landmark accord that will, for the first
time, commit nearly everycountry to
lowering planet-warming greenhous
e gas
emissions to help stave off themost dras-
tic effects of climate change.
The deal, whichwasmetwith an
eruption of cheers andovations from
thousands of delegates gathe
red from
around theworld, represents a historic
breakthroughon an issue that has
foiled
decades of international effo
rts to address
climate change.
Traditionally, such pacts have req
uired
developed economies, such as theUnited
States, to take action to lower greenhouse
gas emissions, but they have exempted
developing countries, such as China and
India, from such action.
The accord, whichU.N. diplomats
have beenworking toward for nine years,
changes that dynamic by requiring
action
in some form from every country,rich or
poor.“This is truly a
historicmoment,” the
U.N. secretary-general, BanKi-moon,
said in an interview. “Forthe first time,
we have a truly universal agreem
ent on
climate change, one of themost crucial
problems on earth.”
President BarackObama, who regards
tackling climate change as acentral ele-
ment of his legacy, spoke of the
deal in a
televised address from theWhiteHouse.
“This agreement sends a powerful signal
that theworld is fully committed to a low-
