for an International Airport and Deep Water Seaport and the primary supporting infrastructure needed. Located at Punta Gorda Belize C.A. Estimated Cost: $3,000,000,000 USD.

Office of International Programs is a major influence for the Air Port and Sea Port Complex

Concept, and Development Plan, this report clearly shows the need and monetary advantages a facility such as is projected herein would have

for the whole Caribbean region.

Concept

• The Caribbean Sea region is lacking in airports that can handle the larger passenger and cargo jets, Needing runways of 15,000 feet or more with takeoff weight's over 1.4  million pounds and landing weight's near a  million pounds or more, and the region is also lacking in deep-water seaports for vessels around 1800 feet long and the deep draught vessels (to 80 feet) deep.

• Almost all countries with accessible deep water is scrambling to build deep water ports or clean out and refurbish existing facilities, Note: the small country of Uruguay has two deep water ports and is building another, this government understands shipping and transportation. Also many commercial airports worldwide, are being updated to handle the larger cargo and passenger airplanes,

• With two new canals, one in Mexico and one in Nicaragua, being planed and in the works at this time a good well run Belize deep-water port will be a premium asset, and it is centrally located between the two New Pacific/Atlantic Canals

the need and shows the feasibility for modern up to date facilities such as is proposed in the Ceiba River Limited,

concept and development plan. This new Belizean deep-water seaport and

international airport will help promote Agriculture, Tourism, Manufacturing, A broad tax base, Shipping, Construction, Mining, .Hotels, Retail stores and more

Belize Caribbean Barge-Tug Service

• The Corporation: will start with 8-Self Propelled barges, 12-standard free float or pull type barges, and 4 Tug boats more to be added as needed. This equipment will serve local and shallow draft ports in the region.

Belize Caribbean Cruse Lines • Occupancy from 150 to

1200 passengers plus crew quarters. Some for day cruse and others for extended vacation cruses. Our Cruse Lines will be Belize based, and used mostly for cruses around the Caribbean Seas. Also most of the cruse ships researched do not need deep-water ports, so they can visit many ports in the Caribbean region.

Belize Caribbean HospitalThis hospital will be a modern up to date, state of

the art hospital and will rival any health care facility in the region, with the finest care givers

from the Medical Specialist, Doctors and Nurses to the floor attendants, with the most advanced operating rooms, latest emergency rooms and equipment, conference rooms, latest hospital

equipment, backup life support and power supply, the latest and most useful medicines and

pharmaceuticals, featuring healthful and nutritious room served meals and cafeteria style dining as

well, all will make up the 300 + bed hospital complex. Cost estimate, $556,060,941.

Note: A growing segment of hospital care is "tourist type hospitals", such as fat farms, cosmetic surgery and recovery, long term recovery from chemo and other treatments, along with simple rest and recuperation, and many other reasons, This is a very high end niche and is growing in popularity.

Belize Caribbean Hotel

• This 300 + room hotel will rival any hotel in the region, with parking, pool, casino, shops, tours, banquet and conference rooms featuring Belizean, Chinese, American and Mexican buffet style dining, all will make up the hotel complex, the hotel complex also will be built in such a manner that any and or all sections can be expanded if needed. The projected fully stocked open for business hotel estimated cost $84,062,500

Belize Caribbean Mining The Aggregate Mining operation, is mostly for

corporation use in the construction operations, by supplying corporation construction the aggregate

needed, and also providing employment for a number of the local people, with an added

crusher the aggregate supply will be solved for corporation construction.

C. L. Christian Enterprises Rehabilitation Centers

C. L. Christian Enterprises will be independent from the corporation, but

supported by it.

Rehab Centers: Long as drug and alcohol abuse continues this along with the after effect of tobacco

smoking and other habits, there is a serious need for rehabilitation centers such as the ones that we will

provide for both boys and girls, clients are to be enrolled form countries through out the world. This is a high end endeavor, with long lasting after effects, in the restoring

of people’s lives

Belize Caribbean Tourism

Belize Tourism is on the rebound, along with the rest of the Caribbean region.

Belize Caribbean Tourism Division will offer tourists land and sea tour packages, cruse

packages and will also service and book both ways with other tour operators and travel agents,

both locally and internationally. Note; Chinese tourists alone made more than 100 Million

overseas trips in 2014, Each year, after 2010, over 250,000 people come to Belize and many

more to the Caribbean region as a whole.

Belize Caribbean Timber Company With 4,000 acres of construction site to clear, a timbering operation is a great way to add to the

Corporation income and provide employment for a number of local people that know the jungle and forest. This timbering operation will supply lumber for construction and along with defraying the cost of clear and grub for the new construction planed

for the Belize deep-water seaport and airport complex Note; there is a ready local retail and

foreign market for any excess lumber.

Belize Caribbean Water Bus, (Taxi)

• Waterbus or (Taxi) service around Belize appears to be haphazard at best. A minimum of 24 units hauling 50-150 passengers and running set routes, Will be an upgrade to the local area and the whole Caribbean region.

Physical Security

Because of the diversity of the international airport and seaport complex and the influx of

people from all countries and of all different types, religions, backgrounds, beliefs, financial status, ethnic, cultural and political affiliations. We will

need an elite Security Force to handle any type of situation that may arise, from very minor to very

severe. We may need to use a commercial security company temporally but convert to our

own security company when ready. The pay scale and number of personal is to be determined later.

Corporation Internal Security Corporation Internal Security; Gate entrance and

exit will be controlled by metal detector, eye, picture, finger print and breathalyzer, any or all

may be used along with random drug test. Computers will have security software installed.

Sewer Digester

A modern Sewer Digester will be needed for all the new facilities, this would take care of Punta Gorda also if wanted, the continued use of open

bottom septic systems will some day contaminate the ground water and render it unfit to drink.

Ceiba River Limited; Needs:• Belize Government; A letter of participation,

and to pledge an interim startup collateral guarantee of 3.6b value, on project completion the collateral guarantee will be released and exchanged for some of the project properties, this will take place within 3 to 5 years of the start date, possibly sooner.

• Belize Government; to procure and produce all permits and waive all permit fees, procure all private lands , waive all import taxes and duties on construction and instillation equipment and materials.

Ceiba River Limited; Needs:

• Belize Government; to help with work permits for imported workers???

• Procured private lands, Private lands will be compensated at a fair market value, to be described later.

• Belize Government lands, will be compensated at a fair market value, or used as part of the joint venture, to be described later.

• Waive or greatly reduce taxes for Ceiba River Limited, for at least the first 10 years of construction and operation. This is needed to insure the facilities are operational and on tract.

Belize Government; Will Receive• Belize Government; will receive Coast Guard,

Customs, Immigration offices, storage, in and out space at the seaport and / or airport where needed.

• Belize Government; will receive a 5% Joint Venture dividend profit split per year for supplying the afore listed assistance.

• A complete MOU will need to be negotiated and ratified and put in place.

Belize Government; Will Receive• Belize Government; at the end of the 30

years loan pay-back agreement, the seaport and airport terminals, docks, runways can be sold back to the Belize Government for ?? value, or exchanged for an increase to 10% Joint Venture dividend profit split per year, or form a Joint Venture partnership which ever is preferred at that time by the Belize Government;
