In 1996, following the announcement of the Indian and Northern Affairs Canada (INAC) of a pilot project to create a
network of ten communities, a real willingness emerged for the establishment of an organization dedicated to
supporting First Nations economic development representatives and officers in Quebec and Labrador.
On December 9, 1999, delegates and officials of the First Nations of Quebec and Labrador, representatives of
economic development organizations and government, and numerous observers founded an organization to bring
together community economic development organizations (CEDOs) and representatives of economic development.
In 2000, when the FNQLEDC first went into operation, the Assembly of Chiefs approved by way of resolution that the
FNQLEDC would be accountable to the Chiefs in assembly through the establishment of a close link with the
Assembly of First Nations of Quebec and Labrador (AFNQL).

Recognized as a major leader in First Nations socioeconomic development, the FNQLEDC has distinguished itself
through the quality and the added value of its achievement and the support it provides to First Nations, as well as
through its capacity to unite and mobilize all stakeholders for the achievement of common objectives. Thanks to its
outreach work, the FNQLEDC continues to improve the entrepreneurial capacities of the First Nations, while helping
them to reach greater economic independence and diversity.

In conjunction with all stakeholders in the sector and inspired by respect for the culture and local autonomy of the
communities, the FNQLEDC’s mission is to represent, promote, support and defend the interest of the First Nations of
Quebec and Labrador in the area of socioeconomic development and thus contribute to their well-being and success.
