Executive summary

Introduction

This Case for Endorsement outlines the rationale, evidence and industry support for updates to training in the Automotive Retail, Service and Repair (AUR) Training Package, specifically for:

Project 2a – Review of AUR32516 Certificate III in Automotive Underbody Technology and wheel alignment training.

The previous Industry Skills Council, Auto Skills Australia (ASA), submitted a Case for Change in December 2016 and it was approved on 15 December 2016. However, following further consultation by PwC’s Skills for Australia (SfA), it became clear that the scope of the project as outlined in the ASA Business Case would not meet industry needs, further detail on the original ASA Business Case and the reasons for changing the scope are outlined in Section 2. The objective of the project was revised to meet the needs of the automotive fast-fit industry and agreed with the Automotive Light Vehicle Industry Reference Committee (IRC) in February 2018.

This Case for Endorsement demonstrates how the proposed Training Package components align with the COAG Industry Skills Council reforms to Training Packages, and other principles for quality that inform our training product development work.

As the Skills Service Organisation for the automotive industry, we are satisfied that there is strong industry support for these changes and that the modification will ensure that the AUR Training Package will meet the needs of learners and workers within the automotive industry.

2 Description of work and request for approval

2.1 Introduction PwC’s Skills for Australia became the Skills Service Organisation (SSO) for the automotive industry and Training Packages in January 2017. Business cases had been submitted by Auto Skills Australia (ASA) and approved prior to this date outlining the proposed projects and development of Training Package materials for the light vehicle sector of the automotive industry. In order to facilitate continuity, PwC’s Skills for Australia (SfA) agreed to complete the projects outlined in Year 1 of the ASA Business Case. SfA commenced industry consultation for project 2a in August 2017, however, following consultation with industry and regulatory bodies, it became clear that the scope of the project as outlined in the ASA Business Case would not be appropriate. The reasons for this are outlined below.

2.2 Original objective of project 2a The original objective of this project, as set out in the ASA Business Case, was to create a new or revised qualification for tyre fitting and wheel alignment training. The rationale behind creating a new qualification was:

NSW Fair Trading1 (the state regulator) licensing requirements stipulate that a person is prohibited from carrying out any automotive service and repair work unless they hold a Tradesperson’s Certificate.

The Tradesperson’s Certificate requires workers to hold a minimum Certificate III level qualification.

Specialist tyre fitting and wheel alignment businesses in NSW were struggling to get their learners through any Certificate III qualifications in the AUR Training Package as they required learners to develop skills and knowledge in areas that they would not encounter in the workplace.

In NSW tyre fitting and wheel alignment are both classed as “automotive underbody work”.2 Therefore, the Certificate III qualification in the AUR Training Package that would most closely align to the role of a specialist tyre fitter or wheel aligner is AUR32516 Certificate III in Automotive Underbody Technology.

The original business case proposed to modify and restructure AUR32516 Certificate III in Automotive Underbody Technology to reflect tyre fitting and wheel alignment job roles based on the reasons listed above.

2.3 Revised objective of project 2a PwC’s SfA began stakeholder consultation for project 2a in August 2017, the outputs of which resulted in changes to NSW licensing requirements for tyre fitters, and subsequently, a change in scope for Project 2a. This revised objective of project 2a was agreed by the Automotive Light Vehicle IRC in February 2018. The reasons for changing the scope of the project are outlined below.

2.3.1 Changes to NSW licensing requirements Following industry consultation, it was determined that tyre fitters do not require a Certificate III level qualification due to the level of skills and knowledge required for the job role. SfA consulted with NSW Fair Trading and they agreed to remove the licensing requirement for tyre fitters. However, the licensing and Certificate III level qualification requirements will remain in place for wheel alignment.

A new Statement of Regulatory Intent (SRI) was approved in September 2017 and provides that Fair Trading will not enforce the licensing and qualification requirements of the Motor Dealers and Repairers Act 2013 in relation to tyre fitting. The Statement clarifies that “persons undertaking car tyre fitting repair work that does not affect the mechanical operation of the vehicle, the structure of the vehicle or vehicle safety features (such as impact sensors and airbags) may continue to do so without the need to hold a tradesperson’s certificate.”3

Due to the removal of the licensing requirement, tyre fitters in NSW do not require a minimum Certificate III level qualification as of September 2017. This led to a change in scope for project 2a as there was no longer a need for a new or revised Certificate III level qualification for tyre fitting to meet licensing requirements. An existing Certificate II level qualification AUR21913 Certificate II in Automotive Tyre Servicing Technology is already available for tyre fitters and meets the needs of the job role.

2.3.2 Lack of industry support for a specialised Certificate III in Wheel Alignment

PwC’s SfA began consultation regarding the potential creation of a new qualification or re-structure of AUR32516 Certificate III in Automotive Underbody Technology to meet the needs of the wheel alignment industry. Industry consultation by SfA found that the majority of stakeholders did not believe a specialised Certificate III level qualification for wheel alignment should be created for the following two reasons:

1. A Certificate III in Wheel Alignment would narrow a learner’s future job opportunities and portability of skills. These learners would only have the skills and knowledge to operate in an extremely niche industry.

2. It would not be feasible to create a Certificate III in Wheel Alignment as there would be insufficient relevant units of competency (UoCs) to meet the requirements of an AQF level III qualification.

The stakeholders consulted acknowledged the difficulties faced by specialist wheel alignment businesses in NSW – these businesses struggle to provide the skills, training and workplace evidence for Certificate III qualifications in the AUR Training Package. However, it was argued that, if the apprentice cannot meet the skills and knowledge requirements of the UoCs

within their workplace, their employer should provide for them to be trained at a different workplace.

2.3.3 Wheel alignment skills can be developed through skill sets

In all other states and territories outside of NSW, there is no wheel alignment occupational license required and no single qualification that learners undertake as wheel alignment training material is dispersed throughout numerous qualifications. Stakeholder consultation also revealed that training is often provided “on the job”. Variability in training requirements across Australia has resulted in inconsistent skill levels.

In consideration of the above, stakeholders agreed that the development of a skill set would support learners to access the relevant UoCs for wheel alignment that would provide an opportunity to upskill for existing workers (outside of NSW) and create a level of consistency and quality across the industry.

2.3.4 There are no existing AUR qualifications that meet the needs of the fast-fit industry

It was identified that many of the UoCs in AUR32516 Certificate III in Automotive Underbody Technology aligned to the role of a worker in the automotive fast-fit industry, however, this was unclear from the qualifications application statement and the inclusion of irrelevant UoCs in the core and elective bank. Fast-fit repair workshops and businesses specialise in simple underbody repair and replacement of tyres, wheels, steering, suspension and brakes. This includes some of Australia’s large automotive fast-fit service and repair chains such as Kmart Tyre and Auto, Bob Jane Tmart, Bridgestone Select, Beaurepaires, Pedders Suspension and Midas, as well as smaller independent repair businesses. AUR32516 Certificate III in Automotive Underbody Technology could better fulfil an existing industry need by clearly aligning it with the fast-fit automotive repair sector (which includes wheel alignment).

2.3.5 New objective of project 2a as approved by the Light Vehicle IRC

Therefore, in accordance with stakeholder feedback, and under the direction of the IRC, PwC’s SFA has re-structured AUR32516 Certificate III in Automotive Underbody Technology to meet the needs of the fast-fit industry (i.e. tyres, wheels, steering, suspension and brakes), updated 15 UoCs and created two new wheel alignment skill sets. The revised objective was agreed with the Light Vehicle IRC in February 2018.

The detailed findings of our consultation, which provide a rationale for the IRC recommendations for training product development, are included in Appendix A.

2.4 Request for approval This submission puts forward the Case for Endorsement for the proposed components of the AUR Automotive Retail, Service and Repair Training Package Version 5.0.

The draft components submitted to the Australian Industry and Skills Committee (AISC) for endorsement are:

15 currently endorsed Units of Competency that were reviewed and amended within this project.

1 qualification AUR32516 Certificate III in Automotive Underbody Technology that was reviewed and restructured within this project.

Although non-endorsable, two new skill sets:

o AURSS00052 Light Vehicle Wheel Alignment skill set

All components submitted for endorsement have been developed and reviewed in accordance with the Standards for Training Packages 2012, the Training Package Products Policy 2012 and the Training Package Development and Endorsement Policy 2016.

2.4.1 Equivalency status of modified qualification

The revised qualification is not deemed equivalent to AUR32516 Certificate III in Automotive Underbody Technology. The purpose of the new qualification is to meet the needs of the automotive fast-fit industry, therefore AURTTZ002 Diagnose and repair exhaust systems has been moved to the elective bank as it does not directly align to the primary job roles in tyres, wheels, steering, suspension and brakes arising from this qualification. AURETR025 Test, charge and replace batteries and jump- start vehicles has been moved to the core bank from the elective bank as all workers in businesses servicing tyres, wheels, steering, suspension and brakes are expected to carry out this activity if needed. A number of units that would not benefit a worker in the fast-fit industry have also been removed from the elective bank.

The non-equivalence is based on the fact that a learner who completes AUR32518 Certificate III in Automotive Underbody Technology will not have the equivalent skills and knowledge of a learner that had completed AUR32516 Certificate III in Automotive Underbody Technology as the job outcome of the qualification has changed. It is normally the case that when the core bank of units is altered, the qualification is deemed not equivalent.

Evidence of consultation with the states and territories, and evidence that the views of key stakeholders have been considered, is provided in this document.

3 Evidence of industry support

3.1 Industry engagement Throughout consultation, we have sought to place industry at the heart of our work. Our approach has been guided by our principles for training product development which determine that our work should:

1. Be industry-led;

2. Encourage broad and transparent stakeholder consultation;

3. Respond quickly to industry skills needs and priorities;

4. Be efficient and cost-effective; and

5. Produce high quality and independently validated training products.

We have consulted with industry and other relevant stakeholders through the methods outlined below. A list of stakeholders consulted over the course of our project work can be found in Appendix B.

3.1.1 Targeted consultation Throughout the project we held targeted consultations with key stakeholders who were identified by IRC members, broad industry research, or through PwC’s network of contacts. Stakeholders in occupations relevant to the qualification were targeted, therefore the original target group were those who worked in the tyre fitting and wheel alignment industry. Following the change of project scope, stakeholders from the automotive fast fit industry with expertise in simple underbody repair and replacement of tyres, wheels, steering, suspension and brakes were targeted. The target group was small and relative to the size of the automotive industry.

Overall, we attempted to engage with around 180 industry stakeholders via direct email or phone calls. Of those we were able to engage with, consultations were held in the form of one-to-one phone interviews and teleconference focus groups. Stakeholders who were consulted are listed in Appendix B.

3.1.2 Engagement with State and Territory Training Authorities

State and Territory Training Authorities (STAs) have been engaged on several occasions throughout the review process, as well as providing general feedback and advice on an ongoing basis. 3.1.3 Draft training product review We published the draft training products on the PwC’s Skills for Australia website from the 30th of April to the 21st of May 2018. The purpose of publishing the training products was to ensure stakeholders could review and comment on the ways in which the feedback we received during consultation had been reflected in the proposed training product changes.

We also sent email communications informing stakeholders that the draft training products were available for review on our website. These emails were distributed to and by our IRC Members, STA networks and our 355 website subscribers. During this time the training products were downloaded 32 times.

Dissenting view How it has been addressed

A minority of stakeholders from NSW suggested AUR32516 Certificate III in Automotive Underbody Technology could be re-structured to reduce the number of core units and create specialist elective streams (e.g. wheel alignment). This would enable workers in specialist businesses to achieve a Certificate III level qualification and resolve the issues faced by wheel alignment businesses in NSW.

Further consultation with industry identified that this would not be an appropriate solution. The specialist automotive underbody repair industry is a thin market and narrowing the scope of the qualification through elective streams would further reduce the future job opportunities of learners. In order to enable learners to participate in the fast-fit industry (and therefore increase employment options), skills and knowledge to operate on tyres, wheels, steering, suspension and brakes is required and fulfils an industry need.

Wheel alignment is a Certificate III level skill, which is why there is a licensing requirement in NSW.

The majority of stakeholders consulted believe that at a basic level, a minimum AQF level 2 qualification should be held, acknowledging that more complex wheel alignments would require greater skills and knowledge. It was agreed that the new skill sets would have a pre-requisite of AUR21916 Certificate II in Automotive Tyre Servicing OR any other AUR Certificate III qualification. This indicates that learners must have previous exposure to tyres and wheels work, or be at an AQF Level 3 in order to complete wheel alignment activity.

3.1.5 Engagement with licensing bodies As noted in Section 2.1, PwC’s Skills for Australia engaged with NSW Fair Trading following initial consultation in 2017 on tyre fitting and wheel alignment. This resulted in the removal of licensing requirements for tyre fitters only – licensing requirements remain for wheel aligners. PwC’s Skills for Australia have continued to engage and provide updates to NSW Fair Trading on the information obtained from industry consultation regarding AUR32516 Certificate III in Automotive Underbody Technology and the work carried out to create two new skill sets for wheel alignment.

3.1.6 Continued communications Following the formal stakeholder consultation period, we continued to engage with our stakeholders to seek further feedback and provide updates on our progress. This communication occurred via email or phone and continued as the Case for Endorsement progressed.

4 Industry expectations about training delivery

4.1 Industry advice on training delivery AUR32516 Certificate III in Automotive Underbody Technology is intended for persons who carry out “repair of underbody systems of motor vehicles, including brake equipment or systems, exhaust systems or steering or suspension systems, but does not include mechanical systems or electrical equipment, systems or circuits”4. The qualification to date has experienced relatively low enrolments as there are no licensing requirements outside of NSW for specialised areas of underbody work. It is highly subsidised in Queensland (QLD) as the government identified a skills shortage several years ago. It is also subsidised in South Australia (SA) however not to the same extent. The subsidisation of the qualification is reflected in the higher enrolment numbers for QLD and SA from 2014 to 2016 (refer to Table 4).

Overall, industry stakeholder feedback identified that despite the low enrolments, the qualification could be re-structured to meet the needs of the automotive fast-fit industry. This re-structure will result in the qualification being deemed non-equivalent due to changes in the core bank of units. Industry stakeholders agreed that the changes made accurately reflect the skills and knowledge required to work in the automotive fast-fit industry.

Additional advice about industry’s expectations of training delivery, including duration of training, delivery modes and pathways, work-based learning strategies, assessment and learner characteristics, is included in the AUR Companion Volume Implementation Guide.

4.2 Industry advice on traineeships and apprenticeships

The non-equivalence and recoding of this qualification will require Registered Training Organisations (RTOs) to re-apply to have this qualification put on their scope. RTOs will also need to ensure they have the tools required to deliver all core units. The qualification is to be delivered as an apprenticeship. Employers who experience difficulty in providing the workplace training and resources for any of the specialist repair areas and UoCs should provide for their apprentices to be sent to another automotive repair business to complete the training and obtain the required workplace evidence.

5.1.2 Implementation management strategy The new and revised training products will need to be communicated to RTOs and industry participants. We have developed a strategy for the communication of these updates in the event of AISC approval. This includes:

Communications to all relevant RTOs nationally explaining the changes.

Updates on the PwC’s Skills for Australia website, including news post on the automotive page and pop-up notification for all users viewing the website.

Emails sent directly to all PwC’s Skills for Australia automotive subscribers to inform them of the changes.

Email communications with all organisations and individuals previously engaged throughout this consultation process, including employers, RTOs and peak bodies.

Development of a summary document providing an explanation of the changes. This document will be shared with all networks and broader distribution encouraged.

PwC’s SfA team to be present at relevant industry conferences and events to communicate the changes and encourage industry-wide awareness.

5.1.3 Licensing requirements Workers in the automotive service and repair industry, including wheel aligners, are required to hold a tradespersons certificate in NSW. This stipulates a minimum requirement of a Certificate III qualification. AUR32516 Certificate III in Automotive Underbody Technology may be completed by learners in NSW in order to meet licensing requirements. As of September 2017, tyre fitters in NSW no longer require a License, however, the requirements remain for wheel aligners.

The SSO and the Light Vehicle IRC recognise that the qualification is beyond the scope of specialist wheel alignment businesses and such businesses may face difficulty in providing

the necessary workplace training environment for their workers to complete the required UoCs. However, industry feedback has been clear that it is not in the best interest of learners to create a Certificate III qualification specifically for the wheel alignment industry.

No further changes to licensing requirements are expected, however PwC’s Skills for Australia will continue to engage with NSW Fair Trading and provide information on the new wheel alignment skill sets in the AUR Training Package.

5.1.4 Funding Arrangements Whilst the proposed modification will change the packaging rules for AUR32516

Certificate III in Automotive Underbody Technology (to be re-coded AUR32518), the total number of Units of Competency required to complete the qualification remains consistent at 28. As such, state and territory funding arrangements should not be significantly affected.

The proposed change in this Case for Endorsement clearly aligns with the principles espoused by the COAG Industry and Skills Council regarding Training Package reform. See table below for specific details.

Due to the highly specialised and technical nature of the automotive light vehicle service and repair industry the revised units are unlikely to be imported into other Training Packages. The units are used in a number of qualifications within the AUR Training Package.

Foster greater recognition of skill sets.

The development of two new skill sets for wheel alignment training is critical to ensuring the fluidity of learners and workers throughout the automotive industry and the Australian workforce more broadly.

7.2 Alignment of Training Package development work with work assigned by AISC in Case for Change

The activity order outlined in Section 1 was based on the ASA business case. Following consultation with industry and licensing bodies, this project did not result in the development of a Certificate III qualification in tyre fitting and wheel alignment for the following reasons:

An existing Certificate II qualification, AUR21916 Certificate II in Tyre Servicing meets the needs of the tyre fitting industry and as of September 2017, tyre fitters in NSW are no longer required to hold a Tradesperson’s certificate (minimum Certificate level III qualification).

Industry stakeholders did not believe a Certificate III in Wheel Alignment should be developed as it would not meet AQF Level 3 requirements and it would narrow a learners future job opportunities.

As a result, the scope of the project was revised as outlined in section 2.

7.3 Evidence that Training Package components are prepared for publication

The changes proposed in this Case for Endorsement have been translated into Training Package content in preparation for publication on training.gov.au. The draft version of the revised Units of Competency were circulated with Automotive Light Vehicle IRC Members with the Case for Endorsement. The draft training products are attached for evidence that the revised Training Package material is ready for publication.

Appendix A – Key findings from consultation

The core units do not align well to a job role/s which has led to confusion over the purpose of the qualification and contributed to low enrolments.

AURTTZ002 Diagnose and repair exhaust systems should be moved to the elective bank as it does not house core skills for the job roles arising from this qualification. Industry feedback indicates that the core bank should be aligned to tyres, wheels, steering, suspension and brakes.

AURETR025 Test, charge and replace batteries and jump - start vehicles is considered to house essential skills and knowledge required by all workers in businesses that service tyres, wheels, steering, suspension and brakes.

Five elective units are skills not relevant to the job role outcomes of the qualification.

AURTTB002 Attach friction materials and radius grind had no enrolments from 2014-16. This UoC would only be relevant for older cars and motorsport vehicles and should be removed from the qualification. It will remain in the AUR21316 Certificate II in Automotive Braking System Technology and AUR21016 Certificate II in Motorsport Technology which will be reviewed in 2017/18 and 2019/20.

AURVTW001 Carry out manual metal arc welding on components and AURVTW003 Carry out advanced gas metal arc welding on vehicle body sections are not UoCs required by workers performing underbody work on light vehicles and will be removed from the qualification. Both UoCs are included in a range of vehicle body repair and heavy vehicle qualifications and will remain in the AUR Training Package.

AURLLD001 Determine compliance of steering and suspension modifications requires higher level skills and is likely to be appropriate for incorporation into an AQF Level 4 qualification. The unit will remain in the AUR32516 Certificate III in Automotive Underbody Technology until the automotive advanced qualifications are reviewed in an upcoming 2017/18 project.

AURTTS001 Fabricate exhaust systems and components is used in the custom end-of-market and is not relevant to workers completing this qualification. Workers who require these skills and knowledge typically acquire them ‘on the job’, reflecting the extremely low number of enrolments. This UoC should be removed from the qualification but will remain in the AUR Training Package.

AURLTD003 Reset steering system alignment adjustments to customer specifications has low uptake as very few customers will request steering system alignment specifications. This UoC has relevance in niche contexts such as the motorsport industry and highly modified vehicles. As the UoC is not housed elsewhere within the AUR Training Package, industry feedback recommends that it remain in the qualification until the motorsport qualifications are reviewed in 2019/20. Stakeholder

feedback also indicated that the title is unclear as steering system alignment is more commonly known as wheel alignment. It is proposed to rename the UoC to Carry out advanced light vehicle wheel alignment operations.

Increasing complexities and technological change in the automotive industry.

New technology is increasingly being incorporated into vehicles and impacting underbody trade work. Key changes to the AUR Training Package are outlined below:

o All “diagnose and repair” units should include specificity on the required skills to access, read and interpret manufacturer specifications. This will ensure best practice, consumer safety and protect workers from potential litigation.

o Modern vehicles are now equipped with an on-board diagnostics system. The use of a diagnostic scan tool should be included in the foundation technology skills of all electrical “diagnose and repair” UoCs so that learners are skilled in identifying engine codes and diagnostic information.

Ambiguous or unspecified points in the unit including foundation skills, performance and knowledge evidence.

Opportunities to clarify ambiguous or unspecified points within UoCs were highlighted by stakeholders:

o Reference to Australian Standards for welding should be included in welding and machining UoCs to ensure consistent levels of quality and that the structure or component is fit for purpose.

o Where a component is replaced instead of repaired, the performance and knowledge evidence should reflect this and provide clarification.

o Problem solving, communication and technology skills should be added to the foundation skills section of units where applicable to ensure accurate identification of the skills that are essential to performance.

Insufficient or inappropriate technical skill requirements in the performance or knowledge evidence.

Opportunities to improve technical skills were identified by stakeholders:

o The length of welds should be increased to 200mm, from 150mm so that learners can perform a stop start weld by changing the electrode.

o Learners should understand the purpose and operation of an oxidation catalyst component within an exhaust system.

o The removal, inspection, repair and refit of tyres and tubes for wheel assemblies fitted with a tyre pressure sensor should be included in the knowledge evidence of all relevant units.

as a prerequisite to this unit to ensure learners are equipped with the basic wheel alignment skills prior to learning the advanced skills.

Development of wheel alignment training for light and heavy vehicles to meet NSW licensing requirements and provide an appropriate training pathway for all other states.

Strong stakeholder feedback indicated that, for states other than NSW, the AUR21916 Certificate II in Automotive Tyre Servicing should include wheel alignment training, as the basic wheel alignment skills can be completed by a worker holding an AQF level 2 qualification. However, some stakeholders also added that a worker should hold an AQF level 3 qualification where the wheel alignment is more complex and involves identifying a fault. Diagnosis of faults and repair skills are included in existing UoCs in AUR32516 Certificate III in Automotive Underbody Technology.

The fundamental training required to undertake wheel alignments in light and heavy vehicles is similar, however, the practical application within each sector differs. Training for the two sectors should be in different elective specialisation streams in the same qualification and/or as separate skill sets. This reflects the common nature of the tasks, but allows for skills variation and the likelihood that a business is only going to engage in either the light or heavy vehicle sector in wheel alignment.

To address wheel alignment training in the AUR Training Package, the below recommendations are proposed:

o Create new skill set for light vehicle wheel alignment that includes the following UoCs: AURLTD006 Carry out light vehicle wheel alignment operations, AURTTD002 Inspect and service steering systems, AURTTD004 Inspect and service suspension systems, AURTTJ011 Balance wheels and tyres.

o Create new skill set for heavy vehicle wheel alignment that includes the following UoCs: AURHTD004 Carry out heavy vehicle wheel alignment operations, AURTTD002 Inspect and service steering systems, AURTTD004 Inspect and service suspension systems, AURTTJ011 Balance wheels and tyres.

Modify AUR21916 Certificate II in Automotive Tyre Servicing to include wheel alignment training for light vehicles by adding AURLTD006 Carry out light vehicle wheel alignment operations and creating an elective stream. This will be reviewed in a 2017/18 project for light vehicle Certificate IIs.

The qualification is designed to reflect current technology and business environments.

There are no entry requirements for the draft qualification AUR32518 Certificate III in Automotive Underbody Technology.

Electives provide a good range or options for different work environments.

The units of competency and their associated assessment requirements were checked for the clarity of expression, for internal logical relationships and for consistency across the 25 units/assessment requirements presented.

The units and assessment requirements were reviewed to ensure that they were clearly presented for end users.

The draft qualification, AUR32518 Certificate III in Automotive Underbody Technology allows for direct entry.
