Foreword

The 2012 Population Census is the fourth such exercise to be undertaken by the

Government of Zimbabwe since Independence in 1980. It was carried out exactly 10

years after the third census in 2002. Planning for the 2012 Population Census started

in 2007 and the census was done according to international recommendations.

This is the first in a series of reports on the 2012 census. It is based on the provisional

results obtained from the districts. The report basically provides information on the

total number of males and females by ward, district and province. It also provides

basic information on population density and growth, a summary of field enumeration

procedures and census organization. It must be emphasized that these are provisional

results. Detailed results will be published in a series of subsequent reports after

completion of data processing and further analysis.

1 Introduction

Census taking in Zimbabwe began as early as 1901 but was confined to the non-

African population. The first enumeration of the whole population was done in

1961/62 and then in 1969. However, in these two censuses the African and non-

African populations were enumerated at different times and using different

questionnaires. The 1982 Census was the first census with a single reference period

and the same questionnaire for the whole population.

After the 2002 Census, a number of population–related or demographic surveys were

undertaken within the framework of the Zimbabwe National Household Survey

Capability Programme. These surveys include the 2005-2006 and 2010-2011

Demographic and Health Surveys and the 2007 and 2008 Inter-Censal Demographic

Surveys.

1.1 Census Objectives and Procedures

The main objectives of a census are:

to provide current information on demographic and related socio-economic

characteristics of the population at national and sub-national levels. Such

information facilitates effective planning and evaluation of development

programmes;

to provide and maintain a time series of demographic data at national and sub-

national levels. These data enhance appraisal of the past, assessment of the

present and estimation of future trends;

to develop the national capabilities to produce, coordinate and disseminate

relevant, accurate and timely statistics to meet the information needs of

various users;

to improve the capability to advise other users and producers of statistics; and

to develop and maintain an efficient sampling frame for surveys.

1.2 Initial Preparations

Preparations for the 2012 Census began in 2007 and one of the major preparatory

activities for the 2012 Census was conducting of the 2007 Inter-Censal Demographic

Survey which also acted as a pilot survey for the 2012 census.

1.3 Methodology

1.3.1 The de facto Concept

A population census can be taken either on a de facto or de jure basis. The latter

involves enumerating people at their place of usual residence. The 2012 census

however, was conducted on a de facto basis, relating to the night of the17th of

August. This means that all those people who spent the night of the 17th

/18th

of

August in Zimbabwe were counted, irrespective of their citizenship, nationality or

residence status. Consequently, Zimbabweans who were out of the country on the

census night were not counted.

1.3.2. The Household concept

It should be noted that the main objects of the enumeration are i) the individual and

ii) the household. A household, as defined for the 2012 Population census, is a person

or group of persons who stayed the census night i.e. Friday night of the 17-18th

of

August, 2012, together in a dwelling unit, whether or not they were related by blood

or marriage.

1.3.3. Geographical Frame

The geographical frame for the 2012 Census followed the spatially defined structure

of provinces, administrative districts and wards. In an effort to ensure that the whole

country was covered during the enumeration period, the whole country was

demarcated into small areas known as enumeration areas (EAs). Each one of these

EAs was covered by one enumerator. The identified boundaries of the EAs were such

that they did not cut across existing provincial, district, or ward boundaries.

There were also special population categories which, by definition, did not belong to

any defined area, or for some reason, required special arrangements in order to be

enumerated. The special population categories included among others, the homeless,

vagrants, persons who were travelling on trains or buses on the census night, persons

in camping sites, prisons, hotels and in other unstable population situations.

1.3.4 Census Questionnaires

Census information was collected using a pre-coded questionnaire (see copy in

Appendix 1a). The questionnaire was made up of the following sections:

A. Identification of enumeration area and household

B. Socio–economic and demographic characteristics of household members.

Disability was included here.

C. School attendance and level of education attained by all household members

age 3 years and above. Current attendance for those age 3 – 24 years.

D. Labour force characteristics for those age 10 years and above

E. Fertility questions for women age 15-49 years

F. Living conditions

G. Deaths in the household in the past 12 months

H. Total number of people in the household by sex

A simplified version of the questionnaire was used for some special population

categories, e.g. the vagrants and those in prison.

1.3.5. Census Activities

The main activities included:

pre- enumeration activities which included cartography, questionnaire design,

preparation of tabulation plan as well as preparation of various manuals,

census field tests, pilot tests, etc;

the actual enumeration; and

post-enumeration activities which involve editing, preparing and releasing of

preliminary results from the census, data processing, analysis and

dissemination and also conducting a Post-enumeration survey.

1.4 Census Organization

The Zimbabwe National Statistics Agency (ZimStat), through the Population Census

and Surveys Division, conducted the 2012 Census. Several census committees and

sub committees were set up to guide and assist the office in executing the census

operations. These include:

_ National Census Committee;

The Inter–ministerial Technical Census Committee which had sub-committees

on Cartography, Publicity, Human Resources and Logistics and Data

Processing;

Census Analysis Committee;

The Census Coordinating Committee made up of members of the directorate

within ZimStat and the Population Census and Survey Division; and

Provincial and District level leadership which coordinated other logistical

issues at sub–national level.

1.4.1 Recruitment and training

A total of 31 519 persons were recruited and trained as enumerators. The district

supervisors assisted by the enumeration area supervisors trained the enumerators. In

total, about 37 697 people were involved in field operations.

1.4.2. Publicity

Various media were used to publicize the census. These were:

The local press i.e. newspapers, radio and television which published and

produced various reports on the census activities. Jingles were also played on

radio and television;

Census information pamphlets and posters, which were sent to various

institutions and individuals around the country ; and

Provincial and district leadership of various organisations also played a role in

publicity through informing the local authorities and the public in their

provinces and districts about the census exercise.

1.5 Quality Control

In the field, the completed questionnaire was checked for completeness, accuracy and

consistency and was also edited by the enumeration area supervisor. Corrections were

made on the spot and call–backs were done to collect missing information. After the

enumeration exercise, all the completed questionnaires were checked at district and

provincial levels.

Population figures for the districts were manually compiled at the district office.

These figures were entered into the computer to facilitate the production of various

tables for ward, district and province and finally the whole nation. This report is based

on these figures.

1.6 Dissemination Plan

In addition to this preliminary report, provincial profiles and a national report of the

population will be published. There will also be publications on census operations and

cartography, population projections and a census atlas. Pamphlets and leaflets on finer

results of the census will also be distributed to the general public. In-depth analysis

will be undertaken for selected thematic areas.

The publications will be complemented by workshops at national and provincial

levels. The participants in these workshops will include representatives of all

government departments and ministries and other user organizations.

2 Major Results

2.1 The 2012 Census Figures

The population of Zimbabwe on 18 August 2012 was 12 973 808. Of this population

6 234 931 were males and 6 738 877 were females. This means that the overall sex

ratio was 93 males per every 100 females. The population constituted 3 076 222

households, leading to an average of 4, 2 persons per household. With an area of 390

757 square kilometres, Zimbabwe has a population density of 33 persons per square

kilometre.

2.2 The 2002 Census Figures

In 2002 the population of Zimbabwe was 11, 6 million, consisting of 5, 6 million

males and 6 million females and the sex ratio was 95 males per 100 females.

2.3 The 2002 -2012 Inter-censal Population Growth Rate

From the above figures the average annual inter-censal population growth rate

between 2002 and 2012 is nearly 1,1 percent. With such a growth rate the population

will double in roughly 70 years.

The distribution of the population by province for 2012 indicates that Harare with 16

percent of the total population is the most populous province. Manicaland Province is

next with 14 percent, followed by Midlands (13%), Masvingo (11%), Mashonaland

West (11%), Mashonaland Central (9%), Matabeleland North (6%), Bulawayo and

Matabeleland South with (5%) each.

2.5 Distribution of Households by Province, 2012 Census

The distribution of the number of households by province follows almost the same

pattern as that of the population distribution except for Harare, which has 17 percent

of the total (Table 2.1). This large number of households in Harare, relative to the

other provinces, is an outcome of the size of the households themselves. Unlike

predominantly rural areas, relatively many households of small size usually

characterize urban areas like Harare.

2.6 Sex Ratio by Province, 2012 Census.

The sex ratios by province range from 99 to 87 males per 100 females. Masvingo and

Bulawayo provinces have the lowest while the highest is in Mashonaland West. All

the provinces had relatively more females than males.

2.7 Provincial Growth Rate, 2002 – 2012(%).

Mashonaland East and Mashonaland West have the highest growth rates of (1,7%)

followed by Mashonaland Central (1,3%), Masvingo (1,2%), Manicaland (1,1%),

Harare and Midlands (1,0%) then Matabeleland South and Matabeleland North

(0,5%). Bulawayo has a slight decrease in population size having a growth rate of (-

0,3%).( Table 2.2 )

2.8 Population Density by Province 2012 Census.

Harare has the highest proportion of the country’s population. The same province also

happens to have the highest population density. The number of persons per square

kilometre in Harare is 2406. This is followed by Bulawayo (1 369) then Manicaland

(48), Mashonaland East (41), Mashonaland Central (40), Midlands (33) Masvingo

(26) Mashonaland West (25), Matabeleland South (13) and Matabeleland North (10).

Appendix 3: Glossary

2002 Population Census: This refers to the number of persons who were

physically at the place of enumeration during the

census night of 17/18 August 2012, irrespective of

their status of residency, nationality or citizenship.

De facto/de jure: A population census can be taken either on a de facto

or on a de jure basis. The latter involves enumerating

people at their place or usual residence, while the

former requires them to be enumerated at the place

where they were physically located during the census

reference period. The 2012 census in Zimbabwe was

conducted on a de facto basis, relating to the night of

the 17/18 of August. This means that all those people

who spent the night of the 17/18 of August in

Zimbabwe were counted, irrespective of their

citizenship, nationality or residence status.

Consequently, Zimbabweans who were out of the

country on the census night were not counted.

Sex Ratio: The number of males per 100 females

Intercensal Population Growth Rate: The average annual rate of growth between 2002 and

2012, expressed as a percentage. It is assumed that the

population is growing geometrically.

Population Density: The number of persons per square kilometre. This is

simply the population divided by the surface area of

the country/province.

Household: A household, as defined for the 2012 Population

Census, is a person or group of persons who stayed the

Census Night, i.e. Friday night of the 17th of August,

together in a dwelling unit, whether or not they were

related by blood or marriage

Household Size: The number of persons per household. This is the

population divided by the number of households in the

country/province.
