IWRM Capacity Building
The Preamble to the National Water Act (NWA) Act 36 of 1998, recognizes
"the need for the integrated management of all aspects of water resources and, where appropriate,
the delegation of management functions to a regional or catchment
level so as to enable everyone to participate."
IWRM Capacity Building
The DWAF / DANIDA IWRM Project seeks to establish institutional
arrangements at catchment level, develop strategies, tools and systems to achieve sustainable groundwater
management and water conservation and demand management strategies.
IWRM Capacity Building
IWRM goals can only be met if individuals and organisations fufill new roles in effectively managing local water resources, to do this they
need to possess the necessary competancies, including task-specific
skills, a cultivation of general attitudes, awareness, values, knowledge and
abilities.
Capacity building ensuring effective water resources management is designed
around:1. A holistic approach (environmental, social and economic).2. Devolution and decentralisation of functions to lowest appropriate level.3. Increased involvement of small-scale water users in decision-making processes.4. Improved opportunities for dialogue among diverse stakeholders.5. Addressing past discrimination and inequalities, wrt race and gender.
To meet the capacity building requirements different programmes
were designed:
1. Administrative Skills (WF Secreatariat).2. Water Champions (WF Members).3. Developmental Project Cycle Management (NGO's, Municipalities and Government).4. Skills transfer in Groundwater and Water Conservation Demand Management (Municipalities).
