theywillbeassessedatwohundredandfiftydollar($250)fine.

SECTIONVI-STOCKCONTRACTORS

A.General

1.Anystockcontractorand/orrodeocommittee,whoforanyparticularreason,cannotobtainsuitablestockatareasonablepricefromamemberstockcontractor,mustobtainpermissionfromtheroughstockrepresentativesinvolvedintheeventiftheywishtohirestockfromaroughstockcontractorpermitholder.Failuretoobtainpermissionwillresultinafivehundreddollar($500)fineforeachoffense.AllstockusedatCPRAsanctionedeventsmustbesuppliedbymemberstockcontractors,timedeventstockcontractorpermitholdersorroughstockcontractorpermitholders.

B.Livestock

1. Allrodeolivestockmustbenumberedanddrawnfor.

(a)Allanimalsintheridingeventsmusthavearegisteredhidebrandofastockcontractorwhohassubmittedtheirstocklistforthatrodeo.Notcomplyingwiththeabovewillresultinatwohundredandfiftydollar($250)fineperhead.

(b)Aswellasbeingbrandnumbered,suitableeartagsforallsteersinthesteerwrestlingandteamropingeventsshallbemandatory,andallcalvesusedinthetie-downropingeventshallhavesuitablenumberedeartags,noduplicatenumbersarepermitted.

2. Judges,and/ortheAssociationEventRepresentatives,mustinspectallrodeostockatareasonabletimebeforethestartoftherodeo,andhastherighttodeclareanystockunsatisfactory,andanystocksodeclaredshallbetakenfromthedraw.

Headfightingbullshavingbadhornsmustbedehornedorkeptoutofthedraw.Nobullmaybeputinthedrawuntilhishornshavebeentippedtonosmallerthanthesizeofatoonie(twodollarCanadiancoin).Ifanimalisputinadraw,thestockcontractorwillbefinedtwohundredandfiftydollars($250)foreachoffense,andthebullwillbetakenoutofthedraw.Finewilldoublewitheachoffencethereafter.

6. NoyaksareallowedinthedrawatanyAssociationrodeo.7. Itshallbetheresponsibilityofthestockcontractortohavetheproperanimalatthe

performanceforwhichitwasdrawn,andifananimalisnotavailableattheproperperformance,thecontestant:

(a)willgetthefirstre-ride,or

(b)mayelecttodrawoutoftheeventandhavetheirentryfeesrefunded,excludingCRESandassociatedfees,or

(c)maytaketheproperanimalwhenavailableatalaterdate,ifitisagreeabletoboththecontestantandthestockcontractor.

8.Eachstockcontractorshallberequiredtosupplysufficientandadequatelivestock,bothinquantityandquality,toputonaproperandacceptablerodeo,havingregardtotheexpectednumberofentries,andshouldastockcontractorfailtodosoheshallbesubjecttofine,suspension,orotherdisciplinaryactionbytheassociation.

(a)ThenumberoftimedeventcattletoproduceaoneheadAssociationapprovedrodeowillbenomore,nolessthanhalfenoughplustwo(2)oroneforeveryoneplustwo(2).E.g.:Iftherearefifty(50)contestantsenteredinatimedeventtherequirednumberofcattlewouldbetwentyseven(27).Minimumnumberofcattlerequiredforrodeosthathavetwo(2)go-roundsinthetie-downroping,steerwrestling,andteamropingshallbe1⁄2thenumberofentries.Failuretocomplywillresultinafivehundred($500)dollarfineforeachrodeo.Ifavailable,Mexicantypecattlearetobeusedinthesteerwrestlingevent

i.IntheTieDownRopingcommitteeshavetheoptionofsupplying1/3(2spares)theamountofcattleascontestants,upto,andincludingtheMaylongweekend.AftertheMaylongweekendtheymustusenomore,nolessthan1⁄2enoughplustwo(2)oroneforeveryoneplustwo(2).

(b)Allanimalsintheridingeventsmusthavebeentriedatleastonceasabuckinganimalbeforebeingputintothedraw.Ifrequestedstockcontractorwillberequiredtoprovidepastperformanceofanimal(s)inquestion.

i.Iftheaboveisnotcompliedwithandcontestantrefusesstock,theywillhavetheoptionoftakingthere-ride.However,thestockcontractorwillbeassessedafineatthediscretionoftheAssociationBoardofDirectorsandwillincludetheamountofcontestantentryfees,whichwillbereimbursedtothecontestant.Ifthecontestantelectstotakethere-ride,feeswillnotbereimbursed.

9.Whereitisnecessarytohaveanoverflowrunorslack,itistheresponsibilityofthestockcontractortonotifyCRESastothetime,andprovidedfurtherthat,stockfortheslackmustbeavailablesothatslackcanbestartedatthescheduledtime.Failuretocomplywillresultinatwohundreddollar($200)finetostockcontractor.

10.Ifananimalisshippedfromarodeoafterithasbeendrawninaridingeventbutbeforeithasbeenriddenorafterithasbeendrawninapeninatimedevent,butbeforeithasbeenoutthattime,thestockcontractorwillbesubjecttoatwohundreddollar($200)fine.

11.Astockreplacementlistcanbeusedforrodeoswhenstockisdrawnforasecondrodeobeforethefirstrodeotakesplace.Thestockcontractorswillhavetheoptiontoprovideasparelistoftwo(2)animalsperevent,providingthere-ridesandturned-outanimalsareusedbeforethestockfromthereplacementlistisused.

12.Anyanimalthatconsistentlyhastobepulledoutofthechutemusthaveahalterequippedwitharingonthesidetorunalightropethrough,sothatitcanberemovedwithoutalteringthebuckingpatternoftheanimal.Onceanimalisclearofthechute,ropemustberemovedandanimalcannotbeturnedbackbythepersonpullingitout.

13.Horsesandbullsmaybebuckedatthree(3)rodeoswithaclippedorpaintednumber,thereafternumbersmustbebranded.Thesenumbersmustbesubmittedforthedraw,orthestockcontractorsubmittingthestockwillbeassessedafineoftwenty-fivedollars($25)perhead.

a. Acontestantmayhavehisfeesreturned,excludingCRESandassociatedfees,orare-ridedrawniftheirdrawnanimaldoesnothaveaneligiblebrandednumberorpaintednumberasoutlinedintherulebook.Therewillbenoduplicatenumbers.Inanycase,thestockcontractororsubstockcontractorwillbefinedfiftydollars($50)forthefirstoffenceandonehundreddollars($100)forthesecondoffence,ifanimalsarenotproperlybrandnumberedasstated.

14.Nameofroughstockanimalsmustbeingoodtaste.Asaguide,considerrodeoasfamilyrated.TheRodeoAdministratorhastheauthoritytorequestthestockcontractorchangeananimalsnamethatheconsiderstobeinbadtaste.

SECTIONVII-RIDINGEVENTS

A.General

1. Riderwillbesubjecttoaonehundreddollar($100)fine,escalatingwitheachviolationwhen,afterhehasbeenadvisedbythejudgeheisnexttogo,heisnotabovetheanimalwithhisgloveon(ifgloveisused)whenpreviousanimalleavesthearena.

2. Eachcontestantinahorseridingeventmusthavesomeonetoturnhishorseout,andthehorse’shaltermustnotbeheld.

3. Anyunnecessarydelaysintheridingeventwillconstituteaonehundreddollar($100)fine,escalatingwitheachviolation.

4. Safetyprecautionsmustbetakenwhenhandlingchutefightinganimals.Ifananimalrequiresacross-tie,thepersonandpositionofthecross-tiebelongstotherider.Ifanagreementtocross-tietheanimalcannotbereached,refertoRuleB,2,(i).

B.Re-rides

1.Re-ridesmaybeawardedinallthree(3)ridingevents.

2.Thematterofre-ridesshallbetotallyatthediscretionofthejudges;however,are-ridemaybeawardedinthefollowingsituations:

(a)Ananimalfailstobreak(runsoff)orstopsduringaride.

(b)Iftheriderisfouledatthechuteorinthearena,regardlessiftheriderdeclareshimself.

(c)Ananimalfallingorstumblingtoatleastitsfrontknees,orslippinginthehindendwheretheanimalshockscomeincontactwith.

(d)Inthehorseridingevents,iftheridermakesaqualifiedrideupuntiltheflankcomesoff

(e)Inthebullriding,iftheridermakesaqualifiedrideuntiltheflankcomesofforthebullstops.

(f)Ifananimaldeliberatelythrowsitselforfalls.

(g)Ifaridermakestwo(2)honestattemptstogetonachutefightinganimalandisunabletodoso

(h)Inthesaddlebroncriding,ifthehalterbreaksbutnotifitcomesoff

(i)Ifcontestantandstockcontractorcannotcometoanagreementregardingcross-tyingananimalorontheplacementofrein;thejudgewillawardare-rideorthecontestanthastheoptionofgettingentryfeesrefunded,excludingCRESandassociatedfees.AllconflictsonhandlinglivestockaretobetakentoCPRAjudges.ConflictsbetweenlivestockcontractorsandcontestantsrecordedonCPRAofficialsreportswillconstituteafinenottoexceedfivehundreddollars($500).

(j)Ifahorseturnsoutbackwards

3. Atnotimeshallare-rideorarerunbegivenifthecontestant’sequipmentbreaksorfails.

4. Ifare-rideisawarded,thejudgesmusthavethemarkandthefactthatare-ridehasbeenawarded,announced,andinallcasesthechoiceofacceptingthemarkortakingare-rideisthecontestant’s,butifthecontestantelectstoare-rideanimaldrawnforhim,hemustgetonthere-rideorbedisqualified.

5. Ifare-rideisawarded,thecontestantmaytakethesameanimalback,providedthatthestockcontractorandcontestantiswilling.Ifeitherdonotagree,re-ridemustcomefromre-ridepen.

6. DrawingRe-rides

(a)Inthethree(3)ridingevents(bareback,saddlebronc,andbullriding)re-rideanimalsforeachperformanceandeachslacksessionwillbedrawnintheprescribedmanner:

i.Inthethree(3)ridingevents(bareback,saddlebronc,andbullriding)one(1)re-rideanimalforeveryseven(7)contestantsineachperformanceandeachslacksessionwillbedrawnintheprescribedmanner:

a)WhenthestockcontractorsubmitstheirstocklisttoCRES,theywillsubmitthebrandednumberofonemoreanimalforeveryseven(7)contestantsthanisrequiredtofurnisheachcontestantinthatperformanceorslackwithananimal.Whenthereare18ormorecontestantsinaperformanceorslack,thestockcontractorwillsubmitfour(4)moreadditionalanimals,oranumberatthediscretionoftheeventrepresentative,thanisrequired.Eachstockcontractormayfeatureamaximumofuptofiftypercent(50%)oftheanimalsinthedraw,exemptfromre-rides.Eventrepresentativehavetheabilitytotakeundesiredanimal(s)offthefeaturelist.Theremaininganimalswillbeputinahopperandone(1)animalforeveryseven(7)contestantsperperformanceorslacksessionwillbedrawnasthedesignatedre-rideanimal(s)foreachspecificperformanceorslack,or

b)Ifthestockcontractorsubmitsfeatureanimalsonthestocklistforamentionedrodeo,re-ridesnotusedwillcountasatrip.Ifastockcontractordoesnotfeatureanyanimals,anystockdesignatedasare-ridewillcountasatrip.Ifare-ridepoolisdesignated,onlyanimalsusedwillhavetripscounted.Ifanycasetheroughstockrepresentativechoosestheanimals(example:shortround),alltripswillcount.

c)If,afteralldrawnre-ridesandturnedoutstockareused,morere-ridesareneeded,itwillbetheresponsibilityofthejudgestodrawre-ridesfromapen(penisdefinedasmorethanone(1)animal)ofanimalswhichrepresentstheanimalsusedinanygivenperformanceagreeabletothestockcontractor.Allre-ridestockshouldbeavailableduringorimmediatelyfollowingtheperformanceinwhichthere-ridewasgranted.

(b)Ifare-rideisawarded,animalswillbeusedfromthepenthatwasdrawninCRES.Theorderofthere-rideswillhoweverbedrawnattherodeobythejudges.Ifare-rideisdeclined,thatanimalwillbeputbackintothedraw.Onceallcontestantshavecompetedinasection,anynot-notifiedturn-outsfromthatsectionmaybeusedasre-ridesinthatsectionorlatersections.

i.There-rideanimalwillbecompetedonduringorfollowingthatperformanceorslack,oratatimemutuallyagreedtobyboththestockcontractorandcontestant.

(c)Anystockintheoriginaldrawthatisturnedout,meaningnotbuckedeitherincompetitionorasanexhibitionride,automaticallygoesinthere-ridedraw.

(d)Ifananimalfailstoperform,are-rideisawardedandtheanimalhasalreadybeendrawnforanothercontestantinalaterperformance,thestockcontractorcanrequestthatthejudgesdrawanotheranimalforthatcontestant,providingthejudgeandrodeosecretaryarenotifiednolaterthanthirty(30)minutesfollowingtheperformanceinquestion.

i.Theanimalthatwastakenoutcannotbeusedforthirty(30)daysatanAssociationapprovedrodeo.Fineforfailuretoabidebythisrulewillresultinatwohundredfiftydollar($250)fine.

(e)Ifananimalhasbeenawardedonceasare-rideandisturnedout(notaccepted),itshallgotothebottomoftheeligiblere-ridelist.

i.Aturnedoutanimalcanonlybedrawnonceasare-ride.Thereafter,animalwillbedrawnoutoftheherd.

C.Judging

10. Associationjudgeswilluseflagstoindicateaviolationofthespur-outruleandallotherdisqualificationviolations.Judgesaretoalsoindicatedisqualificationviolationsbyalready-establishedhandsignals.Thispertainstoallrodeoevents.

11. Allanimalsinaparticularrodeodrawmustbepresentattherodeo.Judgesaretoinspectandconfirmtheanimalsarepresentunlesstheanimalisinjured.

D.SaddleBroncRiding

1. Horsetobefurnishedbytheproducer.Ridingtobedonewithplainhalter,onerope-rein,andstandardAssociationsaddle.Stockcontractormaycallonjudgestopassonwhetherornotasaddleisstandard.

2. Stockcontractorsmustfurnishtheirownhaltersandcontestantsmustusethem.Placingofbuckrein,foreignmaterial,fitnessofhalter,etc.,subjecttojudges’approval.

(a)Standardhaltermustbeusedunlessagreementismadebybothcontestantandstockcontractor.

(b)Ifhalterbreaksduringride,ridershallbegivenare-rideonthesamehorse,providedhalterisnotsuppliedbycontestant.

3. Horsestobesaddledinchute.Saddlesmaynotbesettoofaraheadonhorse’swithers.Ridermaycinchownsaddle,orexaminesame,todetermineifsatisfactory.Eitherstockcontractororcontestantshallhavetherighttocallthejudgetopassonwhetherornothorseisproperlysaddledandflankedtobuckitsbest.

A.General

1. Stockinthetimedeventsmustbedrawnbytheflagjudgeorbarrierjudgenotmorethanoneandone-half(11/2)hoursbeforetheperformanceattheropingchuteortherodeooffice.

(a)Ifthenumberofcalvesrequiredforarodeoislargerthanthenumberusedonthefirstdayordaysofthatrodeo,thenpenswillbedrawnforeachdayoftherodeo,andonlythecalvesinthepenforaparticulardaywillbetied.

4. Onlycalvesandsteersthatareavailableforuseforthefirstgo-roundcanbeputintothedrawforthesecondorsubsequentgo-rounds.

5. Intimedevents,stockwillbedrawnone(1)runandone(1)go-roundatatime,withtheexceptionofaback-to-backrun.Allcattleinthedrawwillberunone(1)timebeforeanycattlewillbedrawnforasecondtime.When,duetoasplitperformance,thisprocedurebecomesimpossible,thedrawwillincludecattleremainingthathavebeenruntheleastnumberoftimes,providedhowever,thatifthereisenoughanimalstocompletetheperformance,nostockwillberuntwiceinthesameperformance.Immediatelyafterasplitperformance,thedrawwillthenreverttothecattlethathavebeenruntheleastnumberoftimes.Incaseofre-runs,allcattleinthedrawwillberunone(1)timebeforebeingruntwice,etc.Anyanimaldrawnandcompetedonshallbeconsideredrun(notnotifiedturnoutisnotconsideredarunontheanimal).Incaseofinjuredstockafterthedraw,contestant(s)whohavedrawntheinjuredanimal(s)willdrawbackatremainingcattlewiththeleastnumberofruns(Ifsparesweredrawntheywouldautomaticallyrunthespare[s].Ifitwastheendoftherunonthecattle,andnosparesweredrawn,theywoulddrawbackattheherdfollowingthecompletionofthatrun).

(a)Inthetimedevents,thespareanimalswillbedrawninthefollowingmanner:Inallperformancestwo(2)spareswillbedrawnandusedasneeded.Intheslackwhenacompleterunonthelivestockisdrawn,spareswillbedesignatedandusedasneeded.Ifeitherofthesesparesareused,thecontestantwhowasdrawnthelaststeerwillnowhavearedrawfromtheentireherdonthenextrunofcattle.Intheslackwhenacompleterunonthecattleisnotcompletedandsparescanbedrawn,two(2)spareswillbedrawnandusedasrequired.

6. Inthetimedevents,ifacontestanthasadvisedthesecretarythattheywillbeturningouttheirstock,nostockwillbedrawnforthiscontestant.

7. Intimedevents,acompletego-roundmustbefinishedbeforeanycontestantcancompeteontheirnextheadofstock,exceptforstockthatmustbebroughtback,oraback-to-backrun.

8. Thejudgesshallinspectalltimedeventstockandareempoweredtocullunsatisfactorystock,providedthatsuchcullingmusttakeplaceatareasonabletimebeforetherodeostarts.Whenitisnecessarytomakeacutinthecattleintimedevents,cullingshallbedoneastokeeptheherdasevenaspossible.

9. Ananimalinthetimedeventsofarodeomaynotbeusedinanyway,otherthaninthecontesteventsofthatrodeo,untilafterthelasttimethatanimalhasbeenusedattherodeo.

10. Duringanyperformance,ifananimalinthetimedeventsescapesthechutesorpensbeforeitiscalledforbythecontestant,orifautomaticbarrierfailstowork,thedrawnanimalwillbebroughtback.

11. Ifsplittingofhorsesisnecessaryandcontestantwishestorequestachangeintheperformancecompetitionorder,sucharequestmustbemadetothearenasecretaryorthetimed-eventchuteboss.Contestantscanonlybemovedfarenoughtoaccommodatethesplitonahorse.

(a)theoriginalpositionordermustbemaintained,unlesscontestantsareridingthesamehorseandtheirpositionsmustbesplit.Insuchcase,thefirstcontestantdrawnforapositionnotridingthishorseshallbemoveduptothepositiontobesplit,unlessthejudgesauthorizeafurthersplitbecauseofarenaconditions.

(b)providedthereareotherqualifiedhorsesontherodeogrounds,noconsecutiverunsshallbeallowedonthesamehorse,orhorses,unlessapprovalisgrantedbythearenadirector,arenabossand/orstockcontractor.

12.Anyunnecessarydelaysinthetimedeventswillconstituteaonehundreddollar($100)fine,escalatingwitheachviolation.

13.Intentionaltrainingduringamoneyrunwillresultinatwohundredandfiftydollar($250)fine.Completingrunisnotintentionaltraining.

14.Ifanimalishinderedfromnaturalprogressionwhengateisopened,thecontestantshallbedisqualifiedandthepusherbefinedonehundreddollars($100)forthefirstoffence,andprogressingwitheachoffence.Pusherwillnotleave,norwillanypartoftheirbodyextrudepastgate.Thiswillbeenforcedbythebarrierjudge.

(a) IntheTieDownRoping,SteerWrestling,andTeamRoping,ifintheopinionofthelinejudge,theanimalfalls(fallsisdefinedas:goestokneesorhocks)beforeitcrossesthescoreline,thecontestantshallbeentitledtoarerun.Therewillbenopenaltyaddedtothererunif,intheopinionofthejudge,thecontestantbrokethebarrierduetoanimalfalling.Ifthejudgebelievesthecontestant

wouldhavebrokethebarrierwhethertheanimalfellornot,nore-runwillbegiven.Contestantmustdeclarethemselves.

(b) IntheTieDownRoping,SteerWrestling,andTeamRopingintheopinionofthelinejudgetheanimalturnsbetweenthechuteandthescoreline,orducksbackintotheboxanddoesn’tallowthecompetitortocompete,arerunwillberewardedonthedesignatedspare.

i.Theanimalmayberemovedfromthedrawforlifeandthecontractormaybefinedtwohundredandfiftydollars($250).

15.Anydrawntimedeventanimal,whichhasbeenturnedout,mayonlyberunbyacontestantwhohasalreadycompetedatthatrodeoinquestioninthatevent.

16.Anytimearerunisawarded,thererunwillberunatthediscretionofthejudge(s).Contestantwillgetdrawnanimalbackandberuninthenextavailablesectionorimmediatelyfollowingtheperformanceorslack.Ifthisputsthecontestantinaconflictthespareanimalwillbeusedtoallowthecontestanttocompeteinatimelymanner.

17.Inanytimedevent,ifananimalescapesfromthearena,flagwillbedroppedandwatchesstopped.Contestantswillgetanimalbackwithlapandtapstart,andtimealreadyspentwillbeaddedtotimeusedinqualifying.Ifropeisonanimal,roperwillgetlapandtapwithropeonitinthechute.Ifflagisnotdroppedortimermissestheflagandtimeisnotrecorded,contestantwouldgetanimalbacklapandtapwithten(10)secondstobeaddedtothistime,plusanybarrierpenaltyincurred.

18.Inordertoprotectthecontestant’shorse,thebackandthesideoppositethetimedeventchuteoftimedeventboxesshallbelinedfromaminimumoffourinches(4”)undergroundlevel(unlessproperlysupportedbyothermeans)uptoaminimumofthreefeet(3’)highwithasolidpanel(nolessthanthreequarterinches(3/4”)thickplywood).Boxpadsarelikewiserequiredforeachtimedeventbox.Failuretodososhallresultinanetotherodeocommitteeoftwohundredandfiftydollars($250).

(a)Inthetimedevents,theboxmustbeaminimumofsixteenfeet(16’).

19.Animalbelongstocontestantwhentheycallforhim,regardlessofwhathappens,exceptcasesofmechanicalfailure.

20.Therewillbea30-secondelapsedtimelimitinthetimedevents.Awhistleindicating“time”shallbeblownbythetimerattheendofthe30-secondspan.Thisruleshallnot

B.BarrierandScoreline

1.AutomaticBarriers

(a)ItwillbetheresponsibilityoftheAssociationjudgestoprovideandsetupstandardrodeobarrierequipmentforthetimedevents.StockContractor/Committeewillpayaonehundreddollar($100)feeperrodeotothejudgesforthisservice.Thiswillnotapplywherethereisnotastandardbarriersetuporifmanagementhashiredapersontospecificallylookafterthetimedeventendandthejudgesapprovetheequipmentused.

(b)Automaticbarriersmustbeusedwhenbarriersarerequired,andtheremustbeascorelineatthepointwherethebarriertrips.

(b)Whereitisrequired,thestockcontractorshalladvisetheTieDownRopingEventRepresentativeandtheJudgesthatitisnecessarytohavecalvesconditionedpriortothefirstperformanceorslackoftherodeo.

i.contestantsshallberesponsibletoconditionthecalves,underthesupervisionofaJudge

ii.calvesmustbeconditionedatleasttwo(2)hoursbeforethestartofarodeo,providedthatthecalvesareattherodeolocationinsufficienttime.

(c)Aweightlimitshallbeplacedonsteerwrestlingcattle:aminimumoffourhundredandfifty(450)pounds,andamaximumofsevenhundred(700)poundswithasuitablehornlength,asapprovedbythesteerwrestlingrepresentative.Oncethesteershavebeenapproved,nosteerwillberemovedfromthedrawbecauseofhornlength.However,thesteerwrestlingrepresentativeand/orjudgehastheauthoritytoremoveunsuitableanimalsfromthedraw.

2. Thefieldjudgeshalldroptheflagwhentheanimalisropedbyitsheadandheels,andbothhorsesarefacingtheanimalinlinewithropesdalliedandtight.Thehorses’frontfeetmustbeonthegroundandtheropersmustbemountedfortheflagtodrop.Theanimalmustbestandingupwhenropedbyitsheadandheels.

3. Theanimal’sbodymustbechangedbeforetheheelloopcanbethrown.However,iftheanimalstops,itmustonlybemovingforwardfortheheellooptobelegal.Anyheelloopthrownintheswitchwillbeconsideredacrossfireandnotimewillberecorded.

4. Ifananimalisropedbyonehorn,theroperisnotallowedtousetheirhandstoremovethelooporputtheloopovertheotherhornorhead.

A.Eligibility

1.PersonswhoaremembersoftheAssociationingoodstanding,andwhoqualifyunderoneofthecriteriasetforthbelow,shallbeeligibletocompetefortheCanadianProfessionalRodeoAssociationCanadianChampionships:

(a)ResidentCanadiancitizen;or

(b)LandedCanadianImmigrantwhohasprovidedtheassociationwithsufficientevidenceofsuchandwhosestatushasbeenapprovedbytheCPRABoardofDirectorsorRodeoAdministrator.

(c)Non-CanadianResidentswillbeincludedinCPRAStandings.Amaximumoffive(5)non-CanadianResidentswillbeeligiblefortheCanadianFinalsRodeoandeligibletowinaCanadianChampionshipiftheyhavequalifiedtheyearfinishinginthetoptwelve(12)inthestandings.

B.CanadianFinalsRodeo

WhereastheAssociationratifiedanagreementwithNorthlandsParkinNovemberof2004providingforthestagingofaCanadianFinalsRodeo(CFR),annuallyatwhichtheCanadianchampionshipswillbedeterminedinthoseeventsheldattheCFR.

ThefollowingaretherulesfordeterminingsuchchampionshipsattheCFR:

1. Thataspecifiednumberofthetoppointearners,intheCanadianfinalstandings,forthecurrentrodeoseason,whichshallendnotlaterthantwentyone(21)dayspriortothestartoftheCanadianFinalsRodeo,ineachoftheseven(7)majorevents,andsuchothereventsasmaybeincludedattheCanadianFinalsRodeo,shallbeeligibletocompetefortheCanadianchampionshipsattheCanadianFinalsRodeo.

2. TheCanadianFinalsRodeoqualifiersshallcarrypreviousearningsintotheCFR.3. TheAssociationall-aroundchampionshipwillbedecidedbasedontheseasonandCFR

combinedearnings.Tobeeligiblefortheall-aroundstandingsduringtheseasonacontestantmustplaceatthree(3)separaterodeosinaridingeventandthree(3)separaterodeosinatimedevent.Itisnotnecessarythatthoseeligiblefortheall-aroundchampionshipqualifyfortheCanadianFinalsRodeotowinthechampionship.

4. Tobeeligibleforthehigh-pointstandings,acontestantmusthaveplacedatthree(3)separaterodeosinanytwo(2)ofthefollowingeventssaddlebroncriding,barebackriding,bullriding,tie-downroping,steerwrestlingandteamropingatwhichtimeallpointsearnedinallofthefollowingeventssaddlebroncriding,barebackriding,bullriding,tie-downroping,steerwrestlingandteamropingshallcounttowardhisCanadianfinalisthigh-pointstandings.

5. TheAssociationmayestablishsuchothergroundrulesasmaybenecessarilyadvisablefortheproperfunctioningoftheCanadianFinalsRodeo.

6. NocompetinginotherrodeoeventsduringCFR,contestantsmaynotcompeteatarodeoorrodeoeventotherthanCFRfromthefirstdayoftheCFRthrough,andincluding,thelastdayofCFR,withtheexceptionofNorthlandsApprovedEvents.IfacontestantdoescompeteinarodeoeventotherthantheCFRduringthetimespanindicatedabovehe/shewillimmediatelybedisqualifiedfromtheCFR,willforfeitanyprizemoney,bonusmoney,awardsandwillbefined$2,500.Prizemoneyandawardsforfeitedwillbeawardedtonexteligiblecontestant(s)andincludedintheirtotals.

C.CanadianFinalistStandings

InordertodeterminethoseeligibletocompeteattheCanadianFinalsRodeo,andtodeterminetheCanadianchampionsinthoseeventsnotheldattheCanadianFinalsRodeo,thefollowingruleswithrespecttopointawardsshallapply:

1. Anyintentionalabusetoananimalfirst(1st)offence-twohundredandfiftydollars($250),second(2nd)offence-fivehundreddollars($500),third(3rd)offence-onethousanddollars($1,000),anyfurtheroffencewillbereviewedbytheBoardofDirectors.Offencesarecumulativeoverthecourseofacontestant’scareer.

2. Animalsforalleventswillbeinspectedbeforethedrawandnosore,lame,sickorinjuredanimaloranimalswithdefectiveeyesightshallbepermittedinthedrawatanytime.Shouldananimalbecomesickorbeinjuredbetweenthetimeitisdrawnandthetimeitisscheduledtobeusedincompetition,thatanimalshallnotbeusedincompetitionandanotheranimalshallbedrawnforthecontestantasprovidedintheAssociationrulebook.Ifanimalistakenoutofthedrawbecauseofinjury,itmaynotbebuckedagainforten(10)cleardays.Anofficialveterinarianshallbeavailableatalltimes.

3. Aconveyancemustbeavailabletoremoveanimalsfromarenaincaseofinjury.4. Nostimulantsorhypnoticstobeused,orgivenanyanimalusedforcontestpurposes.

5. Chutesmustbesoconstructedastopreventinjurytostock.Maintenancepeopleandequipmentshallbestationedatchutestoassistinremovalofanyanimalshoulditbecomecaught.Thearenamustbefreeofrocks,holes,andobstacles.

6. Nosmallanimalsorpetsallowedinarenawhererestraintisnecessaryorsubjecttoinjuryorattackbyanotheranimal.

7. Livestocktoberemovedfromarenaaftercompletionofentryincontest.8. Experiencedlivestockhandlersaretobeusedtountiecalvesaftercompletionof

contest.Fieldflagmanwillremoveunacceptablepersonnelifnecessary.9. Useofreworkstofrightenanimalsisprohibited.10. Rodeoclownswillnotbeallowedtheuseofshotgunorexplosivesinanindoorarena

unlessapprovedbytherodeocommitteeoranAssociationdirector.11. Clownsarenottoabusestockinanyfashion.12. AssociationruleunderContestantDisqualification:“Contestantwillbedisqualifiedfor

anymistreatmentoflivestock.”13. AnAssociationrepresentativemaymakearandomcheckatanyrodeoonanyanimalat

anytime.14. Nolockedrowelsorrowelsthatwilllockonspursorsharpenedspursmaybeusedon

barebackhorsesorsaddlebroncs.15. Onlysheepskin-linedorcottonropeflankingstrapsshallbeusedonbuckingstockand

shallbeofthequick-releasetype.16. Unlessspecified,finesrelatedtoanimalwelfareruleswillbesetbytheBoardof

Directors.17. Allrodeocommitteesmustprovidesuitableshelterscompletewithshavings(nostraw)

forthehealth,safetyandprotectionofthetie-downropingcalves.Thejudgesand/oreventrepresentativepresentwillensurethesuitabilityoftheenvironmentforthestock.
