Dear Colleagues,
Welcome to the CANSO Global ATM Operations Conference 2017. The theme this year is ‘Game Changers in ATM Operations’. We are seeing a number of developments and new technologies that are changing the industry’s approach to air traffic management and the conference will be exploring these in some detail.
One major change is the increased use of airspace below 500 feet and above 50,000 feet by drones and commercial space vehicles/reusable launch vehicles respectively. These new entrants to airspace present both opportunities and challenges and we will look at how vehicles in both levels of airspace might best be managed.
The ATM industry is transitioning towards using automation and artificial intelligence, bringing safety, operational and commercial benefits. As well as ensuring it adopts the most appropriate technology, the industry needs carefully to manage the impact of these changes on its staff. The conference will examine the new thinking and leadership required as the industry makes this transition.
In addition to these game changers in ATM operations, the industry is constantly improving its tried and tested techniques, technologies and processes. Implementing performance-based navigation is ICAO’s number one air navigation priority. We will forecast what PBN may be like in 2030 and the steps that the ATM industry and its partners need to take to prepare for the future. We will also look at progress in implementing air traffic flow management and airport collaborative decision-making to improve efficiency. These initiatives are supported by the use of data and analytics to assess performance. We will be presenting some examples of benchmarking to show how ANSPs have improved their performance capabilities.
All these changes and developments need to be supported by international standards and practices, so ICAO will talk about how it is working with CANSO to adapt to and anticipate the changing environment. Other conference sessions will discuss how ANSPs can best manage their greenhouse gas emissions and how they can protect against malicious cyber attacks.
In summary, this is a relevant and exciting conference programme and I wish you all the best for a successful conference.

14:00 - 15:05 A Snapshot of the Future of ATM Below 500 and above 50,000 Feet
Aviation is on the brink of a surge in technology advancements that will impact on airspace management systems. Two previously under-used areas of operation are forecast to see robust operations. The first is airspace below 500 feet above ground level (AGL) and Francis Shubert will share a vision for how this airspace might look in 20 years. The second is the airspace above 50,000, feet and David Hansell will present a 20 year vision of routine operations being managed by a connected network above FL500 globally. Dean Fulmer will present a futuristic vision of the interaction and integration of commercial space vehicles and reusable launch vehicles mixing with the manned and unmanned aviation systems. These visions will take us to new frontiers in aviation, and will spur dialogue about the journey from the present to the future.

15:35 - 15:55 ICAO’s Approach to Global Planning and the Regulatory Framework
The global aviation community is undergoing great change. As each aviation stakeholder adapts to the changing environment, we have to ensure that we all move towards a unified vision of the future. To this end, ICAO plans and develops international standards to better serve this community. This session will discuss some fundamental changes being considered in developing international standards, highlighting key ICAO priorities for air traffic management. It will emphasise subjects where the increased role of CANSO and its Members will be instrumental.

09:05 - 10:15 Performance-Based Navigation: What Can We Expect in 2030?
The panel will explore what performance-based navigation (PBN) should deliver in the future from an ANSP’s perspective. In determining the likely direction, rate of progress and future state of PBN, the CANSO PBN Workgroup aims to assist Members with strategic planning; help identify potential road-blocks to implementing PBN; and highlight capabilities and resources that may benefit from ANSP investment. The panel of PBN experts will describe the anticipated landscape for PBN operations across airspace including its impact for the environment and drone operations. 10:15 - 10:40 ATM and the CO2 Dilemma
This session will consider how ANSPs can best assess and manage their greenhouse gas emissions (GHG). The new CANSO guide, Air Navigation Service Provider Carbon Footprinting: A Best Practice Guide, provides examples of how ANSPs are significantly reducing their GHG impacts and thereby saving money, managing risks, gaining commercial advantage as well as meeting local regulatory and legislative requirements. Additionally, this session will look at the many regulations and action plans to reduce aircraft emissions and noise that are already in place as well as how future guidelines can close the possible contradiction between noise and emissions regulations.

Indonesia is facing rapid growth in air traffic. As most airports are in remote areas with complex topography and varying weather conditions, this presents major challenges. ATM faces the risk of systems being compromised through malicious cyber attacks. How can and is ATM responding to this? Should we focus on resilient systems or contingent responses, or both?
Where do accountabilities and responsibilities lie in the life cycle of design, procurement and operation? As an ANSP what is the best practice in managing risk? From the manufacturers’ perspective what is missing in terms of regulation and industry engagement?

12:40 - 13:00 Remotely Piloted Aircraft Systems - Vision for the Future
The unmanned aircraft systems (UAS) industry will see tremendous growth over the next decade. Airspace access and service provision by air navigation service providers (ANSP) will be key elements for the success of the industry. In addition, the advent of emerging technologies, such as solar powered and extreme long endurance aircraft, is putting pressure on the ANSP legacy system, both in technology and in the airspace class in which they are proposing to operate.
The CANSO Remotely Piloted Aircraft Systems and Emerging Technologies Workgroup is addressing the issues and challenges of safely integrating RPAS / UAS into airspace and will update delegates on the work programme and accomplishments to date.

This session will highlight several collaborative projects among service providers to improve their performance capabilities including the recent benchmarking of traffic flow management delays between the European Network Manager and US Air Traffic Control System Command Center.
