    Department

    Date October 13 2014

    To

    Doug Schmitz City Administrator

From Michael Calhoun Director of Public Safety

    Subject Parking Update

Walker Parking Consultants completed a parking study for the City of Carmel in 2000 and

as a result pay and display parking meters were installed at the Sunset Center North parking

lot and tour bus zone. Walker made recommendations for improving downtown parking

but these strategies were not implemented and parking continued to be a problem in the

commercial core area. The City Council recognized parking as a concern and made this

    one

    of

    their key initiatives for 2013/14.

Walker completed a second parking study in October 2013 to update the 2000 parking

study and discovered there was an imbalance

    of

    parking in the downtown commercial

district with very little turn over from vehicles parking longer then the recommended time

    rates. Walker identified two types

    of

policy measures that can help achieve the

    redistribution

    of

ong-term parkers by refocusing the behavior

    of

    drivers parking in the on

street spaces; and providing incentives which encourage or incentivize long-term parkers

to not park in the coveted visitor spaces, or not park at all, but instead use other means to

access the commercial district. Walker concluded that parking policies are needed

    to

redistribute parking demand and increase the availability

    of

    parking spaces in the busiest

locations. The recommended parking policies are outlined in the updated Walker parking

    study .

    At the April 1st,

20 14 council meeting, council discussed and considered the following

recommended parking polices that were presented in the parking management plan.

    Parking Management Recommended Policies:

    1

Extend the hours of enforcement time one hour beyond the current 6: PM to 7:00PM.

    This was implement in July)

Provide more convenient and attractive parking options for employees by encouraging

them to park away from the commercial core to make more on-street spaces available to

    visitors and residents.

Encourage employees to park all day at the Sunset Center by eliminating paid parking

    fees.

Eliminate time restrictions by allowing employees to park all day along most of

Junipero Street and the center median between 3rd Street and 6th Ave.

    ease a limited

    num er

of underutilized private parking spaces for employee parking.

This likely requires a financial arrangement between the City and owners of off-street

    parking spaces.

Develop a walk ambassador/concierge or shuttle service for employees and others

    who

    park in the peripheral locations.

    Reward employees

    who

    park in designated areas.

    3) Development of a pilot program for paid parking along parts of Ocean Ave.

    Recommended Time Line:

I . Extended current permitted parking enforcement time. A change in the current

ordinance was presented to council at the May meeting. Implementation required

changing the enforcement time on the current signs from 6: pm to 7:00pm. This was

    completed July 1 2014.

    2.

Provide more convenient and attractive parking options for employees by allowing

unrestricted parking at the Sunset Center north lot, and eliminating time restrictions

along Junipero Street between 3rd and 6th including the center medians. Implemented

July 1st. A map of the recommended employee parking zones was distributed to the

    business community)

    3.

    Development

    of

a pilot program for paid parking. Staff is working with Walker and

Digital Payment Technologies who is under current contract with the City

    of

    Carmel for

the management and operation of the Luke pay and display parking meters at the

Sunset Center north lot and tour bus zone to implement a pilot multi space parking meter

system for the downtown commercial core. This also includes a license plate recognition

system. This will be implemented the first week ofNovember.

    Update Current Status:

Several community workshops and town hall meetings were held to discuss the Walker

Study and recommended policies to improve downtown parking. Council has been

involved in the town hall meeting and workshops.

Digital Payment Technologies delivered 10 multi space parking meters to the City last

month. The meters will be installed during the last week

    of

    October. A workshop is

    being scheduled for October 23,

    9: am

at the Carmel Plaza Stonewater Creek building

to discuss the parking pilot program. A represen

    ta

    tive from Digital Payment

Technologies will be on hand to answer questions. A press release was put together and

distributed to the media, Carmel Chamber

    of

    Commerce, the Carmel Foundation, and

City website. See article in Monterey Herald Octob

    er

    14, 20 14 .

    Genetec Technologies will

    be

installing software at the Carmel Police Department on

    Tuesday November

    4th

for the license plate recognition LPR) enforcement program. I

am also working with Park Mobile to implement a pay by cell integration program with

    the multi space meters.

National Parking is the contract vendor for the City of Carmel and currently manages

the parking revenues and maintenance for the

Sunset Center North parking lot and tour

bus zone. Their contract expired June 30, 20

    13

    and a

    staff

    report is being prepared for

council to extend their contract for the duration

    of

the parking pilot program to provide

oversight, co llection of revenues, and maintenance

    of

    the parking meters. In addition

    Na

    ti

onal Parking is proposing a two month ambassador program which wi

    ll

    consist of

two employees working 6 hrs per day to help answer questions regarding use of the

    parking meters.

The parking pilot program is a six month trial program and can be extended month by

month by leasing the equipment through Digital Payment Technologies . Genetec is

offering a two month pilot program for the License Plate Recognition LPR) component

but the City will be required to purchase the unit after two months. The LPR system is

important for the enforcement of the system. The LPR system is in the Capital

    Improvement Budget for FY

    14114

as well as the Parking Management Plan. Please

CARMEL BY THE SEA EXAMINING DOWNTOWN PARKING OPTIONS

    Recommended policy goals:

    Discourage long-term parking in

    the

    highest demand locations, in

    the downtown

    business core.

    Provide reasonable flex ibil ity

    for

visitor parking, keeping the customer service experience in mind.

Implement polices to encourage long-term parking in lower demand locations.

Bring underutilized privately owned parking spaces into the public system.

    Steps being considered:

    Extend parking enforcement

    times

    one

    hour until7

    pm.

    Designate employee parking at

    the

Sunset Center North Lot and Junipero between

    4th

    and 6th.

Develop a pilot program along parts of Ocean Avenue for paid parking, perhaps on the north side

    as

    visitors enter.

    To date:

City has held two parking workshops, including one on Wednesday, April

    3D

    led by Police Chief Mike

    Calhoun and Walker Parking Consultants.

    Walker Parking Consultants

    has

    analyzed

    the downtown

parking situation and how spaces are

general ly being used and compared Carmel s situation to other cities it has studied.

    Chief Calhoun has

    met with downtown

    businesses and

    with

    Monta Potter,

    CEO

    of the Carmel Chamber

    of

    Commerce.

Further input is sought from business owners and residents. City staff will study issues and City

Council will consider parking management recommendations.

    Multi space Parking Stations Frequently

    Asked Questions

    What

    are Multi Space Parking Stations?

Multi-space parking stations serve 8-10 parking spaces

    for

    on-street parking and will be

    used

    for the

    parking

    pilot

    program. There is a

    total

    of 10 parking stations

    for the

    Ocean

Ave pi lot program located mid-block along each block face of Ocean Ave from Junipero

    to

    Monte

Verde. These parking stations accept coins, credit and debi t cards. The

parking stations are set up so

    that

the user can pay at any parking meter as long as they

    remember

    their

    license plate

    number

. The license plate numbers are read by the

    parking

    enforcement

PR license plate recognition) system. The multi-space parking

stations have a user friendly screen

    that

    prompts

    the

    user through each payment step

    and offers a receipt at

    the

    end ofthe transaction .

    ow do

    the

    Multi Space parking stations work?

    The multi-space parking stations

    work

in a similar way to a banking ATM machine. The

    sig

    nage as

    well

    as notations on

    the

parking station, the easy-to-read screen prompts

    users through each step.

    Most

    impor

    tant

    is

    for

    the

    user

    to

    remember

    their

    license plate

number so that when they are prompted, they enter the correct license number. The

multi-space parking stations accept coins, Visa, MasterCard and debit cards.

    Why

    did

    the

    City agree

    to

    a parking pilot program?

Walker Parking Consultants completed a parking study in October 2013 to update the

2000 parking study and discovered there was an imbalance of parking in the downtown

    7/22

commercial district with very little turn over from vehicles parking longer then the

    recommended

    time

    rates. Walker identified

    two

    types of policy measures

    that can

    help

    achieve

    the

redistribution of long-term parkers by refocusing the behavior of drivers

parking in the on-street spaces; and providing incentives which encourage or incentivize

    long-

    term

    parkers

    to

    not

    park in

    the

    coveted visitor spaces,

    or

    not

    park at all,

    but

    instead

    use other means to

    access

the commercial district. Walker concluded that parking policies

are needed to redistribute parking demand and increase the availabi

    lity

    of parking spaces

in the busiest locations. Several workshops and town hall meetings were held on the

subject of parking in Carmel and information was included in press releases to the Carmel

Pine Cone, Monterey Herald, The Weekly, Carmel Chamber of Commerce, and The Carmel

    Foundation.

t the April 1st council meeting, council discussed and considered the

    follow

    i

    ng

recommended parking polices that were presented in the parking management plan. The

    pilot

    parking program was one

    of

    the

    recommended policies.

    Parking Management Recommended Policies:

    1) Extend

    the

hours of enforcement time one hour beyond

    the

    current 6:00PM

    to

    7:00

    PM.

    2

    Provide

    more

convenient and attractive parking options for employees by

    encouraging

    them

to park away from the commercial core

    to

    make more on-street

spaces available to visitors and residents.

    Encourage employees

    to

park all day at the Sunset Center by eliminating paid

    parking fees.

    Eliminate

    time

    restrictions by allowing employees

    to

park all day along most of

    Junipero Street and

    the

center median between 3rd Street and 6th Ave.

Lease a limited number of underutilized private parking spaces fo r employee

parking. This likely requires a financial arrangement between the City and

    owners of off-street parking spaces.

Develop a walk, ambassador/concierge, or shuttle service for employees and

others who park in the peripheral locations.

    Reward employees

    who

    park

    in

    designated areas.

3 Development of a pilot program for paid parking along parts of Ocean Ave.

    hy s the

    City installing this type

    of

    parking station

The multi-space parking stations have many benefits compared

    to

    single space meters

and pay display meters the City

    has

used at the Sunset Center North parking lot and

    tour bus zone.

    Each

parking station serves 8-10 parking spaces on street. These multi-

space parking stations also have additional payment options as well as reduced

maintenance needs. Features of the parking stations are:

Minimizing lost revenue should a meter stop working

    as

    parking may be paid at

    ANY parking meter.

The modular construction of the parking meters means

    that

    repairs can be

    resolved quickly

    to

    minimize maintenance and service costs.

The stations are highly secure with features

    that

    include real-time wireless

alarming should there be an attempted break-in.

Do the Multi Space parking stations take credit

    cards

Yes, the multi-space parking stations accept Visa, MasterCard and debit cards for

payment. You may also receive a receipt to have a record of your purchase.

Is my credit card data safe

    if

    I use it

    at

    one

    of

    the Multi Space parking stations?

All credit card data stored on

    the

    parking

    meter

    is

    encrypted

    so

    that it

    can't

    be

    read by

anyone, including City personnel. The credi t card transactions are approved by the

banks in real-time so you have an authorization number on your receipt to reference

your transaction with your credit card company.

Unlike many other multi-space parking stations, banking meter or kiosks, the City's

    multi

-space parking stations do not ingest

    the

card so you will always have physical

    contact and access

    to your

    card.

    How much does

    it

cost to park and for how long

Time limits are set at 2.00 per hour with a four 4) hour maximum.

During the pilot program the user

    can

park in the multi space station zone on Ocean Ave

    for

a maximum of four (4) hrs. fter four hours, they cannot move

    to

    another location

    within

the pilot parking zone along Ocean Ave. The purpose of th is is to create vehicle

    turnover

    as recommended in

    the

Walker report. The hours of enforcement operation

    will remain the sa me.

    What

about the 3 minute green zones on Ocean Ave?

    The 30

    minute

green zones on Ocean Ave are not part of the pilot program and vehicles

    can

park in green zones without having

    to

    pay

    to

park. There is no change in the

    enforcement of

    the

    30 minute

    time

    zones.

    How

    do I check

    to

    see

    how

    much

    time

    is

    left on

    my

    parking space?

The only way to know how much time

    is

left on your parking space after payment is by

    retaining the receipt or remembering

    how

    much

    time

    you paid

    for

    at the

    pa

    y station.

    Each

receipt has the purchase and expired time printed on the receipt. The other option

    is by setting

    up

a pay by cell account with Parkmobile.

  • 8/10/2019 Carmel Parking Managment Timeline

    9/22

    Do I have

    to

    put

    my

    receipt on

    my

    dash?

No. Receipts are available for your convenience. The receipt will show the time you paid

and your expiration time, and the parking space you paid for.

    an

I use my Carmel Parking Resident Sticker?

    The multi-space parking stations have

    the

    capability

    of

    setting up

    permit

    systems;

however, during the pilot parking program

    the

system will not be set up

    to

    allow permit

    parking. This only applies

    to

    the

    pilot

    program on Ocean

    Ave

    and

    re

    sidents

    can

    park in

other timed areas with the privilege of parking an additional hour.

    an

    I pay for parking using

    my

    cell phone?

Yes the City is contracting with Parkmobile for the

    pilot

    parking program. Parkmobile

    will

provide pay by cell service for the

    trial

period up to six months and then the City will

evaluate for future service options. Parkmobile will provide information at each multi

    space station

    to

set up an account on your cell phone.

    These

    Mult

    i Space parking stations look

    too

    complicated.

We recognize that it may take some time

    to

    get used

    to the

    new system,

    but the

technology we have selected is very user friendly. The easy-to-read display will

    prompt

    users

    with

quick and simple steps. The added benefits like flexible payment options and

offering a printed receipt make the learning

    effort

    worthwhile.

In addition, the City is contracting with National Parking to provide two of its employees

to serve as Parking Ambassador attendants

    for

    the City

    to

    educate and provide

assistance to the public in connection

    with

    the

    pilot

    program multi-space stations. The

    attendants

    will work

    6

    hour

s a day/7 days a week for the fi rst

    two

    months of the

    program. The city

    will

    have the option

    to

continue the program on a month

    to

    month

    basis.

    ow

    does

    the

    City enforce

    the

    pay stations?

Enforcement officers are equipped with a handheld device and

    LPR

    License Plate

Technology) in their enforcement vehicle that displays which parking spaces are paid for

and which are not. f an expired parking space has a vehicle in it, a citation will be

    issued.

    Where

    can I find unrestrictive parking?

    The Sunset Center

    North

    parking

    lot

    on Junipero Ave between

    3

    rd

    and 5th and Vista

    Lobos

    lot

provide no fee parking. See map of unrestricted parking areas.

    What happens if

    the

    Multi Space

    meter

    does not work?

f you would like to report a problem with any parking station, please call

    the

    Carmel

    Po

    lice Department at 831) 624-6403.

    n a rare situation

    when an

individual station goes completely off-line, customers may

still park in a space near an out-of-service

    meter

    as long as

    they

    purchase

    their

    parking

    from nother multi-space parking meter.

    Are

    the

    Multi Space meters accessible

    to

    people

    with

    disabilities?

Vehicles displaying a valid disabled placard are exempt

    from

    payment at any parking

meter, inc luding the multi-space meters. However, all multi-space and single space

    meters meet ADA requirements.

    ow long s

    the

    parking pilot program?

The parking pilot program is a six

    month tri l

    program

    but

    the City

    has

    the option to

lease the equipment from Digital Payment Technology on a month

    to

    month basis.

    Parkmobile also agreed

    to

    a six month program with

    the

    same terms. Genetec who is

    providing

    the
