Introduction
Parking Services is responsible for the enforcement of all parking and traffic contraventions on borough roads within Lambeth. In order to carry out this work effectively, we operate a CCTV suite of 36 cameras and two mobile units that record vehicles committing parking and traffic contraventions. We then process this footage and issue a Penalty Charge Notice (PCN) to the owner of the vehicle. The introduction of enforcement of traffic regulations by CCTV cameras is one part of a wide-ranging programme of measures to improve the reliability and punctuality of public transport, reduce congestion and pollution. The aim of most traffic management measures, such as bus lanes and parking regulations is to give priority to certain groups of road users by excluding others during prescribed hours. The introduction of CCTV monitoring of traffic regulations is intended to reduce the level of contraventions and so reduce delays on the highway network. CCTV is very effective tool for ensuring that motorists comply with parking and traffic regulations. Under the Traffic Management Act 2004 (TMA), all Local Authorities are expected to aim towards 100% compliance with the restrictions. CCTV is an important part of a range of activities that we employ to try and achieve this target. The Civil Enforcement of Parking Contraventions (England) General (Amendment No 2) Regulation 2015 (These amend Regulations of 2007) With regards to the new regulations Lambeth CCTV only enforce the following parking and traffic contraventions, the contraventions not listed are continued to be enforcement by Civil enforcement officers. Contraventions Enforced by CCTV: 31,32,34,37,38,47,48,50,51,52,53,54&55. The Civil Enforcement of Parking Contraventions (England) General (Amendment No 561) Regulation 2015, gives a grace period to vehicle which over stay there allocated time allowed by 10 minutes e.g. 30 minute loading bay, a PCN will only be issued to the vehicle after 40 minutes. 30 minutes for the allocated time and 10 minutes grace period.
Background We began monitoring and issuing Penalty Charge Notices (PCN’s) to vehicles observed contravening the Bus Lane Regulations in August 2003. The PCN’s issued to vehicles for travelling/parking in restricted Bus Lanes (BL’s) during the times of enforcement, are done so in accordance with the London Local Authorities Act 1996 (as amended). The London Local Authorities Act 2000 came into force on 20
th September 2000, empowered
Local Authorities to enforce parking restrictions using CCTV. The 2003 London Local Authorities and Transport for London Act decriminalised 21 moving traffic contraventions. These contraventions were 21 commonly used traffic controls such as “No Entry” signs, “Blue Direction” signs and “Box Junctions” etc. Each Local Authority had to apply to London Councils prior to being permitted to enforce these restrictions. Lambeth Council gained approval to begin the enforcement of these restrictions in November 2005. A full list of the signs can be found on page 20 of this document.

Contravention Codes
31j – Entering and stopping in a box junction when prohibited.
A PCN should only be issued for a box junction contravention if the vehicle is stationery for at least 1 second and, about half of the vehicle is in the box. A vehicle MUST NOT enter the box until the exit road or lane is clear. However, a vehicle may enter the box and wait when it wants to turn right, and is only stopped from doing so by either, oncoming traffic, or other vehicles waiting to turn right that are blocked from turning by oncoming traffic. Camera/observations need to record the arrival of the vehicle, any signals made by driver, the availability of ‘clear’ exits; its entry into the box, continued state of exit[s] and subsequent actions by the driver. Effectively, the EO needs to fully record all movements of the vehicle during its passage through the junction.
32D - Vehicular traffic must turn in the direction indicated by the arrow.
EO needs to record the vehicle approaching the sign, failing to comply with instruction and continuing. This is an instant contravention. The only vehicles to be exempt from this contravention are emergency vehicles that are on route to an emergency.
32W - Failure to drive in the direction shown by an arrow, One-way traffic.
EO needs to observe the vehicle travelling in the direction contrary to that indicated by sign. This is an instant contravention. The only vehicles to be exempt from this contravention are emergency vehicles that are on route to an emergency.

34j – Being in a bus lane during the restricted hours
The following vehicles are permitted to use the bus lane during the restricted hours: Bus, pedal cycle, taxi and dial-a-ride bus The definition of each of these vehicles can be found in the Traffic Sign Regulations and General Directions Act 2002. This contravention applies to any vehicle not listed above that is seen travelling in or parking in a restricted BL during the hours of control. Also issued to vehicles using the bus lane to underpass the right hand flow of traffic. If there are no loading/unloading restrictions within the bus lane then vehicles ARE permitted to load/unload within the BL and if loading/unloading is observed then the vehicle should be given a 20 minute casual observation. If the vehicle exceeds 20 minutes to load/unload then a 34j may be issued. Note: If there are ANY other restrictions within that BL, i.e. if there is a restricted bus stop (see contravention code 47j) contained within the BL then you may issue the vehicle with a 47j instead as it is not permitted to load/unload in a restricted bus stop. Vehicles are permitted to pull over into the bus lane to drop off/pick-up a passenger, however the vehicle should be seen to exit the BL immediately after the drop off/pick up and should not continue to travel in the BL. (Discretion should be used for passengers that require assistance to board or alight the vehicle). Vehicles are permitted to use the bus lane for approximately 20 meters (about 3-4 car spaces) in order to make a left turn if the left turn is within the bus lane or close to the end of it.
37j - Failing to comply with a give way to oncoming vehicles sign
Priority must be given to vehicles from the opposite direction. Vehicles must give way to oncoming traffic if directed to do so by signs. In order to capture the contravention correctly you need to observe a continuous record of the alleged contravention and the build up, showing the speed, the position and the actions of all vehicles.

47j – Parked on a restricted bus stop/stand (example below).
This contravention is to be issued immediately. No observation period is necessary, but it should be observed for 30 seconds as motorists may stop to allow someone to board or alight from the vehicle. To issue a “47j” the B/Stop must be enclosed by a “yellow cage of broken yellow lines” and have a thick yellow line running along the road in the kerb, it must also have the word “Bus Stop” written in yellow within it. There MUST also be a TP contained within the B/Stop to warn of the restricted hours. Most restricted B/Stop TP’s will warn “No Stopping at any time except buses” – remember that coaches and mini-buses are classed as “buses” on the V5 and therefore will be exempt. However, if the TP specifies “No stopping except London Transport (LT) Buses” then only LT Buses are permitted and any other vehicle including coaches/mini-buses may be issued with a PCN. Also TP “No Stopping except local buses” The definition of a "local bus" means a public service vehicle used for the provision of a local service not being an excursion or tour. Other TP’s may just be between certain hour’s i.e. “Monday – Saturday, 7am – midnight”. Vehicles are NOT permitted to load/unload in a restricted B/Stop.
48j – Stopped in a restricted area outside a school, a hospital or a fire, police or ambulance station when prohibited. For a school keep clear contravention (48), the vehicle must be stationery on the markings for 5 seconds. EO should record an observation of the vehicle arriving, the contravention and leaving so that defence of congestion can be countered. All school keep clears in Lambeth will be restricted between the following times:
Mon – Fri, 8am – 10am and 2:30pm – 4:30pm, September to July
Any that do not have these times on the TP should be reported to a manager, as it will need to be replaced.

NOTE: We can only issue a 48 for the actual markings. Any yellow line in the vicinity will either be controlled by the CPZ hours or will have its own time plate and should be issued with 01 contravention.
49j – Parked wholly or partly on a cycle track or lane.
A cycle track is part of a highway for use only by pedal cycles. A cycle lane is part of the carriageway and is marked by a solid white line and cycle logos. A vehicle parked in either can be issued with a contravention code 49. This restriction applies 24hrs/day. A cycle lane with a broken white line is not enforceable with this contravention code.
50L - Failure to comply with a sign indicating No left turn for vehicular traffic.
The build up showing the speed, position and action of vehicle making a prohibited No left turn. A continuous record of the alleged contravention must be recorded. This is an instant contravention. The only vehicles to be exempt from this contravention are emergency vehicles that are on route to an emergency.
50R – Failure to comply with a sign indicating No right turn for vehicular traffic.
The build up showing the speed, position and action of vehicle making a prohibited No right turn. A continuous record of the alleged contravention must be recorded. This is an instant contravention. The only vehicles to be exempt from this contravention are emergency vehicles that are on route to an emergency.

51j – Failing to comply with a no entry sign.
EO needs to record footage of the vehicle approaching the restriction, making prohibited manoeuvre and continuing. This is an instant contravention. The only vehicles to be exempt from this contravention are emergency vehicles that are on route to an emergency.
52G - Goods vehicles exceeding the gross weight indicated on the goods vehicle symbol prohibited.
The EO should record the vehicles approach to and passing of the sign(s) and subsequent movement by the vehicle including whether it parks, stops or traverses the restricted length/area. There are exemptions: These include emergency services vehicles, local authority vehicles that are carrying out statutory duties, the CPS removal trucks and vehicles that are involved in the maintenance, improvement, reconstruction, cleansing or lighting of a prescribed street. NOTE: On certain streets loading/unloading is permitted. If in doubt issue the PCN and then check the relevant TMO.
52M- Failing to comply with a sign indicating a prohibition on certain types of vehicle.
The camera or observation should record approach to and passing of the sign(s) and subsequent movement by the vehicle including whether it parks, stops or traverses the restricted length/area. This is an instant contravention. The only vehicles to be exempt from this contravention are emergency vehicles that are on route to an emergency.

Observation should be initially for 5 minutes to ascertain whether there is any Loading / Unloading activity, Loading/unloading is permitted, but only if it is essential so as not to cause an obstruction and cannot be carried out elsewhere.
. The contravention occurs when a vehicle waits on any part of a footway on a road with a speed limit of 40mph or less. The vehicle must weigh less than 7.5 tonnes maximum gross weight (MGW). Please note that on some streets footway parking is permitted. These are areas where the pavement may have been strengthened and are indicated by the placing of footway parking signs. Some such areas also have white bays markings to indicate where on the footway a vehicle should park although, please note that these white markings are purely advisory.
Loading/Unloading is permitted but only in the following circumstances:
If it is essential, Does not cause an obstruction, Cannot be carried out elsewhere.
If at any time during your Monitoring or Inputting duties you are unsure if an actual contravention is
being committed or what contravention is being committed then seek assistance.
If ever there is any doubt what so ever about whether or not a PCN should be issued then;
DO NOT ISSUE IT.
General Exemptions There are certain exemptions to the rules on contravention codes that have been outlined below:
Bus Lanes
The following vehicles are exempt from the bus lane regulations: Gas/Water/Electricity/Telecommunications vehicles carrying out essential works to the Highway/road. Emergency Service Vehicles (Police, Fire, Ambulance) in attendance. If a vehicle is being used to pick up/drop off passengers, there are permitted to stop for around 30-40 seconds. However, we are able to use discretion if the passenger has difficulties exiting the vehicle. If a vehicle is visibly broken down or in the process of taking in petrol, water etc. Any Vehicle carrying out essential sewage/drainage/pipe works. Any Vehicle carrying out removal of a traffic obstruction.

Disabled Badge Holders
Disabled badge holders may park in pay and display, free, permit (i.e. resident, business etc) and disabled badge holders only bays for an unlimited period. The holders can also park on single or double yellow lines for a period of three hours provided: No loading ban is in operation (see contravention code 02) A valid disabled badge is displayed alongside the time clock, which should be set to the time of arrival. Disabled badge holders must not park in the following places: At a time when loading or unloading is prohibited (02 contravention code) In a bus lane during the hours of operation In a cycle lane On pedestrian crossings In parking places reserved for specific users (e.g. loading bays, taxi bays etc) In suspended parking bays On school keep clear markings On bus stops On the footway Health Emergency Badge If the vehicle is displaying a health and emergency badge (HEB) it is likely that the driver is attending to an emergency nearby. The address of the premises where the emergency is happening should be written on the badge itself. If this is not visible from the camera then do to ticket the vehicle. Lambeth Dispensation If the vehicle is displaying a LBL Emergency permit, it is permitted to park on SYL/DYL for as long as the emergency lasts. (See example 3). Vehicles displaying a LBL statutory permit are NOT permitted to park on SYL/DYL’s. These dispensations look identical to a normal Lambeth Parking Permit. HGV’s Vehicles observed to be loading/unloading heavy goods are permitted 40 minutes to load/unload on SYL/DYL providing there are no other restrictions in place at the location, which do not permit loading/unloading of vehicles to be carried out. Note: There are no general exemptions for 02, 47, 48, 99 or F/Way contraventions.

Camera Location & Times When this Local Authority first began the enforcement of monitoring Bus Lane contravention’s using CCTV there were only 10 cameras used. The number of camera’s used is now 39 and the contraventions have increased to include parking and moving traffic. Please see the following pages: 1 - Camera Locations/Restriction times of the Bus Lanes Enforced. 2 - CCTV Parking contraventions Locations / Times 3 - Moving Traffic enforcement locations. 4 - Cognetix have provided booklets of their street surveys that show an accurate layout of all the Parking Restrictions, sign’s, lines and time-plates at each camera location. It has not been possible to incorporate these books into the training manual, however, they are available to view separately and show precisely what contravention’s can be issued where and at what times.
Each of the 8 monitoring stations has a “CCTV Monitoring Folder” which sets out the above information and other monitoring information such as screen breaks etc.

Enforcement Log Procedures Please ensure you are seated at the monitoring station at the time you are advised. If another Enforcement Officer is due to take over your cameras at the end of your shift, please ensure they are actually there to take them over when your shift finishes. The E/L is an Official & legal document. It should be written out clearly and you MUST follow the procedures set out below.

You should always write on the E/L that you have orientated those camera locations prior to any enforcement You must indicate every time you go on/return from a screen break. E.g. 11:05 screen break, 11:15 return from screen break. You should indicate on the E/L if you experience a camera fault/breakdown and the initials of the team leader/person to whom you report it. If you are asked to do anything by a team leader or check a specific location/check the street furniture with 1 of your camera’s whist you are recording then please indicate it on your E/L, I.e. LH 751 using camera 21 to check KM’s at location. Absolutely NO OVERWRITING. If you make any mistakes/errors, line through the entire line (regardless or not if most of it is blank) and initial the right hand margin. You should then re-enter the information on the line underneath. Indicate at what time you finish recording. E.g. “12:55 recording stopped”. Unused lines to be Z’d out and initialled in the right hand margin. You must NOT leave any blank spaces on the E/L.
Bus Lane Enforcement
All the above procedures apply. Please refer to the 34j contravention guidelines. Whilst monitoring, be aware of what is required in order to “issue” a good quality PCN at the review/input stage. You should aim for a clear shot of the VRM and the thick white line of the BL.

You should aim for a clear shot of the VRM and the contravention being committed. This is not always as easy as it is for BL contravention’s, especially if the vehicle is in a loading bay. You should aim for footage that clearly shows the contravention and if the VRM is not as clear as required you should then get footage showing the VRM clearly. Signage Sweep Orientation of the entire camera’s which are allocated to your self in a session is needed. This is done by clicking the signage sweep button. Once button is activated you have 20 minutes to complete the orientation of all cameras. Once complete press the Stop Sweep button again to continue with enforcement.
Capture Contravention Once contravention is seen push the “Zenco Rec” button on the control panel or “Start Contravention” on Touch screen to start recording. Capture also includes previous 6 seconds footage of what ever camera you have selected.
The camera icon appears with a timer indicating the length of time the Contravention is being recorded for. The Stop Contravention and Void
Contravention buttons become active.
Once contravention is finished press the “Zenco Rec” button on Control panel or “Stop contravention” on touch screen.

If recording and contravention becomes a Void i.e under 5 minutes for a 25J. One needs to press “ Zenco Void” on control Panel or “Void Contravention” on Touch screen.
Screen Breaks When one goes on screen break e.g. 10 minutes every hour monitoring. Please see monitoring folder to see what screen break times is allocated to you, depending on which camera group you are enforcing. You need to press the “Pause” button on touch screen, next to the “Signage Sweep” button. Authentication screen will appear
When returning from Screen break, one needs to input: User Name: i.e. LH753 Password: ******* Enforcement officer then can start enforcing again.

The Information tab displays the following information: This is where you obtain the Session Name for enforcement log. This is a 17 digit number which includes date, time and station number of session. i.e. 12022010160039-007 Also includes total of voided and potential contravention. Session name: This information is displayed in the Review software and is useful for allocating sessions for review. Session start time: The exact time the session commences. This could be recorded on the Enforcement Log cover sheet. Potential contraventions: This displays the total number of potential Contraventions. Voided contraventions: Displays the number of contraventions that were voided. Operator ID: Displays the operators ID. Log Information View log details: Displays a list of all the events.

End of Recording Session: Once recording session has finished, push Stop session button and Close & exit screen X on top right of screen.
Hole punch the enforcement log/logs and place in the monitoring station trays in station number order. Calibration The touch screen is quite sensitive to individual’s touch, so in order to calibrate the screen click on the “Calibration” icon and follow the clear instructions to set the screen to recognise your distinct touch. This only needs to be done if you have problems when touching the screen.

Review/Input Procedures
Logging on (Creating and editing PCNs)

Click on the ACTION menu on the toolbar, (top left of screen).
Then click on Workflow management to assign work to your workload queue. (see fig 4).
This can be done by searching for the session start on the Unallocated Workflow queue. Once this is done, highlight and drag clips to your Name under the Allocated Workflow queue.

Double click on the first clip/icon at the top of the Pending workflow to open. Work your way down to the bottom (this should collate with your monitoring log you have taken). If clips are missing please see section unable to find clip.
This should load the clip, the greater the length of footage the longer the clip will take to load. (See fig 002).
Fig 002 One needs to review the footage of the clip to see if the contravention is valid. This can be done by using the four green buttons under the clip. Stop, Play, Forward and Rewind (see page 37). Once a Clip is ascertained as a valid contravention you can start grabbing still pictures from the clip. There is a minimum of 3 pictures needed to issue a ticket, with a maximum of five. 1

How to censor? Highlight the area which needs to be censored by drawing a box over the area. This is done by holding the left mouse button down, and then dragging it over the desired area. Once this is done click on the censor button (see page 37). Pictures can be viewed online so they must be adequately censored before issuing the ticket. VRM details can be entered in the “Vehicle details” box at the bottom left of screen. Close screen to go back to main screen (see fig 002). One needs to fill out the Contravention details, Vehicle details, Tape details, Notes & Issue/Reject.

A clip can be rejected at any time. If you open a clip and you realize it is not a valid contravention go directly to the Issue/Reject Ticket menu and press the reject ticket button. This will bring up a reject ticket menu. Chose the correct reject reason and then click the reject ticket button to reject a ticket.

Once all the required information has been entered you can issue the ticket by clicking on the issue ticket button.
Once a ticket has been issued, you will get a prompt questioning you as to whether there are any more tickets on the clip to issue. If you click YES, the clip will remain on the screen for you to issue the next ticket, if you click NO the clip will go and will be irretrievable. It is important for you to click YES at all times and the whole clip must be viewed at all times to ensure that no tickets will be lost from the system.

Validation Error If you have missed any essential information required to make a PCN valid, you will get a validation error. This will then tell you what is required in order to issue a ticket; the missing areas will always be highlighted in yellow as pictured below.
After completing all corrections you should be able to issue the ticket and get the PCN number.

ANPR REVIEWING PROCEDURES
Entering Contravention Details: Date & Time of Contravention:
The date and time will already be completed and the boxes will appear grey, you cannot change any of the details. The date and time provided will be the exact date and time at the moment the clip was recorded. Location Details:
The camera and street will already be completed. This information should have been provided by the Server in advance with knowledge of the camera number and location already configured. If it has not been, the selection should be made based on user knowledge .e.g. select LW0011 for Clapham Park Road.
Contravention Recorded by:
As the clip has been created by an Unattended Capture Station, the CCTV Operator field should appear with “Unattend” as the Operator Name. Selecting Images: Four Images should be selected in the following order; 1st Image should be a clear shot of the contravention (this is the ‘trigger’ point and can be obtained by clicking on the white and yellow camera button on the video screen, the ANPR Trigger Image Button) 2nd Image should be a close up shot of the VRM (this can be obtained by just clicking on the main video screen or by clicking on the Re-type VRM box). 3rd Image should be the first time the vehicle was seen contravening. 4th Image should be the last time the vehicle was seen contravening. Entering Vehicle Details and Registration Mark:
All the vehicle details will appear automatically. The Operator must type the VRM in the ‘Re-type VRM’ box to double check that it has auto-populated correctly. The confirmation details must also be checked for accuracy.

When the Re-type VRM box is selected, the image on the right side of the screen will automatically jump to the close up image. This image will be a crystal clear picture of the vehicle registration plate. The Operator should re-enter the VRM from this image to ensure it is correct. Each VRM needs to be verified against an Internet Website to verify that the correct VRM has auto-populated, until Managers are confident that the system is working correctly. The Operator should also check that all the vehicle details have auto-populated correctly; this should also be verified against an Internet Website until Managers are confident that the system is working correctly. If VRM/Details are incorrect, this can be changed by the Operator. Notes Box: The bus lane contravention times will auto-populate in the notes box for the user to double check. This can be changed by the Operator if it is incorrect. Enforcement Log: The Operator must have a ‘blank enforcement log’ where they will need to write down details of each PCN, before they issue the ticket. The ‘Date and Sheet No’. must be completed at the top of the enforcement log. ANPR should be written in the ‘LH’ box, but the ‘Shift, Station no. and Session name’ boxes should be left clear. They must log the date and the time of the contravention, location, VRM, offence code, vehicle details if known. This MUST have already been verified on the Internet Website. The date of the review and the LH number of the Operator reviewing must also be completed as normal. Voided ANPR tickets must be written down on the enforcement log as normal. White List Spreadsheet: The Operator must also have the ‘white list spreadsheet’ open where they are to copy vehicle details from Zengrab and paste onto the spreadsheet. This is for all exempt vehicles e.g. buses, taxis, emergency vehicles, etc. They must input the Date, the Operator LH number, also the VRM, class of vehicle, vehicle type e.g. taxi, before voiding the ticket. This does NOT need to be verified on the Internet Website. Once the above has been completed, the PCN can be issued or rejected as normal.
