Award Program Mission
The mission of the CASQA Awards Program is to advance the stormwater quality management
profession by identifying and recognizing exemplary leadership, outstanding projects, research, and
contributions to the field of stormwater quality management.

CASQA 2011 Awards This is CASQA’s award for outstanding stormwater quality news, information, outreach, and media. Projects may be
either public or private and must have been released to the public or published prior to the deadline for submittal of
nominations.

News, Information, Outreach and Media Award
Program Description • Earth Care Kidz is an environmental
curriculum added to the City’s Community Kidz Camp during school breaks for students in grades 2-5
• Objective: To educate youth that being part of a community means taking responsibility for their own actions and choices, which can have positive impacts on their neighborhood and the environment
Outstanding Program Features
• Campers learn about actions/choices they can make (at their young age) to have a safe, healthy community and environment, while having fun at the same time
• Interactive, hands on lessons were provided, as well as environmental games and activities
Outstanding Program Features
Messages include: • Be the solution to water pollution • Recycling begins at home • Be sustainable: reduce the use of
single-use items • Keep litter out of our creeks and the
San Francisco Bay
Program Results
• All campers knew what a storm drain was, that the water that entered into the inlets did not get treated before flowing to the Bay, and that “Only rain belongs in the drain”
• All campers present were able to identify correctly various items that could be recycled

Program Results • Campers were surprised at the amount of
litter collected from the 10 blocks walked, during their “litter pick-up” event
• Campers participated in a mock City Council meeting on Day 3, after doing the storm drain, recycling and litter walk.
• Campers asked the Mayor about adding more recycling/garbage pick-ups, doing more to help residents of Sunnyvale recycle, or trying to reduce or eliminate plastic bags in the City

Project Objectives To test and promote the technology of
canine scent tracking for locating sources of pollution
• Compare canine responses to chemical and microbial source tracking indicators;
• Use canine scent tracking for working upstream of hot spots;
• Use canine scent tracking to investigate RV dumping to storm drains;
• Use canine scent tracking for watershed reconnaissance
Outstanding Project Features
• World’s only sewage sniffing canines -- Sable and Logan are rescue dogs trained to alert to human waste and detergents.
• In 7 days, they visited 133 storm drain sites, walked 1 mile of creek, and more.
• 26 sites were also tested for microbial and chemical human waste markers.

• Funded by grant from Water Environment Research Foundation
• Real-time results, low cost per sample
Project Results
• Dogs’ responses correlated with markers for human waste.
• Canine scent tracking worked to bracket and locate storm drain contamination.
• Used successfully to identify RVs leaking sewage to surface streets.
• Used successfully for broad watershed coverage.
Project Results
• Canine scent tracking is an effective, efficient, and economical method to be added to the stormwater management toolbox.
• It is also fun and great for outreach!

Project Objectives
• Demonstrate that diversion of runoff to a subsurface infiltration trench at the beach outfall can achieve year-round bacteria load reduction with: • No significant increase in groundwater
concentrations of indicator bacteria • Minimized groundwater mounding

constructed in a single day.
Outstanding Project Features • Diversion structure includes tide gate and pump
sized for dry weather and some wet weather flow • Baffle box pre-treatment for sediment & debris • Trench can bear live heavy equipment loads • Native sand provides filtration of bacteria

• 100% of bacteria load is removed from diverted runoff by native sand filtration • i.e., infiltrated bacteria is detained/degraded
and does not reach the shoreline • Concentrations of indicator bacteria in
groundwater were not significantly different pre- and post-operation
Project Results • 2 million gallons of
runoff diverted during 1st year of operation, incl. some wet weather runoff
• Modest groundwater mounding occurred, however 2-3 feet of unsaturated sand were maintained below trench

Program Description • City Corps is a youth development program
that provides education and practical work experience for various projects in the City of Oxnard
• Oxnard City Corps began their Storm Drain Keeper Program in 2000, with the financial assistance of a Regional Board Supplemental Environment Project
• City Corps crews were tasked with manual removal of trash from four Ventura County Watershed Protection District Channels
Outstanding Program Features • The Storm Drain Keeper Program added
collection of trash information in 2003 – including counts by trash type and source -- which allowed the City to identify major contributors of fast food and market trash
• The Program worked with these businesses to implement BMPs such as closing dumpster lids and providing more trash receptacles.
• The data also justified the purchase of a trash netting system to keep trash from entering the harbor area.
Outstanding Program Features • In 2005, the Program expanded its trash
studies to City-owned open channels, including those subject to 2007 Trash TMDL
• City Corps provided assistance with trash documentation as part of a monitoring plan for TMDL compliance, using new technology provided by a grant
• GPS-enabled Blackberrys were used to describe the trash with drop-down menus and provide coordinates for individual trash pieces on the City’s GIS.

City Corps is a sustainable manage-ment practice that has assisted the City in meeting mandated TMDL trash loading reductions in a cost-effective manner and gaining a better understanding of trash sources and solutions.
