    From th e 1990 s, th ere have been inc reasing m oves in t he pu b l ic sec to r in t he USand o the r w este r n econom ies to add r ess ou t com es as a key pa r t o f p e r fo r m ancem easurem ent . Th is has been in par t because serv ices focus ing o n ou tp u t s o f ten

    UK government policy

    In th e UK, vo lun ta r y sec to r o rgan isa t io ns de l ive r ing pu b l ic serv ices op era tew i th in po l i c y and r egu la to r y r equ i r emen t s w h ich ove r p r ev ious yea r s haveinc reasing ly incorpo ra ted an ou tco m es focus . The 1998 Com prehen sive Spen d in gRev iew in t rod uced Pub l ic Serv ice Agreem ent s (PSAs), se t t ing ou t agreed ta rg e tst h a t a ll d e p ar t m e n t s2 w er e expected t o de l i ver and r epo r t . An i nd ependen tstu dy ana lysed th e ta rge t s in t he 1998 PSAs and fo un d t ha t t hey were m a in lypro cess ta rg e ts (51 per cen t ) and o u t pu t t a rge ts (27 per cen t ) w i th a re lat ive lysm a l l p r opo r t i on o f ou t com e ta r ge ts (11 pe r cen t ) . How eve r, t hese ta r ge ts

    becam e inc reasing ly ou tcom e-focused in sub sequ ent spen d in g rev iews.3

    A laterr epo r t by th e Na t iona l Aud i t O f f i ce sugg ested tha t by th e 200 0 PSAs, 67 p e r cen to f t he ta r ge ts we r e ou t com e ta r ge ts, w i th 14 pe r cen t p r ocess ta r ge ts and 8 p e rc en t o u t p u t t a rg e t s, w i t h t h e t r e n d c o n t i n u i n g .

    US findings

    I n th e US, ev idence f r om the f i e ld c lear l y show s tha t quan t i t a t i ve m easu r em en to f ou tcom es in f lu ences fu nd ing success (The Adv isor y Board Fou nd at ion ,1999 ).How ever , stu d ies have show n th a t b enef i t s a lso go b eyond t ha t o f f inanc ia l ga in .
