    MINUTES OF THE CAUCUS MEETING OF FEBRUARY 11, 2009

    CALL TO ORDER AT 6:35 P.M. DRAFT FOR APPROVAL

    PRESENT AT ROLL CALL:

    Mayor Joseph C. Parisi, Jr.

    Council President Ilan Plawker

    Councilman Thomas Manolio

    Councilman Jerry Kasoff

    Councilman Patrick Perin

    MAYOR PARISI ASKED THAT THE FOLLOWING STATEMENT BE READ:

    Adequate notice of this meeting was given to the press and posted as required. Date and time of this

    meeting was legally given as required by the "Open Public Meetings Act."

    This notice is on file with the Municipal Clerk and posted on the bulletin board.Minutes of this meeting will be made available to the public upon the completion of typing and

    proofreading by the Municipal Clerk.

    VOUCHERS WERE SIGNED BY THE COUNCIL MEMBERS

    Mayor Parisi announced Deputy Chief Michael Cioffis presentation for an Englewood Cliffs

    Emergency Response Team.

    Deputy Police Chief Cioffi stated that he has an emergency response plan and has been

    participating in training our police to be prepared for the worst of situations. He also stated

    that people have the mindset that it (active shooter/hostage situation) cannot happen here, butit can. He wants Englewood Cliffs' police officers to be prepared. He proceeded to play the

    video tape of a portion of the eulogy for the students who died because of the Columbine

    shootings. He then played an excerpt from 60 minutes which had a parent expressing her view

    of what the roll of a police officer should have been on the day of the shootings at Columbine.

    The Deputy Chief then explained the rationale behind the desire to have an Emergency

    Response Team. He stated that it takes 45 minutes on average for the County SWAT Team to

    respond to an incident. He is halfway there regarding the training. He is working with the

    surrounding towns in training drills and has responded to real situations where they have been

    forced to wait for the county SWAT team. Englewood Cliffs is training in the schools. If the

    officers are trained, respond, and know what they are doing, they could save lives and the

    officers are much safer knowing what to do.

    He is asking for support and help for the officers; they train twice a month with other towns.

    He would like recognition for the team. He is on levels three and four of the training because ofdonations to the police department. The men are using compensation time to train. His men

    will respond whether they are trained or not, he would rather they were trained to deal with

    the situation.

    The council asked questions regarding response time of the local emergency response team, the

    cost of the team, specifically on an ongoing annual basis, and the cost of the mutual aid to other

    municipalities. The Deputy Chief stated that they have begun to coordinate with the other

    towns. Council agreed that coordination is key to keeping the cost reasonable.

    Deputy Chief stated that he spent $18, 000.00 of confiscated funds, he has asked for $3,000.00

    in the initial budget to continue training. The projection of the future cost is uncertain. It was

    suggested that the budgets of the other towns that have ERT teams be looked into as referencefor the cost to Englewood Cliffs.

    A motion was made by Councilman Kasoff, seconded by Councilman Manolio, authorizing

    police to further study the plan and come back to Mayor and Council with a projected budget.

    AYES: Perin, Kasoff, Plawker, Manolio

    NO: Agresta, Petrone

    CLOSED SESSION:

    On a motion by Councilman Manolio, seconded by Councilman Perin, the following resolutionwas offered for adoption:

    RESOLUTION 09-36

    WHEREAS, N.J.S.A. 10:4-12 allows for a public body to go into closed session during a public

    meeting, and

    WHEREAS, the Mayor and Council of the Borough of Englewood Cliffs has deemed it

    necessary to go into closed session to discuss certain matters which are exempted from the public,

    NOW, THEREFORE BE IT RESOLVED, that the Mayor and Council of the Borough ofEnglewood Cliffs will go into closed session for the following reason as outlined in N.J.S.A. 10:4-

    12:

    Pending Tax Appeals; Palestroni Property and 490 Sylvan Avenue

    T-Mobile Bid Request

    Negotiations Palisades Interstate Parkway
