IntroductionExpendituresbyhuntersandanglersmakeanimportantcontributiontoWyoming’seconomy.Thiscontributionisparticularlyimportantduringtimesofeconomicdownturninthestate’senergysectors.TheU.S.FishandWildlifeService(USFWS),initsNationalSurveyofFishing,Hunting,andWildlife-AssociatedRecreationreport,estimatesthat443,000residentandnonresidenthuntersandanglersparticipatedin4.8milliondayshuntingandfishinginWyomingduring2011(Table1).Thereportalsoestimatesthatduring2011thisrecreationalactivitygenerated$683.7millionofspendingwithintheWyomingeconomy.AccesstobothpublicandprivatelandsisimportantforhuntingandfishinginWyoming.Forhunting,theUSFWSreportestimatesthat49percentofhuntersinWyominghuntexclusivelyonpublicland,35percenthuntonbothpublicandprivateland,and16percenthuntexclusivelyonprivateland.Overall,morethanone-thirdofhuntersinWyominghuntonbothpublicandprivatelands.Althoughthestatewideinformationonhuntingandfishingexpendituresisimportant,residentsandlocalofficialsarealsointerestedinthelocaleconomicimportanceofhuntingandfishingexpenditures.Inresponsetothisinterest,thisanalysisattemptstoestimatethespendingassociatedwithhuntingandfishingforCarbonCounty,Wyoming.MethodologyInordertoestimaterecreationalspending,twotypesofinformationareneeded.Oneistheamountofrecreationaluseandtheotherisperunitexpendituresassociatedwiththatrecreationaluse.Forthisanalysisrecreationaluseforhuntingwasbasedonthehunter-dayestimatesfromtheWyomingGameandFishDepartment’s2015AnnualHarvestReportsbyHuntArea.Harvestreportswereavailableforthefollowingspecies:Antelope,BighornSheep,Bison,BlackBear,Deer,Elk,Moose,andMountainGoat.BecauseHuntAreaboundariesarebasedonhabitatratherthancountyboundaries,notalltheHuntAreasfoundinCarbonCountyarelocatedentirelywithinthebordersofthecounty.Toaccountforthis,aGISanalysiswasconductedbytheWyomingGameandFishDepartmenttoestimatethepercentofeachHuntAreathatwaslocatedwithinCarbonCounty.ThispercentagewasthenusedtoallocatetheproportionoftotalhunterdaysfortheHuntAreainCarbonCounty.Thesepercentagesbyhuntareaaredetailedinthemapsattheendofthisreport.Unfortunately,therewasnodataavailableonfishing-daysbysub-regionsofthestate.Becauseofthis,recreationaluseforfishingwasbasedontheGameandFishDepartment’s2015dataonfishinglicensessoldinCarbonCounty.Inordertoestimateperunitexpendituresforhuntingandfishinginthisanalysis,perunitestimatesforWyomingfromtheUSFWS2011NationalSurveyofFishing,Hunting,andWildlife-AssociatedRecreationreportwereused.Thesevalueswereadjustedforinflationto2015dollars.Combiningtherecreational

useamountswiththeperunitofexpendituresamountsprovidedestimatesforhuntingandfishingspendingrelatedtoCarbonCounty.SincetheUSFWSexpenditureestimatesareforallofWyoming,notjustCarbonCountyandbecausethefishingassociatedwiththepurchaseofaWyomingfishinglicenseinCarbonCountycanoccurthroughoutthestate,itisnotpossibletoassumethat100percentoftheseexpendituressolelyoccurredwithintheCarbonCountyeconomy.However,basedonproximityitseemsmorethanlikelythatahighpercentageoftheseexpendituresoccurredwithinthecounty’seconomy.

Results

Table2summariestheestimatesofCarbonCountyrelatedtohuntingandfishingspendingfor2015.FromGameandFishHuntAreadata,itisestimatedthattherewerenearly118,000BigGameandTrophyGamehuntingdaysinCarbonCountyin2015.BasedonUSFWSexpenditureestimatesforWyoming,adjustedto2015dollars($90.91perdayforresidentsand$579.82perdayfornonresidents),itisestimatedthatthesehunter-daysgeneratedspendingof$19.9million.Informationonthehunter-daysbyindividualspeciescanfoundintheAppendixtablesinthisreport.Fishinglicensesalesdataindicatedthatmorethan13,000fishinglicensesweresoldinCarbonCountyin2015.FromUSFWSdataforaveragefishingdaysinWyoming,itisestimatedthattheusersofthesefishinglicensesparticipatedinmorethan63,000angler-daysinWyoming.Theexpendituresassociatedwiththesefishinglicensesareestimatedtobe$6.8million.ThisspendingestimatewasbasedonUSFWSannualindividualexpendituresinWyomingbyanglersforannualfishinglicensesandUSFWSdailyindividualexpendituresinWyomingbyanglersfordailyfishinglicenses.SinceUSFWSexpendituredataonlyappliestohuntersandanglers16years-of-ageandover,youthannuallicensesales,whichareforages14-18,werereducedby50percenttoaccountforanglerslessthan16years-of-age.CombinedtotalhuntingandfishingrelatedspendingrelatedtoCarbonCountyin2015isestimatedtobe$26.7million.SummaryandConclusionsHuntingandfishingareeconomicallyimportanttotheCarbonCountyeconomy.Itislikelythatmuchofthe$26.7millionofspendingbyhuntersandanglersoccurswithintheCarbonCountyeconomy.Inaddition,thosedollarsthatarespentlocallygeneratesecondaryimpactsinvariousothersupportsectorswithinthelocaleconomy.Thesetypesofeconomiccontributionsbecomeparticularlyimportantduringtimesofeconomicdownturninthestate’senergysector.Thepopularityofhuntingandfishingwithbothresidentsandnonresidentsindicatesthattheserecreationalactivitiesareimportantintermsofbothcontributionstothelocaleconomyandcontributionstotheresidents’qualityoflife.
