En el “Study on the Competitiveness of the EU eco industry” (Unión Europea, 2009) se explica que la eco-industria es uno de los mayores sectores en Europa, con una facturación de 319.000 M€ anuales, que ha estado creciendo alrededor de un 8% al año. Otros estudios argumentan, además, que un buena calidad medio ambiental redunda positivamente en un considerable número de sectores en la economía, e incluso vinculan el medio ambiente con 21 M de puestos de trabajo 3.000.000 M€ de la actividad económica en Europa (“Links between the environment, economy and jobs”, Unión Europea, 2007). Además, se observa un crecimiento superior a la media en exportaciones en el campo de tecnologías del agua y residuos. En este sentido, se está fomentando la apertura a mercados estratégicos como el asiático mediante acuerdos con China y con India en este campo. Un ejemplo de cooperación tecnológica es el partenariado público-privado para la investigación conjunta y la puesta en marcha de un proyecto piloto que pretende establecer plantas de generación de energía de emisión cero en China.

Comunicación de Financiación del SET Plan
•Aumento de la financiación de 3.000 Millones de € anuales a 8.000 Millones de € anuales. Aumento de la investigación pública y privada de 50.000 Millones de € durante los próximos 10 años.
•Contribución por parte de los EE.MM, Sector privado y Comisión Europea. Se espera un papel clave del Banco Europeo de Inversiones. BEI. En términos generales, cuanto menos desarrollado esté una tecnología mayor implicación e inversión pública es necesaria. Sin embargo, se necesita un papel muy activo por parte del sector privado.
•Por el momento se han acordado los siguientes mecanismos de financiación:
•Financiación del SET Plan a través del plan de recuperación (2400 M € a interconexiones de gas y electricidad, 1050 M € a demostración de CCS a gran escala y 565 M € a eólica marina).
•Venta de derechos de emisión de los 300 Millones de toneladas para nuevos entrantes (NER 300), equivalentes a 6000-9000 M € y beneficios generados por el ETS (Esquema de Intercambio de Emisiones) en el periodo comprendido entre 2013-2020 (aprox.50.000-70.000 M €).
•Financiación a nivel nacional y Regional de I+D en energía debe doblarse en el 2012 y multiplicarse por 4 en el 2020. A través de Programación Conjunta.
•Financiación a través de las PPP´s con incidencia en el área energética (Actualmente: green cars, energy efficient buildings).

The objective of this topic is to assess the potential of decentralised low cost drinking water, wastewater treatment, water reuse, recycling and conservation technologies (including natural systems, like constructed wetlands, soil aquifer treatment, bank filtration, etc.) for a wide range of African countries that are technically simple and cheaper to operate and maintain. Emphasis should be given to the development of innovative decentralised water supply and sanitation systems that may allow reducing the risk of wastewater reuse for irrigation purposes and foster the multiple use of water. This action should also comprise the assessment of various technical and socio-economic constraints which prevent sustainable water and sanitation services and should ensure, through a transdisciplinary approach, the involvement of local participants in order to understand the various cultural differences and underlying attitudes towards water and sanitation. This topic is relevant for micro-enterprises and SMEs. The aim is to achieve a fair level of participation for African countries in collaboration with their European partners.
