INTRODUCTION

Thomsen Building Services Pty Ltd prides itself in providing a safe environment for all employees and employers to

comfortably work in. We appreciate that safety on the job is the responsibility of both management and workers on the

site in which we ensure that both parties are fully trained and are aware of safe work methods. Accident prevention is

the aim of the safety policy and it is appreciated that correct attitudes towards safety together with training and

experience and the use of safety equipment provided are all vital to achieving this aim.

Thomsen Building Services Pty Ltd is committed to preventing the risk to our workers by upholding and complying with

the Occupation Health & Safety Regulations. We believe in the importance of installation and utilising a combination of

purpose made materials handling equipment, specialised plant and the development of work procedures, designed to

recognise and minimise the risks associated with our activities on this site. Specialised Safety equipment will be utilised

on the project to assist in this regard.

The intention of this document is to provide all Thomsen Building Services Pty Ltd employees, clients and management

with a basic understanding of the procedures and methods adopted on this project in regards to the implementation of

OH&S. This document is intended as a working document and as a result will be subject to amendments. Amendments

may be made at any time to allow for;

POLICY

TBS Pty Ltd Occupational Health & Safety Policy is based on the conviction that the success of operations depends on the

people we employ. The well being of our employees is therefore the major consideration in all Company Operations. Our

people are our most important asset and their safety is one of our greatest responsibilities.

Safety in our company, however, requires a total commitment from all personnel, because lack of safety in both our

demolition, maintenance and contracting operations can put us in breach of the law, put employees of our clients at risk,

and cause serious breaches in our contractual agreements.

By law, we must comply with the provisions of the NSW Occupational Health and Safety Act, which covers both our

employees of client and the general community. We accept that failure to do so, can exact heavy penalties for those who

are in breach of the Act.

Roles and responsibilities relating to Site Safety and defines below. This does not relieve the responsibilities of the

individual employees, who under the Occupational Health and Safety Act (Section 19), is required while at work;

III. SITE RISK ASSESSMENT

3.1 SAFETY HAZARDS

Hazards can generally be grouped under two headings – safety hazards and health hazards. Some hazards are both safety

and health hazards. Noise for example, can be a safety hazard if it prevents a worker from receiving an auditory warning

of danger, such as an approaching forklift. It can also be a health hazard as prolonged exposure may lead to deafness.

Safety hazards are usually more easily recognised than health hazards.

Safety hazards are those that can lead to injury.

Steps, ladders and other working surfaces such as scaffolds are a common cause of accidents. This has led to the

publication of procedures to secure and use ladders and scaffolds, which make them much safer to work on.

Safety hazards such as slippery floors, confined spaces, machinery and falling objects can cause injuries resulting in time

of work, permanent disability and, in extreme cases, death.

3.2 HEALTH HAZARDS

Hazards that lead to illness or disease also need to be eliminated or minimised. Occupational medicine text books are full

of reports on health disorders caused by work; for example, dust of various kinds causing lung disease, chemicals causing

damage to organs in the body, excessive lifting causing damage to joints, and high noise levels causing deafness.

Whereas a safety hazard leads to an immediately visible injury, a health hazard such as exposure to noise, chemicals,

dust, stress or biological factors tend to result in illnesses, which do not appear until sometime later. Health hazards can

be divided into four broad categories.

PHYSICAL ENERGY: Such as loud and prolonged noise, vibration, heat and cold radiation

HAZARDOUS MATERIALS: Such as chemical substances, dusts, fumes from various processes such as welding.

PSYCHOLOGICAL FACTORS: Such as excessive stress.

BIOLOGICAL HAZARDS: Such as bacteria and viruses, mould and mildew, insects, vermin

3.3 RISK ASSESSMENT

1. Site Specific Risk Assessment

A Risk Assessment is the identification of the hazards present or created in a process or task and an estimate of the

extent of the risk involved.

Risk Assessment is a five stage process;

1. Identification of all possible hazards, which have the potential to cause work place accidents or illness 2. Evaluation of the risk associated with the identified hazards 3. Implementation of measures to control the risks 4. Document adopted work methods stating

a. Identified risks b. Implementation of controls

5. Information made available to all site employees through induction of Safe Work Plans

Work place accidents and occupational illnesses result from definable hazards in the work place, which need to be

recognised, identified and controlled.

Injury and illnesses are caused by definable and identifiable factors in the workplace called hazards. Hazards can be:

1. Physical - meaning we can see them, e.g. A missing safety rail from a stairway 2. Assumption, we can predict their existence, e.g. The presence of radiation

Once these hazards have been identified we are able to recognise the risks and potential danger associated with

exposure to such hazards.

The more we know about hazards, the injuries and illnesses they cause, the more easily we can identify, assess and

control them. By identifying the hazards, we take the first steps to eliminating or controlling then and reducing the

numbers of workplace injuries and illnesses.

3.4 RISK CLASSIFICATIONS

Risks have been classified by the potential to cause incident of, damage, injury or death and the magnitude of the

potential incident.

Assessment of the potential outcome from, and nomination of the appropriate controls thus minimising the potential

affects from health and safety hazards.

Work plans and procedures may require amendments from time to time to maintain accuracy as a result in a change of

statutory acts, to suit changing or latent site conditions. This will be documented by way of amendment, recorded, and

reissued as revision.

Employees will be inducted in the adopted safe work plan and risk assessment prior to commencement of new work. A

register will be maintained as a record of employees receiving and accepting the safe work plan. This record will include a

copy of the safe work plan attached to the sub-contractor safety induction register.

4.2 Thomsen Building Services Pty Ltd – INDUCTION PLAN

All Thomsen Building Services Pty Ltd site personnel are required to attend a Work Cover Authority Accredited

Occupational Health & Safety induction Course.

Thomsen Building Services Pty Ltd site employees using specific equipment requiring certificates or tickets shall have

current certification (e.g. Ramset tickets). These will be entered into a register of employees and their qualifications /

certification.

The Supervisor should encourage the employees to further their training to expand employee’s skills levels.

Prior to new work commencing the supervisors will review safe work plan and risk assessments in an induction register,

which will be filled with a copy of the safe work method statement.

4.3 BUILDERS INDUCTION

The management of Thomsen Building Services Pty Ltd acknowledges the requirements that all employees working on

site are to attend the builders’ site specific induction prior to commencing work on site. These site specific inductions are

designed to reinforce the requirements for a safe working environment, safe work practices, site conduct and to convey

general information regarding mandatory emergency and evacuation procedures etc

We therefore accept and adopt these procedures as standard procedure for the particular site.

Note: Issued for this specific construction site is the Civil & Civic / Lend Lease NSW Branch Standard. This document

outlines and describes in detail minimum acceptable standard of site related safety.

This document is acknowledged and will be implemented as minimum operating standards.

4.4 PERSONAL PROTECTIVE EQUIPMENT

OVERVIEW

All employees will have training in the correct use of personal safety equipment. Training in the use of PPE will be carried

out by competent personnel familiar with the equipment.

It is mandatory to use issues P.P.E

When a hazard has been identified and all various levels of control have been looked at without finding a way to

eliminate or control the hazard, the last line of protection is the use of personal protective equipment.

The use of PPE should be regarded as a temporary measure while other solution to the problem is found, or alternatively,

a solution to a temporary hazard.

Supervisors will distribute PPE as to suitable address the hazards associated with the required tasks and ensure that users

are competent in its use. When required, training will be arranged for instruction in the use of specialised PPE (e.g. Fall

arrest equipment)

It is important that the equipment you are issue with is:

1. Fitted to suit you individually 2. The right equipment is used for the job

All PPE requires regular maintenance and, where necessary, replacement. Authorised personnel, to the manufacturer’s

specification, must carry out maintenance. This is to ensure the equipment is doing the job it is required to do.

V. REHABILITATION POLICY

5.1 OVERVIEW

Thomsen Building Services Pty Ltd shall view occupational rehabilitation as the combined and coordinated use of medical,

psychological, social, educational and work related measures to achieve the highest possible level of capability of

person(s) at work following injury or illness. Involvement of the injured worker in work place rehabilitation is voluntary.

5.2 COMPANY POLICY

Thomsen Building Services Pty Ltd recognises that it is in the best interest of both the company and the individual to

provide occupational rehabilitation for all employees who sustain an illness or injury either at work or unrelated to work.

For employees who are unable to perform their usual jobs, where possible, the company offers selected alternative

duties. This applies only if the treating doctor agrees that the duties are within the physical limitation that they have

specified. These duties may not necessarily be in the area in which they are normally employed.

The company will take all reasonable steps to ensure that the injury is not aggravated while performing selected duties.

No employee will have his or her employment prospects prejudiced by participation in a rehabilitation program.

5.3 AIMS

The work place rehabilitation aim is to restore the injured or ill persons physical, social and vocational potential though

the use of work, as a therapy where there is an impairment or function of a relatively short term nature. Work place

rehabilitation essentially consists of providing appropriate opportunities for access of injured or ill people to work tasks

that add value to the organisation and are time limited, specific, controlled, graded, and protective, of the original injury

and matched to continuing functional recovery.

During rehabilitation work replacement, the primary aim is the restoration of the individual’s abilities. Work place

demands such as productivity are of secondary consideration.

5.4 OBJECTIVES

To give support to the injured employee and his or her family

An injured worker who returns to work on a partial duties basis shall continue to receive all accrual type entitlements

such as annual leave, long service leave, sick leave, superannuation payment and so forth. To integrate the ill or injured

person successfully back into the work place on a gradual return basis, using selected alternative duties so that eventually

the injured will return to his/her normal duties. Rehabilitation should start after the patient and treating doctor have had

discussions about his/her capabilities to return to work under the rehabilitation program.

5.5 INVOLMENT

Involvement of injured workers in work place rehabilitation is voluntary and shall include things as:

a) Must be meaningful b) Are not permanent job change c) Are reviewed regularly by all parties involved with a view to upgrading these duties d) Adequate training will be provided for the selected alternative duties especially where the employees performs

these duties in areas covered by other classifications e) If there is a possibility of demarcation lines being crossed over when alternative duties are being planned, then

these duties will be discussed with the relevant parties concerned

5.6 PROCEDURE

1. Whereby the treating doctor and injured or ill employee agree to enter a rehabilitation program 2. Rehabilitation at Thomsen Building Services Pty Ltd 3. The treating doctor will be contacted, i.e. injured worker, treating doctor, rehabilitation coordinator and

appropriate company supervisors to discuss the proposed duties 4. Selected goals may be set in the program to allow an assessment by the parties involved of the progress of the

injured or ill worker

5.7 RIGHTS OF THE INJURED WORKER

1. The injured worker has the right to withdraw from the program if disappointed with the results/assessment progress

2. In the interest if the injured or ill worker, all involved in this program under take to preserve confidentially in every case

3. Injured or ill worker must have the ability to wear safety equipment relevant to the areas in which he or she will work

4. In the event of strike action by the injured worker union the program maybe successful until the strike period has ceased. Any decision to cease a rehabilitation program other then strike action where on medical reasons are involved should be discussed with the injured or ill workers union treating doctor and rehabilitation coordinator

5.8 WORK PLACE REHABILITATION COORDINATOR

The role of rehabilitation coordinator is to coordinate and monitor the work place rehabilitation policy and individual

rehabilitation program by:

1. Initiating and maintaining contact with the injured person as soon as possible after he injury has occurred 2. Ensuring the injured person has access to appropriate information and resources 3. Ensuring appropriate documentation has been completed 4. Ensuring the injured persons supervisors are fully aware of the injured workers current progress 5. Establishing and maintaining appropriate contact with doctors and other health care professionals 6. Promote an awareness of the company’s workplace rehabilitation policy

9. Establishing and maintaining a good working relationship with the NSW Workers Compensation Board Claims and rehabilitation staff
