No.11/4/2014-E1(B) : The Union PublicService Commission will hold a WrittenExamination on 12th July, 2015 forrecruitment of Assistant Commandants(Group A) in the Central Armed PoliceForces (CAPF) viz. Border Security Force(BSF), Central Reserve Police Force(CRPF), Central Industrial Security Force(CISF), Indo-Tibetan Border Police(ITBP) and Sashastra Seema Bal (SSB).The Examination will be held in accor-dance with the Rules for the Examinationpublished by Ministry of Home Affairs inthe Gazette of India dated 25th April,2015. The date of holding the examina-tion as mentioned above is liable to bechanged at the discretion of theCommission.The tentative number of vacancies to befilled on the results of the examination isas follows :(i) BSF 28(ii) CRPF 94(iii) CISF 37(iv) ITBP 107(v) SSB 38

Total 304The number of vacancies mentionedabove is liable to alteration.Reservation will be given effect to as perpolicy of the Govt. 10% of the vacanciesare earmarked for ex-servicemen.NOTE: In case the vacancy(ies)reserved for Ex-servicemen remainunfilled due to non-availability of eligi-ble or qualified candidates, the sameshall be filled by candidates from non-ex-servicemen category.2. PATNAMThe Centres as mentioned above areliable to be changed at the discretion ofthe Commission. While every effort willbe made to allot the candidates to theCentre of their choice for theExamination, the Commission may, attheir discretion allot a different Centre toa candidate, when circumstances so war-rant. Candidates admitted to theExamination will be informed of the time-table and place or places of Examination.The candidates should note that norequest for change of Centre will begranted. A candidate will be eligible to get the ben-efit of community reservation only in casethe particular caste, to which the candi-date belongs to, is included in the list ofreserved communities issued by theCentral Government. If a candidate indi-cates in his/her Application Form forCentral Armed Police Forces (AssistantCommandants) Examination that he/shebelongs to General Category but subse-quently writes to the Commission tochange his/her category, to a reservedone, such request shall not be enter-tained by the Commission.While the above principle will be followed

in general, there may be a few caseswhere there was a little gap (say 2-3months) between the issuance of aGovernment Notification enlisting a par-ticular community in the list of any of thereserved communities and the date ofsubmission of the application by the can-didate. In such cases the request ofchange of community from general toreserved may be considered by theCommission on merit.Candidates seeking reservation/relax-ation benefits available for SC/ST/OBC/Ex-servicemen must ensure that they areentitled to such reservation/relaxation asper elifibility prescribed in theRules/Notice. They should also be in pos-session of all the requistite certificates inthe prescribed format in support of theirclaim as stipulated in the Rules/Notice forsuch benefits, and these certificates

should be dated earlier than the due date(Closing date) of the application.3. ELIGIBILITY CONDITIONS :(I) Nationality : No person who is not acitizen of India shall, except with the con-sent of the Central Government signifiedin writing be appointed or employedunder these Rules. Provided that nothing contained in theserules shall debar the appointment, enrol-ment or employment of a subject of Nepalor Bhutan under these Rules.(II) Sex : Both Male and Female candi-dates are eligible for appointment to thepost of Assistant Commandants in CRPF,CISF, SSB and BSF. However, forappointment to the post of AssistantCommandants in ITBP only Male candi-dates are eligible.

Explanation – A female candidate, evenif her name is there in the list of success-ful candidates as declared by UPSC, maynot be appointed if she does not get allo-cated to CRPF, CISF, SSB or BSF on thebasis of merit and choice indicated bysuccessful candidates.(III) Age Limits :(a) A candidate must have attained theage of 20 years and must not haveattained the age of 25 years on 1stAugust, 2015, i.e. he/she must have beenborn not earlier than 2nd August, 1990and not later than 1st August, 1995.(b) The upper age limit prescribed abovewill be relaxable.(i) upto a maximum of five years if a can-didate belongs to a Scheduled Caste or aScheduled Tribe.(ii) upto a maximum of three years in thecase of candidates belonging to OtherBackward Classes who are eligible toavail of reservation applicable to suchcandidates.(iii) upto a maximum of five years forCivilian Central Government Servants inaccordance with the existing instructionsof the Central Government. Ex-Servicemen will also be eligible for thisrelaxation. However the total relaxationclaimed on account of GovernmentService will be limited to five years.(iv) upto a maximum of five years if a can-didate had ordinarily been domiciled inthe State of Jammu & Kashmir during theperiod from 1st January, 1980 to the 31stday of December, 1989.Note I : Candidates belonging to theScheduled Castes and the ScheduledTribes and the Other Backward Classeswho are also covered under any otherclause of Para 3(III)(b) above, viz. thosecoming under the category of CivilianCentral Government Servants/ Ex-Servicemen and persons domiciled in theState of Jammu & Kashmir, will be eligiblefor grant of cumulative age-relaxationunder both the categories.Note II : The term Ex-Servicemen willapply to the persons who are defined asEx-Servicemen in the Ex-Servicemen(Re-employment in Civil Services andPosts) Rules, 1979, as amended fromtime to time.Note III : The term “Civilian CentralGovernment Servants” in Para 3(III)(b)(iii) above will apply to persons whoare defined as “Government Servants” inthe Central Civil Services (Classification,Control and Appeal) Rules, 1965 asamended from time to time.SAVE AS PROVIDED ABOVE THE AGELIMITS PRESCRIBED CAN IN NOCASE BE RELAXED.The date of birth accepted by theCommission is that entered in theMatriculation or Secondary SchoolLeaving Certificate or in a certificaterecognised by an Indian University asequivalent to Matriculation or in an extractfrom a Register of Matriculates main-tained by a University, which must be cer-tified by the proper authority of theUniversity or in the Higher Secondary oran equivalent examination certificate. Noother document relating to age like horo-scopes, affidavits, birth extracts fromMunicipal Corporation, service recordsand the like will be accepted. The expres-sion Matriculation/ SecondaryExamination Certificate in this part of theinstructions includes the alternative cer-tificates mentioned above.NOTE 1 : Candidates should note thatonce a Date of Birth has been claimed by

PENALTY FOR WRONG ANSWERS (In Objective Type QuestionPaper):Candidates should note that there will be penalty (Negative Marking) forwrong answers marked by a candidate in the Objective Type Question Paper.6. them and entered in the records of theCommission for the purpose of admissionto an Examination, no change will beallowed subsequently (or at any otherExamination of the Commission) on anygrounds whatsoever.NOTE 2 : The candidate should exercisedue care while entering their Date of Birthin Online Application Form for theExamination. If on verification at any sub-sequent stage, any variation is found intheir Date of Birth from the one entered intheir Matriculation or equivalentExamination Certificate, disciplinaryaction will be taken by the Commissionunder the Rules.(IV) Minimum EducationalQualifications: A candidate must hold aBachelor’s degree of a University incor-porated by an Act of the Central or StateLegislature in India or other educationalinstitutions established by an Act ofParliament or declared to be deemed asa University under Section-3 of theUniversity Grants Commission Act, 1956or possess an equivalent qualification.NOTE 1 : Candidates who haveappeared at an examination the passingof which would render them educationallyqualified for the Commission’s examina-tion but have not been informed of theresults as also the candidates who intendto appear at such a qualifying examina-tion in the year 2015 will also be eligiblefor admission to the examination. Suchcandidates will be admitted to the exami-nation if otherwise eligible but the admis-sion would be deemed to be provisionaland subject to cancellation if they do notproduce proof of having passed the requi-site examination along with the DetailedApplication Form which will berequired to be submitted online by thecandidates who after qualifying on theresult of the written part of the exami-nation are also declared qualified inthe Physical Standards/PhysicalEfficiency Tests and MedicalStandards Tests.NOTE II : In exceptional cases the UnionPublic Service Commission may treat acandidate who has not any of the forego-ing qualifications as a qualified candidate,provided that he/she has passed anexamination conducted by the otherInstitutions, the standard of which in theopinion of the Commission justifieshis/her admission to the examination.NOTE III : Candidates possessing profes-sional and technical qualifications whichare recognised by Government as equiv-alent to professional and technical degreewould also be eligible for admission to theexamination. Physical Standards :Candidates must meet the prescribedPhysical and Medical Standards foradmission to Central Armed PoliceForces (Assistant Commandants),Examination, 2015 specified inAppendix-V of the Notice.VII. Possession of NCC ‘B’ or ‘C’Certificates :Possession of NCC ‘B’ or ‘C’Certificate will be a desirable qualifica-tion. These qualifications will be givenconsideration at the time of Interview/Personality Test only.4. FEE :Candidates (excepting Female/SC/ STcandidates who are exempted from pay-ment of fee) are required to pay a fee ofRs. 200/- (Rupees Two Hundred Only)either by depositing the money in anyBranch of SBI by cash, or by using netbanking facility of SBI, State Bank ofBikaner & Jaipur/State Bank ofHyderabad/ State Bank of Mysore /StateBank of Patiala/State Bank of Travancoreor by using Visa/Master Credit/DebitCard.

If on verification at any timebefore or after the WrittenExamination, Physical and MedicalStandards Tests, Physical EfficiencyTest (PET) and Interview/ PersonalityTest, it is found that they do not fulfillany of the eligibility conditions, theircandidature for the examination will becancelled by the Commission.If any of their claims is found to be incor-rect, they will render themselves liable todisciplinary action by the Commission interms of Rule 14 of the Rules for theCentral Armed Police Forces (AssistantCommandants) Examination, 2015 repro-duced below :A candidate who is or has been declaredby the Commission to be guilty of :(i) Obtaining support for his/her candida-ture by the following means, namely :- (a) offering illegal gratification to, or(b) applying pressure on, or(c) blackmailing, or threatening to black-mail any person connected with the con-duct of the examination, or(ii) impersonating, or(iii) procuring impersonation by any per-son, or(iv) submitting fabricated documents ordocuments which have been tamperedwith, or(v) making statements which are incorrect orfalse or suppressing material information, or(vi) resorting to the following means inconnection with his/her candidature forthe examination, namely(a) obtaining copy of question paperthrough improper means,(b) finding out the particulars of the per-sons connected with secret work relatingto the examination,(c) influencing the examiners, or(vii) using unfair means during the exam-ination, or(viii) writing obscene matter or drawingobscene sketches in the scripts, or(ix) misbehaving in the examination hallincluding tearing of the scripts, provokingfellow examinees to boycott examination,creating disorderly scene and the like, or(x) harassing or doing bodily harm to thestaff employed by the Commission for theconduct of their examinations, or(xi) being in possession of or using anymobile phone, pager, bluetooth or anyelectronic equipment or device or anyother equipment capable of being usedas a communication device during theexamination; or(xii) violating any of the instructionsissued to candidates along with theiradmission certificates permitting them totake the examination, or(xiii) attempting to commit or as the casemay be abetting the Commission of all orany of the acts specified in the foregoingclauses, may in addition to rendering him-self/herself liable to criminal prosecution,be liable :(a) to be disqualified by the Commissionfrom the examination for which he/she isa candidate and/or(b) to be debarred either permanently orfor a specified period

(i) by the Commission from any examina-tion or selection held by them. (ii) by the Central Government from anyemployment under them, and (c) if he/she is already in service underGovernment to disciplinary action underthe appropriate rules.Provided that no penalty under theserules shall be imposed except after(i) giving the candidate an opportunity ofmaking such representation, in writing ashe/she may wish to make in that behalf;and(ii) taking the representation, if any, sub-mitted by the candidate within the periodallowed to him/her into consideration.6. LAST DATE FOR SUBMISSION OFAPPLICATIONS :The Online Applications can be filled upto15th May, 2015 till 11.59 pm after whichthe link will be disabled.7. CORRESPONDENCE WITH THECOMMISSION :The Commission will not enter into anycorrespondence with the candidatesabout their candidature except in the fol-lowing cases:(i) The eligible candidates shall be issuedan e-admission Certificate three weeksbefore the commencement of the exami-nation. The e-Admission Certificate willbe made available in the UPSC website[www.upsc.gov.in] for downloading bycandidates. No paper AdmissionCertificate will be sent by post. For down-loading the e-Admission Certificate/e-Admit Card the candidate must havehis/her vital parameters like RID & Date ofBirth or Roll No. (if received) & date ofbirth or name, father's name & Date ofBirth available with him/her. If a candi-date does not receive his/her e-Admission Certificate or any othercommunication regarding his/her can-didature for the examination threeweeks before the commencement ofthe examination, he/she should atonce contact the Commission.Information in this regard can also beobtained from the Facilitation Counterlocated in the Commission’s office eitherin person or over phone Nos. 011-23381125/011- 23385271/011-23098543.In case no communication is receivedin the Commission’s office from thecandidate regarding non-receipt ofhis/her eadmission certificate at least3 weeks before the examination,he/she himself/ herself will be solelyresponsible for non-receipt of his/here-Admission Certificate.No candidate will ordinarily be allowedto take the examination unless he/sheholds an e-admission certificate forthe examination. On the receipt of e-Admission Certificate, candidatesshould check it carefully and bring dis-crepancies/errors, if any, to the noticeof UPSC immediately. The candidates should note that theiradmission to the examination would bepurely provisional based on the informa-tion given by them in the application form.This will be subject to verification of all theeligibility conditions by the UPSC.The mere fact that an e-admission cer-tificate to the Examination has beenissued to a candidate will not implythat the Commission has finallycleared his/ her candidature or that theCommission has accepted entriesmade by the candidate in his/her appli-cation for the Examination as true andcorrect. Candidates may note that theCommission will take up the verifica-tion of eligibility conditions of a candi-date, with reference to original docu-ments, only after the candidate hasqualified the Central Armed PoliceForces (Written) Examination. Unlessthe Commission formally confirmscandidature, it continues to be provi-sional.The decision of the Commission as to theeligibility or otherwise of a candidate foradmission to the Examination shall befinal. Candidates should note that thename in the e-Admission Certificate insome cases may be abbreviated due totechnical reasons.(ii) In the event of a candidate download-ing more than one e-admission certificatefrom the website of the Commission,he/she should use only one of these

admission certificates for appearing in theexamination and report about the othersto the Commission.(iii) The candidates must ensure that theirE-Mail IDs given in their OnlineApplications are valid and active as theCommission may use electronic mode ofcommunication while contacting them atdifferent stages of examination processes.(iv) A candidate must see that communi-cations sent to him/her at the addressstated in his/her application are redirect-ed, if necessary. Change in addressshould be communicated to theCommission at the earliest opportunity.Although the Commission make everyeffort to take account of such changes,they can not accept any responsibility inthe matter.(v) If a candidate receives an e-admissioncertificate in respect of some other candi-date the same should immediately be

No credit will be given for answers written in a medium other than the oneallowed in the Paper. Candidates who are declared medically unfit butallowed to appear before the “Review Medical Board” on their appeal by the AppellateAuthority will be called for Interview/Personality Tests provisionally. TheInterview/Personality Test will carry 150 Marks.Candidates who are short-listed for Interview/Personality Test, including those short-listed for Interview/Personality Test provisionally will be issued a Detailed ApplicationForm (DAF) in which among other things, they will be required to indicate their pref-erence of Forces. As female candidates are eligible for appointment to CRPF, CISF,SSB and BSF only, they will be required to indicate their preference for CRPF, CISF,SSB and BSF only.(iv) Final Selection / Merit : The merit list will be drawn on the basis of marksobtained by the candidates in the Written Examination and Interview/Personality Test.(B) Syllabi of the Written Papers:-Paper I : General Ability and IntelligenceThe objective type questions with multiple choices in this paper will broadly cover thefollowing areas:1. General Mental Ability

The questions will be designed to test the logical reasoning, quantitative aptitudeincluding numerical ability, and data interpretation.

2. General ScienceThe questions will be set to test general awareness, scientific temper, compre-hension and appreciation of scientific phenomena of everyday observationincluding new areas of importance like Information Technology, Biotechnology,Environmental Science.

3. Current Events of National and International Importance:The questions will test the candidates’ awareness of current events of nationaland international importance in the broad areas of culture, music, arts, literature,sports, governance, societal and developmental issues, industry, business,globalisation, and interplay among nations.

4. Indian Polity and Economy:The questions shall aim to test candidates’ knowledge of the Country’s politicalsystem and the Constitution of India, social systems and public administration,economic development in India, regional and international security issues andhuman rights including its indicators.

5. History of India :The questions will broadly cover the subject in its social, economic and politicalaspects. This shall also include the areas of growth of nationalism and freedommovement.

6. Indian and World Geography:The questions shall cover the physical, social and economic aspects of geogra-phy pertaining to India and the World.

Paper II : General Studies, Essay and ComprehensionPart-A – Essay questions which are to be answered in long narrative form either inHindi or English totalling 80 Marks. The indicative topics are modern Indian historyespecially of the freedom struggle, geography, polity and economy, knowledge ofsecurity and human rights issues, and analytical ability.Part-B – Comprehension, précis writing, other communications/language skills – to beattempted in English only (Marks 120) – The topics are Comprehension passages,précis writing, developing counter arguments, simple grammer and other aspects oflanguage testing.
