That wise perspective from Cook County Circuit Court Associate Judge Thomas More

Donnelly is at the heart of what we do at CARPLS. We help those in need to navigate a

justice system that simply isn’t user-friendly. Whatever the need – financial resources,

English language skills or cultural understanding – our staff and volunteer attorneys

guide clients through the process of resolving their legal issues. At little or no cost to

them. And we do that for nearly 50,000 Cook County residents every year.

$32.00 per case is the

average cost to CARPLS in helping low-income

clients find solutions to basic legal issues.

94% of clients would recommend

CARPLS’ services to friends and family.

message from executive director and president of the board

Dear Friends,Thank you for investing in CARPLS’ legal services.

Last year, we celebrated our 20th Anniversary and raised over $430,000 towards advancing our

technology to enhance client services. We are grateful to the leadership of the Board, Advisory Board,

Associate Board and many friends that garnered this wonderful support.

As we speak, CARPLS is training staff and volunteers on a new case management system powered

by Salesforce, a global leader in cloud computing technology. The new system will harness the many

social and collaborative capabilities of the Salesforce platform to transform the delivery of legal aid

services to low-income families.

Within the next five years, our goal is to double our service capacity, moving the needle from 50,000

to 100,000 served, annually. We also believe we can decrease the cost of our services from $32 to $25.

But it’s really always about improving the lives of our clients who are most often representing themselves

pro se in the face of overwhelming obstacles.

The benefit of our services to our clients – straightforward advice and simple justice – is clear.

But CARPLS delivers benefits to our larger communities that are more nuanced. When pro se clients feel

they have been treated with respect, even when the legal outcome is less than they had hoped for, they

come away with a sense of fair play. We change their minds about our justice system.

When our clients feel they have been treated fairly, they tell their neighbors. Trust in our legal system

and our profession is built. When our neighbors understand and can exercise their legal rights, their lives

are often changed. Families are supported and stay intact. Seniors stay in their homes. Neighborhoods are

stronger. As a result, communities benefit from the increased stability.

This report will explore the benefits of our services through the eyes of our volunteers, staff attorneys,

clients and judges. We think you will see that straightforward advice and simple justice have many faces

and many impacts. We thank you and look forward to another year of working together to make equal

justice a reality for all members of our community.

Delivering Straightforward Advice: One hotline and four court-based advice desksOur pro se clients find us where and when they need us most:

the evening on Mondays and Wednesdays on

ADminiSTRATivE hEARingS ADviCE DESk

When a pro se litigant needs advice on how to

navigate violations of city ordinances, they find us

at our advice desk on the first floor of the City of

Chicago’s Department of Administrative Hearings

at 400 West Superior. We guide them with advice

on everything from building code violations to

retrieving an impounded car.

ConSumER CoLLECTion ADviCE DESk

Information, advice and referrals for pro se debtors

and creditors are provided from the CARPLS

Collection Advice Desk inside the Post-Judgment

Collection Court in Room 1401 of the Daley Center.

We answer basic questions about the most

common legal issues presented in post-judgment

collection cases.

DomESTiC RELATionS ADviCE DESk

Pro se litigants find advice on navigating the

family court from our desk on the Concourse

Level in Room CL16 of the Richard J. Daley

Center. Clients can also get help drafting family

law pleadings and, for those with more complicated

family matters, we can refer them to other legal

aid programs.

muniCipAL CouRT ADviCE DESk

When pro se litigants face eviction, consumer/

contract issues or tort matters, they can come to

us on the Concourse Level in Room CL16 of the

Daley Center. CARPLS staff can also help them

by drafting pleadings to file pro se.

Anna and MinCLIENTS

calming the fear.Anna’s mother Min is a family breadwinner.

As a caregiver for the elderly she’s strong and

dependable. But when a university sued her for a

college loan she couldn’t repay, she needed help.

As Anna says, “It really wasn’t a huge amount,

but my mother certainly thought it was. I wasn’t

sure how to help her – we didn’t know where to

turn or even what questions to ask.”

Their predicament was made more complex

by a language barrier. Anna’s mother didn’t

speak English, let alone “legal speak.” But Anna

got some good advice: call CARPLS and see

what they can do.

What they did was a conference call with Anna

and her mother. “They were very, very patient,”

said Anna. She would ask her mother’s questions

in English, then translate the CARPLS answer.

“My Mom understood everything. They told

us the best route was to settle.”

The good legal guidance didn’t stop there.

The CARPLS advice was for Anna’s mother

to make sure she got a letter stating that

the case had been dismissed, with specifi c

language so that it couldn’t be reopened.

But that wasn’t the end of their need of

CARPLS support. When her mother tried to

settle, there were still more confusing issues.

Together she and Anna called CARPLS again

and came away with a “laundry list” of special

wording for the letter confi rming settlement.

It’s all behind them now. “It’s a huge relief –

both for my mom and me and our whole family,”

says Anna. “If it hadn’t been for CARPLS,

I wouldn’t have known what to ask and the end

of the story might have been very different.”

easing anxiety.When Byron got his first job after law school,

he met another young attorney who supported

CARPLS as a member of the Associate Board and

got to know about what the organization did for

the community. That knowledge came in handy

when the boutique firm he worked for responded

to the economic downturn by downsizing.

His response: he now had time to volunteer

three days a week for CARPLS. As he pursued

his job search he noticed that many of those

potential employers were impressed by his

volunteer work for CARPLS. He even wrote an

article about his CARPLS experience for The Chicago

Daily Law Bulletin, and that definitely got the

attention of employers. Now, in his new job with

the Illinois Human Rights Commission, he satisfies

his love of helping people and has moved from

volunteering to supporting CARPLS as an

Associate Board member.

But the benefits to Byron’s career pale in comparison

to what he sees CARPLS doing for clients every

day. Like the elderly woman whose call he answered

one night as he worked on the Hotline. “She was

hysterical,” he remembers. “She was absolutely

frantic because she had received notice that her

property was being foreclosed. She thought they

were going to kick her out the next day.”

The first step: ease her fears. Byron explained

that it would take a while before the court took

action. She had time to look for solutions – maybe

renegotiate the terms of her mortgage or, at the

very least, find another place to live if she couldn’t

resolve it with the bank. “I just kept explaining that

it would take a while.” When she understood that

she wouldn’t be out of her home the next day, she

thankfully told Byron, “I can actually sleep tonight!”

It’s the kind of story he saw often as a CARPLS

volunteer. “It’s exactly the kind of reaction

we like to see. It’s priceless.”

evening the playing fi eld.When Justice Michael B. Hyman came to know

CARPLS, he was sitting in the Collections Court.

There he saw volunteers and staff as they

consulted with defendants. “These are people

who had received a judgment against them, but

they have no idea of where to start or what to

do,” he said. “As a judge it is comforting to know

that I could tell them to see the CARPLS staff

and volunteers,” he added.

From Justice Hyman’s perspective, it’s hard to

deliver justice when one party has no understand-

ing, no concept of what is going on. And access

to justice is a necessity.

With access to justice, there also comes

transparency. According to Justice Hyman, “When

one party feels they are ignored, they become

skeptical and suspicious of the legal system.

But with an organization like CARPLS – someone

who is independent – that turns around. They

feel as though they have somebody on their

side … the playing fi eld is even.”

“It’s pretty simple,” he says. “Everyone wants

to experience the system in a way that lets

them know they have been listened to – that

they’ve been given a fair shake.” That turns minds

around. “The professionalism and dedication of

the CARPLS staff and volunteers make me proud

to be a lawyer. They do diffi cult work with people

in diffi cult circumstances day in and day out.

They make the justice system better.”

Finding confidence.As the executive director of an organization that

does policy research and advocacy for the South

Asian community in Chicago, Ami is committed to

racial justice and civil rights. But, while her work

for minority and immigrant communities at large

is rewarding, volunteering for CARPLS puts her

back in touch with people facing their own, personal

legal issues: “Here I can help with problem

solving on an individual level,” she says.

Ami has found multiple ways to make a difference

at CARPLS. For three years she served on the

Associate board, but since 2011 she has been

a regular volunteer.

When she points to experiences that have

truly made a difference, it’s as a volunteer on

the Consumer Collection Advice Desk. “We often

are working with someone who is scared and

intimidated. We can help them be more confident

just by providing clarity. And we can help protect

their assets, which are usually very small and

critical to their survival.”

The pro se clients Ami has worked with also

face another challenge: “The creditor usually

has an attorney and they do not. Many want to

resolve their debt but can’t afford to or don’t

know how to,” she explains.

But, according to Ami, there’s another dimension

to the rewards that come from volunteering with

CARPLS. “We get incredibly valuable and practical

tips and guidance from the staff lawyers. You

can end up being a better lawyer.”

Asserting rights.The Honorable Thomas More Donnelly,

Associate Judge of the Circuit Court of Cook

County, remembers the days several years ago

when there were 300 to 600 cases each day

in the Collection Court – and most were not

represented by lawyers. “People without lawyers

can’t get justice – and the court can’t give

legal advice,” Judge Donnelly says.

The solution: “We put the Help Desk in the

conference room, just left of the clerk.” That

is where CARPLS lawyers started making sure

people knew their rights.

One of those pro se litigants that sticks in Judge

Donnelly’s mind was an 80-year-old grandmother

who had co-signed a car loan for her granddaughter.

A judgment resulting from her granddaughter’s

unpaid debt meant a bank freeze for her. “She didn’t

know about the exemption for Social Security.

And that was the only income she had.” The result

was that all her money that had been garnished by

the creditor was returned to her. “CARPLS gave

her good advice about her rights so that she

could assert those rights,” he says.

For many pro se litigants he says, “…the jargon

of the legal system is disempowering. They just

can’t understand. But when they have someone

like a CARPLS lawyer who can translate, they’re

empowered to act on their own behalf. When that

happens, their perception of the whole justice

system changes – even if nothing can be done,

they understand.”
