The Dahlgren Division is a naval Research, Development, Test and Evaluation (RDT&E) institution founded in Naval Warfare, focused to meet the needs of the Department of Navy (DoN), which also support Joint and National initiatives that have naval implications. The Dahlgren Division exists to develop and support systems, technologies, concepts, tactics and training that enable naval forces to conduct their missions effectively and safely across the complete spectrum of operations with a concentration on the application of deadly force to disrupt and destroy enemy capabilities. The Dahlgren Division provides the science, technology, engineering leadership and innovation that our nation’s naval and joint forces rely upon for superior warfighting capability. NSWCDD works closely with the warfighter to fully understand operational challenges and requirements and provides the bridge technology innovations and prototypes to the industrial capabilities and production capacities of our private sector partners. This critical linkage results in delivery of effective, affordable and timely warfighting capabilities to our men and women in uniform.

Now looking at the Dahlgren site and Division Headquarters location. We are located on about 5000 acres along the Potomac River about 50 miles southwest of Washington DC. Our proximity to the Washington area is definitely an asset in working with our sponsors such as the Office of Naval Research, the naval acquisition commands at the Navy Yard and the Marine Corps Systems Command at Quantico, VA. The Dahlgren site was selected in 1918 because of the geography which allows an over water instrumented firing range of about 25 miles with extensions into the upper Chesapeake Bay. Technical Facilities on this slide represent just a few of the many labs supporting hundreds of programs. Shipboard Fire Control Systems Since the 1950s, Dahlgren has had lead technical roles for fire control, targeting, reentry dynamics and system accuracy, founded on our expertise in ballistics and computational science. The products we provide to the warfighter and the fleet are certified to stringent nuclear weapons standards. Facilities include Fire Control test labs built to recreate combat scenarios. Significant modeling and simulation labs are used during design and development. Ordnance Testing Through the years, Dahlgren established itself as the major testing area for naval guns and ammunition. Today it continues to provide the military with this unique test range as well as a matured technical capability and leadership to solve complex warfighting needs. Facilities: Fast Cook off facilities, counter explosive test facilities, Naval Ordnance Transient Electromagnetic Simulator (NOTES), restrained missile testing, and testing supporting a variety of ship gunnery. E3 Electromagnetic Environmental Effects, or E3, as it is also known, represents the impact of the electromagnetic environment upon the operational capability of military forces, equipment, systems and platforms. Our E3 testing facilities support all electromagnetic disciplines, including electromagnetic compatibility and interference; vulnerability; pulse; electronic protection, hazards of electromagnetic radiation to personnel, ordnance and volatile materials; and natural phenomena effects such as lightning and precipitation static. Understanding and controlling E3 is essential for the protection of people, ordnance and missions when operating electronic systems (e.g., communications, radars, weapons, sensors, etc,) in the electromagnetic environment. Railgun One of the most talked about programs we support for ONR is Railgun.

Dahlgren was established as a Naval gunnery test range in 1918. Then (much as today) there was a need to improve accuracy and range of naval guns. “click” Even in the early years, the disciplines of mathematics, physics, and chemistry were applied to improve projectile geometry, gun barrel design, propellants, and other aspects of gunnery. As a result, Dahlgren built a cadre of scientists and engineers. Their skills were later applied during World War II to develop the Norden Bomb Sight, used in targeting the first atomic bomb. “click” The experience in computation, physics, and targeting was later applied in developing a new wave of digital fire control systems, and Dahlgren led the development of a new generation of strategic systems in the 1960s. Dahlgren is still deeply involved in targeting and mission planning for these and other systems. Given its involvement in targeting and in fire control systems, Dahlgren soon began to apply a new discipline—systems engineering—many years before this term was first coined. “click” Systems engineering was needed to bring order to the potential chaos in the “systems of systems” that had developed in Naval weaponry. The first example of this new breed of complex systems was the AEGIS Combat System, used to protect naval battle groups, and is still a major Dahlgren product line. Like the earlier days when math and physics disciplines were applied beyond the gun/projectile problems, Dahlgren’s capability in systems engineering was also applied beyond AEGIS to even more challenging systems problems: Theater Missile Defense and Theater Warfare Systems. These are now among Dahlgren’s core technical capabilities, and, while the thrust of these activities extends well beyond T&E, many T&E activities at Dahlgren still directly support these programs.
