Purpose
The goal of this study was to determine if the extended operating hours of establishments in the South Cape zoning district would have an adverse impact on the safety and quality of life of citizens
What law enforcement measures could be taken to mitigate those impacts to reach safety and quality of life standards equal with current operating times.
Scope
The scope of the study was limited to the public safety impacts of establishments located in the South Cape zoning district.
The scope does not include extended operating hours of other businesses in the city.
Additionally, the study does not address economic issues, zoning issues, or the selection process, if any, of other establishments wishing to extend operating hours.
Methodology
Using historical data from Cape Coral Police Department records
Literature review of past studies analyzing the effects of extended hours
Information from other Law Enforcement agencies in areas that recently implemented similar extended hour permits
Study examines public safety impacts with current levels of police services
Results
Increase volume of vehicle/pedestrian traffic
Increase demand of police services for quality of life issues, traffic, calls for service between the hours of 12:00 am. to 5:00 am.
Increased number of impaired drivers and increase BAC levels of impaired drivers between the hours of 2:00 am. and 6:00 am.
Law Enforcement Measures
One Off Duty Cape Coral Police Officer per establishment
12:00 am. to one hour after closing Detail Officer paid fully by establishment
REGULATED ESTABLISHMENT shall, at its expense, provide security personnel consisting of one (1) off-duty Cape Coral Police Officer continually from 12:00 a.m. on Saturday (for extended hours on Saturday) and from 12:00 a.m. on Sunday (for extended hours on Sunday) until one (1) hour after
closing time on Saturday or Sunday morning, respectively.
The purpose of the off-duty Cape Coral Police Officer is to provide security, maintain order, deter and detect criminal activity, and protect the public health, welfare and safety. To this end, and in
recognition of the fact that the City’s extended hours program is an experimental pilot program that should not negatively effect the public health, safety and welfare, the off-duty Police Officer shall
monitor not only the interior and exterior of the premises of the REGULATED ESTABLISHMENT, but also shall engage in community policing activities throughout the SC zoning district as directed by
the Police Chief or the Police Chief’s designee.
