Main Challenges regarding payment systems (Cash)
Accessibility and security are the main challenges in most location in South Sudan
Accessibility to remote areas with no network coverage and limited transport
access
Biometric system have challenges, when it comes to reading finger prints for
most of the SSD beneficiaries
Security issues, high delivery charges
Main Challenges regarding payment systems (Vouchers)
Road accessibility of other remote locations, No airstrip
Highly manual processes, thus rigorous -- verifying and reconciling documentation
takes time
Currently the biggest problem is the infrastructural limitation, there is limited to no
mobile connection and so does affect on how FSP could function. Also the these
locations are prone to insecurity and people fear to put up business
Main Challenges regarding payment systems (Vendors)
Some of the vendors do not have registered Bank Account
All bigger payments are done from HQ, which is international bank transfer,
sometimes this may take longer time as the payments bounce back
biggest obstacle preventing or slowing down the adoption of digital payments
in South Sudan?
Infrastructural limitation, mobile network coverage, and electricity
COVID-19 impacts shared by some organizations
Most significant Impact• Implementation modalities had to be changed.
• Restricted movement/access causes delays in implementation Delays in delivery of cash to the field
• Lack of access of service provider to some areas of operation, due to limited flights/movement
• Delayed transfers due to movement restrictions by the Govt
• Conditional cash program affected
• longer time spent in paying as few people are targeted daily,
• difficulty in delivering cash to the field due to limitation in flights
Business continuity plans: Most of organizations have BCPsFSPs were able to distribute the cashShortage of physical currency: not in all areas but one partner reported this: “some of our filed Officer run shortage of physical currency because our financial service provider where not able reach the field Office due to the limited flights”
