CE marking of industrial doors under the CPR 2011

Michael Skelding, Secretary and General ManagerDoor and Hardware Federation

Who is the DHF?DHF represents manufacturers & installers of:

• Pedestrian doors

• Industrial doors & shutters

• Garage doors

• Powered gates, and

• Locks & architectural hardware

What is the DHF?• A trade body, founded in 1897, representing over 200 members drawn from all parts of the door & hardware industry

• Sits on European & British standards committees

• Publishes its own technical standards & guidance documents, available from:

www.dhfonline.org.uk

• You MUST draw up a “declaration of performance” and apply the CE marking IF the product you place on the market is covered by a hEN

• This includes any product covered by an existing hEN, such as EN 13241-1:2003

• hENs published from now on, such as EN 16034, will be subject to a “period of coexistence” before they come into effect

From 1 July next year:

What is the CE mark?

A declaration by a manufacturer that a product meets the essential health & safety requirements of one or more “single market”

directives.

(There are about 24 of these ranging from toys to electrical appliances)

What is the CE mark? (continued)

• The purpose is to allow free circulation of goods within the EEA

• No EEA government can exclude a CE marked product (although it can regulate its use)

• It is not a quality mark

• However, for safety-critical aspects, such as fire, it DOES guarantee performance

• Written by CEN or CENELEC in response to a Commission mandate

• Mandate specifies “essential characteristics” for the product

• Manufacturer must declare against essential characteristics

• Declaring “npd” may be possible• EN can contain additional requirements,

unrelated to CE marking

Harmonised standards (hENs)

Essential characteristics

• What performance must the productpossess in order to enable the building to achieve the “basic requirements for construction works”?

• Detailed in Annex Z of hEN• CE marking is against the Annex Z, NOT

the whole standard

Safety and accessibility in use

• ....they do not present unacceptable risks of accidents or damage in service or in operation such as slipping, falling, collision, burns, electrocution, injury from explosion and burglaries. In particular, construction works must be designed and built taking into consideration accessibility and use for disabled persons.

Relevant standards for industrial doors

•BS EN 13241:2003+A1:2011 Industrial, commercial and garage doors and gates – Product standard - Part 1: Products without fire resistance or smoke control characteristics•prEN 16034 Pedestrian doorsets, industrial, commercial, garage doors and openable windows – Product standard, performance characteristics – Fire resisting and/or smoke control characteristics

Characteristic: Notified body test/calculation:

Release of dangerous substances YES

Safe opening (for vertically moving doors ) YES

Geometry of glazing (for glazed doors) NO

Mechanical resistance and stability NO

Operating forces (for power operated doors)

YES

Essential characteristics for which performance must be

declared

Characteristic: Notified body test/calculation:

Watertightness YES

Resistance to wind load YES

Thermal resistance YES

Air permeability YES

Durability of environmental performance YES

Essential characteristics for which “NPD” can be declared

Voluntary characteristicsCharacteristic:

Mechanical aspects – General

Force for manual operation

Mechanical durability

Protection against cutting

Protection against tripping

Safe opening (for horizontally moving doors & gates)

Power operation – General

Protection against crushing, shearing and drawing-in

Electrical safety

Electromagnetic compatibility

CPR vs MDConstruction Products Regulation

Machinery Directive

CE mark exclusively based on hEN

Use of hEN is voluntary

Covers products intended for incorporation in buildings

Covers machinery for most end uses

Installation is not manufacture Installation/putting into service can be “manufacture”

No on-site CE marking On-site CE marking may be required

No provision for partly completed products

Partly completed machinery mustbe accompanied by a declaration of incorporation

Notified body evidence required for doors

Notified body not required for doors and gates
