Honesty and patience - virtues not to be ignored

I am not a patient person, I am an instant gratification kind of gal, so when it

comes to house building I am not only proving to be tested but also testing my

husband. Once the section selection was complete and the sale of land signed

off, then came the design of the spec home. It is hard enough designing a

house for your own benefit let alone second guessing what the majority of the

market may need. We hired someone who could design a house and provided

them with our interpretation. We quickly were sent back a floor plan which we

decided was a bit ordinary and so we allowed our wonderful designer to go at it

carte blanche. This is where my patience was tested. I thought the next set of

plans would be supplied in an equally quick turnaround. Instead it became a

drawn out process of nagging, asking and a few false promises. As the

designer just happens to be more than acquaintance of ours, this becomes

difficult. It is hard to get the balance between friendly reminders and downright

fury without compromising the whole project. What I have found is that if

honesty is applied at the start of a project, then perhaps patience would be in

more abundance. A simple “look we are really keen to do this but won’t be able

to get to it for another couple of months”, would prevent frustration, stress and

the use of a few blue words. So for all you tradesmen, architects, drainlayers,

service providers, carpet layers, interior designers and indeed customers,

honesty from both sides is integral to a good working relationship. There should

be a motto for all – honesty prevents fury. Even if you get far down the line and

so have tried to delay, stall and put off – perhaps a nice little apology followed

by a true indication of timeframe will mean a working relationship is kept intact

and word of mouth about a business remains positive. I might add the wait has

been definitely worth it. The plan we have now received really does make the

most of the section we have purchased and the square meterage (if there is

even such a word) that we want to build.The lesson to be learned from all this is, in this time where everyone has high

needs and wants, both patience and honesty are virtues not to be ignored.

he entry by Riccarton-based builders Holloway Team with architects Anselmi Attiani Architetura

and engineers Cresco, both from Italy, was hailed by judges, including Grand Design’s Kevin McCloud, as well-designed and structurally innovative as well as affordable and sustainable.

It was when Frederico Anselmi took to the stage to make his speech that the emotion overtook him. In a loose translation, by a New Zealand structural engineer, he expressed how his team had tried to make sure they earned the trust that Christchurch had given. “This experience has really made us feel accepted and close to Christchurch,” the translator said.

Subject to finance, it is expected the winning entry will now be built on the corner of Madras and Gloucester streets opposite Latimer Square. The village will include 72 timber-clad dwellings combining medium rise apartment blocks with two and three storey housing. It will incorporate seismic resistance techniques known as Armidillo™, which is both earthquake resilient and offers a fast way of re-levelling and stabilising dwellings post-earthquake to allow re-occupation. The Pres-Lam construction technology, developed in New Zealand, is being considered as part of the light-weight, sustainable structural solution.

world which had the opportunity to reshape their communities successfully, he was quick to say he would now be using Christchurch as an example to others.

He spoke of the portions of the city that had been reclaimed to show art and were now being used for alternative uses.

Design, McCloud says, normally involved people only ever offering ideas based on what they had previously had or what they know. “When the people of the city (Christchurch) were asked what they wanted they responded with such enthusiasm, such belief. I see in motion a process that has resulted in this competition. If it works it will make Christchurch one of the most exciting places in the world.”

quite high,” Royal said. “That’s appropriate, because people in Christchurch, especially, want to believe that quality architecture will replace the buildings we have lost.”

Royal added that while the increased volume of commercial projects is heartening, heritage issues remain a big challenge in Christchurch.

“Heritage is struggling to get a look in,” he said. “Often it seems work on older buildings that have survived the earthquakes is focused on retention,

rather than restoration. That’s understandable, because careful restoration is time-consuming and expensive, but it is important that our surviving architectural heritage gets the attention it deserves.”

All winners of 2013 Canterbury Branch Architecture Awards are eligible for consideration for the top tier of the annual awards programme, the New Zealand Architecture Awards.

These awards will be announced in May 2014.

The 2013 Canterbury Architecture Awards, an official, peer-reviewed programme of the New Zealand Institute of Architects, were announced last month at the Air Force Museum in Wigram.

The convenor of the awards jury, Christchurch architect Perry Royal, said the number of projects entered into the awards was significantly higher than in the past three years.

“It seems we’re seeing the first wave of the Christchurch rebuild,” Royal

Christchurch City Council will continue to process consents over the Christmas – New Year period.

Crown Manager Doug Martin says that this is in response to the huge demand for building consents.

“This is another part of our current package to help stabilise demand for building consents. It is a practical step that the current rebuild environment requires. There will be a processing team on board except for statutory holidays and reflects the commitment to get the job done.

“I would encourage any customers submitting an application during this period to be aware that we are looking for quality building consent applications – we will not be accepting incomplete or technically inaccurate applications. Staff time is spent most effectively on processing building consent applications which make the grade.”

It is standard practice from Building Consent Authorities across New Zealand to stop processing building consent applications for a period over the Christmas – New Year period. The decision means that at least another 11 processing days are added to the Council’s building consent processing calendar compared to previous years.

Christchurch City Council will continue to process consents over the Christmas – New Year period.

Consent processes through holidays

Changes speed up land repairs

The changes have been made using the special legislative powers of the

Canterbury Earthquake Recovery Act 2011 and apply immediately in order to

help earthquake-related land repairs to progress more quickly.They apply to the Christchurch City Plan, the Natural Resources Regional

Plan, the proposed Land and Water Regional Plan and the Waimakariri River

Regional Plan, affecting flat land properties across greater Christchurch.Mr Brownlee says using the CER Act reduces costs and delays for property

owners and will help the Christchurch City Council and Environment

Canterbury streamline their consenting processes.“This is in relation to small scale repair work covering a range of activities

that includes repairs to undulating land, localised ponding, land cracking, and

lateral spreading,” Mr Brownlee says.“However standards must still be met to manage any environmental effects

of undertaking the repairs.“Changing the thresholds and standards will mean many property owners

will be able to get on with their repairs without resource consent and that will

help people to move on as quickly as possible.”

Land repair works on properties in the Port Hills and Banks Peninsula are not

covered by these amendments. The Christchurch City Council website outlines

Canterbury Earthquake Recovery Minister Gerry Brownlee has approved amendments to four regulatory plans to ensure some earthquake land repair processes no longer require resource consent.

Land purchase for major project almost realised

Warren and Mahoney has been appointed lead architect and the Ministry of Justice is aiming to appoint the main contractor to lead the construction of the precinct in January next year.

Earthworks and ground improvement will begin by February. Construction of the main building is planned to begin in June next year and the precinct will be completed and open to the public by mid-2017.

The precinct will cost in the region of $300 million and be the first major public building to be built in Christchurch since the earthquakes in 2010 and 2011. It will house the Ministry of Justice, New Zealand Police, Department of Corrections, New Zealand Fire Service, St John and the

Last week, Canterbury Earthquake Recovery Minister Gerry Brownlee, announced that agreements were in place for 91 per cent of the total land required for the Justice and Emergency Precinct, the largest multi-agency government project in New Zealand’s history and one of the first times an undertaking of this size has been tried anywhere in the world.

The Crown has recently purchased a property in the south west end of the

Retail Precinct to help ensure comprehensive development in the area and provide certainty for other developers to move on with their plans.

Architectural and urban design consultants are currently being sought to assist the CCDU in producing a Retail Precinct Plan that provides the best possible environment for private sector development. A stakeholder group will be formed to work with the CCDU and its consultants as the plan is developed. The consultants will also work with landowners and developers in the south west end of the Precinct to produce a concept design specifically for that area.

And finally, since my last column, CCDU has appointed global consultancy firm Davis Langdon to manage the project management and quantity surveying services for the Metro Sports Facility and multi-disciplinary design consultancy services are now being called for the Bus Interchange. Insurance broker services are also being sought across all the Anchor Projects with the aim of ensuring all insurance programmes are managed efficiently and effectively.

The precinct will cost in the region of $300 million and be the first major public building to be built in Christchurch since the earthquakes.

in the traditional manner). Being modular means that we are

able to maximize efficiencies and reduce waste by 80% of a standard

his is to ensure that companies are given early warning of the project

and it can be completed as quickly and cost effectively as possible.

“We’re looking to seek Expressions of Interest in the second quarter of next year, with a shortlist to be developed by the end of June,” Hospitals Redevelopment Partnership Group (HRPG) spokesman and Canterbury District Health Board chair Bruce Matheson says.

Consultants were appointed to design and project-manage the Christchurch Hospital Redevelopment in July this year.

With a $650 million plus budget, the redevelopment of Christchurch and Burwood Hospitals is the largest ever health-related building project in New Zealand.

The main contractor for the Burwood Hospital project will be selected this year. Contractors for this work have been shortlisted and will be including

The main contract for construction of the Christchurch Hospital redevelopment will be advertised in the first six months of 2014.

With a $650 million plus budget, the redevelopment of Christchurch and Burwood Hospitals is the largest ever health-related building project in New Zealand.

“The team that wins the Burwood contract won’t be exempt from also applying to work on Christchurch Hospital but we will be looking closely at the capacity of all companies to complete these major pieces of work on time and to budget,” he said.

There will be an overlap of nine months in 2015, when work at Burwood Hospital is being completed and construction starts at Christchurch Hospital.

This year, preparatory work is being done prior to construction of Burwood’s new state of the art facility for older people. This includes demolishing a number of old or earthquake-damaged buildings on the health campus; preparing the building platform; creating a new carpark; and setting up a temporary entrance and reception area for patients and visitors.

Construction of the new 230-bed facility will begin in early 2014 and will be finished in stages from mid to late 2015.

Next year, similar enabling work will be done at Christchurch Hospital to prepare for its new acute services wing, which will include additional operating theatres and inpatient beds, a helipad,

an extended intensive care unit, a new Emergency Department, Assessment Units, and Radiology Department, including services for children.

This project is set for completion in early 2018.

The confirmed investment into the redevelopment of the city, is one of many projects Portacom Building Solutions has carried out in the region since the earthquakes struck.

What successful owners have in common with a rugby halfback

Three weeks ago I was discussing a problem a business owner had. Let’s call him George.

eorge has a small and rapidly growing construction company. He

has some 25 staff and a lot of projects on the go with an endless stream of new enquiries. He is a builder from the old school, having run his company for some 30-odd years and built an enviable reputation around Canterbury as being honest, sincere and most importantly, a jolly good tradesman.

George was everywhere, ordering materials, arriving on sites to sort out problems, being the HR guy (he couldn’t stand that), meeting and greeting new clients and keeping existing clients up to date with their projects. Then, in the evening, he would be up until midnight costing and quoting.

This was George’s problem – he was heading for burn-out. He’d never experienced a constant, never-ending stream of new work that just had to be done. He could remember other boom periods but nothing like this one.

I talked to him for a while and during the conversation I saw he had a mangled ear so I asked if he had played rugby. He said yes, it turned out he’d played provincial rugby for several years.

I love using sporting metaphors to help convey a viewpoint so I asked, “What important roles does a halfback play in harnessing the power of the forwards to enable the ball to be distributed to the backs?” He then spent the next 15 minutes telling me about the strengths and weaknesses of every All Black half back since Sid Going.

When he slowed down I said, “you remind me of a very skilled halfback that is not able to harness his forwards and distribute the ball to his backs because the number on your back changes from 9 to 7, then to 8 then to 4, then to 2, then to 10, 12 and even 15 – and probably every other number as well”.

I went on to say that his team would never be successful unless everyone had a clear job description (the right number on his jersey) and that George had to remember he was a number 9 – he could not possibly do everyone’s job for them.

He stopped in his tracks and said, “That’s the best and clearest business advice I’ve ever been given!”

The next moment he stood up, shook my hand and said, “I’m outta here. Got things to plan rather than things to do! I’ll ring you tomorrow and tell you who’s wearing what jersey!”

He did phone me the next morning. He’d been up until 1am but said that

won’t happen again. George asked if I’d sit down and help him plan who wears what jersey and what skill set is required for each position in his company.

I’ll finish with this question. Are you the halfback trying to do everyone’s job? Is that why you are overwhelmed?

“Former site user Two Degrees Mobile has helped us with sponsorship to buy plants. These will go in during November, once Nature Play Park is finished, which should be at the end of this week.”

Nature Play Park is a joint project between the trust and Department of Conservation, on Latimer Square, and features a

replica braided river and several Canterbury natural habitats in miniature, plus an information hut (second photo attached). Christchurch City Council and many local businesses have supported this ambitious landscape project, including: Ardex, City Care, Central Fencing, Fulton Hogan, Hilary Wetton, Hynds, Placemakers, ReadyLawn, Tree Tech and WaterForce.

hristchurch and Canterbury Tourism has welcomed the announcement

of a funding package to support the ongoing recovery of the tourism sector in Christchurch and the wider Canterbury region.

Associate Tourism Minister Chris Tremain recently announced $764,000 will be provided to the Canterbury Tourism Partnership by the Ministry of Business, Innovation and Employment (MBIE). The Christchurch City Council and Christchurch Airport will also be contributing $500,000 each to the partnership.Christchurch and Canterbury Tourism chief executive Tim Hunter says the funding is enormously important and will provide a significant boost to new marketing programmes to bring visitors back to Christchurch. “We acknowledge the huge benefits for the industry from the support of all three partners. This further funding enables us to maintain momentum with a number of very important recovery initiatives,” he says.

The building currently under consutruction at 51 Victoria St is leading from the front and will provide tenants with both a safer work environment and reduced ocupancy costs with its innovative construction and the latest technology. The property, which is situated opposite the Christchurch Casino, will house a mix of hospitality venues and professional office firms.

The building is being constructed by Christchurch couple David and Anna Abbott, who have owned the property since 2002. The couple lost the original property in the Canterbury earthquakes and decided to redevelop the site.

Howard Buchanan, head of NAI Harcourts and the property manager for the building, congratulated the Abbott’s on their decision. “It’s a massive call and not for the faint hearted,” says Buchanan.

Abbott engaged the services of professional project managers, Priority Projects who have teamed up with Aurecon Engineers and John McMillan Builders to deliver this engineering masterpiece. “We have a truly great team on the job here, they’ve understood exactly what it is we are

A key feature that sets this building apart from other developments is the base isolation foundation system. Usually reserved for hospitals and government buildings, it's an extremely high tech system that makes the building exceptionally resilient to earthquake damage.

It actively absorbs energy from any ground movement and has been proven to be one of the best systems for reducing the impacts of earthquakes on buildings. This system along with the

lightweight steel frame will provide occupants with a safer work environment and reduced insurance premiums. The latest HVAC system is also being installed that has a heat recovery function, making it more efficient at heating and cooling, thus reducing running costs.

SCIRT wins supreme award

he Stronger Christchurch Infrastructure Rebuild Team

(SCIRT) won not only the Infrastructure award but also the Press Supreme award for medium to large businesses.

Mark Ford, SCIRT’s chair, client governance group, emphasised the teams which had come together to drive the city’s horizontal rebuild machine. The SCIRT alliance’s core infrastructure rebuild work is a partnership between central government through CERA and the New Zealand Transport Agency and local government through the Christchurch City Council.

Five delivery teams are carrying out the work in the streets and around the Port Hills - City Care, Downer, Fletcher Construction, Fulton Hogan and McConnell Dowell. Within the design hub, more than 25 organisations are represented.

A day in the life...confess I began too early - writing screeds about the enormous

benefits to the whole country that would arise from the America’s Cup win. I apologise, I tempted fait. For my penance I had to re-write my entire article. Thankfully we have all moved on. I mentioned some months ago how we were seeing more investors entering the market. I would estimate that some of the houses I have marketed recently – admittedly close to the university; have seen ratios of 80 per cent investor buyers to 20 per cent families wanting a new home. I had a tricky situation arise (on two occasions) lately. A certain broker-based insurance company will only guarantee cover to a new purchaser (in Christchurch) for 30 days prior to settlement. Tenanted properties require notice of 42 days from sale date, to be given to the tenants. This leaves a period of time when the new purchasers cannot move into their newly acquired homes if the tenant stays for the whole notice period. Delayed settlement is not an option because of the risk of not getting cover

Canterbury residential values continue to rise

The latest monthly property value index that nationwide residential values for September have increased 8.4% over the past year, and 2.6% over the past three months, and so are now 9.2% above the previous market peak of late 2007.

When adjusted for inflation the nationwide annual increase drops a little to 7.7% and values remain below the 2007 peak by 4.9%.

The Auckland market has increased 13.6% year on year and values are 21.3% above the previous peak. When adjusted for inflation values are up 12.9% over the past year and are only 5.6% above the 2007 peak.

QV.co.nz research director Jonno Ingerson says nation wide values continue to rise, driven primarily by Auckland and Canterbury where high demand and short supply are pushing prices up. “Most of the rest of the main cities and provincial towns are also increasing but at a much more modest rate.

“The LVR caps just applied by the Reserve Bank are intended to help slow

down the rapid increase in values by limiting loans to people with a low deposit. This will take some time to fully impact the market as the main banks had a large number of pre-approved loan applications in the pipeline. This is likely to cause a short term flurry in activity as people rush to secure a property before their pre-approval expires.”

“While the LVR caps may have an impact on first home buyers with limited deposits, it is likely to have little impact on other buyers. What remains to be seen is whether the overall activity and price levels in the market are affected, particularly in areas with more affordable properties.”

Christchurch values are significantly above this time last year. Values are

now 10.8% above last year and 2.2% up over the past three months. Apart from Banks Peninsula, which is down 6.5% over the past three months, the smallest increase is in the east, up only 0.5%. In contrast, the Southwest area still has the highest increase at 3.6%.

Dunedin is continuing to slow, with values static for the last 6 months and as a result only 1.8% above last year.

Values across Auckland are still increasing strongly, with Waitakere leading the way. Whilst most areas have seen a 3 to 4% increase over the past three months, Waitakere City has jumped significantly with a 5.4% rise.

Overall, values across Auckland are 13.6% above last year, with Waitakere up 16.9%, North Shore 15.1% and old Auckland City 14.4%.

Values across the Wellington area have continued their slow increase up 2.9% over the past year.

In the South Island, Kaikoura, Westland, Timaru and MacKenzie have all seen some strong increases over the past three months, with Westland the highest at 7.7%. Southland, Gore and Invercargill are still struggling, with Gore seeing the largest decrease at 3.3%.

Low carbon footprint wastewater solution

he Advanced Enviro-Septic® (AES) purifies wastewater using a natural

bacterial process within system pipes, treating effluent to advanced secondary quality, before passively dispersing it into the soil. It is effective, non-mechanical and does not use pressure distribution.

It requires only a locally-sourced standard septic tank and sand materials. The durable components last indefinitely and come with a 20 year guarantee against manufacturing defects.”It produces very high quality effluent which minimises the risk of groundwater contamination. The treatment process requires no external energy input, and the components are made with

significant quantities of recycled plastic.Pipes are flexible to allow adaption to any site shape – straight or curved, and can incorporate multi-level configurations. The wastewater treatment system performs with high capacity in areas of limited space and facilitates quick start-up after periods of non-use. Pipes provide a large surface area for aerobic bacterial activity within the pipes which allows for protection of the outer pipe layers and receiving surfaces so they remain permeable.

An average three bedroom household produces around 1000 litres of wastewater per day. AES systems are easily adapted to small or larger wastewater flows and have been used in designs from 400 litres per day and, to date, up to 198,000 litres per day in a municipal application.

One such larger scale application is the installation at Blodgett Landing in the town of Newbury, New Hampshire, US. The existing sand filtration beds were upgraded to AES beds in 2011. In August this year, when the plant renewed its license, the required testing interval was increased as the testing regime for the previous two years had produced consistent and high quality results.

“In order to help new designers and installers familiarise themselves with the basic procedures, a certification course has been developed,” says Lamb. “Certified Drainlayers will need to complete this certification course if they wish to install or design Advanced Enviro-Septic® systems.” AES is adaptable to virtually any residential or commercial application and can be retro-fitted to existing septic tanks as an upgrade or if the existing disposal field has failed.

A key project for me has been removing some of the barriers that deter women from continuing their involvement with professional bodies such as ours. way for the Justice and Emergency Services Precinct and from 11 November it will operate from 663 Colombo Street (on the Lichfield Street corner).

Since opening just over a year ago, Rebuild Central has fielded more than 200 enquiries from developers wanting to build in the central city and businesses keen to relocate to the CBD.

The CPI measures the rate of price change of goods and services purchased by New Zealand households. Statistics NZ visits 3,000 shops across New Zealand to collect prices for the CPI and check product, size and features.

The main downward contributions came from cheaper audio-visual and

computing equipment (down 11 percent), and from telecommunications services (down 3.9 percent), reflecting better-value internet and cellphone services.

Apart from petrol, most of the key upward contributions came from non-tradable goods and services (which do not face foreign competition). For tradables, the strong New Zealand dollar helped to dampen the prices of imported goods and services.
