    MINUTES OF THE CAUCUS MEETING OF APRIL 30, 2008

    CALL TO ORDER AT 6:30 P.M.

    PRESENT AT ROLL CALL:

    MAYOR PARISI STATED:

    Adequate notice of this meeting was given to the press and posted as required. Date and time of thismeeting was legally given as required by the "Open Public Meetings Act."This notice is on file with the Municipal Clerk and posted on the bulletin board.

    Minutes of this meeting will be made available to the public upon the completion of typing andproofreading by the Municipal Clerk.

    VOUCHERS WERE SIGNED BY THE FINANCE COMMITTEE.

    On a motion by Councilman Manolio, seconded by Councilman Perin, Resolution 2008-61 was

    offered for adoption.

    RESOLUTION 08-61

    RE: CLOSED SESSION

    WHEREAS, N.J.S.A. 10:4-12 allows for a public body to go into closed session during apublic meeting, and

    WHEREAS, the Mayor and Council of the Borough of Englewood Cliffs has deemed itnecessary to go into closed session to discuss certain matters which are exempted from the public,

    NOW, THEREFORE BE IT RESOLVED, that the Mayor and Council of the Borough ofEnglewood Cliffs will go into closed session for the following reason as outlined in N.J.S.A. 10:4-

    12:Litigation - Tax Appeals

    140 Sylvan Avenue

    Citicorp v. Englewood CliffsTealand v. Englewood Cliffs

    Contract Negotiations Englewood Library

    On a motion by Councilwoman Drimones, seconded by Councilman Kasoff, the closed portion of

    the meeting ended.

    On a motion by Councilwoman Drimones, seconded by Councilman Manolio, the meeting returnedto open session.

    Closed session began at 6:35 PM and ended at 7:05 PM

    THE FOLLOWING REPORTS WERE PLACED ON THE REGULAR AGENDA FOR

    Mayor and Council received an invitation from Yvonne Favaro, Shade Tree Commissioner, to attend

    Arbor Day festivities. Mayor will attend as well as the council members available.

    Mayor Parisi announced that he received a letter complimenting Sal Mele, DPW Forman.

    E. Carter Corriston updated the council regarding his communication with Jim Hall of the PalisadesInterstate Parkway. Mr. Hall told Mr. Corriston that Fort Lee, Port Authority, and State of New

    Jersey paid for a bike path in Fort Lee, PIP allowed the use of the land. The idea of installing a bikepath is an admirable idea. If Englewood Cliffs got the cooperation of the State of New Jersey, thefunding, and if the highway was not widened, the PIP would support the path.

    Mayor Parisi asked Mrs. Fehre to write a letter to the State of New Jersey regarding the possibility ofa bike path on PIP property. He also asked that a letter be sent to the Mayors of Alpine and Tenafly.

    THE FOLLOWING RESOLUTIONS WERE PLACED ON THE REGULAR AGENDA

    The Mayor reviewed the resolutions with council; library negotiations came in less than last year based on usage of library. Resolution 2008-53 Agreement Bergen County C-3 System forNotification was tabled due to the need for more clarification regarding the cost to Englewood Cliffs.

    Shed bids need to be rejected, prices are too high, we will re-bid. Bids for drainage project are beingrejected due to technicality of low bidder, next bid was $110,000.00 higher. Mr. Mirandi did receive

    additional information from Bergen County and DEP, he will include this new information in the

    new specs. Mrs. Fehre will return all bids with a letter stating revised bid specs available.

    Mayor Parisi requested that the municipal clerk read resolution 2008-62 which was dictated that

    evening by Steven Muhlstock as a result of closed session discussion regarding 140 Sylvan Avenue.

    THE FOLLOWING ORDINANCE WAS PLACED ON THE REGULAR AGENDA FOR

    SECOND READING/ PUBLIC HEARING.

    2008-02 Amend Chapter II Section 25 Fire Dept. Mutual Aid

    Councilwoman Norton reported on the budget process and the decrease in state aid to themunicipality. At the moment we have a $200,000.00 cut from the State, we are hoping for a

    reduction to that amount.

    ADJOURN: On a motion by Councilman Manolio, seconded by Councilman Perin, the

    meeting was adjourned at 7:45 PM.
