UNM MEN’S BASKETBALL

LE BOURGET, France—With the

sudden bang of a gavel Saturday nigh

t,

representatives of 195 nation

s reached a

landmark accord that will, for the first

time, commit nearly everycountry to

lowering planet-warming greenhous

e gas

emissions to help stave off themost dras-

tic effects of climate change.

The deal, whichwasmetwith an

eruption of cheers andovations from

thousands of delegates gathe

red from

around theworld, represents a historic

breakthroughon an issue that has

foiled

decades of international effo

rts to address

climate change.

Traditionally, such pacts have req

uired

developed economies, such as theUnited

States, to take action to lower greenhouse

gas emissions, but they have exempted

developing countries, such as China and

India, from such action.

The accord, whichU.N. diplomats

have beenworking toward for nine years,

changes that dynamic by requiring

action

in some form from every country, rich or

poor.“This is truly a

historicmoment,” the

U.N. secretary-general, BanKi-moon,

said in an interview. “Forthe first time,

we have a truly universal agreem

ent on

climate change, one of themost crucial

problems on earth.”

President BarackObama, who regards

tackling climate change as acentral ele-

ment of his legacy, spoke of the

deal in a

televised address from theWhiteHouse.

“This agreement sends a powerful signal

that theworld is fully committed to a low-

carbon future,” he said. “We’ve shown that

The letter beganwith an apology.

“I would like to profusely apologize for

the very long delay in responding to

you

andMr. Bryce,”Mary Smith, an assistant

attorney general with theNewMexico

AttorneyGeneral’s Office, wrote to board

members of theHumane Society of

SouthernNewMexico, an animal rights

group that works in the Las Crucesarea.

TheOct. 24, 2014, letter confirmed that

the Animal Services Center of theMesilla

Valley had broken the law by refusing to

turn over records sought by the h

umane

society through the state’s Insp

ection of

Public Records Act, or IPRA

.

For the society’s president, Fr

ank Bryce,

who had filed the complaint with the

AttorneyGeneral’s Office, the letter

was

a victory. Theonly problem: It had taken

nearly two years— 633 days, to be exact

— for the AttorneyGeneral’s Office to

reach that determination.

Bryce is hardlyalone amongNew

Mexico residents to be stonewalled by

a government agencywhen seeking

public records. Nor is he alone i

of time for

the AttorneyGeneral’s Office, which is

there ismore filmmaking in

NewMexico than ever—

and that has spawnedmore venues.

Northern NewMexico is home

to bothManhattan and Longmire,

which are producedon the campus

of the Santa Fe University of Art

was shot on the Santa Fe Plaza

While the premier film studio

company also finds itself ona colli-

over how to repay a property loan

that likelywill be in default as of this

week.

The clash comes as the studio is

seeking the county’s help to expand

so it canmake itself more attractive

to filmmakers and capture a bigger

share of the state’smovie productio

industry. But county officials

have it

made clear theywon’t discuss a p

lan

to help the studio grow until the

$2.6million loan is fully repaid.

Emails between the county andthe

studio owners show the dispute goes

back to the summer, when Santa Fe

Studios first discussed its plans for

expansion.

Built with a $10million state grant

and financedwith the help of a land

loan and other guarantees from the

county, Santa Fe Studios is ex

dueMonday. The company has asked

for an extension, according to County

Manager KatherineMiller.
