The Confederation of Chess for the Americas and the Curacao Chess

Federation are pleased to invite all CARIFTA Member Countries to the 8th

staging of the CARIFTA Junior Chess Championships which will be held

from Thursday April 18 to Tuesday April 23, 2019 in Curaçao.

Many chess players have heard of Curacao, because it is the first place

outside of Europe where FIDE has held a candidate tournament for the

world chess championship. Many are those who also know that the

controversies surrounding this historic event in Curacao in 1962 between

Robert ‘Bobby’ Fischer and the Russians, led FIDE to change the format of

the Candidates Tournament in series of knockout matches.

But what many people don`t know, is that the distinct island of Curaçao is

one of the best kept secrets in the Caribbean and too diverse for some

pictures or words to express. That is why we welcome you to come and

see, taste, feel and experience our paradise for yourself.

It is an honor for us to be your host during the 8th CARIFTA Junior Chess

Championships and we truly hope you can join this great event, after

taking the following conditions into consideration.

I. GENERAL CONDITIONS

Each CARIFTA Member Country shall have the right to send one (1) official participant to each category and gender (Under 12, Under 16 and Under 20 - Absolute and Female), a maximum of six official players. A CARIFTA Member Country may be represented by a female in the Absolute Category.

Official absolute and female categories

Under 12: Born from 1st January 2007 Under 16: Born from 1st January 2003 Under 20: Born from 1st January 1999

All participants must register through his or her National Federation or, for countries with no National Federation, through their National Olympic Committee. All participants must have a FIDE ID number, or apply for one through their Federation.

The event will be carried out by what has been established by this invitation and by the rules and regulations for the CARIFTA Chess Championships.

Each CARIFTA Member Country may also register any number of additional players, subject to payment of their registration fee, board and lodging, for which they or their National Federation shall be held responsible.

In the instance where a participant resides for an extended period (over a year) in a CARIFTA Member Country for which he does not have citizenship he shall be allowed to compete for the country in which he resides. Proof of residence must be presented to the CARIFTA organizers.

Sub-categories:

Each CARIFTA member country may also register players for the following sub-categories:

Absolute and female:

Under 8: Born from 1st January, 2011 Under 10: Born from 1st January, 2009 Under 14: Born from the 1st January, 2005 Under 18: Born from the 1st January, 2001

The top three players in all these age categories will be awarded gold, silver and bronze medals.

System of play:

Seven (7) round Swiss, unless there are exactly eight (8) players in the category, when the format shall be a single round robin. If there are less than eight (8) participants, the players shall be entered in the other category of the same age group and if both categories (total boys and girls) of the same age group have less than eight (8) participants, the players shall be entered in the next age category.

Tie-break system:

In a Swiss system tournament: A) Result between the tied players if they have all played each other B) Greater number of victories C) Bucholz cut 1 D) Bucholz E) Sonneborn-Berger F) Age in favor of the younger player

In a round robin tournament: A) Direct encounter B) Greater number of victories C) Sonneborn-Berger D) Koya system E) Age in favor of the younger player

Time controls:

Ninety (90) minutes for each player plus 30 seconds increment from the first move.

Default time is thirty (30) minutes after the scheduled start of play.

II. PAIRINGS & RESULTS

Information regarding pairings and results will be published on the official tournament page and also on www.chess-results.com

Game results, standings and pairings for the next round for all the official categories (absolute and female), will also be displayed near the tournament hall after each round in hard copy (or digitally).

Note: For the official players, the organizers will provide shared accommodation and meals in double and triple occupancy rooms. Those who wish to stay in single rooms shall pay extra as indicated in the info regarding fees for accommodation.

III. RIGHTS FOR CATEGORIES UNDER 12, 16 and 20

Each CARIFTA Member Country has the right to accommodation and meals from the organizers, from dinner on the official day of arrival to breakfast on the official day of departure, for the official player in each category and one Head of Delegation or coach. All other players and accompanying persons will have to pay for registration, accommodation and meals.

Accommodation and meals:

Accommodation will be provided at Hilton Hotel, located at John F. Kennedy Blvd. Hilton Hotel Curacao is a gorgeous beach resort in the Caribbean with two extensive white sand beaches. Please visit Hilton Curacao Beach Resort in the Caribbean Hilton Hotel is near Willemstad, the diverse capital city and an UNESCO World Heritage.

Official persons (player or Head of Delegation/coach) opting not to stay at the official accommodation will be charged an exoneration fee of hundred dollar (US$ 100) per person and will be responsible for the cost of their accommodation, meals and transportation.

Tournament venue:

Hotel Hilton, Curacao.

Local transportation:

The organizers will provide transportation to and from Curacao International Airport.

Note: Persons staying outside the official venue (Hilton Hotel Curacao) will be responsible for their own transportation.

Organizers will provide an optional sightseeing tour on Sunday April 21 at 2:30 pm.

Prizes:

Individual: - Gold, silver and bronze medals will be awarded to absolute and female players

taking the first three places in all official categories and age sub-categories. - Trophies or awards will be given to the players taking the first three places in

each official category by age (U12, U16, U20) and gender.

Team: - First three CARIFTA Member Countries will receive an award.

Points will be accumulated based on top five results among all official categories, where a 1st place finish will receive 5 points, 2nd place finish 4 points, 3rd place finish 3 points, 4th place finish 2 points and a 5th place finish will receive 1 point.

All players will receive a certificate of participation.

V. REGISTRATION, COSTS & PAYMENTS

Registration:

The registration must be formalized by each CARIFTA member country before Friday March 22, 2019, via email to [email protected] with the following details of its players:

First and last name,

Gender,

Date of birth,

Category

FIDE ID (in order to be registered, the FIDE ID is a must),

Elo rating (and also title if applicable),

Nationality

National Federation or country of residency.

If a participating CARIFTA member country does not send an official player in an age category or gender, they may not substitute this for another player in a category where they already have an official player. All players must provide their personal email address upon registration for FIDE America records. Registration form is attached.

Costs:

Registration fees/ entry fees:

For official and additional participants: US$ 90 (includes CCA entry fee of US$ 20, transportation and accreditation)

Local Curacao participants: 50 Guilders (all inclusive) Non-playing overseas guest (delegates, coaches, parents and accompanying

persons): US$ 75 (includes transportation and accreditation).

Fees for accommodation:

Accommodation with provision of breakfast, lunch and dinner is provided at Hilton Hotel Curacao from April 18 to the morning of April 23.

All-inclusive package during event for overseas participants, delegates & parents:

Single Room: US$ 1105 per person

Double room: US$ 700 per person

Triple room US$ 565 per person

If participants or delegates wish to stay at a non-official hotel they will each be subject to a US$ 100 exoneration fee.

All fees are payable to the Curacao Chess Federation.

Payment

Payment must be made by bank wire transfer by March 28, 2019.

Registration after March 21, will be subject to a penalty fee of US$ 50 per person (whether player, accompanying person, delegate or coach) Registration after April 4, will be subject to a penalty fee of US$ 75 per person

Late registration and payments ends April 11, 2019.

All accommodation cost will be paid for five (5) nights as a total package plus registration cost for whoever will be coming for the 18th of April and leaving on the 23th of April.

If someone comes later or leaves earlier, he or she will still be required to pay the total package cost. If someone comes earlier and leaves later, he or she will be required to pay all additional costs for accommodation and transportation.

NOTE: All arrangements are offered on a first-come basis and are only guaranteed upon payment.

Cancellations

Bookings are subject to terms and conditions of Hilton Hotel Curacao’s cancellation policy. Cancellation charges that are billed to the Curacao Chess Federation, will be billed to the federation of the player.

Cancellations of accommodations must be notified as soon as possible to the president of Curacao Chess Federation, Mr. Michell Fayad by email at [email protected].

Media

All journalists who wish to participate in the event may contact the organizers and should be accredited.

Promotion and marketing stands

Anyone who wishes to rent a promotional stand on location should contact the organizers for rental conditions. No one will be allowed any promotional space (except FIDE and CCA) or to have a stand for merchandise or other services, without approval of the Organizing Committee.
