Thinking about how loss or harm could occur can help to identify hazards and broaden the scope of an assessment.
For examp k;
When assessing the task of working on a roof we may focus on what can happen to the persons working a t height, and how they could be injured by falling off, or through the roof. Certainly they are the ones a t most risk.
But if we consider how people in general may be harmed by working a t heights falling is just one possibility - something may be dropped onto a passer-by that hos nothing t o do with the task and couse him or her injury.
