ABSTRACT At CBTP phase I the basic problem were identified in Ginjo Kebele community regarding on the attitude of community towards youth association in the Keble and the activities they perform. In CBTP phase II by meeting and discussing with kebele administrator and youth to prepare an action plan for implementation in Ginjo kebele to solve the identified problem. The main objective of this study is to prioritize the identified problems and implementation of problems.

CHAPTER ONE 1.0 INTRODUCTION

Community based training program is one of the component of the community based education program. This community based education program has different phases. Phase I is done to identify problems existing in the community Phase II is to prepare action plan for prioritized problems. In Jimma town Ginjo kebele there are several problems that identified in CBTP phase I. Among these problems: poor understanding of community about youth association in the kebele is the main problem. Youth association formed to teach community, to distribute condoms, to help orphan childrens in the community, works to prevent youth from different addiction and also has library. In this CBTP phase two, our team worked several activities to establish youth associations library.

1.1Background

Ginjo keble is one of the kebele found in jimma town at south of jimma university in front of jimma hospital. the kebele has many youths who live the kebele .this youths have their own association in the kebele. The youth association is formulated in 2001 E.C in Jimma Ginjo Keble. This association is located in south of Ginjo Keble approximately in distance of 200m.This association was formulated by interest of community, youth and Keble managers. These associations have its own office, table tennis and some men media material such as tape and have their own library. Currently the number of association members is 25.

1.2 Objective

The objective of CBTP phase II has its own general and specific objective. 1.2.1General objective The general objectives of this CBTP II is to prepare an action plan for the identified problems and implement it in Jimma Ginjo Keble community. 1.2.2 Specific objective To analyze the CBTP phase I document and to identify the basic problem for Jimma Ginjo Keble community regarding to poor understanding of community about youth association and re -establish youth association library in the Keble. To justify the identified problem for Jimma Ginjo Keble community. To produce action plan based on identified problem. To implement the action plan. To evaluate action plan and implementation solution.

1.3 Scope of CBTP phase II1.3.1 Limitation Some of the limitations which are challenge and may stop group member from intervening from the program full implementation are: Lack of time Unavailability of needed material. Keble managers are too busy to discuss with the members on identified problems. 1.3.2 Delimitation The action plan prepared in CBTP phase II only implemented for Jimma Ginjo Keble community. However, any Keble regarding on understanding about youth association are the same problem like Jimma Ginjo Keble. 1.4 Significance This action plan provides some benefits for communities of the kebele. The action plans also helps the youths by providing guidelines and coordinate them as well. The action plan and implementation provides essential materials for youths and it also encourages the association to work with in community effectively and efficiently. Benefits of the action plan To form strong relation with the other organization. To exhibit working plan and features of the system. To solve the problems of the association.

1.5 MethodologyThe data collection methods are: Interview - we ask kebele managers and leaders about youth association and the problem associations have. Discussion- we discussed with members of association about what problems they have and what they want to work for the community. Observation - we observe the association office and materials they have. Document analysis- we analysis CBTP phase I document to prioritize the identified problems.

1.6. Prioritization of problems identified in CBTP phase II Problem identification and prioritization has a lot of implication when preparing an action plan. The problem identified on CBTP phase one is prioritized as high prioritized and less prioritized problems.

High prioritized problem is:Poor understanding of community about youth assassination in ginjo kebele. Less prioritized problems are:1. Luck of management system to identify the new comers when they arrive to the kebele. 2. Poor provision of job opportunity and area map of kebele land 3. Lack of trained area coordinators in populations service information management. Action plan and implementation is created for prioritized problems depending on the kebele managers need and community need.

1.7 Ways to prioritize the given problems

Feasibility analysis Feasibility is the measure of how benefit or practicing development of an information system. Feasibility analysis is process by which feasibility is measured. To bring the project to the successful compilation, we used the following four categories of feasibility test. Operational feasibility- is a measure of how will be the solutions of problems or specific solution will work in the organization Technical feasibility - is a measure of the practical of the specific technical solution and the availability of technical resources and expertise. Schedule feasibility- is a measure of how reasonable the project time table. Economic feasibility- is a measure of the cost effectiveness of the project or solution.

1.7.1. 1.8 Identification of problems for action plan and implementation

The team members divide the action plan in two ways. The first one is problem selection only for prioritized and giving direction of the solution; this is because the team members alone has no power, or financial to implement all The second one is the action plan which the team member go through implementation

CHPTER THREE Implementation of action plan 3.1 How should create awareness to community about youth association

The Jimma ginjo kebele has poor understanding about youth association, due to this the communities do not work with the association and the Kebele administrators dont give any attention and consideration for themTo create awareness in the community about the association we use different ways. Some are:

Meeting Keble manager Discussion with youths of Keble Community education Pamphlets, posters, publication and t-shirt.

3.2 How should designing the new youth associations library.Team members, youth of Keble and information professional design and organize the collection materials in the library. These designs have been done to give effective and efficient service to community and youth of Keble.3.3 How should build the youth association expansion

Collect money from jimma town ginjo keble community and administration body by deciding limited amount of money. By preparing coffee ceremony the youth can collect money from youth and community that invited on the ceremony. Open minded citizen: by asking only open minded person by explain the community problems regarding on youth association library and make them to support for design of new form of youth association library.

3.4 How should be equipped the youth association library with needed furniture, information material and human power. Basic furniture requirements: Essential materials needed to youth associations library include: Shelf Table Chair Cabinet The youth Association Library Selections The youth association library contains different sections , this are: 1. Reading room 2. Circulation section 3. Administrative section 4. Reference section 5. Stack section 3.5 In what way library collection should be organized?

The way we used in order to organize the collection of library we give emphasizes on the following content: Classification content Assigning call number. Preparation of shelf list Catalog card

3.6. How we organize non book materials Organization of non-book materials may require special treatment than books. On book material include: News paper, magazine, clipping picture. A) News paper (Magazine)-when new issues of magazine arrive in the library it should be checked as soon as possible in the recorded file. B) Clipping-is a service by which a collection cutting from newspaper and other periodicals in the books. During clipping:-Source and data of material should be centered at the top of the clipping.

3.8 How should be develop the collection development policy for Jimma ginjo kebele youth association library. Collection development policy is written statement that is both planning tool and communication device. The reason for collection development policy in library or information center is: 1. It forces library or information staff to think through the goals of their establishment, and commit themselves to these goals. 2. Set standards for acquisitions, that means for including or excluding of library and information materials. 3. Inform use of scope and nature of collection. 4. Minimize personal bias, imbalance in an areas which is passive immediately. 5. Service as in service training tools for news staff. 6. Provide information for budgetary collection process. 7. Serve as defense objection of titles and provides guidelines on handling complaints.

INTELLECTUAL FREEDOM The relation of materials for jimma ginjo kebele youth association library is based on the belief that every person has the right of access to all expiration of knowledge , opinion ,and creativity of some value or significance such wisdom of access to information in essential to the health and development of democratic society. Acquiring library collections:Acquisition is the process of obtaining books and other information source for the library collection are obtained through the following mechanism Purchase Exchange Gift/donationOrdering

Where can you get free book for youth association library? Denoted books are free you can get free books by writing letters to donors or by inviting officials to visit youth association library. Writing to the following organizations for getting free book. -jimma university -BGOS -other youth association library

3.9 How should be announce the youth association library to start giving services in new form Through kebele meeting Media Using microphone Opening and closing hours of youth association library i) Opening hours -For Monday-Friday (2:00-6:00 8;00-11:00) - Saturday (2;00- 6:00) ii)closing hours - Saturday afternoon - Sunday - Public holyday

EVALUATION

There are two main reasons for conducting an evaluation. To find out If we are on the right track or whether we needs to adjust our activities during the execution of the actually. To finds out if we have achieved our original objectives and if the results have had an impact on the problem. During the implementation period evaluation allow as to: Determine whether we are on the track toward achieving the initial objectives. Identify the major difficulties encountered and corrective action required. At the end of our activity evaluation allow as to: Determine whether we have achieved our objectives and to what extent. Access the degree to which our activities have desired impact on the problem.

Who should be the evaluator? The evaluators of the project include: Our group members Jimma University. Our advisor. Ginjo kebele administrator and community Youth association of Ginjo kebele Every other responsible or concern bodies.

Conclusion Youth is the back bone of community and these youth should be corporate to work for the will of the community. For youths recreation and information center/ library are needed. As the world is the era of information. Youth association library has even been termed as university of youth because it can be enable youths to pursue their own search for knowledge in the librarys treasure house of library works and scientific and technical information. It is the one that serves citizens at every stage of life. Team members under group two under CBTP phase II program have tried to solve the problem of Ginjo keble regarding to youth association and information centers in the association .In the CBTP phase II contains both action plan and implementation. The intervention is done after the preparation of an action plan. The program took place by dividing the action plan in to two. First one is action plan only giving solution and the second type of action plan is where the team members go through intervention like creating awareness, developing collection development policy, organizing materials , sections and human power. Generally this report is of reflect what has been learn within two years and to be apply to solve the problem of Ginjo keble youth association, information centers in associations.

Recommendation Team members are going to recommend the concerned bodies to make our CBTP phase II aim or invention as follow. As youth are productive group they should be encouraged and supported by the kebele administrations and the community. Team members are recommended jimma university library to help them by difference forms in giving materials and training youths. Team members recommended any nongovernmental organization to help them. The librarian should be announcing about the new youth association, library with good provision. Team members recommended JUSU charity to work and support them. Lastly, Team members recommended our department, information science staff members and students to participate in the process of expanding the youth associations library as they are a professional in library science.
