Subject Parking Update
Walker Parking Consultants completed a parking study for the City of Carmel in 2000 and
as a result pay and display parking meters were installed at the Sunset Center North parking
lot and tour bus zone. Walker made recommendations for improving downtown parking
but these strategies were not implemented and parking continued to be a problem in the
commercial core area. The City Council recognized parking as a concern and made this
one
of
their key initiatives for 2013/14.
Walker completed a second parking study in October 2013 to update the 2000 parking
study and discovered there was an imbalance
of
parking in the downtown commercial
district with very little turn over from vehicles parking longer then the recommended time
rates. Walker identified two types
of
policy measures that can help achieve the
redistribution
of
ong-term parkers by refocusing the behavior
of
drivers parking in the on
street spaces; and providing incentives which encourage or incentivize long-term parkers
to not park in the coveted visitor spaces, or not park at all, but instead use other means to
access the commercial district. Walker concluded that parking policies are needed
to
redistribute parking demand and increase the availability
of
parking spaces in the busiest
locations. The recommended parking policies are outlined in the updated Walker parking
study .
At the April 1st,
20 14 council meeting, council discussed and considered the following
recommended parking polices that were presented in the parking management plan.

I . Extended current permitted parking enforcement time. A change in the current
ordinance was presented to council at the May meeting. Implementation required
changing the enforcement time on the current signs from 6: pm to 7:00pm. This was
completed July 1 2014.

Digital Payment Technologies who is under current contract with the City
of
Carmel for
the management and operation of the Luke pay and display parking meters at the
Sunset Center north lot and tour bus zone to implement a pilot multi space parking meter
system for the downtown commercial core. This also includes a license plate recognition
system. This will be implemented the first week ofNovember.
Update Current Status:
Several community workshops and town hall meetings were held to discuss the Walker
Study and recommended policies to improve downtown parking. Council has been
involved in the town hall meeting and workshops.

Digital Payment Technologies delivered 10 multi space parking meters to the City last
month. The meters will be installed during the last week
of
October. A workshop is
being scheduled for October 23,

to discuss the parking pilot program. A represen

distributed to the media, Carmel Chamber

Genetec Technologies will
be
installing software at the Carmel Police Department on
Tuesday November
4th
for the license plate recognition LPR) enforcement program. I
am also working with Park Mobile to implement a pay by cell integration program with
the multi space meters.
National Parking is the contract vendor for the City of Carmel and currently manages
the parking revenues and maintenance for the
Sunset Center North parking lot and tour
bus zone. Their contract expired June 30, 20
13
and a
staff
report is being prepared for
council to extend their contract for the duration
of
the parking pilot program to provide
oversight, co llection of revenues, and maintenance
of
the parking meters. In addition
Na
ti
onal Parking is proposing a two month ambassador program which wi
ll
consist of
two employees working 6 hrs per day to help answer questions regarding use of the
parking meters.
The parking pilot program is a six month trial program and can be extended month by
month by leasing the equipment through Digital Payment Technologies . Genetec is
offering a two month pilot program for the License Plate Recognition LPR) component
but the City will be required to purchase the unit after two months. The LPR system is
important for the enforcement of the system. The LPR system is in the Capital
Improvement Budget for FY
14114
as well as the Parking Management Plan. Please
refer to page E-15 and E
1

Asked Questions
What
are Multi Space Parking Stations?
Multi-space parking stations serve 8-10 parking spaces
for
on-street parking and will be
used
for the
parking
pilot
program. There is a
total
of 10 parking stations
for the
Ocean
Ave pi lot program located mid-block along each block face of Ocean Ave from Junipero
to
Monte
Verde. These parking stations accept coins, credit and debi t cards. The
parking stations are set up so
that
the user can pay at any parking meter as long as they
remember
their
license plate
number
. The license plate numbers are read by the
parking
enforcement
PR license plate recognition) system. The multi-space parking
stations have a user friendly screen
that
prompts
the
user through each payment step
and offers a receipt at
the
end ofthe transaction .

Multi Space parking stations work?
The multi-space parking stations
work
in a similar way to a banking ATM machine. The
sig
nage as
well
as notations on
the
parking station, the easy-to-read screen prompts
users through each step.
Most

tant
is
for
the
user
to
remember

license plate
number so that when they are prompted, they enter the correct license number. The
multi-space parking stations accept coins, Visa, MasterCard and debit cards.

parking station serves 8-10 parking spaces on street. These multi-
space parking stations also have additional payment options as well as reduced
maintenance needs. Features of the parking stations are:
Minimizing lost revenue should a meter stop working
as
parking may be paid at
ANY parking meter.
The modular construction of the parking meters means
that
repairs can be
resolved quickly
to
minimize maintenance and service costs.
The stations are highly secure with features
that
include real-time wireless
alarming should there be an attempted break-in.
Do the Multi Space parking stations take credit
cards
Yes, the multi-space parking stations accept Visa, MasterCard and debit cards for
payment. You may also receive a receipt to have a record of your purchase.
Is my credit card data safe
if
I use it
at
one
of
the Multi Space parking stations?
All credit card data stored on
the
parking
meter
is
encrypted
so
that it
can't
be
read by
anyone, including City personnel. The credi t card transactions are approved by the
banks in real-time so you have an authorization number on your receipt to reference
your transaction with your credit card company.
Unlike many other multi-space parking stations, banking meter or kiosks, the City's
multi
-space parking stations do not ingest
the
card so you will always have physical
contact and access
to your
card.
How much does
it
cost to park and for how long
Time limits are set at 2.00 per hour with a four 4) hour maximum.
During the pilot program the user
can
park in the multi space station zone on Ocean Ave
for
a maximum of four (4) hrs. fter four hours, they cannot move
to
another location
within
the pilot parking zone along Ocean Ave. The purpose of th is is to create vehicle
turnover
as recommended in
the
Walker report. The hours of enforcement operation
will remain the sa me.
What
about the 3 minute green zones on Ocean Ave?
The 30
minute
green zones on Ocean Ave are not part of the pilot program and vehicles
can
park in green zones without having
to
pay
to
park. There is no change in the
enforcement of
the
30 minute
time
zones.
How
do I check
to
see
how
much
time
is
left on
my
parking space?
The only way to know how much time
is
left on your parking space after payment is by
retaining the receipt or remembering
how
much
time
you paid
for
at the
pa
y station.
Each
receipt has the purchase and expired time printed on the receipt. The other option
is by setting
up
a pay by cell account with Parkmobile.

Do I have
to
put
my
receipt on
my
dash?
No. Receipts are available for your convenience. The receipt will show the time you paid
and your expiration time, and the parking space you paid for.

The multi-space parking stations have
the
capability
of
setting up
permit
systems;
however, during the pilot parking program
the
system will not be set up
to
allow permit
parking. This only applies
to
the
pilot
program on Ocean
Ave
and

sidents
can
park in
other timed areas with the privilege of parking an additional hour.

Yes the City is contracting with Parkmobile for the
pilot
parking program. Parkmobile
will
provide pay by cell service for the
trial
period up to six months and then the City will
evaluate for future service options. Parkmobile will provide information at each multi
space station

We recognize that it may take some time
to
get used
to the
new system,
but the
technology we have selected is very user friendly. The easy-to-read display will

users

quick and simple steps. The added benefits like flexible payment options and

In addition, the City is contracting with National Parking to provide two of its employees
to serve as Parking Ambassador attendants
for
the City
to
educate and provide
assistance to the public in connection
with
the
pilot
program multi-space stations. The
attendants
will work

morning, Oct. 23, on the pilot parking program

Chief Calhoun says

Two ambassadors will work dai ly for the first two months to assist the public
in operating the machines and
to
answer questions.
A previous workshop

held in April on the parking initiatives and the pilot

Responding to concerns that many parking spaces in downtown
Carmel-by-the-Sea are being taken up by business employees and are
thus not available for visitors, those employees will be able to park for free
for unlimited periods on certain nearby streets and other areas starting

Those locations will include the Sunset Center North parking lot and

both sides of Junipero Streetand alongside the center medianbetween 3rd
and 5 th avenues. Other areas will include Vista Lobos and
on
both sides of
Ocean Avenue west
of
Monte Verde Street.
Concerns about the shortage of downtown parking for visitors were
raised at a public workshop at the Carmel Plaza on April 30 and also at City

n a recent development as part of the city's parking management plan, the
enforcement time for parking
in
the downtown business area has been
extended an hour from 6 p.m. to 7 p.m.
City Council approved a parking pilot program along both sides of

expected to take effect by mid October.
As part
