No apparent stability system
Bracing members in Steel Building have not been constructed from ground to 3rd floor.
6th floor
G-2nd floor (double-height space)
No other apparent stability system provided. Frame does not appear sufficient to provide
moment action.
Steel Building
No apparent stability system
Ground, first and typical floor drawings all show vertical bracing.
Building is not constructed in line with the structural or permit drawings.
Drawings indicate that the building was constructed to 4
storeys and a 3 storey extension was later added
No bracing is present in the original 4-storey construction
Steel Building
No apparent stability system
Main Building
Beam and slab construction at G and 1st floor. All other floors
are flat slab.
Movement joint
Single lift core with concrete shear walls does not appear to be sufficient
to stabilise the building. No shear walls to other side of movement joint.
Missing bracing
Bracing members in Steel Building have been
removed from 5th and 6th
floor
Bracing members in Fabric Warehouse have been
disconnected
Non-engineered structures
In Dry Process Area, structure appears to be non-engineered. No apparent
consideration of stability or design of connections and member sizes appear
inadequate.
Trusses rest on glass partition, which is leaning and is at risk of collapse.
Non-engineered structures
Partially propped cantilevering canopy over entrance to Main Building has no apparent lateral stability system (in plane bracing).
Members appear undersized to resist high wind loads
Non-engineered structures
Truss sections supported on rebar in Power House
Compressor & Pump Room structure appears non-
engineered, with no apparent stability system and some trusses lack any
diagonal members.
14
Cracking in the slabs and beams
Flexural cracking to slabs on all floors of Main
Building.
Evidence of previous repairs noted at first floor.
15
Cracking in the slabs and beams
In Main Building, diagonal cracking to some perimeter beams is apparent at column locations.
17
High loading on floors
On 6th floor of Steel Building, water tanks are temporarily located. Each tank has a capacity of 10,000L but are apparently maintained at 1/3 full. However, no system
appears to be in place to prevent overfilling and consequently overloading.
19
Water build-up on slabs
Standing water on slab on ground floor of Main Building has washed away
concrete fines, creating corrosion risk
Standing water on slab under water storage tanks on 6th floor of Steel
Building, creating corrosion risk
21
Welding in Steel Building
Steel I-sections are made from lengths of plate, welded into longer lengths
and then welded into I-shape.
In some cases, plates are not fully aligned.
Stiffeners are generally tack-
welded.
Beams are connected to deck through
intermittent self-tapping screws. No composite
action is present.
Lighting arrays and other services have been later
welded to steel structure.
23
Proposed additional floor
New concrete extension on roof of Main Building is
proposed (as per permit and structural drawings)
Steel canopies on roof are in the process of being
dismantled.
25
Problems Observed
1. No apparent stability system in Steel Building or Main Building.
2. Non-engineered structures – Dry Process, entrance canopy to Main Building , Power House and Compressor & Pump Room: stability, connection, member sizes issues.
3. Cracks in slabs and beams in Main Building.4. Missing vertical bracing in Steel Building and Fabric
Warehouse. 5. High loading on slab from water tanks in Steel Building. 6. Water build-up on slabs in Main Building and Steel Building.7. Welding in Steel Building.8. Proposed additional concrete floor to replace steel canopy.

Dry Process, entrance canopy to Main Building, Power
House and Compressor & Pump Room are non-
engineered structures.
The above structures should be designed and upgraded to support code vertical and wind loads by the Building Engineer, or they should be vacated and removed.

Building.Conduct regular inspections to monitor cracks. 6-months
10Cracks in slabs of Main
Building.
If additional cracks appear or existing cracks increase in size, remove all items above the slabs and close working areas below the affected areas. Engage Building Engineer to investigate, repair and strengthen the slab.
