PRESENTATION

The purpose of the Center for International Studies on Government (CEGOV) at the Federal University of Rio Grande do Sul (UFRGS) is to encourage cooperative research and academic excellence within the University. The Center gathers people with strong bonds to specialized areas of public policy such as defense, education, foreign policy, health, and public security. It is currently composed by eight full operational Working Groups (WGs) staffed by researchers and graduate students from UFRGS and its partner institutions.

The activities developed by the WGs cover a wide range of multidisciplinary projects in the fields of governance and international politics, monitoring and evaluation of public policies, institutional development and capabilities for governance, compared institutional models and decision-making processes, democratic control and decentralization of public service, among others.

The WGs work in close collaboration with the Center’s Administrative Staff. The Administrative Staff’s main task is to help the WGs with projects prospection, execution and accountability, as well as to manage CEGOV’s website and installations. To guarantee the efficient implementation of projects, the Staff has developed its own IT system, the Researcher Support System (Sipesq), which shall soon be made available to the whole academic community.

CEGOV provides an interactive environment for professors with different backgrounds, strengthening its multidisciplinary nature and its vocation for applied research. CEGOV also works in narrow cooperation with the government and the public administration in order to foster the adoption of rational practices and increased transparency and accountability. In this sense, the Center offers courses and consulting to

qualify not only public servants, but everyone interested in the democratic policy making processes.

In 2012, CEGOV aimed at deepening its institutionalization as a reference Center for comparative research on government. In this sense, it sought to build a permanent link between its members trough the establishment of a common agenda. For CEGOV believes that the state has gained renewed notoriety in the beginning of the 21st century, its general focus has been laid on the study of state capacity and democracy in the digital era. In South America,

the exhaustion of neoliberal solutions for development has demonstrated the need of state capacity as a prerequisite for democracy. Without adequate capacity to enforce rules and implement decisions taken by political authorities or without the ability to ensure that the rights and duties associated with citizenship are respected, democratic regimes become innocuous.

Bearing this agenda in mind, CEGOV has been organizing a series of events to advance its activities and draw the Center closer to the community. In June 2012, CEGOV promoted its 3rd Annual Seminar. The event gathered researchers, policy-makers, public servants, and undergraduate and graduate students from the whole country to discuss the challenges faced by the Brazilian state and political system in the light of new technologies.

In 2013, CEGOV intends to consolidate its institutional identity through the implementation of its Institutional Development Plan (IDP). The document establishes the guidelines that must be adopted by the Center during the 2013-2015 triennium in order to foster its institutionalization. In this sense, furthering cooperation with both the local and federal levels of administration is seen as a must. Establishing partnerships with foreign institutions is also seen as an important step towards CEGOV’s national and international insertion, as well as towards the achievement of academic and professional quality.

WORKING GROUPS

PUBLIC POLICY EVALUATIONS

This WG deals with the formulation and application of theoretical and methodological models for the evaluation and monitoring of public policies. The assessment of the efficiency and effectiveness of policies is a precondition for the comprehension and analysis of every step of the public policy cycle. The WG analyses sectoral politics ranging from education, health, social development and security, to public security, na-tional defence and foreign policy.

POLITICAL BEHAVIOUR AND POLITICAL INSTITUTIONS

This WG develops comparative research on political behavior and political institutions. It deals with: electoral systems, party systems, and government; political representation, deci-sion-making processes and public policies. The WG current research agenda is concentrated on the implications of the decision-making pro-cesses of the Legislative Power, aiming to anal-yse and evaluate the impact of political repre-sentation for State action / inaction.

PARTICIPATORY DEMOCRACY, CIVIL SOCIETY AND TERRITORY

This WG is dedicated to theoretical and ap-plied research on participatory processes in the public sector. It also works for the articulation between the State and Civil Society in different participatory fora such as councils, participatory budgeting, sectoral conferences and public hear-ings.

PUBLIC MANAGEMENT, THE FEDERA-TION AND MUNICIPALITIES

This WG analyses decentralization pro-cesses in public policy-making towards local administrations. Its research projects deal with some of the following topics: Legal and politi-cal autonomy of local administrations, resource management, strategic planning, the federal pact, as well as inter and intra governmental relations, the modernization of public adminis-trative structures and forms of articulation be-tween local administrations and civil society.

DIGITAL GOVERNANCE

The WG Governance in the Digital Era is dedicated to the study of the causes and conse-quences of digitalization of the State and pub-lic administration, with focus on new forms of governance and the delivery of public services with the support of Information and Commu-nication Technologies, especially the Internet. Its research agenda articulates three main vari-ables: 1) digitalization; 2) State capacity; and 3) democracy. An emerging issue in the agenda of the WG is the study of the use of digital plat-forms for networked governance.

INDUSTRIAL POLICY AND INTERNACIONALIZATION

This WG develops research on public poli-cies for industrial and trade promotion, develop-ment, and exports, emphasizing innovation sys-tems, science and technology policies, business incubators, and technological parks, as well as the legal and regulatory apparatus related to such topics.

INTELLIGENCE, SECURITY AND DEFENSE POLICIES

The WG is dedicated to the research of public policies for defense, intelligence and se-curity, both at national and international level. Strategic Studies make up an interdisciplinary field that seeks to explain the political and tech-nical relations between society and the force organizations of the State (Armed Forces, Po-lice and Intelligence Services). Departing from a Clausewitzian theoretical matrix, the WG studies the history and the current dynamics of the uses of force as a political instrument, cov-ering its strategical, logistical, operational and tactical aspects.

FAMILY, GENDER AND GENERATIONAL POLICIES

The WG conducts theoretical and applied research aiming at answering a wide range of questions about family, gender and genera-tional issues. Its research agenda entails, for instance, the issue of gender equality; of social welfare to maternity, childhood, adolescence and old age; of combating social inequality; and also the wider issue of connected public policy for social inclusion.

SPECIALIZATION COURSES IN SOFTWARE ENGINEERING AND REQUIREMENTS ENGINEERING AND MODELING BUSINESS

Description: This project aims to instruct the establishment of a Graduate Studies Program in Methods, Techniques and Software Engi-neering tools. The course is designed to sys-tematize the knowledge of the SERPRO staff in development systems (managers and develop-ers), trained in essential analysis and system design according the functional paradigm, as well as in methods and techniques related to the programming, the analysis and the ob-ject-oriented design. DIAGNOSIS OF THE MODERNIZATION ACTIONS OF THE FEDERAL PUBLIC ADMINISTRATION

Description: The project aims to conduct sur-veys and analysis of the Federal Government contracts and partnerships. In this sense, it is the objective of this research to study the abili-ty of the market to act as technical support and to realize analysis and consultancy related to the modernization of the public management. The project will be developed according the following steps: mapping of the contracts and partnerships conducted by the Federal Govern-ment regarding the technial support; study and

consultancy of the public management during the years of 2010 and 2013; mapping of the current abiity of the Brazilian market in offer-ing technical support; studies and consultancy to the Federal Government related to the public management. ECOTOURISM AT THE PAQUETÁ BEACH

Description: The project aims to support the city of Canoas in the development of the “Eco-tourism at the Paquetá Beach Project”, through intellectual activities and productive and partic-ipative techniques. ACCESS TO JUSTICE IN THE CONTEXT OF THE JUDICIALIZATION OF POLITICS: A STUDY ON THE ROLE AND EFFECTIVE-NESS OF THE PERFORMANCE OF PUBLIC DEFENDERS’ OFFICES

Description: The research aims to analyze the Public Defenders’ Offices of Rio Grande do Sul through a quantitative and qualitative study concerning its performance and effectiveness with focus in the Public Defenders’ Offices in Porto Alegre. Considering the background / the-oretical orientations, the discussions on access to justice, the sociology of the juridical field and the judicialization of politics and public policy, this project intends to investigate the public de-fenders’ offices in Porto Alegre in order to ana-lyze its performance in several fields of law, the differences among these fields, and the effec-tiveness of its services. Secondly, it intends to construe the existing relationships in the legal field between the Public Defender and the oth-er constituent agencies, analyzing the different points of view about the Public Defender, as well as the viewpoints that its members have from the other institutions in the field. Description: The issue of municipal emanci-pation, despite being old, is still surrounded by controversy, either with respect to the reasons that lead to it, or considering the assessment of its results. The author of this project, after extensive review of literature and completing the first part of his studies, lists the remaining gaps, and suggests an agenda for developments to be addressed in future research on the top-ic. Description: The global financial crisis caused

the first contraction of world income since the Second World War. The labor market in many economies has been hit hard. Public and pri-vate finances have deteriorated. The prices of several kinds of financial assets have collapsed. However, its effects were not uniform. Some economies, especially the peripheral ones, ex-perienced softer impacts, both real and finan-cial, recovering, with relative brevity, its pre-vious growth trajectory. This fact, associated with structural changes spelled out in the first decade of this century, has led many analysts to suggest that the world economy will expe-rience a new normal in the post-crisis. Lower growth in industrialized economies and great-er dynamism of emerging countries would consolidate the framework of the new interna-tional division of economic and political power. At the same time, it does not seem to have ad-vanced more ambitious reform agendas in the global financial architecture, in this manner the international economy may continue subjected to cycles of euphoria and financial crisis, which have characterized the globalization process of the last three decades. In this context, this proj-ect aims to analyze the macroeconomic man-agement strategies and international insertion of major emerging economies in the post-crisis, especially in Asia and Latin America, in order to understand the position of Brazil in the new normal. We work with the hypothesis that the prior trends of adoption defensive strategies and the search for regional arrangements coop-eration in trade and financial field will remain. AN EXPERIENCE OF IMPACT EVALUATION OF PUBLIC POLICY IN RIO

GRANDE DO SUL: ANALYSIS OF THE PROGRAM “INVERNO GAÚCHO”

Description: This project gets fitted in the framework of applied research of Social Sci-ences field, its inception is the joint efforts of the Department of Finance of the State of Rio Grande do Sul (Sefaz), the Department of Health from the same state (SES) and the Foun-dation of Economic Statistics (FEE) to create an interdisciplinary group and create methodolo-gies of assessment of the impact of public pol-icies. These three institutions, in 2009, got to-gether and hired the proponent of this project as consultant, intending to create the first ex-perience in mixed impact assessment (i.e. with internal and external agents to the policy that is evaluated), which is a starting point for the consolidation of an interested group in acquir-ing expertise in impact assessment, through a practical experience of a formulated and im-plemented project by SES. Specifically in 2009, this interdisciplinary staff evaluated an action developed by SES-RS since 2005 in Rio Grande do Sul, the “Inverno Gaúcho” Project (PROIG), from a methodology built by the proponent of the project. Its main objective is to reduce hospitalizations for acute respiratory infection (ARI) among five-year-old children or under and seniors in RS during the winter months (June-August). The idea of this proposal is to continue, complement and expand the assess-ment realized in 2009, in order to include new aspects and extend to another audience, which was included in PROIG in 2008: sixty-year-old people and over (elderly) . PHILOSOPHY OF ADMINISTRATION: AN ONTOLOGICAL SEARCH. ADMINISTRA-TION, WHAT IS THIS?

Description: The proposed research is fo-cused on the philosophical study of the admin-istration, following the same line of the semi-nal studies of Sheldon (1923), Dimock (1968) and Hodgkinson (1983), i.e., the project aims to contribute to the constitution of a philosophy of administration in the national academy. In this sense, we start with the following question: administration, what is this? The answer to the question requires three distinct moments in the research process, for which we point out two methods and different methodological procedures. These three moments explore the time frame of the history of the administration, from which we establish the following guiding questions: (1) what was said of the administra-tion before 20th century?, (2) what was said of the administration during the period that com-prehends the hegemony of the management during the 20th century?, and (3) what is being said of the administration currently? Together with these three questions, three initial state-ments are presented in order to oppose the position that could suggest the end of the histo-ry of management: (i) not everything that was said of the administration is administration, but (ii) something that was said of the admin-istration is administration, nevertheless (iii) there is still something that needs to be said about the administration. Methodologically, es-pecially in the items (i) and (ii), we will use the Depth Hermeneutics (Thompson, 2000), and in the item (iii), we will use the hypothetical ar-gumentative method, which will enable us to build an answer to the central research ques-tion and thus contribute to the field of philoso-phy of administration.Period: 2012 - CurrentMembers: Ariston Azevêdo - Coordinator

The following research question guides the project: what interests (or basic intentions), ways of thinkings and contexts shaped the speeches and the debates about the creation of the administration course at university level, between the Francisco Cam-pos reform and the creation of the Getúlio Var-gas Foundation? SPINE GROUP IN SUS CONTEXT

Description: The Ministry of Health has prior-itized actions for the promotion of health and prevention of diseases and disorders in the pri-mary care network, aiming to reduce the suf-fering caused by chronic diseases and reduc-ing the demand for attention to medium and high complexity diseases. The musculoskeletal pain, especially those related to the spine, has a high incidence and prevalence in the popula-tion. Several studies have indicated that 80% of individuals at some point in their lives expe-rience back pain. The Spine Groups are health education programs, based on the methodolo-gy of Postural Schools, which are being taught in the primary health care services of the Uni-fied Health System (Sistema Único de Saúde - SUS). These programs aim to reduce pain and contribute to the improvement of the quality and functionality of the life of users who have chronic pain in the musculoskeletal system by giving guidance on appropriate ways to per-form routine activities and prescribing exer-cises. In-deed, a review of the historical evolution of po-litical science has put the present side by side with the past, in order to envision what would be their future, either as a scientific activity aimed at the production of knowledge, or as a professional practice related to the education, the research and the advice of governments with regard to public policies. INNOVATION, LABOR AND UNIONS: THE TRADE UNION EXPERTISE IN THE NEGOTIATION OF TECHNOLOGICAL AND ORGANIZATIONAL INNOVATIONS

Description: The research aims to discuss the relationship between unionism and labor process in a context of techno-organizational innovations, focusing on different levels and di-mensions of the performance of the unions that organized themselves to exercise influence in the innovation processes. Bearing this in mind, on the one hand, we examined clauses (SACC-Dieese) negotiated between trade and compa-ny unions in different units of the Federation which had as object the technological and / or organizational innovations. The clauses are col-lected in 35 unions covering 14 states. On the other hand, through interviews and document review, we investigated, continuously, those unions who sought to determine the way in which they relate to the objects agreed. The re-search has shown, on the one hand, the formal objective of the Brazilian union in influencing the innovation processes. On the other hand, we have verified the extremely limited success in attaining this goal. Among the unions diffi-cults are the poorly adapted and capacitated structures to formulate and interact with tech-nological changes, the removal of trade unions of the workplaces, and limited social connec-tions.Period: 2004 – Current

Description: This project aims to investigate computational models and methods for mod-eling, representation, management, and provi-sion of information about the Brazilian fauna. In this sense, the project addresses the problem of the integration of data volumes (scattered and of variable complexity and size) into a single platform, of the distributed management, and of the provision at different levels of detailing. The differences between the taxonomic units of classification of the specimens introduce challenges to the modeling and representation of them, which is reflected in the management interface available to biologists. Description: What conditions favor the party control over the entry opportunities and the possibilities of movements in the political ca-reers, as well as in the selection of candidates to occupy the legislative seats? To answer this question, the research aims to investigate the recruitment patterns of legislative and political career of the MPs elected in Argentina, Brazil, Chile and Uruguay between 1993 and 2008. The chosen period comprises at least 4 legisla-tures in each of the analyzed national cases and allows the identification of party patterns for legislative recruitment as well as the longitudi-nal analysis of the impact of the changes pro-duced by the increasing electoral competition and by leftist or center-left governments acting under these patterns. The specific objectives that guide this research are: [1] To identify leg-islative party recruitment patterns associated with: [a] party control over the recruitment,

through endogenous selection of legislative careers, characterized by stable bonds of party loyalty, identified through the period of party activism of the elected MPs, which is measured considering the prior affiliation of the MP and the beginning of the occupation of public of-fice; [b] “lateral political careers” based on personalized reputations, discontinuous tra-jectories, and brief and fragile partisan bonds. Description: The project intends to add to the comparative research a perspective still poor-ly explored in the analysis of intelligence sys-tems: through Network Analysis, we propose the development of adequate indicators for the measurement of structural attributes of the in-telligence organizations. These indicators shall allow the analysis standardization for several cases, which will enable their comparison. With the comparison of 35 case studies, we intend to create a typology which is based on structur-al aspects of intelligence systems. Description: This project aims to research the social organizations networks involved in the implementation of the Food Acquisition Pro-gram (PAA) in the state of Bahia. It focuses on the relations established between civil society organizations and government officials in the implementation of public policies programs and actions. More specifically, the project objective is to analyze how certain instruments of public policy and its implementation process causes changes in the relational scenario in which civil society organizations are embedded, affecting their ability to mobilize resources and influenc-ing their action repertoires. Based on the argu-ment that there is an interdependence between social-organized processes and political-insti-tutional settings, this research will analyze how the introduction of the PAA and the consequent involvement of social organizations produced changes in the structure and functioning of lo-cal associative networks, while the contextual characteristics of these associative networks influenced the local implementation of the

ELECTORAL REFORMS IN COMPARATIVE PERSPECTIVE: PATH-DEPENDENCY, PARTY COMPETITION AND INSTITUTIONAL ENGINEERING

Description: This research seeks to explain two sets of issues related to the choice of electoral rules and their effects on party competition: [1] under which conditions do polyarchies pro-mote reforms in the rules governing the elec-toral competition? This regards understanding which factors influence the choice for a certain electoral formula that will later influence the electorate’s distribution of preferences? If elec-toral formulas, once adopted and put into oper-ation, have consistent effects on the strategies of parties and voters, how to explain the origi-nal choice for different models of conversion of votes into legislative seats? [2] In parallel, this regards measuring, after the introduction of new electoral rules, the effective consequences on electoral competition and on the configu-ration of party systems, caused by the change in the institutional status quo. This research examines the extent to which the adoption of changes in electoral institutions is conditioned by [i] the previous configuration of the institu-tional status quo, meaning that reforms, when approved, tend to acquire an incremental scope, being influenced by the standing rules. This implies that electoral reforms would follow

a path-dependent pattern: electoral reforms would be less likely to happen the longer the duration of the political system and of the prior electoral model and, when adopted, they would present margins of innovation constrained by the previous institutional format. In parallel, the project intends to measure the extent to which previous changes [ii] in the patterns of electoral competition and [iii] in the perfor-mance of the economy are able to change in-centive structures produced by the status quo, reducing uncertainty and transaction costs for the adoption of strategies for electoral reform. BRAZILIAN PARTY SYSTEM: A COMPAR-ATIVE STUDY OF THE NATIONAL AND SUB-NATIONAL FORMAT AND DYNAMICS

Description: The project proposes a compar-ative study of the format and dynamics of the Brazilian states’ party systems regarding one another as well as in relation with the national party system. The objective is to evaluate pos-sible similarities and differences in their devel-opments with regard to the levels of stability of electoral preferences, fragmentation, and pro-portionality of representation. The underlying problem that will guide the project and the dis-cussions of the results involves three main the-oretical and empirical axis within this line of research: (1) the degree of institutionalization of party systems, (2) the distortion of political representation due to the electoral system and (3) the degree of dispersion of the representa-tive power. In order to accomplish the objec-tive, the analysis will be focused on the main indicators of systemic performance, namely: (a) the index of electoral volatility [total and among party blocs], (b) the index of party frag-

mentation, (c) the index of the proportionality of representation, and (d) the effective number of parties. The basic data will be the election re-sults regarding the period from 1982 to 2010, with a focus on the proportional dispute, par-ticularly for federal and state deputies. Description: The proposed research aims to investigate the process of construction of pub-lic policies in the sector scope. It focuses, on the one hand, how societal and state actors act in defense of proposals that come to occu-py a central role in specialized sectorial pub-lic debate. On the other hand, examines how the links between government bureaucracies and societal actors in policy communities cre-ate new actors that influence the definition of government agendas which induce state actors to formulate public policies. This will be done taking into consideration that ideological and political party affinities alter the positions of decision-makers in government bureaucrat-ic hierarchies, modifying the possibilities of access that different networks of societal and state actors may have to the definitions of the agendas that lead to the formulation of policies. The project is part of a series of papers in the field of political sociology that address the re-lationship between state and society, focusing

These factors and actors cause the interruption of the validity of certain operation standards of existing policies to the point of promoting rup-tures or incremental rearrangements and the deflagration of political-institutional innova-tions. The focus of the research, however, isn’t to identify the nature of change that is estab-lished, but to investigate the social and politi-cal processes through which rearrangements or political-institutional innovations are being designed by policymakers as viable alterna-tives to solve critical problems. THE THIRD BANK OF THE RIVER: A TOPICAL READING OF SOLIDARITY ECONOMY

Description: This project’s research presents a problematization of the form and organization of projects managed by worker within the Soli-darity Economy movement (SE). It advocates a topical analysis of SE as an interstitial phenom-enon of contemporary capitalism, opposed to the utopian vision championed by thinkers of the movement. It argues that, depending on the interstitial condition, organizations that com-prise the SE can be characterized as organiza-tions in transition. That’s why the problem of form and organization gains considerable com-plexity. Description: The Web plays an important and growing role as a means of diffusion and conse-quently, achievement of information. Thus, the search for information in this large data repos-itory, the identification of which data sources are reliable, and comparison of information de-rived from different data sources have become daily tasks for which one does not have enough support. One of the major problems created by the volume and variety of data available on the web is the management of uncertain data (ie data that have multiple representations of the same real world object) ex.: Antonio Carlos de Azevedo can show up as Antonio C. Azevedo, Antonio de Azevedo, or even Antonio Azevedo. In this context, similarity functions can be used to link approximate data, indicating which in-stances correspond to different representa-tions of the same real world object. However, the vast heterogeneity in the data representa-tion does not allow to automatically identify which values refer to the same object, requir-ing the user’s participation in the process. One problem that arises in environments that uses similarity functions is how to view the results of these functions and the alternatives that should be presented to users for decision. Description: This project addresses research problems related to generation, visualization and interaction of high dimension images from large and complex databases. Therefore, the main goal is to investigate new techniques of interactive visualization of images and vast amounts of large data, embracing 3D and multi-modal interaction techniques, as well as image generation in high resolution displays. In order to attain its main objective, three specific goals shall be pursued: the conception and develop-ment of new techniques for multimodal inter-action suited to systems capable of generating high resolution images; the conception and development of new interaction techniques to execute different tasks such as navigation, seg-mentation and annotation and the exploration of large images, 3D virtual environments and volumes of massive data; the comprehension of the medical diagnosis process through uni and multi disciplinary reports and the development of a method that allows this process to adapt

VIEWING AND ANALYSIS OF VOLUMETRIC DATA APPLIED TO 3D IMAGES OBTAINED BY CONFOCAL MICROSCOPY

Description: The systems intended for scientif-ic data analysis have challenging aspects, since the tasks they are intended for aren’t exactly well defined due to the frequent exploratory nature of analysis. One of the main sources of volumetric data are image sensors. Systems for the processing, manipulation and visualization of so-called 3D images, whether obtained from computed tomography, magnetic resonance imaging, or other category of medical scanners, are relatively common. In general, such appli-cations aim to diagnosis and surgical planning, on a macroscopic scale. Medical research, how-ever, specially the one that may involve micro-structures, requires not only alternative forms of representation, but also of exploration and analysis. The overall goal established for this project is the research of interactive visualiza-tion techniques and of visual exploratory anal-ysis of volumetric data of macro and micro-structures. The proposed project continues the work that is being developed along these lines, but focuses its practice area in the 3D images obtained from confocal microscopy. VOTES, POLITICAL CAREERS AND PARTY LOYALTY OF BRAZILIAN FEDERAL DEPUTIES

Description: This research aims at explaining the adoption of party loyalty or unloyalty strat-egies, according to the hypothesis that the more stable and predictable the behavior of a depu-ty’s electorate, the bigger the costs of unloyalty and the likelihood of not changing one’s polit-ical party. Operating procedures 1. Legislative history examination of federal deputies elected for a 1999-2003 mandate, regarding party af-filiation during the mandate. 2. Spatial distri-bution reconstitution of votes for each deputy in 1998 and 2002 (in the latter case, a recon-stitution for those who applied for reelection). 3. Patterns identification of (a) electoral distri-bution [voters concentration/dispersion], (b) electoral volatility between the two elections and (c) congruence of party-based vote [feder-al and state legislative majoritarian elections] in cities from different constituencies. 4. VULNERABILITY, SOCIAL INCLUSION PRO-GRAMS AND EDUCATIONAL PRACTICES: AN APPROACH FROM THE PERSPECTIVE OF GENDER AND CULTURAL STUDIES

Description: This research project articulates continuing education actions, graduate teach-

ing and researches. It will be developed under a partnership that includes two institutions and many groups and interests: a public university, interested in projects that enhance public poli-cies related to social issues; a graduate studies program committed with the training of edu-cators; a city hall and three of its departments (Social Welfare, Health and Education); a group of students and researchers, their academic tu-tor, as well as managers and technicians with different backgrounds and performances, in-volved with the implementation and evaluation of programmatic actions directed to social in-clusion. This configuration requires the devel-opment of a course project that encourages the educational exchange between different social and political realities, and intend to stimulate the dialogue between different social and po-licital knowledges and interests. The purpose is to implement a teaching-learning process that integrate the problematization, the planning and the development of a formative project to the process of analysis and evaluation of its im-plementation. The objective is that the reflex-ion produced by this dialogue have an impact over the programmatic actions that constitute the work process in the services linked to the concerned departments. The produced mate-rial will be analysed from the perspective of cultural analysis based in Foucauldian theo-ries. The analysis should answer the following questions: what are the possibles answers and learnings that students, researchers, managers and technicians can produce/make, in partic-ipatory educational process, that put the ac-ademic researches in relation/confrontation with the daily practices developed in social inclusion programs, as the program develop in Viamão? Who learns what, with whom? BRAZILIAN CENTRE FOR AFRICAN STUDIES (CEBRAFRICA)

CEBRAFRICA has its origins in Brazil-South Africa Studies Centre (CESUL), a program established in 2005 through an association between the Universidade Federal do Rio Grande do

Sul (UFRGS) and Fundação Alexandre de Gusmão (FUNAG), of the Brazilian Ministry of Foreign Affairs. Its research activities are developed within the Brazilian Centre for Strategy and International Relations (NERINT), located in the Latin American Institute for Advanced Studies (ILEA) of UFRGS.

In March 2012, CESUL was expanded into CEBRAFRICA in order to cover the whole of Africa. At the same time, the South Africa series, which published five books, was transformed into the African Series, with new titles on the way. The center’s main objectives remain the same as before: to conduct research, to support the development of memoires, thesis and undergraduate memoires, to congregate research groups on Africa, to organize seminars, to promote student and professor exchanges with other institutions, to establish research networks and joint projects with African and Africanist institutions, to publish national and translated works on the field, and to expand the specialized library made available by FUNAG. The numerous research themes seek to increased knowledge of the African continent and its relations to Brazil on the following topics: International Relations, Organizations and Integration, Security and

Defense, Political Systems, History, Geography, Economic Development, Social Structures and their Transformations, and Schools of Thought.

LATIN AMERICAN INSTITUTE FOR ADVANCED STUDIES (ILEA)

ILEA aims to create effec-tive condi-tions for the

development of activities, programs and proj-ects, with a national and international cover-age, which contribute significantly to academic, scientific, technological and cultural progress, with the following guidelines: support for pro-grams and projects of advanced teaching, re-search and outreach, focusing on proposals that involve multidisciplinary interinstitutional collaboration; promote exchanges between the Federal University of Rio Grande do Sul and ac-ademic institutions, with the aim of supporting projects of high relevance for the academic, sci-entific, technological and cultural development.

BRAZILIAN CENTER OF STRATEGY AND INTERNATIONAL RELATIONS (NERINT)

The Brazilian Cen-ter of Strategy and International Re-lations (NERINT) aims to under-stand the context of the Brazilian foreign policy and

its associations with contemporary interna-tional issues. Our focus lies on the study of in-

ternational system’s main powers interests and capabilities – United States, European Union, China and Russia – as well as on three regions characterized by the presence of relevant re-gional powers – South America, Austral Africa and South Asia. Through the production of sci-entific articles, reports, dossiers, articles, books, lectures, seminaries and courses, NER-INT intends to further the discussions on the main aspects of the relations between coun-tries and peoples. Our challenge is to fully un-derstand the diplomatic, economic and securi-ty-related aspects that rule every country behavior in the international system, and how do they influence each other through their ac-tions. And, by doing so, to contribute to further develop this academic field in Brazil and also have an impact on the policy process in our country.

CENTER FOR STUDIES IN TECHNOLOGY, INDUSTRY AND LABOR (NETIT)

The Center for Studies in Technology, Industry and L a b o r

(NETIT) advanced in the consolidation of its researches during the period of 2002 and 2004, covering different dimensions of the competitive dynamics of different industries segments. Nowadays, the center develops researches in the following areas: Institutions, Private Strategies and Public Policies; Brazilian Industrial and Technological Development; International Economy, International Trade and Internationalization of Business; Business Economics and Entrepreneurship; Competitive Strategy and Business Planning; Analysis of Supply Chains and Local Innovative and Productive Arrangements. In the sequence, it is possible to integrate these researches with methods of industrial economics, technology, regional and international work to the dynamics of different industries in the country.

GRADUATE PROGRAM IN POLITICAL SCIENCE (PPGPOL)

The Graduate Pro-gram in Political Sci-ence (PPGPOL) com-prises a Master’s and PhD course, which

were opened respectively in 1973 and 1996. Currently, the program has one of the best rat-ings on the evaluation system of graduate courses in Brazil, which corresponds to “equiv-alent performance to the highest international standard”, according to CAPES. The Graduate Program is organized in four research areas (Political Culture and Public Opinion, Political Institutions, International Politics, Political Theory and Social Thought), which are devel-oped by the professors of the program.

GRADUATE PROGRAM IN INTERNATIONAL STRATEGIC STUDIES (PPGEEI)

The Graduate Pro-gram in International Strategic Studies (PPGEEI) had its oper-ation authorized by CAPES in December 2010 and it is the re-sult of the develop-

ment of this area of knowledge in Brazil. Cur-rently, the course is functioning in the Faculty of Economics (FCE) at the UFRGS, where also func-tions the Undergraduate Program in Interna-tional Relations. The new program reflects the multidisciplinary reality of FCE/UFRGS, which already hosts two PhD courses, one in Econom-ics and one in Rural Development. The current professors of the Graduate Program include re-searchers with great scientific production in the area.

HUMAN RESOURCES DEVELOPMENT FOUNDATION (FDRH)

The Human Resources D e v e l o p -ment Foun-d a t i o n

(Fundação para o Desenvolvimento de Recur-sos Humanos – FDRH) was established in 1972 by Law 6464/72 to develop activities aimed at stimulating and training state servants. Con-nected to the Department of Administration and Human Resources (SARH), the FDRH works in qualifying and training federal, state and lo-cal servants, with an extensive range of cours-es, as well as performing procurement and managing internship contracts for government agencies, municipalities and other public insti-tutions.

Given its path, experience and qualified work-force, FDRH must be a knowledge center for the public administration. The Foundation has the mission to produce and socialize information in an advanced way, by investing in the qualifi-cation of leaderships and in appropriate insti-tutional environments, with pluralism, in order to face challenges regarding the state and the implementation of public policies

SOUTH AMERICAN INSTITUTE OF POLICY AND STRATEGY (ISAPE)

The South American Insti-tute of Policy and Strategy (Isape) is a nonprofit orga-nization dedicated to con-ducting research, teaching, consulting and publishing in the areas of Strategic Studies, International Re-lations and Public Policies. ISAPE was founded in

2010 by students and professors from different educational institutions of the country. The In-stitute is the result of collective and coopera-tive work of this research group, developed au-tonomously since 2006. The Ministry of Planning, Budget and Man-agement (MPOG) is an organ of the structure of federal public administration. Its mission is promote the partipatory planning and the im-provement of the public management for the sustainable and social-oriented development of the country.

CANOAS CITY HALL

The city of Canoas is located at the metropolitan area of Porto Alegre. It has the second

highest GDP and the fourth largest population of the State of Rio Grande do Sul. Currently, the city has one of the leading industrial and edu-cational centers of the region.

NATIONAL CENTER FOR DIGITAL GOVERNMENT (NCDG)

The National Center for Digital Govern-ment (NCDG) was es-tablished in 2002 with

support from the National Science Foundation. NCDG is based at the University of Massachu-setts Amherst in the Center for Public Policy and Administration and the College of Social and Behavioral Sciences. NCDG’s mission is to build global research capacity, to advance prac-tice, and to strengthen the network of research-ers and practitioners engaged in building and using technology and government. The goal of NCDG is to apply and extend the social sciences for research at the intersection of governance, institutions and information technologies.

FEDERAL DATA PROCESSING SERVICE (SERPRO)

The Federal Data Processing Service (SERPRO) is a pub-

lic company under the auspices of the Ministry of Finance. It was created on 1964, by Law n. 4516, and its mission is to modernize and streamline to the strategic sectors of the Brazil-ian public administration. The company pro-vides services in the area of Information and Communications Technology and is considered

one of the largest IT public organizations in the world. SERPRO develops programs and ser-vices that enable greater control and transpar-ency over the public spending and revenues, besides to facilitate the relationship between citizens and the government. Some solutions developed with these characteristics are the In-ternet-based Declaration of the Income Tax (ReceitaNet), the new Driver’s License, the new Brazilian passport and the systems that control and facilitate the Brazilian foreign trade (Sisco-mex).
