Agenda Item No.1. Confirmation of minutes of the 197th meeting of

Executive Committee held on 13.08.2014 at New Delhi.

It was noted that 197th meeting of Executive Committee was held on 13.08.2014 at New Delhi. The minutes of the same were sent to all the members of the Executive

Committee on 14.08.2014 by email with the request to suggest addition/deletion if

any in respect of correctness of the minutes.

However, the same will also be placed before the Committee at the time of

consideration of the same.

Executive Committee approved the minutes with rectification of decision of

Addl. Agenda Item No. 16 as under:-

Agenda Item No.2. Action Taken Report of 196th meeting of EC

held on 20.07.2014 at New Delhi.

It was noted that the meeting of 196th Executive Committee was held on

20.07.2014 at New Delhi.

Agenda Item No.3. To consider the Enquiry Committee

minutes in respect of Dr. Prajapati-Reg.

It was noted that in pursuance of decision of 196th EC held on 21.07.2014 on Addl.

Agenda Item No.1, a meeting of Sub-Committee was held on 12.08.2014. The

matter was placed before 197th EC held on 13.08.2014 and EC referred the matter

to next E.C.

Executive Committee agreed to the recommendation of Sub-Committee and

decided that Dr. Manish Rai (CCIM’s visitor of the College) and Principal of the college be called for hearing at their own expenses in the office of

CCIM before the same sub-committee constituted for the purpose. The date

of hearing may be decided with the consultation of members of sub-committee.

Agenda Item No.4. Ratification of minutes of Finance Committee

held on 22.07.2014 at New Delhi.

It was noted that meeting of Finance Committee was held on 22.07.2014 at New Delhi. The minutes of the meeting were sent to all the members of Finance

Committee.

Executive Committee noted the same. EC decided to write to D.G.A.C.E. to conduct Inspection Audit of the Central Council of Indian Medicine for a

period from last inspection Audit (done by D.G.A.C.E) till current financial

year.

Agenda Item No.7. Purchase of Table & Chair for the President,

CCIM – regarding.

It was noted that as per decision of 197th meeting of Executive Committee held on

13.08.2014 under Additional Agenda Item No. 12, it was agreed by the EC to

purchase one table and one chair for President, CCIM. Accordingly one office table (2.4 mtr) and one chair have been purchased on recommendation of Sub-

Committee constituted for the purpose. The payment of Rs.96,425/- (Ninety Six

Thousand Four Hundred and Twenty Five Only) has been made to M/s Amit Madan & Sons (HUF), New Delhi for the same with the approval of President, CCIM.

Executive Committee ratified the same.

Agenda Item No.8. Finalization the syllabus of Sowa Rigpa

(Menpa Kachupa)– regarding.

It was noted that a meeting to finalization of the syllabus of Sowa Rigpa was held

on 13.08.2014 at Leh, Ladakh under the Chairmanship of Dr. Thinles Yangjor.

the session 2014-15.

It was noted that Government of India has conveyed the decision in respect of

Ayurved/Unani/Siddha Colleges permitted/not permitted for the session 2014-15 so

Addl. Agenda Item No. 1. Medium of instruction in examination of BAMS

course – regarding.

It was noted that Rajiv Gandhi University of Health Sciences, Karnataka vide No.

Reg.(E)/Conv./MP Case/33/2012-13 dated 18/04/2013 has asked one student

namely Mr Suryavanshi Anil to submit his statement of defense before the

malpractice enquiry committee for malpractice in Dec, 2012 examination from Sri

Siddarameshwara Ayurvedic Medical College, Bidar by the student.

As per the Malpractice Lapses Inquiry Committee, the statement of allegation is as

under:-

„You were a student from Sri Siddarameshwara Ayurvedic Medical College, Bidar.

“The candidate has written all answers in hindi”. Thus you have committed a

Malpractice, which is unbecoming of a student.‟

However, in the matter, Central Council had already sent a Letter vide ref. no.

4-7/2013UNI-RUGHS dated 08.03.2013 to Mr Hasanuddin S.Ansari, Advocate of

said student , clarifying that as per UG Regulation, 2012, the medium of instruction has been prescribed as Sanskrit, Hindi, any recognized regional language or

English.

Executive Committee decided to write a strict letter to University informing

that writing exam in Hindi is not a malpractice and is fundamental right.

University may also be informed that concerned regulations of CCIM that

allow the medium of instructions of BAMS course as Sanskrit, Hindi, any

recognized regional Language or English; is mandatory to follow and is

over & above the ordinance of the University. The copies of the student

written in Hindi be evaluated & result be declared.

Addl. Agenda Item No. 4. To initiate the disciplinary proceedings

against Sh. Mazhare Islam, Acting OS (UDC).

It was noted that it has been observed that Sh. Mazhare Islam, Acting OS (UDC) is

not performing the duties with absolute integrity and devotion. He is also found

discourteous, negligent of duties and adopting dilatory tactics or willfully delays in

disposal of work assigned to him. Moreover, he is unable to perform his duties as

envisaged under the standing order of the CCIM duly sanctioned by Govt. of India.

In view of the above, it is proposed to hold the enquiry against him before taking

any disciplinary action against him. Therefore, he may be suspended from the

duties of the CCIM with immediate effect till further order to have impartial enquiry

of the matter.

Executive Committee agreed to suspend Sh. Mazhare Islam with immediate

effect till further order and initiate the enquiry. EC authorized President,

CCIM to take further action in the matter.

Following decision was also taken by the Executive Committee:-

It was brought to the notice of EC by Vice-President (Siddha) that Dr. B.

Muthukumar, EC member is undergoing chemotherapy for long time in

Christian Medical College, Vellore and is in need of financial assistance. EC

agreed to sanction Rs.2.5 Lakh to Dr. B. Muthukumar from President’s

Relief Fund in the first instance.
