document I1-30OT7 entitled "A&C/O STARTUP Program Plan". In
support of the STARTUP Program, The Boeing Company is responsible
for the documentation of data and support requirements, in accord-
ane. with item 18.4.2.4 of the above Letter Contract.
2hese requirements are identified in this document and encompass
all known data and support requirements such as, space, special
services, pover, and other facilities necessary for support of the
A&C/O STARTUP Program.

Boeing wil furnish a total of approximtely 15,000 square feet
of space for the A&C/0 STAMM facility and simwlated veapon
system facility in the northeast corner of the 9.101 uildling

standards.
3.2.2 STARTUP Contractor Saiport Area - (CSA)
ptroximately 48W square feet of space will be provided in the

will consist of a general area for parts control, files, reeivnlg,
Inspection, and data control. An electronics test and maintenance

6.3 Transportation
( 6.3.1 Personnel Transportation
Boeing vin operate a scheduled .bus serviee for trlhasportatIom
vithin the Boeing Seattle complex. WTs system Vii utilize
vehicles providedo operated, and maintained by Boeing and may
be used by BSD/STL and Associate Contractors personnel for official
business.
All vehicles such as automobiles, station vagons, etc., vhich
are required for non-scheduled transportation of personnel by the
various contractors and BSD/STL viii be supplied, operated, and
maintained by the using organization.
6.3.2 Miscellaneous Support Vehicles(N
Utility trucks, fork lifts, toy tractorsp and other vehicles used
for the inplant transportation of materials and equipment vini be
provided, operated, and maintained by Boeing. Associate Contractors
vith unusual or peculiar transportation or ground handling equip-
ment requirements shall inform the STAMRT Base Manager so that
they may be programned in advance of requirement dates,

resolution of engineering design problems encountered on his
equipment or documentation.
B, fplement the configuration record control program on his equip.

6.6.1 Associate Contractor Design Liaison
Each Associate Contractor's design liaison engineer will be quali-
fied and authorized by his parent organization to maske necessary
design decisions which will promote the STARTUP Progrem. Associate
Contractor liaison personnel may be augmented as necessary by
specialists assigned on a temporary basis froa the home plant.
6.6.2 Design Changes
Drawing procedure and specification changes accomplished by design
liaison personnel will be limited to those changes requiring
expedient handling to support the schedules and will be consistent
with the technical responsibilities of their parent design engineer-
ing group@. Engineering design responsibility will be retained by
the hone plant design organizations.
6.7 Facility ?hintenance
Bilding repair, alteration, and utility installation will be
executed by boeing. Requirements will be generated by the applicable

6.8 Aqipment Maintenance
The Boeing Company vill maintain all support equipment owned and
operated by Boeing as part of the A&C/O STARTUP Program. Equip-
ment owned and operated by Associate Contractors will be maintained
by the respective associate contractor. Existing Boeing facilities
and manpower will be provided for this purpose.
6.8.1 Severable Capital Equipment
Severable capital equipment consisting of office furniture such
as de'4ks, chairs, cabinets, etc. wiin be provided and maintained
by Boeing. Typical office equipment includes desks, blackboards,
bulletin boards, file cabinets, book shelfs, waste paper baskets,
etc.
6.9 Secretarial Support

Contractors and BSD/STL as required and established in Le-30090,

Safety practices and requirements shall be in accordance with
applicable material safety conditions and Contractor safety

S6.18 Fire Protection
Boeing will provide and service fire extinguishers for the 8TARUP
area, where hand-type fire extinguishers are considered adequate
for good safety practices. Boeing will also provide a protection
plan for servicing areas and, standby fire fighting equipment and
personnel. Sprinkler and deluge systems installed in the STAIME
facilities will be inspected and serviced by Boeing. The Boeing
Comapany will monitor Associate Contractor practices for adherence
with civic and industrial fire prevention regulations.
6.19 Personnel Rousing
Responsibility for personnel housing rests with each Associate
( Contrtctor or individnal. Any available information concerning
local housing, however, wbll be provided to Associate Contractor

6.20.1 Calibration and Certification Laboratory
Boeing will provide and operate a calibration and certification
laboratory. This laboratory vill contain the necessary standards
to certify Associate Contractor supplied instruments and measuring
equipment. Each Associate Contractor will provide calibration/
certification procedures for his equipment. Boeing will, in
coordination with the affected Associate Contractor, provide the
required standard. Boeing's Qaality Control Group will perform
inspection of activities in the Certification Laboratory in
accordance vwth mutually established procedures.
6.21 Treaur7 Stores
A general purpose store will be maintained by Boeing to support
all Associate. Contractors in the A&C/O STARTUP Program. The store

Boeing will establish procedures to insure the proper control and
usage of non-accountable items. Stores issued to Associate Con-
tractors in excess of normal anticipated usage will be coordinated
through the STARTUP Base Manager for authorization.
6.21.2 Replenishment of Stock

8.0 PFESONM REqUIREMENrs
The accumulative equivalent manpower for STARTUP, as currently
irograwned, starts in December of 1962, and peaks at 78 in
February of 1964, as depicted in Figure 8-1. The requirements
are a month-by-month breakout, by category, and includes an
overtime allowance of five per cent. It is noted that the above
figures show only administrative personnel for Associate Contractors.
BSD/STL personnel requirements have been purposely omitted. Require-
ments in these two categories will be revised to reflect the
cmnmttments negotiated during development of the STARTUP System
lategration Plan, scheduled for completion by June 28, 1963,
Further, revisions will be as specified in Section 1.2 of this
