1. Introduction
1.1 Background
The Castlemaine CBD area has developed over time generally catering for a majority of its car parking
demands on‐street and in more recent times introducing off‐street car parking to cater for the parking
demands generated by new developments. The parking demands of the Castlemaine CBD are generally
catered for within the commercial areas, however in some instances these parking demands overflow into
the adjacent residential areas.
Mount Alexander Shire Council (MASC) wishes to review the existing parking supply in Castlemaine with
specific regard to existing turnover and appropriateness of the various parking restrictions. Specifically,
MASC has engaged GTA Consultants to review the following:
Location, quantum, restriction and appropriateness of Timed Parking Bays
Parking demands and/or turnover of parking within Castlemaine
Location, quantum, types, restrictions of Loading Zones & Disabled Bays
Conformity of existing bays to current standards (i.e. Australian Standards)
Opportunities to reconfigure existing parking bays to maximise available parking
Identify existing landscaping treatments within the nominated areas
Suggest, where applicable, possible landscaping treatments to improve parking and/or safety
within the study area
Suggest, where applicable, possible landscaping treatments to improve the amenity within the
study area.
In addition to the abovementioned items, it is understood that there are several site specific issues that are of
importance to MASC in completing this study, including:
Long term parking overflow from the Train Station at Kennedy Street
Proposed Maddern’s supermarket expansion and additional parking
Proposed Forest Street Development and additional parking.
GTA Consultants was commissioned by MASC in December 2009 to undertake a car parking study of the
Castlemaine CBD.
Car parking studies of the Castlemaine CBD had previously been completed by Andrew O’Brien & Associates
Pty Ltd in January 1997. The report identified existing parking issues and potential treatments to address
these as well as longer term opportunities.
1.2 Study Area
Castlemaine is located approximately 120km northwest of Melbourne off the Calder Highway. The
Castlemaine CBD (study area) is generally bounded by Forest Street to the south, Kennedy Street to the
west, Templeton Street to the north & Urquhart Street to the east. The study area is predominately located
within a Business 1 Zone, however also includes small areas of Public Use and Residential Zones.
The study area and its surrounding environs is shown in Figure 1.1, and the land zoning within the study area
is shown in Figure 1.2.

i existing parking conditions
ii existing parking LATM & landscaping treatments
iii Development of a parking strategy to efficiently utilise the existing parking areas and suggest
potential improvements

2. Existing Conditions
2.1 Previous Parking Study
Andrew O’Brien & Associates was commissioned by the Mount Alexander Shire Council to undertake a
parking study of the Castlemaine Town Centre in 1996. The study area was bounded by Templeton Street,
Kennedy Street, Forest Street and Urquhart Street.
The study identified a total of 1178 on and off‐street parking spaces. The parking occupancy surveys
completed in November 1996 are summarised below in Figure 2.1 (excluding missing data during the
10:00am period).

The survey results indicate a peak parking demand of 730 spaces (61% occupancy rate) with a minimum of
448 vacant spaces during both 11:00am & 1:00pm.
2.2 Parking Utilisation
2.2.1 Parking Supply
GTA Consultants compiled an inventory of publicly available on‐street and off‐street car parking within the
study area. The inventory identified a total of 1492 spaces including 1139 on‐street spaces (including
501 spaces that are unrestricted during business hours) and 353 off‐street car parking spaces.
Table 2.1 summaries the number of on and off‐street car parking spaces and their time restrictions within the
study area.

2.2.2 Parking Demand
Car parking demand surveys were undertaken within the study area on Thursday 11 February 2010 at:
9:00am, 11:00am, 1:00pm, 3:00pm & 5:00pm. The peak results are summarised in Table 2.2 and Figure 2.5,
with the full results provided in Appendix A.

Table 2.2 indicates that car parking demands in the nominated area are moderate, with peak demands equal
to an occupancy rate of 71% (438 vacancies). Figure 2.5 shows the way in which car parking demands vary
throughout the day peaking at 11:00am and decreasing to an occupancy rate of approximately 40% by
5:00pm.

Figure 2.6 indicates that there are areas where parking demand is high (i.e. over 85% occupancy) while there
are distinct areas where parking demands are low. A summary of the street by street parking occupancy,
from highest to lowest, is set out below for the peak parking demand time of 11:00am:

It is noted however that some sections of roads at certain locations exhibit higher parking occupancies than
those listed above, for example Mostyn Street (between Barker Street & Hargraves Street) & Hargraves
Street (between Forest Street & Mostyn Street).
2.2.3 Seasonal Demand Factors
It should be acknowledged that the surveys were completed during February and as such may not represent
the absolute peak or average parking demands, due to seasonal factors, for the Castlemaine CBD. In this
respect it is typically recognised that February represents the lowest retail turnover month of the year. This
is confirmed in the RTANSW Guide for Traffic Generating Developments 2002, which indicates February to
represent 87% of monthly average variation in daily generated traffic for shopping centres.
In addition, door count data sourced for the Highpoint Shopping Centre (2007 & 2008) indicates centre
attendances in February represent 87.5% of the yearly monthly average.
Before applying this data to the Castlemaine CBD some distinct differences between the Castlemaine CBD
and this data set need to be considered:
i The Castlemaine CBD is not solely comprised of retail land uses and is made up of some uses that
are not seasonally variable, such as office, community uses, medical centres etc.
ii The use of door count data does not necessarily equate to the same change in parking demand as
car occupancies and use of other forms of transport will generally increase as retail activity and
subsequently car parking get busier.
As such, a seasonal factor for February could be estimated to be closer to 95% rather than 87%, for the
Castlemaine CBD. Notwithstanding, we are of the view that an adjustment to reflect the seasonal factors
should be made.
Noting that the surveyed car parking demands indicate a peak parking occupancy of 71% and applying a 95%
seasonal factor for February, the actual parking occupancy could be estimated to equate to 75%.

2.3 Duration of Stay Surveys
In addition to parking demand surveys duration of stay surveys were undertaken within the study area on
Friday 12 February 2010. The location of these surveys included:
Lyttleton Street between Barker Street & Hargraves Street
Mostyn Street between Barker Street & Hargraves Street
Castlemaine Station Railway carpark including Kennedy Street and overspill parking areas
Each of the above locations is shown in Figure 2.7.

The duration of stay surveys for Lyttleton Street and Mostyn Street were undertaken by recording the last 4
numbers of number plates of parked vehicles every 30 minutes between 11:00am & 2:00pm. Number plates
were recorded at 9:00am & 4:00pm in the railway station and overflow parking areas in order to ascertain the
extent to which these areas are being utilised for all day commuter parking.
It is noted that, given the time interval used to complete the surveys (30mins), a potential for error will exist
where a vehicle is recorded for one period, where the vehicle could have a parking duration of between
1 & 59 minutes. If a vehicle is recorded for two periods the vehicle may have stayed between 31 & 89 minutes.
In this instance it has been assumed that each time a vehicle is recorded, this equates to the vehicle parking
for 30 minutes.

Duration of stay surveys were undertaken on a total of 54 spaces along Lyttleton Street between Barker
Street & Hargraves Street comprising the following parking restrictions & supply:

1 P (8am‐6pm Mon – Fri , 8am‐12 noon Sat) 9 spaces
1 P Disabled Only 1 space

The results of these surveys are summarised in Figure 2.8.

The results indicate that 16% of vehicles overstayed the 30 minute time restriction, while some 4% of
vehicles have overstayed the one hour time restriction. Having regard for the margin of error as explained, a
higher percentage may have indeed exceeded the parking time restrictions.

Mostyn Street
Duration of stay surveys were undertaken on a total of 67 spaces along Mostyn Street between Barker Street
& Hargraves Street comprising the following parking restrictions & supply:
1 P (8am‐6pm Mon – Fri , 8am‐12 noon Sat) 59 spaces
1 P Disabled Only 3 spaces
¼ P (8am‐6pm Mon – Fri , 8am‐12 noon Sat) 5 spaces
The results of the surveys are summarised in Figure 2.9.

The results indicate that 16% of vehicles overstayed the 15 minute time restrictions, while some 5% of
vehicles have overstayed the one hour time restriction. Again, having regard for the margin of error, a higher
percentage may have indeed exceeded the parking time restrictions.
Railway Station Parking Areas
A number plate count was completed at the Railway Station Car parking and its adjacent overflow parking
areas, at 9:00am and 4:00pm. The survey included a total of 207 spaces and indicated the following results:
Station car park – 66% of vehicles were recorded at both 9:00am and 4:00pm
Kennedy Street – 58% of vehicles were recorded at both 9:00am and 4:00pm
Salvation Army Frontage – 0% of vehicles were recorded at both 9:00am and 4:00pm

2.4.1 Arterial Roads
The following roads, located within the study area, are classified as arterial roads (VicRoads managed) and

3. Parking Strategy
3.1 Preamble
In order to provide a logical discussion of the manner in which car parking currently occurs and a strategy to
manage car parking in the future, the following structure has been adopted:
Appropriateness of the Castlemaine CBD parking and its ability to:
Cater for the generated demands
Provide appropriate parking restriction lengths to cater for the users of the CBD
Provide for special users (i.e. disabled, loading)
Conform to relevant design standards.
Opportunities to improve Castlemaine CBD Parking to:
Maximise available parking
Enhance amenity and safety through landscaping treatments.
3.2 Capacity of Parking Supply
3.2.1 Overall Capacity
As was discussed within Section 2.2.2 the existing car parking demands across the Castlemaine CBD
represent an occupancy rate of 71% of all parking supply.
With specific regard to the demands in different time restrictions, the following is noted:
≤1P spaces ~78% occupancy
1‐2hr spaces ~83% occupancy
Unrestricted spaces ~ 71% occupancy
It is typically accepted that a parking utilisation greater than 85% represents a situation where drivers are
unable to identify where vacant spaces exist and subsequently represents effective capacity.
On this basis, the overall parking supply for the Castlemaine CBD is considered to be below both its effective
and ultimate capacity. While car parking demands are in some instances approaching an occupancy of 85%
these demands represent an efficient use of car parking resources which does not provide a distinct
oversupply of parking yet still provides drivers with the ability to find car parking as needed.
While the car parking demands are considered appropriate for the CBD, consideration must be given to the
distribution of car parking demands.
3.2.2 Distribution of Car Parking
It is clear from the assessment of existing parking supplies that there is sufficient parking for the Castlemaine
CBD land uses. As discussed within Section 2.2.2 the overall parking occupancy of 71% is not however
constant across the overall Castlemaine CBD with some parking areas approaching capacity while other
areas have relatively low occupancies. In general terms, parking demands at the core retail areas have higher
occupancies than those on the outer fringes, however on the face of it would appear that the lower
occupancy parking areas could support those areas of higher demand.
In considering this, acknowledgement must be given to appropriate walking distances between car parking
locations and their destination. Generally, the time and distance which drivers are prepared to walk depends

on the length of time which will be spent at their destination. The acceptable walking distance can also be
impacted by the quality of the pedestrian environment, climate, line of sight (can the destination be seen),
and friction (barriers such as crossing busy roads).
The Victorian1 Transport Policy Institute paper on Shared Parking dated 4 September 2007 indicates the
following walking distances as a guide for various activities as set out in Table 3.1.

The Castlemaine CBD is a relatively compact centre with a distance of approximately 400m between the
north and south boundaries and 700m between the east and west boundaries of the study area.
In this respect Figure 3.1 has been prepared below which shows that a radius of 400m from the CBD covers a
majority of the study area.

As a result car parking supplies at either end of the CBD and on the outskirts of the centre are, generally
speaking, within an appropriate range that can serve the overall land uses that exist within the CBD, given
that a majority of users relate to general retail, restaurants, employees which should be within approximately
400m.

More specifically, observations of car parking within isolated areas are discussed in the following:
High parking demands observed in the core of the CBD area. This could be expected with retail
activity centred around this core area. The parking restrictions in this area are generally short
term parking which is appropriate to achieve a high turnover of parking to maximise the
opportunity for drivers to find a parking space. While demands are high as indicated above, given
the compactness of the centre, opportunities also exist on the fringes of the centre, within an
appropriate walking distance, to cater for demands which cannot be catered for within the core or
require a longer length of stay.
As parking extends toward the periphery of the CBD parking time restrictions generally extend
providing for greater length of stay by drivers to cater for longer shopping durations and staff
parking. This is considered to be appropriate.
Staff parking is apparent in these more peripheral areas for example Mostyn Street and Lyttleton
Street (toward Kennedy Street). These long term parking demands are not expected to be
railway station commuter parking as additional long term parking is available between the railway
station and these areas, which would present more desirable parking locations for commuters.
The gap between the core CBD and these unrestricted parking areas is short term parking, which
supports the notion that these unrestricted spaces are being utilised by staff parking.
Heavy parking demands were observed on Templeton Street toward Kennedy Street. This is not
necessarily anticipated to be railway station commuter parking, as there are additional long term
parking spaces available on Kennedy Street, which are closer to the railway station and hence
could be more attractive to long term commuter parking demands. This could however contain
some railway station demands as this parking could be considered safer and more formalised than
parking on Kennedy Street.
3.2.3 Future Developments
In addition to the above consideration has been given to the potential impact on CBD car parking that
recently approved developments could have. These developments include:
IGA Supermarket expansion on the corner of Barker Street and Templeton Street
Proposed retail development on the corner of Forest Street and Wheeler Street
The development on Forest Street proposes a retail floor area of 2,305 sqm and provides 93 on‐site car
parking spaces at a rate of 4.0 spaces per 100 sqm. Typically retail land uses generate car parking at a rate in
the order of 4 spaces per 100 sqm and as such the provision of on‐site car parking would be considered to be
sufficient to cater for the expected site demands without significantly impacting the surrounding on‐street
parking demands. In this respect some consideration could however be given to the appropriate on‐street
time restrictions to ensure that turnover of parking continues to occur. This will be further discussed in the
following sections of this report.
The IGA development includes the refurbishment and expansion of the existing supermarket to provide a
new total floor area of 1009.86 sqm. The existing supermarket does not provide on‐site car parking or
loading facilities, however the development provides a total of 24 on‐site spaces and loading facilities to
cater for a semi trailer vehicle. The provision of on‐site car parking equates to a rate of 2.4 spaces per 100
sqm. As the supermarket is an existing development and currently generates car parking within the
surrounding area this provision of parking would be expected to adequately cater for any new demands
generated by the site without impacting the surrounding on‐street parking supplies.

On this basis the future developments would not be expected to impact the on‐street car parking demands
within the CBD.
3.3 Appropriateness of Parking Restrictions
3.3.1 Duration of Stay
As discussed in Section 2.3 results of duration of stay surveys indicated:
Lyttleton Street
A minimum of 16% of vehicles in 30 minute parking spaces overstayed the designated
parking restriction length.
A minimum of 4% of vehicles in 1 hour parking spaces overstayed the designated parking
restriction length.
Mostyn Street
A minimum of 16% of vehicles in 15 minute parking spaces overstayed the designated
parking restriction length.
A minimum of 5% of vehicles in 2 hour parking spaces overstayed the designated parking
restriction length.
In addition, it is noted that some vehicles were observed during car parking surveys, most likely staff parking,
to routinely move their vehicle from one space to another on the same street to avoid overstaying the
parking restrictions.
This overstaying of vehicles would not be thought to warrant changing restriction lengths as 1 and 2 hour
parking remains available nearby which could be used to cater for longer parker, however it does form a basis
for the justification of increasing parking enforcement within the core retail area of the CBD, particularly
within the 15 minute and 30 minute spaces. Such enforcement would seek to encourage compliance to the
parking restrictions and as such would encourage turnover of these high demand parking spaces creating
additional parking vacancies for all users.
The majority of parking along Kennedy Street could be expected to be long term commuter parking
demands given the duration of stay and high parking demand in the Railway Station carpark. Some of this
parking along Kennedy Street is expected to be shorter term commuter railway station parking, where
vehicles have parked after the first parking count (9:00am) and have possibly caught the train to go to nearby
railway stations, i.e. Bendigo or similar.
There was no evidence of long term commuter (or other) parking occurring along the Salvation Army
frontage to Kennedy Street.
3.3.2 Parking Duration
On the basis of the demand and duration of stay surveys, the allocation of existing car parking restrictions
appear to be reasonable with most short term spaces located within the Castlemaine CBD core, expanding
out to 1P and 2P with unrestricted parking on the fringe of the Castlemaine CBD.
Durations of parking restrictions indicate generally a good compliance with restrictions and it does not
appear that an extension to parking restriction hours of operation is required. Generally speaking the
location of time restrictions appears to be appropriate. There are, however, a couple of isolated locations
where restrictions could potentially be altered, including:

Templeton Street (west end and in front of retail uses on Kennedy Street)
Considering that parking demands are high in this area, commercial frontages abut Templeton
Street and there is potential for Templeton Street to be used by railway station commuter parking.
This area may benefit from a 2 hour parking time limit being introduced to promote parking
turnover and discourage all day parking.
Forest Street (south side between Hargraves Street and Urquhart Street)
Parking demands in this area are relatively low, however given the existing commercial land uses
and the additional proposed development in this area it would be beneficial to introduce a 2 hour
parking restriction along the frontage of the existing commercial development. It is
acknowledged that the proposed development provides adequate parking on‐site, however given
the convenience of adjacent on‐street parking it is likely that on‐street demands may increase and
as such parking along the proposed development frontage could benefit from some short term
parking restrictions (on‐street) to encourage turnover of these spaces. As such, following the
proposed development in this area being completed, consideration could be given to further
reducing the allowed parking time limit to 1 hour to encourage vehicle turnover and to provide
consistency with that on the north side of Forest Street.
3.4 Provision for Special Users
3.4.1 Parking for People with Disabilities
Provision A total of 27 parking spaces for people with disabilities were identified within the Castlemaine CBD. Of the
overall 1492 space supply for the Castlemaine CBD, this equates to a provision of 1.8 parking spaces for
people with disabilities to every 100 spaces.
The current standard for disabled parking provision is detailed within the Building Code of Australia which
requires:
Shop – 1 space for people with disabilities to every 50 spaces
Office – 1 space for people with disabilities to every 100 spaces
On this basis, the provision of parking spaces for people with disabilities generally accords with the requirements
as set out in the Building Code of Australia, particularly around the key central Castlemaine CBD area.
Distribution While the provision of parking for people with disabilities provides the quantum requirements as set out
within the Building Code of Australia, some gaps appear to exist in terms of the spatial provision of disabled
parking. It is suggested that some additional parking spaces for people with disabilities are provided to
achieve a better spatial distribution.
It is recommended that an additional parking space for people with disabilities be provided in the following
locations, as summarised below and shown graphically in Figure 3.2:

Space Design Standards
The applicable standard for on‐street parking for people with disabilities is the Australian Standard for On‐
Street Parking AS2890.5:1993.
Specifically Clause 4.5 notes the requirements for parking for people with disabilities. Based on this
standard, parking spaces for people with disabilities must be 3.2m wide and include appropriate kerb ramps
adjacent to the space. An excerpt from the standard has been included for reference in Figure 3.3 below.

The provision of additional parking spaces for people with disabilities can be relatively simply provided in
Hargraves and Templeton Streets with the conversion of existing angle parking spaces into wider parking
spaces for people with disabilities and through the provision of additional kerb ramps.

The provision of additional parking spaces for people with disabilities in Lyttleton Street is however more
difficult requiring the narrowing of footpaths to provide 3.2m wide parallel parking spaces and additional
kerb ramps. As such, while ideally to provide an even distribution of parking spaces for people with
disabilities additional spaces would be provided in Lyttleton Street, Council will need to decide whether the
loss of public footpath width is appropriate in order to provide two additional parking spaces for people with
disabilities.
Having consideration for the design of existing parking spaces for people with disabilities the following
comments are provided:
Angle parking spaces generally provide 3.2m widths which accords with the Australian Standard
requirements.
Parallel parking spaces for people with disabilities are provided at the same width as standard
parking spaces, not providing the required 3.2m width as required by the Australian Standard.
3.4.2 Loading Zones
Loading zones are typically well distributed throughout the Castlemaine CBD, providing facilities on a
majority of street segments. There does however appear to be some areas where loading bays are not
provided which could benefit from additional loading areas. These areas are summarised graphically in
Figure 3.6 and include:
Corner of Lyttleton and Hargraves Streets (north‐west corner)
Corner of Lyttleton and Hargraves Streets (south‐west corner)
In respect to the location of any new loading facilities VicRoads have published ‘Guidelines for Providing
Loading Zones and Other Short Term Drop Off/Pick Up Areas’ in October 2000. An excerpt is included
below.
“These [loading zones and truck zones] need to be at one end of a section of parking, with a clear length for
trucks to either drive in directly or leave directly, without having to negotiate around parking cars or kerb
extensions. The zones need to be long enough for the vehicles likely to use them […]. They should not be located
adjacent to trees, or cafes having footpath dining.
Loading Zones should not be mixed with angle parking unless, at the time the Loading Zone operates, there is
clear access for trucks and the trucks do not park in a way which results in them overhanging the bays.”
In respect of existing loading bay locations, while a number are not located at the ends of sections of parking
they are located appropriately to provide manoeuvring space.
In addition, it is noted that loading within the centre of the roadway was observed on both Mostyn Street
(between Urquhart Street & Hargraves Street) and Templeton Street (between Hargraves Street & Barker
Street) as shown in Figure 3.4 & Figure 3.5.

Loading within the centre of the road, particularly when using forklifts, is considered to be dangerous for
both vehicle and pedestrian traffic and represents illegal parking. It is recommended for the safety of all
users that such loading events be policed and/or controlled by Council to eliminate unsafe practices.

3.6 Parking Opportunities
3.6.1 Parking Supply
Based on the above discussions and analysis, there is no immediate requirement or current need to increase
parking supply within the Castlemaine CBD. If however, Council so desired, the following options could be
undertaken to increase parking supply within the Castlemaine CBD.
Kennedy Street – Priority 1
Commuter parking occurs within the wide tree lined gravel shoulder on the western side of Kennedy Street.
Vehicles park in a mix of 90o, angle and parallel alignments depending on the available width and driver
particularities. Parking within this verge could be formalised to a 30o angle with some additional landscaping
/ civil works to provide additional verge width.
Parking was not observed within the unrestricted spaces on the eastern side of Kennedy Street which is
considered to be on account of the wide open spoon drain/gutter along its length. To promote parking
within these spaces, modifications to the existing drainage and kerbing could be made to allow vehicles to
parking closer to the kerb, in turn increasing the effective carriageway width.
It is noted the parking treatment described above could be linked with the LATM treatment as described in
the following section. It is understood from discussions with Council that funding for these works would
need to be allocated in future Council budgets.
Lyttleton Street – Priority 2
Informal parking currently occurs on the southern informal gravel shoulder of Lyttleton Street near Urquhart
Street. Vehicles were observed to park in both 900 and parallel alignments, practically reducing the parking
supply in this location. The parking in this location could be formalised to include additional parking signs
indicating a 90o or parallel parking angle parallel parking (where space is insufficient for 90o parking), which
would increase parking efficiency in this area. In addition landscaping borders could be implemented to
protect landscaping treatments within this area and provide further guidance to drivers of the appropriate
car parking angle.
It is understood from discussions with Council that funding for these works would need to be allocated in
future Council budgets.
Mostyn Street – Maintenance Program
There is currently informal gravel shoulder parking provided on Mostyn Street near Kennedy & Urquhart
Streets. There is potential to increase parking supply in these locations by formalising the parking spaces with
either additional signage OR sealed shoulders with line marked spaces, which assists to increase parking
efficiency.
It is understood from discussions with Council that funding for these works could be covered under Council’s
existing maintenance program.
Centre of the Road Parking
There is potential to increase the parking supply of roads within the Castlemaine CBD where parallel kerb
side parking and 90o centre of the road parking is provided. By utilising 90o parking on each side of the road,
parking supply would theoretically increase by 6 spaces over a length of 100m.

Converting parking along these streets to 90o kerbside parking, however, has its disadvantages, especially
given the relatively high traffic and parking demands in these areas. The conversion of these spaces to 900
kerbside spaces includes the following issues:
Circulation – given the higher number of 90o spaces, a greater number of vehicles will be accessing
the traffic lane from 90o (reversing from spaces), this arrangement may negatively impact on
traffic circulation.
Reduced driver visibility – all vehicles would be required to egress the space with a reverse
manoeuvre, which is expected to impact on safety for all road users, especially given the relatively
high traffic and parking demands on Mostyn and Lyttleton Streets. This would also make
egressing the spaces more difficult when compared to the existing parallel and forward exit 90o
spaces.
For these reasons, it is not recommended to change the existing parallel/90o/parallel parking configuration.
3.7 LATM / Landscaping Treatments
As noted in Section 2.5, LATM and general amenity landscaping treatments were found to be generally well
provided throughout the Castlemaine CBD with consideration given to; pedestrian amenity, pedestrian
safety and traffic calming.
There are however some instances where additional landscaping and LATM treatments could be provided to
improve the Castlemaine CBD area. These improvements are summarised in Table 3.3 and include the
following locations.
It is understood from discussions with Council that funding for these treatments would need to be allocated
in future Council budgets.
Kennedy Street / Templeton Street Intersection – Priority 1
The existing line marked kerb outstands and pedestrian refuge provides little (if any) traffic calming or
pedestrian protection. While providing some delineation for vehicles, pedestrians waiting within line marked
outstands would feel exposed while waiting for vehicle turning movements to be undertaken. Considering
this intersection is located within the gateway to the Castlemaine Railway Station, it is recommended to
formalise the line marked kerb outstands to provide full kerbed outstands and a pedestrian refuge to provide
increased pedestrian amenity, safety and traffic calming.
Lyttleton Street / Hargraves Street Intersection – Priority 2
The northern kerb outstand on Lyttleton Street, east of Hargraves Street, does not extend to edge of the
angled car parking. As a result when travelling eastbound on Lyttleton Street appropriate delineation for
drivers away from parked vehicles is not provided. As such it is recommended that kerb outstand be
extended to the edge of the parked vehicles. Such an extension of the kerb outstand would also improve
pedestrian amenity and safety in this area by way of decreasing the required road crossing distance.
Templeton Street between Barker & Hargraves Streets (southern side) – Priority 3
Vehicles were observed to park within kerbside ‘no parking areas’ (yellow line marked areas around trees).
Parking compliance would be improved by physically restricting illegal parking with bollards being located
around the tree.

Hargraves Street / Templeton Street Intersection – Low Priority
Only half of this intersection has been treated with formal kerb outstands (southern corners). Given the
site’s proximity to the school it is recommended to formalise all corners of the intersection to include kerb
outstands to better delineate pedestrian waiting areas from the road carriageway. Such kerb outstands
would be expected to taper back to the informal parking areas on Hargraves Street. Kerb outstands would
also assist to protect drivers from deep spoon drains on north‐west corner of this intersection. In addition
consideration should be given to implementing splitter islands/pedestrian refuges on the Templeton Street
intersection approaches to assist north‐south pedestrian movements crossing Templeton Street.
Lyttleton Street between Urquhart Street & Hargraves Street (south side) – Low Priority
The existing informal nature of gravel verge parking leads to a mix of 90o, angle & parallel parking along this
section of road. While it is not recommended that this parking must be formalised, it is recommended
parking signage be introduced to guide drivers as to the angle at which they should be parking to improve
the expectations for drivers in this location. Such signage would also assist to increase the efficiency of
parking in this location.

4. Other Considerations 4.1.1 Barker Street / Parker Street intersection
The Mount Alexander Shire Council have requested that the study “consider [the] existing parking on eastern
side of Barker Street and southern side of Parker Street [and that it is] desirable for some consideration to be
given to arrangement of intersection in general and methods / treatments to improve parking and road safety.”
Currently informal, long term angle parking occurs adjacent to the commercial frontages on Parker Street
while short term parallel parking occurs on Barker Street. It is noted that, anecdotally, a high number of
heavy and articulated vehicles utilise the Barker Street / Parker Street intersection (from Barker Street) from
the existing Industrial land uses near the rail line to the west. The existing kerbs and pedestrian crossings are
sub standard with wide crossing distances and tripping hazards.
A review of the reported accident casualty history for the Barker Street / Parker Street intersection has been
sourced from VicRoads accident database. The ‘CrashStats’ database includes all reported casualty accidents
since 1987. There was one reported casualty accident in the database within the last 5 years, (cross traffic
accident – DCA Code 110) which indicates that there does not appear to be any significant accident trend at
this intersection.
The existing configuration of the intersection and parking areas is shown in Figures Figure 4.1, Figure 4.2,
Figure 4.3 & Figure 4.4.

4.1.2 Proposed Treatment
Other corners of this intersection provide outstand treatments protecting kerb side parking and formalising
pedestrian holding areas to delineate pedestrian and vehicle areas.
It is therefore recommended that kerb outstand treatments be provided on the south east corner of this
intersection to match with treatments on other corners. In addition formal pram crossings should be
constructed to provide DDA compliant access to at a minimum the retail uses on the south east corner.
Reconstruction of existing drainage pits and kerbing should also be undertaken to minimise trip hazards for
pedestrians.
This treatment will better delineate pedestrian and vehicle road space improving safety and amenity for
pedestrians and parked vehicles.
A sketch showing the proposed treatment is shown in Figure 4.5.
It is recommended that the existing informal angle parking on Parker Street be enhanced with the use of “P
90o” signage, and while not strictly necessary this treatment could be further formalised by sealing and line
marking these spaces.

With regard to traffic calming, it is expected that implementation of kerb outstands on all corners of this
intersection, with appropriate narrowing of the carriageway (while retaining bicycle lanes), would further
improve pedestrian amenity, safety and traffic calming at this location. In addition consideration could be
given to introducing splitter islands on all approaches to narrow pedestrian crossing distances and make
drivers fully aware that they are entering an intersection. The introduction of such islands would however be

dependent on a vehicle swept path assessment to ensure that the appropriate vehicle sizes could access this
intersection.
Given that anecdotally, high numbers of heavy vehicles turn right from the western approach of Parker
Street, consideration could be given to the future signalisation of this intersection. Signalisation of this
intersection would increase safety for all vehicles turning onto Barker Street, especially when turning right
from western approach of Parker Street.
The specific assessment of the operation of this intersection from a capacity and road safety view point would
however be required to be more fully investigated as part of a separate study before signalisation could be
considered further.

5. Findings & Recommendations 5.1 Capacity of Parking Supply Overall car parking demands within the Castlemaine CBD remain below capacity and as such no
immediate need exists to provide additional car parking supplies.
While car parking demands are higher within the core retail areas, parking on the periphery of the
CBD remains within an appropriate walking distance to serve most users.
The provision of shorter term parking restriction in the core CBD area extending to longer term
restrictions in outer areas is appropriate to promote parking turnover within the most popular
areas providing greater parking availabilities for drivers.
Recently approved retail developments provide customer car parking on‐site and would not be
expected to compromise the function of surrounding on‐street parking areas.
5.2 Appropriateness of Parking Restrictions Duration of stay surveys indicated that at a minimum 16% of drivers’ overstayed 15 minute and 30
minute parking restrictions within the CBD while 4 – 5 % (minimum) of drivers’ overstayed 1 and 2
hour restrictions.
It is recommended that additional enforcement activities be undertaken to encourage driver
compliance and promote greater turnover of these spaces, which in turn creates additional parking
opportunities for drivers.
Some isolated locations could benefit from changes to parking restrictions including:
Templeton Street (near Kennedy Street) – Convert to 2 hour restriction length.
Forest Street (south side between Hargraves Street and Urquhart Street – Convert to 1 hour
restriction length.
5.3 Provision for Special Users The quantum of parking provided within the CBD for people with disabilities generally meets with
the requirements of the Building Code of Australia.
The distribution of parking for people with disabilities could however be enhanced to better serve
all areas of the CBD including:
Hargraves Street between Mostyn and Lyttleton Streets (east side)
Hargraves Street between Mostyn and Lyttleton Streets (west side)
Hargraves Street between Forest and Mostyn Streets (east side)
Templeton Street between Hargraves and Barker Street (south side)
Templeton Street between Barker and Kennedy Streets (north side)
Lyttleton Street between Barker and Kennedy Streets (north side)
Lyttleton Street between Barker and Kennedy Streets (south side)
The design of new parking spaces for people with disabilities should be in accordance with the
Australian Standard for on‐street parking (AS2890.5‐1993)
Loading Zones are generally well distributed throughout the CBD however some additional
facilities could be provided at the following locations:
Corner of Lyttleton and Hargraves Streets (north‐west corner)
Corner of Lyttleton and Hargraves Streets (south‐west corner)
Illegal centre of the road loading should be monitored by Council as this represents a safety issue
to vehicles and pedestrians.

vehicle and pedestrian areas at the corner.
Consideration could be given to further introducing centre splitter islands to calm traffic
movements and allow staging of pedestrian movements when crossing the wide carriageway
(subject to vehicle swept path assessments)
Ultimately signalisation could also be considered to assist heavy vehicle movements at the
intersection.
