North Wasco County School District #21 (NWCSD) was created in 2004 when the communities of

The Dalles and Mosier, Oregon, voted to establish a single district to serve all students in the

Northern Wasco County region. The district is organized with a seven-member elected board of

directors. NWCSD receives funding through the Oregon Department of Education based on

Oregon’s funding formula for education as described in ORS 336.675, which is determined largely by

ADM (Average Daily Membership). North Wasco seeks some additional support in the form of grants

and funding for special projects through federal, state and private funding sources.

Chenowith Elementary School has been a leader in the District

in the implementation of School-wide Positive Behavior

Interventions and Supports. Since implementing this

framework for addressing student behavior, Chenowith

Elementary has experienced overwhelming positive changes in

the school environment. This framework provides a menu of

behavioral interventions along a continuum. Largely due to

the success at Chenowith Elementary, all of the other schools in

the District have now adopted the School-wide Positive

Behavior Interventions and Supports Framework for

addressing student behavior.

The Structured Learning Center for the elementary level

population of students with severe handicaps and learning

disabilities is housed at Chenowith Elementary School. This

program provides specialized educational and therapeutic

learning for students with a high level of special needs.

Chenowith Elementary School has outstanding support from

our community partners. Notably, one of our local churches

has made a 10 year commitment to support Chenowith

Elementary School by providing volunteer time in the early

readers program.

Colonel Wright Elementary School, located on the parade grounds

of Old Fort Dalles, was formally dedicated and officially named in

April 1925. Colonel Wright opened its doors to student and

teachers for the first time in September 1925. Colonel Wright

Elementary students and staff have the opportunity to enjoy a

beautiful courtyard in between buildings, with an operational Geo

Dome constructed by students, staff and the help of local National

Guard Service Men and Women.

Colonel Wright Elementary is in their 4th year of offering a Robotics

program for students. Currently, they offer two programs: Jr.

Robotics (Kindergarten through 2nd grade) and Robotics (3rd, 4th and

5th grades). Staff and parent volunteers meet twice each week with

both groups after school to help them prepare for annual Robotics

Competitions. Students learn to problem solve as a team which

provides individual and group learning skills.

Staff at Colonel Wright actively work together in grade level teams

during their PLCs (Professional Learning Communities) to further support

students specifically focusing on Reading and Math.

Within the PLCs, staff has worked to provide interventions and

instructional enrichment that have resulted in wonderful success

with both student achievement and growth!

Dry Hollow Elementary

Dry Hollow Elementary serves 535 students kindergarten through

fifth grade. We are a school-wide Title I school. Our highly trained

staff collaborate to provide engaging, quality instruction to every

student. Teachers have dedicated time to work in professional

learning teams, using data to target instructional strategies to best

support student learning.

A framework of positive behavioral supports helps create our learning

climate at Dry Hollow. Behavioral expectations are clearly communicated

to students. This, along with recognitions such as Pride Tickets, Golden

Awards and Student Manager s, helps keep our students focused on

positive behavior, contributing to a strong learning environment.

Our school receives strong support from our parents, as well as our

community members. We have a very active PTA, which focuses on

supplementing the academic programming through fundraising.

Thanks to the PTA we are able to provide theatrical performances

and programs such as OMSI Science assemblies, Tears of Joy Puppet

Theater and Portland Opera. Most recently, the PTA has undertaken

a special project focused on providing technology to our classrooms.

Over the past two years the PTA has purchased 17 smart TVs, as well

as document cameras to help enrich the instruction for all of our

students. We also have numerous parent, grandparent and

community volunteers who dedicate their time to enhance the learning

opportunities for our students!

Community service is important to students and staff at The

Dalles Middle School. Every year the school puts together a

large event to recognize Veterans in our Community. This year

600+ students sat quietly giving their full attention as Veterans

spoke at an assembly about their experiences. After the

assembly, many veterans stayed to have lunch with student

leaders.

Staff and students at The Dalles Middle School work together to

bring a sense of community into the school by using the TRIBES

program which motivates staff and students to always show

respect, celebrate achievements and have an understanding of

those around you. TRIBES is part of the school enviroment and

is constantly modeled within academics, sports and school

events and activities.

Staff at The Dalles Middle School continue to look for

innovative opportunities for students each year. Starting with

the 2014-2015 school year, a STEM class (Science, Technology,

Engineering, Mathematics) will be available, while continuing the

current Lego Robotics instruction and activities.

The Dalles High School continues to build powerful and prolific

Professional Learning Communities (PLCs). Our focus and design is

to build academic and support interventions and enrichments for all

students to become college and career ready.

Our strengths have been and continue to be a committed and

dedicated teaching and support staff instilling in our students the

attitude of striving to thrive. Our growing habit is using

performance data to inform and design powerful instruction

We are building strong connections with Columbia Gorge

Community College in order to increase the pool of course offerings

available at the high school level. Our AP program continues to offer

a suitable array of offerings to all students with historic success.

The Wahtonka Campus houses several important

programs for the School District: North Wasco Virtual

Academy, Wahtonka Community School, Structured

Learning Center for Middle & High School students, the

MAST Program (Mid Columbia Alternative School Based Treatment) for

students up to 6th grade and the District Archive Museum.

The District also rents space to our Community Partner,

Mid Columbia Children’s Council, providing increased

capacity for the Early Headstart and Headstart programs.

North Wasco Virtual Academy is a public school using an

innovative model to provide students with the best education

possible. Our unique educational approach allows us to tailor

an education that is specific to each learner. North Wasco

Virtual Academy uses the award-winning K12 and Aventa

curriculum, which has been developed by some of the best

minds in education. This rigorous, content-rich curriculum

meets or exceeds state standards across all subject areas.

Wahtonka Community School is a new alternative program

opportunity for students who learn best by focusing on hands-

on, project based skills. Students will have the opportunity to

work with members of our community creating and

participating in service projects where students will attain their

academic skills by helping others. Much of the student's time

will be spent helping operate the school farm, running the

school's farmer's market, conducting outdoor environmental

studies, and interacting with local community business leaders

and community members outside of school.

North Wasco County School District is the sponsoring

District for Mosier Community School, which is a public

charter school according to ORS 338.005. According to

statute, the District is required to provide a minimum of

80% of ADM (Average Daily Membership) or the amount

of funding that the District receives per student in the

general fund. The District has negotiated a contract with

Mosier Community School to provide 83% of ADM as

originally requested. In addition, North Wasco County

School District provides transportation, special education

and a share of the Title I federal grant for reading

specialists.

The Operations Department at North Wasco County School

District consists of both Facilities and Student Transportation.

Facilities maintain 545,995 square feet of building space and

100 acres of green space for the community and a total of 200

acres under District ownership. The District opens its

facilities for use by the community for many annual events,

such as: Relay for Life, Last Days of Jesus and Cub Scout

Summer Camp. Community use of the District facilities,

gyms and sports fields is virtually every day of the year.

North Wasco County School District prides itself on using

local contractors to accomplish work and projects that are

beyond the scope of our Facilities staff.

The District Transportation Department is responsible for

safely transporting students within the boundaries of North

Wasco County School District covering approximately 192

square miles. Each day, school buses travel about 1,367 miles

just to get students to and from school. Each year our buses

travel about 257,406 miles to bring students to and from school;

about 38,216 miles for educational field trips and about 46,472

miles for athletic trips. For some students, the length of a bus

ride may be about 57 minutes from home to school.

Our Transportation Department bus drivers are among the

most vital employees in the District as they are the first people

to greet our students each day.

North Wasco County School District and Sodexo stand

ready to provide students with a healthy and delicious

food program to help them develop and achieve their

overall well-being. We are excited to help student

achieve both in the classroom and in life with our

outstanding school nutrition program.

At North Wasco County School District we are

committed to providing good nutrition for our

students by our participation in the School

Breakfast Program, National School Lunch

Program and Seamless Summer Feeding.

In 2012-2013, North Wasco County School District,

First United Methodist Church and Sodexo

partnered together to address a serious need for

our homeless students. A “Backpack” program

was created to assist students on the weekends to

help those in need. A pilot program was started at

the High School level and because of its success,

has now expanded to include Middle School

students who are in need of support.

The “Backpack” program provides a backpack

with enough food items for the weekend for one

student. Backpacks are picked up by students on

Friday afternoon and returned on Monday

morning. Our District is very appreciative of the

support this program was given. Community

Partners play a large role in our success, such as:

Dakine donating the needed backpacks; Sodexo

and local community members generously

providing cash donations to purchase the food; and

members of the First United Methodist Church for

organizing, preparing and handing out the

backpacks.
