Meeting called to order at 18:30. Reading of minutes by Secretary – Andy Thomas, NV6V Motion to accept minutes as posted passed unanimously. a. July 13, regular Bi-monthly meeting b. Secretary’s report Membership c. Correspondence & etc. Secretary will work on getting badges sent to new members that have not received them yet. These are for paid memberships only. Secretary gave brief account of his experiences with his new TYT MD380 digital UHF HT. See: http://calaverasars.org/Web/?p=1472 President & Repeater Operator Report – Ken Sanders, AE6LA AE6LA reports that 8 individuals have signed up for the next Ham Cram, including our County Sheriff and 2 Deputies. At the previous Ham Cram, 2 Firemen from EPFD gave AE6LA’s info to LDS church in Murphys. See flyer for event info. a. Fowler - 5.17, 4.39, 4.31. Nothing new to report. Works fine. b. Reba – 4.39, 441.0375 Operations Still off the air due to chair lift construction – equipment was located in the shack that is under construction. AE6LA has collected all the equipment and is working towards configuring it as a remote base. This would be useful to some of our members in the Bear Valley area. c. Blue Lake Springs Arnold UHF 441.875 Working well. d. Financial filings Waiting for amended Quick Books file from Treasurer. Repeater Committee – Mike Fahmie, WA6ZTY WA6ZTY not present. • ARES/OES Committee Report –Sam, WS6P; PT Brown, KG6FEY; Ken – AE6LA; Mike, N6AXQWS6P reports that there are 2 new ARES members.K6DUY asked about Ham participation in the recent hurricanes. WS6P responded that there wereplenty of volunteers but not much of the traffic needed handling here on the West coast.

a. CESN – Monday 2000Hrs, Wednesday 1000 HrAtmospheric conditions are pretty rough for nets right now.

b. 2017 Event Schedule: Sunday,March 19, Ride4ART; Saturday, April 15, Mr Frog;Saturday, May 13, Central Fire Mud Run.

c. CalFire is in the process of dropping Command 5. This will shift to Command12 by the end of November.RX 151.2425 103.5 PL

• New BusinessNominations for officers to serve for 2018-19 Secretary, PIO, and President Secretary: NV6V agrees to accept nomination Public Information Officer: W6AJW agrees to accept nomination President: no nominee Discussion followed regarding lack of nominee for President. KN6XW brought up the idea of a nominating committee, as it used to be. She also suggested holding a business meeting with only the office holders and committee heads attending. VP K6DUY will conduct the November meeting.

Event Calendar: Sept. 30, 8 am Ham Cram, Murphys Fire Training Center; Weekly Net Mondays, 7:30 PM, 145.17 and 441.875 MHz; Bi-monthly business meeting Nov. 9, 2017, 6:30 at IOOF Hall in Angels,. Breakfast at 9 AM, Murphys Hotel, Oct. 7 and Nov. 4; Christmas Party Dec. 2?

INSTRUCTIONS FOR COMPLETING NCVEC FORM 605 APPLICATION

AMATEUR RADIO LICENSES AND REQUIREMENTS

In the US, there are three Amateur Radio license levels, or license classes which are Technician, General and Amateur Extra. The Federal Communications Commission (FCC) grants these licenses. The exams cover regulations, operating practices, and electronics theory. They are based on cumulative knowledge and build off one another. FCC requires the lower level exams to be passed for the higher level licenses to be issued.

LEVEL 1: Technician Class EXAM: 35 question Technician Written Exam (Element 2)

LEVEL 2: General Class (upgrade from Technician) EXAM: 35 question General Written Exam (Element 3)

LEVEL 3: Amateur Extra Class (upgrade from General) EXAM: 50 question Extra Written Exam (Element 4)

The written examinations are constructed from question pools that have been made public. There is no exemption from the written exam requirements for persons with difficulty in reading, writing, or because of a handicap or disability. NCVEC FORM 605 The NCVEC Form 605 is for VE / VEC use only. Do not send or provide this form to the FCC. This form is used at a VE exam session to apply for a new or upgrade Amateur Radio Operator/Primary Station license. It may also be used to renew or update your license (change your mailing address, email address, name, etc.). This form may not be used to apply for a new specific "Vanity" station call sign.

THE FCC APPLICATION FORM 605 The FCC Form 605 may not be submitted to a VE exam session team or a VEC since it does not request the information required by the administering VEs. The FCC Form 605 may be used to renew or modify your license. New vanity license requests and sequential call sign changes require an FCC schedule D form in addition to the FCC 605 Form. Send the FCC 605 form to: FCC, 1270 Fairfield Rd., Gettysburg PA 17325-7245. You may file license renewals or changes or request a vanity call sign online directly with the FCC at http://wireless.fcc.gov/u1s/.

FCC BASIC QUALIFICATION QUESTION

This item enables the FCC to determine whether an Applicant is eligible under §§ 310(d) and 308(b) of the Communications Act of 1934, as amended, to hold or have ownership interest in a station license. Applicants are required to answer the question only if 1) they are filing NCVEC or FCC Form 605 for one of the following purposes indicated: New, Amendment, Modification (Upgrade or Call sign change), or Renewal/Modification; and 2) the answer has changed from the answer previously provided. Applicants using NCVEC or FCC Form 605 for any other purpose are not required to answer this question.

FCC BASIC QUALIFICATION QUESTION INSTRUCTIONS AND PROCEDURES WHEN ANSWERING "YES"

If the answer to the basic qualification question (felony question) is 'YES', submit as an exhibit a statement explaining the circumstances and a statement giving the reasons why the Applicant believes that grant of the application would be in the public interest notwithstanding the actual or alleged misconduct. If the Applicant responds 'YES' to this question and has previously provided a statement and explanation regarding the circumstances as an attachment to a prior application filed in ULS, and the facts and circumstances are unchanged, the Applicant may refer to the previous application by identifying the application file number and indicating the disposition of the prior application. Applicants can send the explanation and the application file number via e-mail to [email protected] or via postal mail at: FCC, 1270 Fairfield Rd. Gettysburg, PA 17325-7245. The applicant is required to provide an explanation within 14 days of the application data being submitted to FCC. Failure to do so may result in the application dismissal without action. The applicant must provide sufficient information for the FCC to determine whether there exists any material and substantial question of fact regarding whether the applicant has the character qualifications to be a Commission licensee. There is no set checklist of items, but useful information includes:

• a detailed description of the conduct that resulted in the conviction or guilty plea, including time and place

• the date of the conviction or guilty plea • the punishment that was imposed, and whether the

sentence has been completed, or the applicant is still under any restriction or condition resulting from the conviction or guilty plea

• any efforts taken to remedy the wrongs committed and ensure that the applicant will not engage in such conduct in the future.

If the applicant does not request confidential treatment, the explanation will be publicly viewable in ULS. If the applicant requests that the explanation be confidential, it will not be visible to the public. However, in order to seek confidential treatment, the applicant must include a separate request that the material not be made available for public inspection. The request must contain a statement of the reasons for the request, and identify the portion(s) of the response for which confidential treatment is requested. It is not sufficient to simply mark a document as "Confidential." All attachments, confidential or non-confidential should be accompanied by an application file number, to ensure that the explanation is attached to the proper filing.

VE Liaison Report

September 2017

Exam Sessions Update

Since the July CARS VII Liaison report, the following exam sessions were held:

July 22, 2017 —Ham Cram class conducted by Ken Sanders at Ebbefts Pass Fire District. Fourteen candidates took the Technician exam and 12 passed.

September 9, 2017 Tr-County Picnic at Angels Camp. Two applicants took the Technician exam and passed, and one Technician from the July 22 Ham Cram session upgraded to General Class.

Thank you to all of the Volunteer Examiners and helpers for both of these sessions.
