RATIONALE: Hiba Seager, a seventh grader at Caroline Middle School, won theCaroline Middle School Spelling Bee Contest in February, correctlyspelling the word, "sassafras." RATIONALE: There is a 20 year manufacture's warranty on the roof atLewis and Clark Elementary School. If a roofmg problemis detected that is considered to be related to themanufacturer of the roof, the manufacturer will be liable topay for any roofing concerns. Caroline County PublicSchools do not have the expertise to inspect the roof onLewis and Clark Elementary School and determine if it is amanufacturer's problem or otherwise.

In your package is a service agreement between CarolineCounty Public Schools and Roof Consulting Services, Inc.,to provide an annual inspection of the roof and provide thescope of services identified on page 6.a.14.

RATIONALE: The cost of goods and services has risen dramaticallyduring that the last four years. Caroline County has notraised meal prices within that time. Due to the increasedcosts of food and supplies, we need to raise both breakfastand lunch prices to offset these rising costs. The attachedmaterials provide a comparison to surrounding countiesalong with suggested breakfast and lunch prices for the2008-2009 school year.

Price IncreaseSubject:

Weare in the position of needing to take rather large price increases to cover ourmargins. Caroline schools have not raised prices since the '04 school year. During the lastfew years we have seen commodities rising at a dramatic pace. Just this month we havebeen given notice of some of the new increases to come.

F9rexample: Flour was $10.89 now $15.75 +44.63%i Apple juice was $7.39 now $9.44 +27.74%

Pasta was $9.89 now $16.49 +66.74%Salad Oil was $26.00 now$51.00 +96.16%Mac Noodle was $9.04 now $10.04 +11.07%

A sampling of 50 items which are increasing show a 16.48% increase in prices. This willbe offset some what by items which stay relatively flat in price (we hope) but is still anincredible increase. Our Commodities order is due the end of the month and we havebeen for warned there will not be as much USDA product available as last year. This willforce us to purchase more on the open market and we can expect to see major increasespassed on in the bid process.

The question is not do we need the increase but rather how much do we need. While themath might indicate we take a very large increase to quickly bring us in line I feel wewould have the potential of a very negative reaction from the parents and as a result couldacFally loose revenue if more students began bringing in lunch. Therefore my suggestionis a stepped approach with the increase shown on the attached comparison sheet being putin~Place as soon as feasible. In addition I will reevaluate our ala carte pricing for anac oss the board increase (this will be a matter of .05 -.10 per item). We should plan for ase ond increase in the following school year.

RECOMMENDATION: Approval of the Olweus Bullying Prevention Program ContinuationGrant Application

RATIO:r'fALE: Bowling Green Elementary, Ladysmith Primary and LadysmithElementary Schools were awarded an Olweus Bullying PreventionProgram Implementation Grant in the amount of $4,968 for the2007-2008 school year. This continuation grant application for the2008-2009 school year in the amount of $2,981.01 will providestipends for teacher training, travel expenses for training, andmaterials expenses. This program provides training for students,teachers and all school personnel so that bullying incidents arehandled appropriately and consistently. This program has alreadybeen implemented at Bowling Green Primary and Caroline MiddleSchools through a grant award to the individual schools two yearsago.

RECOMMENPATION: Approval of Virginia Preschool hlitiative Application for 2008-2009

RA TIONALE~ Caroline County Public Schools is eligible to receive additional funding throughthe Virginia Preschool h1itiative for underserved at risk four-year-old students dueto recent changes in the funding formula and state laws. This initiative waspreviously designed to provide funding at the rate of $5400 per child. Wearecurrently serving 30 VPI children in two classes along with 6 additional localinitiative PreK students to meet the maximum class size of 18. The 2008-2009funding rate has increased to $6000 per child and we are eligible to serve a total of57 students for the upcoming year. This is an increase of 27 students. The currentprogram has a state share of$111,236 and the local share is $59,756 of which 75%is cash and 25% is in-kind. The following chart is provided to show the currentfunding data and projected funding requirements based on the number of studentsserved.

It is proposed to serve 54 students (3 classes of 18) for the 2008-2009 school year.The students will be served in one VPI class at Madison Elementary and two VPIclasses at Lewis and Clark Elementary. The selection/eligibility process used forour current PreK programs will be used to determine eligibility for the program. Anadditional VPI class teacher and assistant will need to be hired. It is anticipated thatthis funding will also be available for the 2009-2010 school year and then subject tochange when the new composite index figure and projected numbers of at risk fouryear-olds are released.

RATIONALE: The General Registrar of Caroline County would like tomove the Madison voting precinct, in conjunction withthe opening of Lewis and Clark Elementary School. Inorder to move a voting precinct it is necessary to get pre-clearance from the Department of Justice. The registrarwould like to be able to hold the November presidentialelection at Lewis and Clark Elementary School.

Bottom line up front: No CIP funding was received to maintain the current trailerinventory for the school system. It is imperative that the current inventory be reduced tothe extent practical to lessen the impact on the current operating budget.

CURRENT PLAN

L~S -Currently has ten trailers in use, 6 owned by CCPS and four rented. The fourrental units have been prepared for pick up by the rental agency.

TheLPS -Currently has eleven trailers in use, 7 owned by CCPS and four rental units.rental units will be prepared for removal as soon as possible.

BGP -Currently has five trailers in use all owned by CCPS. They will receive two rentalunits from LES.

BGE -Currently has six trailers in use,no anticipated changes.

DISPOSAL PLAN

Weare trying to get a contact list for companies that might be interested in the purchaseand/or removal ofCCPS owned trailers at LES and LPS. The goal is to have all unusedtrailers that are mobile removed prior to the start of the new school year with as little costto CCPS as possible.

Some trailers are on permanent mounted on foundations and are not programmed forremoval. Specifically they are Trailer 1 & 2 at LPS and Trailers 1, 2, & 3at LES. It isnot anticipated that any of these will be used for classroom space however they can beused as unheated storage. These trailers have very little useful life remaining and willeventually have to be demolished, therefore it is not anticipated that we will expend anyeffort to maintain them. If they become unsafe or too unsightly, it is recommended thatthey be scheduled for demolition.
