part prescribes the requirements for issuing pilot and Flight Instructor Licences and Ratings, the conditions under which those licences and ratings are necessary, and the privileges and limitations of those licences and ratings. Except as provided in Part 61.71, an applicant for a licence or rating must meet the requirements of this part. Licensing of Foreign Pilots and Flight Instructors outside the Republic of Indonesia.</p> <p>(b)</p> <p>61.2</p> <p>A person who is not an Indonesian citizen shall be issued a licence under this part (other than under Part 61.75 or Part 61.77), outside the Republic of Indonesia, only when the Director General finds that the pilot licence is needed for the operation of an Indonesian registered civil aircraft or finds that the Flight Instructor Licence is needed for the training of students who are citizens of the Republic of Indonesia. 61.3 (a) Requirements for Licences, Ratings, and Authorizations Pilot licence.
