CARTERET COMMUNITY COLLEGE 2020 Report to the Community
Carteret Community College 2020 Report to the Community | 2
Message from the President
INVEST. IGNITE. INSPIRE.
It is my pleasure to introduce this 2020 Report to the Community from Carteret Community College. While the report reflects
fiscal data from 2019-2020, we have taken this opportunity to include highlights from 2020-2021 to provide you with the most
current information available about our leadership, programs, and accomplishments.
The giant elephant in the middle of the two-year span of this Report is, of course, the COVID-19 pandemic. Carteret CC was
gaining momentum in the fall of 2019 after having implemented a number of new programs the year before that were aligned
with local business and industry needs. Our Automotive Systems, Diesel and Heavy Equipment, Engineering, Horticulture, and
Welding programs entered into their second year with growing enrollment and community support. In addition, the College had
embarked on a number of capital projects to upgrade program facilities and services. We broke ground on a new culinary
facility and career center, and we started a major shoreline restoration to correct damage done by 2018’s Hurricane Florence.
All of this momentum quickly came to a halt in March 2020, when the novel coronavirus caused the College to put all of our
classes online and send our faculty and staff home to work remotely for eight weeks. Construction costs rose and materials
took longer to arrive, extending the timelines on capital projects. In addition, our fifth president, Dr. John Hauser, was selected
as president of Gaston College and announced his departure.
I am proud to say that the Board of Trustees, Foundation Board of Directors, leadership team, faculty, and staff at Carteret CC
embraced the challenges at hand and stayed focused on our mission to deliver high quality teaching, training, support, and
enrichment to improve the quality of life for our students and citizens. Faculty quickly adapted to new technology and
simulation software to deliver coursework online. Student Services staff acclimated to Zoom and began “meeting” with
students to provide advising, tutoring, and other support as close to face-to-face as possible. Facilities and Operations staff
identified necessary steps to make the campus safe. And on May 1, 2020, we reopened with staggered schedules, stringent
health and safety protocols, and enhanced technology to serve students both on and off campus.
On June 1, 2020, I was humbled and honored to become the sixth president of Carteret Community College. This first year on
the job has been challenging, exhilarating, and fulfilling. We have seen students overcome many hurdles to reach their
academic and career goals, and we have celebrated their formidable achievements in creative ways (like a drive-through
graduation ceremony). We have moved into the Hospitality and Culinary Arts Center and Big Rock Career Center, and we are
now welcoming people to campus to see a model living shoreline that will increase our storm resiliency and build a more vibrant
and welcoming habitat for marine life. We have upgraded our technology and our technology skills – thanks to a $964,000
USDA grant and Higher Education Emergency Relief Funds – to be ready to shift to remote learning any time a health, weather,
or other emergency hits. We established and published a Diversity, Equity, and Inclusion statement to affirm our commitment to
serving and supporting all members of our community.
We owe much of this successful re-emergence to the confidence and support you, our partners, investors, and advocates, have
steadfastly given. Thank you.
This month, we embarked on a strategic planning process to build consensus around the values and vision that will lead
Carteret Community College beyond the pandemic and prepare us to tackle whatever comes next with a spirit of innovation,
inclusiveness, and renewed commitment to student and community success. We look forward to engaging you in the process.
Sincerely,
Dr. Tracy Mancini President
Carteret Community College
During the 2019-2020 Fiscal year Carteret CC had a leadership transition. Dr. John Hauser was the president until May 2020;
Dr. Tracy Mancini became president on June 1, 2020.

College Board Leadership BOARD OF TRUSTEES
As we end one academic year and look forward to the next, I want to tell you how
proud I am of Carteret Community College for providing quality educational
opportunities during a most unusual and challenging year. The Board of Trustees
acknowledges the hard work of administration, faculty, staff, and students in creating
a new normal. On behalf of the Board of Trustees, I would like to highlight a few of
the strengths of the college seen this past year.
First, the Board of Trustees is grateful for the leadership beginning in June 2020 of
our new college president, Dr. Tracy Mancini. I cannot imagine a better fit for the
college than Dr. Mancini, as I can attest to her work ethic, vision, communication
skills, collaborative spirit, and compassion. We are in good hands as we begin
strategic planning for our future.
Second, The College’s response to the COVID-19 pandemic ensured a seamless
continuation of instruction, even though methods of delivery had to be adapted to
follow safety protocols. Faculty quickly transitioned to online instruction and
introduced alternative methods of instruction.
Third, our partnerships are strong. We have welcomed to our campus town mayors,
county commissioners, town and county managers, business leaders, educators,
state elected officials, and donors. We opened a North Carolina Military Business
Center on campus. The college believes that working partnerships make our
programs more relevant and impactful.
Fourth, we completed two new buildings that will benefit our entire community. The
Hospitality and Culinary Arts Center is beautiful with state-of-the art equipment. The
Big Rock Career Center will help students and community members take advantage
of new opportunities.
Fifth, we have been recognized for excellence. The College has been named a Center
for Excellence for Domestic Maritime Workforce Training and Education for 2021-
2022, a prestigious distinction shared with only one other North Carolina community
college. Math instructor Karen Bochnovic was the recipient of the statewide
Excellence in Teaching Award. SmartAsset named Carteret Community College fourth
in the nation in its Best Community Colleges in American publication.
Carteret Community College is an asset to our entire community. The Board of
Trustees is appreciative of the work of the Foundation, and we thank our varied
donors for their many contributions. We invite you to take a tour, sign up for a class,
walk the campus, join us for a dinner, sit on a dock on our new living shoreline—come
and experience first-hand all that Carteret Community College has to offer.

Creating Success through Community
Partnerships
USDA GRANT
Carteret Community College (Carteret CC) was awarded
$960,546 from the United States Department of Agriculture
(USDA) Distance Learning and Telemedicine (DLT) grant program.
The program helps health care and education institutions buy the
equipment and software necessary to deploy distance-learning
and telemedicine services to rural residents.
This grant funding enabled the College to upgrade several
classrooms on campus and put computers and other IT/AV
equipment and software in communities/organizations
throughout the county. Equipment will be installed in Harkers
Island (Bridge Downeast), Harlowe (Harlowe Community Center,
in partnership with Craven Community College), Beaufort
(Department of Social Services and East Carteret High School),
Western Carteret Library, Fort Benjamin Recreational Center, the
Marine Science and Technology (MaST) High School, and Croatan
High School.
“I am proud of the team that conceived of and wrote our proposal, which will allow Carteret Community
College to partner with community organizations and agencies to provide access to education and
training,” stated Dr. Tracy Mancini, President of Carteret CC.
WALKING TRAIL GRANT CHALLENGE
A generous eastern North Carolina foundation issued Carteret
Community College Foundation a challenge to help secure funds
for a walking trail around campus. The foundation agreed to
donate $50,000 if Carteret CC Foundation could raise $50,000
from the date the challenge was issued. Carteret CC Foundation
met and exceeded the challenge by raising more than
$110,000. Thank you to our generous donors!
The College’s walking trail will be approximately one mile long
and tie into the Town of Morehead City’s sidewalk system. The
trail will provide a safe place for residents to exercise, walk or
bike. In addition, it will lead to two observation decks and a non-
motorized boat launch for kayaks, canoes and paddleboards.
Landscaping around the trail will incorporate rain gardens and
educational kiosks and signage providing information on
activities involving several academic areas like the Aquaculture
Technology program, Horticulture Technology Program and
others.

Success Stories “Foundation stones for a balanced success are honesty, character,
integrity, faith, love, and loyalty.” — Zig Ziglar
STUDENT STORIES
Jesse Corbett did not take the decision to return to school lightly. After serving
in the National Guard and starting a family, Jesse knew he wanted to pursue a
teaching career. Relocating to Morehead City, Jesse enrolled at Carteret CC and
the East Carolina University Pirate Promise program. With the ECU Pirate
Promise program, Jesse was guaranteed admission to ECU after successfully
completing his first two-years at Carteret CC.
In order to complete his coursework at Carteret CC, Jesse took night classes
while working full-time at Cherry Point, as well as working in the construction
field.
“I had to work hard and stay focused,” he said. “I had the idea of
becoming a history teacher in my mind for a long time, and I had
the chance to make it happen.”
Jesse successfully completed his Associate in Arts degree from Carteret CC,
which included the prerequisites needed to transfer into the education field at
ECU. Jesse seamlessly transferred into the College of Education at ECU. Jesse
graduated from ECU in May 2021 with a Bachelor of Science in Secondary
History Education and became one of Carteret CC’s and ECU’s first students to
graduate from the Pirate Promise program. Jesse fulfilled his dream and is currently a full-time teacher and football coach.
“It has taken countless hours of hard work and many sleepless nights,” said Jesse. “But it has been worth
every second of it.”
Mr. Lynn Eury presented the Carteret CC Board
of Trustees with a $10,000 check establishing the Sandi
Malone Memorial Scholarship Endowment. Longtime friends,
Mr. Eury wished to remember Sandi by establishing a
scholarship to support students in the Horticulture
Technology program at Carteret CC because of her love for
gardening.
“I prefer to think of my charitable contributions as
investments rather than simply as a gift,” said Mr.
Eury. “When funds associated with a gift are
spent, much of the impact is gone. In the case of
this endowment established in memory of Sandi
Malone, Sandi will be remembered in perpetuity
for her positive impacts on Carteret County.”

FACULTY STORIES
Karen Bochnovic, a math and college success course
instructor at Carteret CC, was announced as the recipient of
the 2021 Excellence in Teaching award.
The award, sponsored by the R.J. Reynolds Foundation and
established in 1985, recognizes community college faculty
members who “exemplify the highest quality and standards of
instruction throughout the NC Community College System,”
according to the NCCCS website.
Dr. Tracy Mancini, who nominated Ms. Bochnovic for the
award, said she was deserving of the recognition.
“Karen Bochnovic is a worthy recipient of this
statewide distinction. Her commitment to the first-
year experience for students has been a guiding
light for many,” Dr. Mancini said. “In addition to
being an outstanding instructor, Karen Bochnovic is
well respected by her peers as an effective faculty leader.”
Giving back to our community!
Each year, Carteret CC faculty and staff decorate for the holidays. This
year, Corporate & Community Education staff and faculty took their
decorating to a new level by collecting more than 125 blankets to
donate to local nursing homes and shelters!
In July 2020, Carteret Community College expanded its Commercial Driver License (CDL) program thanks to a donation of an
automatic tractor and refrigerated trailer from the Crystal Coast Country Club and its owner, PKS LLC, along with Ryder
System, Inc. The College currently offers six classes each year. The program has become so successful that the College is
hoping to secure another tractor and trailer to train even more students.

Campus Transformation HOSPITALITY AND CULINARY ARTS CENTER
The new Hospitality & Culinary Arts Center (HCAC) is open for business! Students have been enjoying their classes in the new
facility. HCAC provides our students with a unique opportunity to learn and train on the best equipment in the industry with its
state-of-the-art ovens, freezers, and kitchen tools with advanced digital capabilities through touch screen and video technology.
The new building will allow Carteret CC to expand and serve the needs of Eastern North Carolina restaurants and hotels. The
new space provides the college the ability to increase enrollment of students in our culinary program, baking and pastry
program, and hospitality program.
The facility also features the Elizabeth and Doug Townsend Event Hall which seats approximately 144 people. Carteret CC was
happy to invite the community to enjoy the space this summer during its new Savour the Summer Soiree dinner series.
BIG ROCK CAREER CENTER
The Big Rock Career Center will offer job
seekers and employers a one-stop
employment location focusing on the
following services:
Success and career coaching
Employer job placement
Skill development and access to
workforce training
Resume and interview assistance
Military/veterans’ assistance
Job seekers of all levels will have access to
comprehensive training and employment
services in one location. And, employers can
receive services that address both their
employment and training needs such as help
finding candidates, posting job openings,

Foundation Leadership BOARD OF DIRECTORS
The 2019-2020 fiscal year was a very
challenging time, and the importance of
Carteret Community College and its
inclusive education and career training
opportunities has never been more
important and vital to our community.
The community’s recognition of the
college’s importance is reflected in the
more than $3.5 million in donations and
pledges by generous donors to support
the new Hospitality & Culinary Arts
Center, the Big Rock Career Center, and
the Educational Walking Trail. This
amount represents one of the highest
fundraising totals in the history of the
college.
Many of our fundraising events had to
be canceled or rescheduled during the
pandemic. Even with these challenges,
I am pleased to announce a successful
year because of you.
On behalf of the Carteret Community
College Foundation, I extend deep
appreciation to the more than 200
donors – individuals, businesses, and
foundations – for their generous
support and the foundation staff for
their dedication. As we strive to
continue to expand our support for the
students and the college, we know it
can only be achieved through the
involvement and generosity of our
community.

Together we can
Like many, the Foundation had to pivot to virtual opportunities during 2020. During this uncertainty the Foundation continued
to provide and receive support. We were able to continue with a few outdoor activities too! While the world around us has
changed, our mission remains unchanged. We continue to strive to meet that mission each day to support Carteret CC students,
faculty and staff.

Tribute Gifts Tribute gifts are a special way to
thoughtfully remember family
and friends. Some Carteret
Community College donors
make a provision for gifts to be
made to the foundation at their
passing, or their families make
the request. Other donors
make gifts of appreciation in
honor of someone who has
been a vital part of their lives,
for a birthday, anniversary,
holiday, or other notable
occasion.

The Carteret CC Foundation provides additional support for the college beyond state, county, and institutional dollars. As a 501(c)(3) nonprofit organization, the
Foundation is a vehicle for donors to make gifts that may be tax-deductible. The Foundation also receives grants and other corporate and community support.
The Foundation, in coordination with the college Board of Trustees, also pursues a variety of strategic initiatives to promote growth and excellence for Carteret
