Dozens of CATT members took over the parking lot of Western Nevada Supply (aka The Blue Team) for the first CATT mixer of 2016. Held on March 17, St. Patrick’s Day, the bluebird skies contrasted brightly with all the pops of

green sprinkled around the property. A chocolate fountain pulled people inside and outside entertainment included a bean bag toss and TP toss. Numerous raffle prizes meant there were numerous winners and lots of smiling faces!

Valerie has a background in office administration, graphic arts, and customer service. After nearly two decades managing the offices of a popular Asian sauce company,

Valerie moved to Truckee in 2012. Valerie is responsible for maintaining all membership records, implementing the jobs to bid program, and scheduling classes. Additionally, Val serves as the Mixer Manager and Website Manager, assisting these committees with various events and projects. Valerie’s responsibilities also include administrative support of CATT’s two sponsored organizations—C.A.T.T. Community Project and CATTPAC. The next LGAC meeting is Monday, April 18, 4:00 p.m., here at the CATT office. The first guest speaker is Tim Wegner, Chief Building Official for Placer County. Following Tim will be Blair Aus, consultant with Truckee Fire Protection District (TFPD). Blair will provide an update on the TFPD’s Mitigation Fee Study.

The May 16 LGAC meeting will feature Raymond Brown, District Engineer for the Truckee Sanitary District (TSD). Raymond will explain TSD’s proposed changes to the TSD Codebook and provide feedback on the CATT proposed change concerning two-way cleanouts. Any CATT member is welcome to attend LGAC meetings. Growing the Grassroots in CATTAt their February 8 meeting, LGAC members discussed the potential of getting more members involved with issues. This February focus on grassroots activity was followed by a presentation March 7 made by CATT founder and member Ted Owens (Owens Consulting Group) to the full CATT Board. Ted echoed the same “get members involved” theme and reminded Board members of the issues that served as a catalyst for CATT’s establishment back in the late 1990’s. The construction industry faced numerous threats and the founding members knew that they needed to be well organized to protect their future. Ted recounted how members attended government meetings, prepared talking points and statements, and generally “showed up” when critical issues were on the agenda.

One main difference between the early days and now is that CATT has a professional lobbyist to assist members who want to get involved. CATT Executive Director Pat Davison has a long history of working with the grassroots in various organizations—it is the best of both worlds—paid staff helping volunteers deliver an impactful message and changing the future. CATT has significant issues coming up across multiple jurisdictions. Many CATT members will need to get involved in order to achieve desired changes. Ted closed his presentation by repeating a slogan Pat has said many times, “The world is run by those who show up.”

Truckee Building & Safety Division news

As we head into spring and the beginning of what is lining up to be another busy construction season, I am going to do something a bit different from the usual reminders this month.

As many of you know, we are losing a longtime employee to retirement who has been instrumental to the construction industry here in Truckee: Kim Dalbol. Kim has been with the Town for over 23 years and has held a variety of roles within the organization. She first began as an Office Assistant, was promoted to a Permit Technician, was promoted again to Plans Examiner I, and was ultimately promoted to Plans Examiner II. Kim’s work has assisted so many folks throughout the community, not just the construction industry. Kim’s thoroughness with plan review, calm demeanor, attention to detail, and customer service prioritization are all things we should thank her for; I certainly do. Kim has been an integral part of the Building Division—whether creating checklists, creating internal documents, or applying news and forms to our website, her work was always done with the best intentions in mind for the customer.

Over the last several years, we have made some small changes, some medium changes, and some large changes within the

Building Division. Though not all changes are noticed by everyone, one large change would never have come to fruition without Kim’s ability to learn on the fly: ELECTRONIC PLAN REVIEW! Kim took this undertaking head on, and changed how we review the construction documents submitted to the Town. She worked tirelessly with internal staff, architects and engineers to find best efficiencies with the process. I cannot thank her enough for the effort that it took; her work leaves us in a better place than we were just a few years back. I have said many times before that plan review is not easy, as you are critiquing someone else’s work, but Kim did it very well. She took great pride in her work, and that was easy to see. Kim will be able to spend more time with family, enjoy vacations, hit the beach (literally in Maui), and take on new hobbies and ventures. We wish her all the best.

At CSLB rules are rules and deadlines serious, so it’s up to contractors to plan ahead. We suggest a ‘detour’ but you have to follow through to make it work.

Ironically, a specialty contractor in Nevada learns that he can do other trade work, but the idea of ‘subbing’ it out has gone down the drain…

Q: Our Responsible Managing Officer (RMO) left our company at the end of last year and our license is due to suspend at the beginning of next month. We have hired a new employee with a license and he is aware he will need to Inactivate his license in order to be added to ours, however according to the CSLB processing times it will take several weeks for them to process the application. The law says that the qualifier should be replaced within 90 days, so if we get our application in before the 90 days will the CSLB keep our license active since we are technically complying with the law and the Suspension would be due to their processing delay?

A: The CSLB will not automatically keep your license active. The CSLB has to abide by what the law states and it’s up to the contractor to prepare for processing times to make changes to their license in a timely manner. However, the good news is once you have an application in process, assuming you get it submitted before the 90-day deadline, you can request (in writing) a 90-day extension which should buy you enough time to not go Suspended.

Q: We recently applied for a Contractor’s License for our Limited Liability Company (LLC) and the CSLB rejected the application for not having a California Secretary of State registration number in Section 2 of the application form. We are a Delaware LLC company. Can you confirm if we need to have a California registration number?

A: Yes, all corporations and LLC’s are required to be registered with the California Secretary of State. As a Delaware entity, you would register as “foreign” Limited Liability Company. Once registered, you are issued an entity number, which is your California Secretary of State registration number as

reflected in Section 2 of the CSLB’s application form.Q: We have had a Nevada “C-3” (Carpentry) license for a little over a

year. Sometimes our bathroom projects require some plumbing work, which we subcontract out to licensed plumbing contractors. We recently received a complaint against our license for sub-contracting this work out. It was my understanding that we could sub-contract the work out as long as it was incidental and supplemental to the project we are licensed to perform. Am I not understanding this correctly?

A: “C” contractors, such as yourself, are considered “specialty” contractors and therefore, you cannot subcontract work out. I believe what you are referring to is NRS 624.220 which states that specialty contractors can perform trades other than which they are licensed for, if the work is incidental and supplemental to the performance of the work in the craft for which the specialty contractor is licensed.

In other words, you can perform work that is incidental and supplemental to your “C-3” projects, but only licensed “General” Contractors are permitted to hire sub-contractors directly.
