Page 9: Cargo 2040

Key Regional Initiatives Florida Perishables Trade Coalition

• January 2012 – FPTC formed to increase trade in perishable products through Florida’s airports and seaports

• October 1, 2013 – Pilot program to bring grapes and blueberries from Peru and Uruguay begins

– Cold-treated products can now arrive through Florida ports rather than entering through ports in the northeast and trucked south

• November 29, 2013 – Port Everglades receives its first container of grapes from Peru

• December 2, 2013 – PortMiami receives first grape shipment

9

Page 10: Cargo 2040

Key Regional Initiatives Transshipment Committee

• Prior to 9/11, transshipment was more than 22% of cargo trade at Port Miami – Now this cargo goes to

Panama, Freeport, and Kingston

• Creation of a “Transshipment Committee” with CBP – Assignment of “Customer Service Manager” at CBP

– “Outreach” role to work with FCBF on an “In-Bond” class

– Terminals to provide CBP with advanced list of goods to help expedite review

10

Page 11: Cargo 2040

Key Regional Initiatives Customs and Border Protection

• Reimbursable Services Authority

– Creation of 5 Public-Private Partnerships • Dallas/Fort Worth International Airport • The City of El Paso, Texas • South Texas Assets Consortium • Houston Airport System • Miami-Dade County

11

Page 12: Cargo 2040

Key Regional Initiatives Alternative Site Framework

• FTZ No. 281: Miami-Dade County – Serves a broader area

– New expedited process

– Reduce number of unused FTZ sites

– 23 “Magnet” and “Usage-Driven” sites created to date, amounting to about 1.8 million sq. ft.

12

Page 13: Cargo 2040

Preliminary Stakeholder Input Seaports

• Port Miami – 2035 Master Plan Update recently completed which details priority

projects – Key projects include: Channel Deepening, Post-Panamax Cranes, on-

port ICTF, Port Tunnel – Effective use of P3’s is seen as critical to investment strategies – Improvements on key landside corridors and connectors will be critical

for market access – Transshipment and perishable markets are a priority, requiring changes

or modifications to regulations

13

Page 14: Cargo 2040

Preliminary Stakeholder Input Seaports

• Port Everglades – CIP and MP detail priority projects; MP update currently underway – Key projects include: STN Widening, Post-Panamax Cranes, on-port

ICTF, Eller Drive Overpass, and Deep Dredge and Widening – Current Master Plan Update will refine the projects and schedules – Effective use of P3’s is seen as critical to investment strategies – Traffic flows on-port have severe peaks now; future growth will worsen

the flows – Improvements on key landside corridors and connectors will be critical

for market access – Technology should be used effectively to facilitate traffic flows and

enforcement activities

14

Page 15: Cargo 2040

Preliminary Stakeholder Input Seaports

• Port of Palm Beach (draft pending interview) – CIP and MP detail priority projects – Key projects include: Slip Rehabilitation/Redevelopment, Intermodal

Passenger and Cargo Terminal, Reefer Line Expansion, MLK Widening, FEC Connection Improvements

– Improvements on key landside corridors and connectors will be critical for market access

15

Page 16: Cargo 2040

Preliminary Stakeholder Input Airports

• Miami International Airport • Capacity exists to serve additional growth based on $500 million in air

cargo projects over last 10 years • Targeting new international markets to augment Latin America Traffic –

Middle East is emerging • Truck parking, staging, fueling facility is needed

• Fort Lauderdale-Hollywood International Airport • Air cargo volume has been on decline since 2008 • Targeting European markets (passenger belly-cargo) • Recent growth in Latin American markets • No cargo capacity issues anticipated • No major access issues reported

16

Page 17: Cargo 2040

Preliminary Stakeholder Input Airports

• Palm Beach International Airport • Air cargo volume increase in 2010 due to FedEx arrival, flat since • Not actively marketing or anticipating increased cargo

activity/carriers • Room to expand existing cargo ramp if demand warrants • No cargo capacity issues anticipated

• General Aviation Airports • All cargo activity at GA airports are non-scheduled charter flights

using single and twin-engine prop aircraft • E.g. Fort Lauderdale Executive has regular activity from 5 charter carriers based

at Airport

• Primarily used to move foodstuffs for island restaurants and resorts

17

Page 18: Cargo 2040

Preliminary Stakeholder Input Rail

• FEC Railway – Constructing leads to Port Miami and Port Everglades – Developing on-port ICTFs at Port Miami and Port Everglades – Working with Port Of Palm Beach to improve rail connection – FDOT D6 conducting connector study for Hialeah Ramp – Adding second track to Hialeah Ramp access point – Hialeah Ramp entrance/exit gate complex to be

rebuilt/expanded/automated – Expanding siding/staging area in North Miami to build trains from Port

Miami – Fort Lauderdale Ramp to be redeveloped; possible staging for ethanol – TIGER Grant award will shift cargo traffic in South Florida – All Aboard will add double track capacity

18

Page 19: Cargo 2040

Preliminary Stakeholder Input Rail

• CSX Transportation – CSX provides carload and box car service to South Florida – Focused on investments in Winter Haven Ramp and subsequent

industrial/distribution facilities – South Florida investments/needs currently limited to local spurs – TIGER Grant award will shift cargo traffic in South Florida, providing an

opportunity for CSX to connect to its Winter Haven facility – Balancing passenger and cargo operations in South Florida will be

critical – Service to America’s Gateway ILC may impact South Florida – Service offerings will be market driven; municipal solid waste may be a

market to service in South Florida as land fills close

19

Page 20: Cargo 2040

Preliminary Stakeholder Input Roadways

• On-going truck driver survey providing input directly from the industry

• Biggest roadway problems: – Congestion – Distance to make lane changes – Mid-block sight clearance – Turning radii at intersections

• Biggest non-roadway problems: – Availability of truck parking – Gate queues

20

Page 21: Cargo 2040

Preliminary Stakeholder Input Roadways

• Bottlenecks identified thus far: – Port Congestion – SR 826 – SR 836 – Golden Glades NB to I-95 – Construction on local Miami-

Dade roadways creates heavy congestion

– Hours of construction create heavy road delays in some commercial areas

– NW 25th St – South River Dr and Okeechobee

Rd – Intersection lights not in sequence – Flooding (especially in Doral)

creates heavy traffic in inclement weather; horrible drainage sewer system in all of Doral
